Helping the Vulnerable during the COVID-19 Pandemic urrent information on COVID-19 suggests that older adults and those who have underlying chronic health conditions are at the highest risk of developing severe illnesses and complications during the widespread of COVID-19. If you or your loved ones are over the age of 65 with chronic health conditions such as diabetes, heart disease, and lung disease, you are at a higher risk of developing severe illnesses from the COVID-19, and are more susceptible to catching the virus. While most people with the COVID-19 recover, it is important for patients with chronic conditions to take extra measures to protect themselves as they are at a higher risk of death associated with the virus. It is important for the more susceptible population to avoid all large gatherings and stay away from other people

Patients with certain chronic conditions, such as those that require medications that suppress the immune system should also consider protective self separation; staying separate from other people as much as possible. Along with social distancing, it is important to take the same measures as you would when protecting avoiding other influenzas by washing hands regularly and avoiding the urge to touch their face. The BC government recently announced that patients will no longer require prescriptions for medications that they take on a regular basis, therefore it is prudent to have at least a two-week supply of medications on hand. Most importantly, eat healthy foods, continue to exercise inside your home, and continue to receive medical care for chronic conditions.

These are interesting and confusing times for many. We are witnessing this confusion and mis-information throughout our community. People using bad information in order to justify not changing their lifestyles, right when the most vulnerable in our community need us to change drastically for a couple of weeks. I’m hearing ridiculous statements like “It’s no worse than the flu” or “the media is overblowing this whole thing” or “I’m young, it’s not going to hurt me.” Each and every one of these statements is not only wrong but dangerous. The young can be carriers, infecting grandparents and others even if they have no symptoms. It is worse than the flu, because it is a new strain of virus in which we don’t have any immunity built up and there are no vaccines yet. I know, I may sound like a strict school teacher admonishing their pupils. But, I’m OK with that. Why? Because I care about the more vulnerable in our community. Our parents, our grandparents and those who already have underlying medical issues. If we don’t immediately change how we are thinking, or how we are living our lives, our arrogance will kill many more of them than need be. It starts with social-distancing, which is very different from Self-Quarantine. Social Distancing vs Self-Quarantine We’ve all been hearing about the new “Social Distancing Rule.” It involves seeing people but staying 2 metres away so as not to spread any unknown virus residuals from one to the other. It just takes some diligence to be that extra careful. This can dramatically reduce the spread, Social-distancing is for if you HAVEN’T just returned from outside of Canada in the last 14 days OR if you haven’t knowingly been in contact with someone who has (or has been diagnosed). If you, or someone you live with or have come in contact with, has just returned from out of Canada in the last 14 days or less, you MUST directly head into self-quarantine. This is serious, it’s not easy but it is critically important. I know, many like to sometimes live by the rules, but only when it is convenient. But in this case I implore you to follow the rules strictly, as boring as it may make your life for 2 weeks. You can be feeling great, but still be spreading the virus. Here are some of the rules for self-quarantine (and yes, I know they feel draconian): 1. Go Home, Stay Home. Do not leave home unless absolutely necessary, such as to seek medical care. 2. If you are feeling ill, call 811 (not 911) before heading to the clinic or hospital. Speak to the medical experts at this number for next steps

3. Do not go to school, work or other public areas and avoid taking public transit 4. Wear a mask if you come in contact with others and even with that precaution, keep that interaction brief 5. Avoid, avoid, avoid contact with older adults or those with any chronic conditions or compromised immune systems. 6. Arrange to have groceries, supplies, medicines etc dropped off at your door. Do not greet the people dropping it off. Wait until they walk away and then pick up the package. None of the above sounds like fun or even remotely convenient, but let me remind you this is not about you, it is about the vulnerable in our community. But there is an upside, you can make this time fun, or at least productive. Here are just a few ideas: 1. Use the time to sort your photos, or your clothes closet and get rid of the pieces you no longer want, 2. Write. Start a journal to keep a record of your thoughts during these very strange times. It clears the mind and who knows, in 20 years someone may ask you “What was it like during world quarantine in 2020?” 3. Flip or turn your mattresses. When was the last time you did that? It’s supposed to be done every 3 months 4. Look in that garage finally. Remember, it was designed to park cars in, but so many are filled with the detritus of life (nice way of saying ‘our junk.’ Sort it, clean it. 5. Sit by the fire or in your favorite chair, find out which other friends are doing the same and have a “Zoom/Skype/Facetime” visit. Same conversation as you would have, both hanging by the fire - but still both being smart and staying physically apart. 6. Read the book you always wanted to read. Download the Library App and start choosing a great book. 7. Call a friend or family member whom you haven’t spoken to in a long time. You now have lots of time on your hands for a great conversation. 8. Plan your veggie garden. Whether it be a BIG rural garden or a patio/deck garden. Plan it out, read about your options, try something new. Frankly, we can save lives by living life just a little differently for a short while. Increasing hand sanitizer production to keep British Columbians safe Distillers in British Columbia are temporarily authorized to manufacture alcohol-based hand sanitizer to help combat the COVID-19 pandemic, through an updated policy directive from the Liquor and Cannabis Regulation Branch (LCRB). Previously, distilleries and other licensed manufacturing establishments would have required discretionary authorization from the general manager of LCRB in order to produce alternative products. However, given the context of the current provincial health emergency related to COVID-19, the general manager is now permitting all distillers to produce alcohol-based hand sanitizer. Hand sanitizers must meet certain federal regulatory requirements. Some distillers are donating the “excess alcohol” from their distilling process to a third party that can produce hand sanitizer. Others are producing the hand sanitizer themselves, taking steps to ensure products contain the necessary level of alcohol content to

make them effective. The Komagata Maru Affair Series

T

he Komagata Maru left Singapore on 19 September for Kolkata. Gurdit Singh was fully aware that the British authorities would search the ship thoroughly for arms and revolutionary literature upon arrival at Kolkata. Hence, he sought the cooperation of the passengers to throw over whatever arms and revolutionary literature they had with them. Most of the passengers complied; some of the younger men secretly kept the pistols and ammunition which had been supplied to them by Sohan Singh Bhakna.

The British Government of India had planned certain measures “to assist indigent passengers to their homes in the Punjab and to prevent any undesirable agitation and disturbance in Calcutta upon their arrival.” Simply put, the British Raj wanted to prevent the discontented and frustrated ship’s passengers from stirring unrest in India. In this regard, on 20 August 1914 the British Government of India passed The Foreigners Ordinance, 1914 aimed at preventing the entry of undesirable aliens into India. It also utilized the provisions of the Ingress into India Ordinance, 1914 which had been hastily passed on 5 September. The latter ordinance authorized the British Government of India to screen, indefinitely detain and compulsorily domicile persons who were considered to be prejudicial to the safety, interests or tranquility of the state. As observed by Renisa Mawani, this ordinance “transformed British Indians from nationals into aliens with diminished rights in their own land.”

The next day, a police inspection party consisting of European and Indian officers sought to inspect the ship. This inspection party included James Donald, Magistrate of 24--Parganas district in which Kalpi is situated; Robert Humphreys, Deputy Commissioner of Punjab’s Hoshiarpur District; David Petrie, a senior Criminal Intelligence Department officer; and Sukha Singh, a Deputy Superintendent of the Punjab police. The inspection party examined the luggage of the passengers and failed to find any arms or seditious literature. The police together with Humphreys and Petrie returned the next day for a second inspection which also was unfruitful. The Komagata Maru was thus allowed to proceed towards Kolkata.

Budge Budge Tragedy On the morning of 29 September 1914 at about 11:00 AM, the Komagata Maru docked at Budge Budge harbour, about 27 kilometres downstream from Kolkata, with 321 passengers. The passengers were directed by the British authorities to disembark and to board a special train to Punjab. Seventeen Muslim passengers from the Shahpur district of the Punjab immeadiately obeyed the orders and boarded the train. On the other hand, the Sikh passengers refused to do so because they doubted “that the train provided for them was going to the Punjab, that they were being deceived and would be sent to Assam and that in any case they wished to go first to Howrah to deposit the Granth Sahib” in the gurdwara.

The Komagata Maru arrived at the mouth of the Hughli river on the evening of 26 September and was detained at Kalpi pending the arrival of a police inspection party.
