BC Transit has a green light at the intersection of opportunity

n efficient and affordable transit system is a key factor in economic activity, reducing the effects of climate change, and healthier lifestyles, said Todd Stone, Minister of Transportation and Infrastructure while addressing a BC Transit workshop titled, ‘Exploring possibilities, embracing change.’ Communities throughout the province will benefit from increased operational funding and new capital investment, Stone told municipal leaders, transit planners and operating companies. “BC Transit and its local government partners have done an enormous amount of work in recent years to keep costs down, which puts them in a good position to take advantage of the recently-announced federal infrastructure funding for expansion and technology upgrades,” said Stone. “Transit is more than getting from point A to point B – it is the stimulus for substantial change in the way we live in British Columbia. It affects our lives, our economy and our environment.” This year the Province has provided a funding lift of $12.7 million over three years to go toward increasing transit services, with a focus on expanded door-to-door handyDART services in targeted communities, adding an extra 8,000 hours of handyDART services each year. The Province is now working with the federal government to identify proj-

ects and service improvements eligible under the Public Transit Infrastructure Fund, which will be discussed with partner municipalities in the coming weeks. “BC Transit along with our partners remain committed to providing efficient and effective public transit service in the over 130 communities we serve,” said BC Transit president and CEO Manuel Achadinha. “The additional funding from the provincial and federal governments provides a great opportunity to connect people and communities to more sustainable transportation options across B.C.” In partnership with local governments, BC Transit provides access to public transit to more than 1.6 million British Columbians in 130 communities outside Metro Vancouver. The Province is providing BC Transit with more than $110 million in capital contributions and $324 million in operating contributions over the next three years – the highest level of operating support for transit in Canada. As a result of this support, some communities with as few as 1,000 people have access to transit, making it unique in Canada for service in smaller communities.

One of the Government of Canada’s priorities is to empower all Canadians to build better lives for themselves and to enable them to contribute to and share in the prosperity of our society. In order to meet this commitment, the Government recognizes that it must re-

Budget 2016 also announced a broad engagement process with provinces and territories, Indigenous and other communities and key stakeholders in the coming year to develop a National Housing Strategy. SURREY –Surrey Ground Search and Rescue Society is receiving a boost of $69, 441.76 as part of the Province’s $10-million in one-time funding commitments to the BC Search and Rescue Association (BCSARA) to help bolster training, administrative support and equipment renewals for these critical public safety lifeline volunteers. “Although we have not decided exactly how the funding will be used, this grant will help fund some of the team’s ongoing projects,” said Surrey Search and Rescue president Don Burgess. “It takes some of the fundraising pressure off and lets us concentrate on training and responding to calls in the communities that we are proud to serve.” “Nothing is more important than a timely response to rescue a person in distress on land or on the water,” said Surrey-Tynehead MLA Amrik Virk. “Surrey Search and Rescue volunteers regularly put their own safety at risk to save lives on some of the most complex terrain and most challenging waters in B.C. Politicians Should Look in the Mirror on Housing Prices This op/ed first appeared in the June 3, 2016, Vancouver Province. Politicians and bureaucrats are different from the rest of us. When everyday folks look at homes, we see our future – a place to live, to raise a family, to retire. It’s an investment that will help us, a safe spot that becomes the centre of our world. When the politicians and bureaucrats look at those same homes, they see a cash cow to be milked. How else to explain why new housing in the City of Vancouver is now subject to at least 107 taxes, fees and levies, all of which drive up the cost of housing? Our leaders now tax new condos at a rate of at least 37 per cent, making a condo that should cost $294,691 come in at a final selling price of $403,809. At a time when real estate has become the dominant conversation in the Lower Mainland, when a news cycle can’t go by without another big affordability story, the politicians have gotten off nearly scot-free, even as they reach their hands deeper into the housing tax till. Their demands have become ridiculous and expensive. TransLink, for example, now requires builders to hire a Trolley Overhead Safety Watcher whenever a homebuilder is working near bus trolley lines. Someone is paid $90 per hour ($135 per hour for overtime shifts of longer than eight hours) to sit and watch the trolley bus wires. There are no special qualifications for this job; it is usually done by a retired bus driver, not an electrical expert. This individual (whose travel time is also paid by the builder) usually sits in a lawn chair, watching the wires. But even if a crane inadvertently came close or even clipped the trolley wire, the watcher has no ability to contact the crane. This requirement adds as much as $300,000 to a building project in Vancouver. Another example is the expensive, high-end level 2 electric vehicle charging receptacles required by the City of Vancouver for 20 per cent of parking spaces.
Jordan Bateman (CTF) It’s worth remembering that there are only 3,100 electric and hybrid plug-in vehicles in all of British Columbia. There are nearly 300,000 non-electric vehicles licensed in Vancouver. Even if every single one of those electric vehicles resides in Vancouver, that still works out to just 1 per cent of vehicles. Adding that level 2 charging requirement can increase a building cost by as much as $400,000. Rather than doing everything they can to encourage new housing – thus increasing supply and helping drive down prices – city hall acts like housing is a nuisance to be eradicated. They seem to be trying to tax new housing out of existence. Meanwhile, too many politicians and bureaucrats act like even more taxes is the solution to affordability problems in the Lower Mainland. Some float speculation taxes and foreign investment taxes and higher taxes on pricier properties. Everyday taxpayers should be very reluctant to go down that path. Back in 1987, the Property Transfer Tax was brought in as a luxury tax – it applied to just the top 5 per cent of property purchases. Today, it’s a major cost driver in new housing. Today’s luxury taxes have a way of turning into tomorrow’s everyone taxes. And any increased cost, including higher taxes, makes things more expensive, not cheaper. There are many causes of housing unaffordability in the Lower Mainland, and many need to be addressed. But politicians should not be allowed to wriggle off the hook for their contributions, and should instead aggressively cut taxes, speed up regulatory processes and help get more homes into the market.

UFV Governor General’s gold medal: Kristy Kardos is top grad at master’s level risty Kardos can see the surface of her dining room table for the first time in two years.
And her ever-patient husband and friends are happy that she’s free to take part in social activities again. Everything’s been on hold as she immersed herself in social work studies at the University of the Fraser Valley, while holding down a full-time job with Fraser Health.
She recently wrapped up her Master of Social Work degree at UFV, clearing her table of five semesters’ worth of notes, textbooks, and assignments.

Kardos is an avid student who did her Social Services diploma and Bachelor of Social Work degree at UFV right out of Sardis Secondary, graduating with her BSW in 2007. She got interested in the specialty of mental health after doing a practicum at Cheam View Clubhouse, a psycho-social rehabilitation program for clients with severe mental illness. After establishing herself in the field for a few years, she was eager to come back for the MSW.
Now she not only has a credential that will qualify her for a higher level of positions at Fraser Health, she’s also the 2016 winner of the Governor General’s Gold medal, given to the top student in a master’s degree program at UFV.
“I love being a student! I always knew I wanted to come back for more,” she notes. “I was quite young and inexperienced when I first entered the field, so it was nice to have time to come back and refocus and reflect on what it means to be a social worker.”

education, and support to individuals with mental health issues and their families, and refers them to appropriate resources, and also liaises with different professionals and agencies, and advocates for her clients. For her major research project as part of her master’s degree, she looked into the stigma attached to borderline personality disorder, and investigated what social workers found to be meaningful and effective peer support for social workers working with clients with the disorder. She also completed the mandatory three-day-per week practicum, taking time out of her day job to participate in a pilot project that researched placing social workers into school settings in Surrey. Students from UFV’s BSW participated in the applied part of the project, while Kardos monitored and analyzed the results. The team presented its results at a conference in Calgary in early June.
Kardos has a wide circle of support to thank for her success, including her professors, her fellow students, co-workers who picked up the slack while she was away on practicum, friends who made sure she got out every once in a while, proud parents who encouraged her all along the way, and husband Ryan, who’s glad to have both his wife and his dining room table back. UFV graduates a Master of Social Work class every two years. The next cohort starts in September 2016.

B.C. joins western Canadian fight against invasive species
T
he Province is joining forces with neighbouring jurisdictions in the fight against invasive species, including zebra and quagga mussels.
The Western Canada Invasive Species Agreement, signed by British Columbia, Alberta, Yukon, Saskatchewan and Manitoba, is a coordinated regional defence against invasive species, with an initial focus on aquatic invasive species.
The agreement allows for a greater collaboration between regions in Western Canada by sharing resources and coordinating planning in the prevention and response to invasive species. As an example, jurisdictions will work together to co-ordinate watercraft inspection station locations near shared highway crossings and offer valuable resources to help in the event a rapid response is needed. Aquatic invasive species, such as zebra and quagga mussels, pose a significant threat to Western Canada’s freshwater ecosystems. Invasive mussels threaten native species and fisheries in lakes and rivers. They clog water intake pipes, leading to increased maintenance costs for hydroelectric, domestic water, industrial, agricultural and recreational facilities.
In March 2016, the Province announced an annual $2-million boost to the Invasive Mussel Defence Program. Thanks to support from BC Hydro, FortisBC, Columbia Power and the Columbia Basin Trust, five inspection stations opened along the B.C.-Alberta border, and three along the B.C.-United States border. A total of 32 mussel inspectors are operating the stations, 10 hours a day, seven days a week. The enhanced program also includes eight mobile decontamination units, which have the ability to travel to locations throughout B.C. in order to respond to high-risk watercraft notifications from other jurisdictions. To date, more than 3,200 watercraft have been inspected, of which 124 were identified as coming from a highrisk province or state. Out of these 124 watercraft, six were confirmed to be transporting adult invasive mussels. Sixteen were issued a quarantine
period to meet the required 30-day drying time. So far this boating season, mussel inspectors have interacted with approximately 5,500 people to promote the message of Clean, Drain, Dry and raise awareness about invasive zebra and quagga mussels and other aquatic invasive species. The public is encouraged to report potential invasive mussel-infested boats and equipment to the B.C. Cascades men’s team fourth at Golf Canada nationals

FV golfer Connor McLellan finished in phenomenal fashion at the Canadian University/College Championship, rallying to claim the men’s individual bronze medal. McLellan fired a four-under 68 during Friday’s final round at Morningstar Golf Club in Parksville, B.C. to move to -5 for the tournament, trailing only Scott Secord of the UBC Thunderbirds (-11) and Lawren Rowe of the UVic Vikes (-7). The sophomore became the second Cascade to win an individual medal at the Golf Canada-sanctioned event, joining fellow Chilliwack product Aaron Pauls, who won bronze in 2015. McLellan had an inauspicious start to the week – he opened with a four-over 76 during Tuesday’s opening round, but steadied himself with a one-over 73 on Wednesday. He finished in torrid fashion – his 66 on Thursday was

the low round of the week, and his 68 on Friday was the low round of the day. “I really didn’t have any pressure on me after the last two days, so I kind of got to go out there and freewheel and make some birdies,” McLellan explained afterward. “Putts just started to go in on the third day. It was hard to miss the hole – it was one of those days where everything goes in. It was a confidence boost, and you just ride the momentum from there. “It was a storybook ending, I guess.”

Abbotsford’s George Peary receives honorary degree in recognition of decades of public service
ecades of public service behind him, George Peary has a quip for every occasion, a story for every situation, and now an honorary degree from UFV recognizing a lifetime of community commitment. “I’m an ordinary fellow who’s been given an extraordinary opportunity to serve,” he says.

For 18 years he served on municipal councils for the District of Matsqui and later the new City of Abbotsford (famously delivering one campaign speech standing on his head while facing away from the audience), followed by a three-year term as school trustee before serving as Abbotsford’s mayor from 2008-11.
“I left politics because of illness,” he jokes. “The people got sick of me.” Quick wit and boyish mischievousness make Peary particularly popular in his latest role as principal of Dasmesh Punjabi School. Small arms ring around his neck in excited embrace every morning as he greets students arriving by bus to the K-12 school specializing in exceptional education rooted in Sikh principles. “I haven’t decided what I want to do when I grow up yet, so

A self-described ‘bowling ball on skates,’ Peary seemed destined for the NHL when a deflected puck slammed his right eye while he was captain of the Brandon Wheat Kings. The injury made reading impossible, and he ended up one course short of his degree at Brandon University. Peary transferred to the University of Saskatchewan, staying with his sister. The plan was to major in economics, but on registration day the line was much shorter to sign up for physical education, so Peary studied that instead.
terested in teaching at UFV’s campus in Chandigarh, India. After quick consultation with wife Sylvia, the pair took flight in 2013. They were warmly welcomed back for another fall semester the fol-
lowing year. George engaged Indian students with his usual antics: hoisting them on his shoulders and bouncing around the room, sometimes reciting his favourite Dr. Seuss passages. Sylvia kept a popular blog during the inaugural stay, then put her own MBA to use as an instructor in 2014. The pair are nearly inseparable. “I make the living and she makes the living worthwhile,” he says.
With Brandon University science credits in his pocket, Peary’s course load was light enough to accept an afternoon teaching job at a Saskatoon Catholic school. The pipe-smoking priest principal eventually asked Peary to be his vice-principal, then he became principal at age 27. When the school went co-ed, Peary gathered his parkas and accepted a principal’s position in Whitehorse at the largest high school in Canada’s north, living through four tough northern winters before heading south to Abbotsford. He’d visited Vancouver while competing against UBC as varsity athlete excelling in judo, hockey, football and wrestling. “It was beautiful and warm and I always wanted to go back, so I made that happen.” He started as vice principal at Abbotsford Senior Secondary, then served as principal of
Maple Ridge Secondary, W.J. Mouat Secondary, Abbotsford Junior Secondary and Yale Secondary. As a secondary school administrator, Peary helped develop a new model of education at the Career Technical Centre (CTC). Working with UFV, Peary led the CTC to become the first school in Canada where high school students in trades and technical programs could earn university credits before graduating. Students learned from secondary teachers and university instructors working side by side in this pioneering approach. “It was avant-garde, but has now unleashed similar programs across Canada.” Peary earned his chops as a respected educator, but also as a national-level Judo competitor. A second-degree black-belt, he finished second in the Canadian Judo Championships and represented Canada at the world championships. Away from the mat, Peary’s community service includes: charter president and member of the Rotary Club of Abbotsford; director of the 1995 Western Canada Summer Games; director of the Abbotsford Sports Hall of Fame; board member of Central Fraser Valley Fairs Association; member of Abbotsford Chamber of Commerce, MSA Museum Society, Habitat for Humanity, and Agrifair; advisor to Abbotsford Hospice fundraising programs; plus 21 years involvement in making the City’s Abbotsford Regional Hospital and Cancer Centre a reality. He’s also been chair of the Campaign for Health-
care Excellence and the Fraser Valley Health Region. Most recently, he’s leading a team organizing hundreds of accreditations for this year’s BC Summer Games in Abbotsford. His accolades include: Rotary International Paul Harris
Award on two occasions; Distinguished Alumni Award from Brandon University; honorary Military Engineer by 192 Airfield Engineering Flight Abbotsford; and Queen’s Diamond Jubilee Medal for outstanding community service. In 2015, Peary was inducted into the Order of Abbotsford and named one of the community’s Citizens of the Year. Throughout it all, Peary has endeared himself to generations of families throughout Abbotsford. His advice is simple. “Have fun,” he says. “I think there’s enough misery in the world so try to enjoy yourself, and always be in a position to help others.”
