Tubac Presidio An incredible story of one community’s fight to preserve their local history
Without Tubac, there would be no Arizona as we know it today. Tubac, a small town on the Santa Cruz River in Southern Arizona, has played a large part in shaping the history of the American West. This little city has a long tradition of abandonment and reclamation, stretching back hundreds of years. The community of Tubac continues this practice of reclamation with their determined and successful efforts to save the Tubac Presidio Historic State Park. How Some Very Determined People Kept Three Hundred Years of History Alive Tubac Presidio was slated to be closed. In 2009, the Arizona legislature announced they were cutting funding to run and maintain state parks. Among the parks to be closed was Tubac Presidio State Historic Park, the oldest designated park in Arizona. The Presidio is a tangible piece of the turbulent history of the American Southwest. It stretches back over three hundred years, and encompasses an array B y S ara h B ankoff of cultures, both new and old. It stands as a symbol of the struggle that defined the early years of the American West. “Most people who visit Tubac don’t know that Tubac is where Arizona began, says Gary Brasher, a local business owner. “The first paper, the first school, they were right here.” Brasher continues: “The Park is the heart of the community, and when the State announced they were going to close it, it really resonated with people. We realized that it wasn’t just important to us-to the local people who lived here-but to school-kids, to the general public, to everyone. This is where Arizona started! That should mean something. This is something worth preserving, something worth fighting for. So we said ‘We’ve got to do something!’” The people of Tubac rise to the challenge. The people of Tubac responded to the threat of yet another abandonment of the Presidio, and looked for ways to reclaim it, as did the generations of settlers before them (please see the sidebar, A Brief History of Tubac and the Presidio to learn more). The community was determined to save the Presidio, and decided to take over the running of the park. Within 14 days, over $20,000 in private funds had been donated for park operations expenses.

Red tape gets in the way. The State Attorney General told the Tubac Historical Society that because Tubac lacked a government agency to partner with the State Government, they could not take control of the park. The community refused to accept this as a final answer, and continued to look for ways to allow the Presidio to survive. The Tubac Historical Society eventually partnered with Santa Cruz County, so they could be eligible to take over the running and maintenance of the park and the Presidio. Brasher says, “Tubac’s effort to save the Presidio Historic Park is a great example of working outside the box. It shows how the private sector can work cooperatively with the municipal-level government, if people are willing to really commit to a cause.” The Tubac Historical Society brought a proposal to the Santa Cruz County Board of Supervisors. The Board understood the importance of keeping the Park open, both for Tubac’s economy, and for the irreparable loss of history and culture that would result from closing the park. Losing general access to the Presidio would effectively destroy a historical monument to more then three hundred years of Western history.

Saving t h e T u bac P re s i d io Saved! Just days before the scheduled shut-down. Just five days before the Park was scheduled to close, the Board of Supervisors nominated the County Manager to negotiate with Arizona State Parks, and created an arrangement to allow the Tubac Presidio Historic State Park to remain open to the public, under the management of the Tubac Historical Society. The Society, Santa Cruz County and the Parks Department held a signing ceremony in Otero Hall to commemorate the signing of this agreement, marking another recovery for the Presidio from the latest in a long series of abandonments. The ceremony included adults and children dressed in authentic historic costumes, personifying the many time periods encompassed by the lifetime of the Tubac Presidio. The agreement ensured that the Presidio, which had already seen so much history and had stood through so much turmoil, would continue longer still. “I was in the room when the agreement was signed, and it was packed, standing room only, and these were all just regular, nice, local people,” said local gallery owner Ann Groves. “As a business owner, and a landowner in Tubac, looking out over the crowd as the Park was signed over, I could have just burst,” Groves said. “I was so proud of my community, this group of people who worked together to save this incredible historic park. They got it. They understood how important it was to the history of Arizona and to our local history, to save this Park, and they stepped up and did it.”

This public-private arrangement between the state, the county, and the local community, is unprecedented in the more than 300 years of the Tubac Presidio’s life. Commitment and tenacity, Arizona style. That the agreement came about at all, is due entirely to the astonishing commitment and efforts of a resourceful and dedicated group of individuals, who acted in the spirit of Tubac’s long, historical tradition of overcoming obstacles and rebuilding against all odds. Thanks to the tenacious and committed community of Tubac, especially the efforts of Greg Lucero, Sam Chilcote, Shaw Kinsley, and Carol Cullen, the Tubac Presidio Historic State Park remains open and accessible to the public, allowing everyone the chance to explore Tubac’s vital contribution to settling the American West. The Tubac Presidio is a testament to the beginnings of European settlement and culture in Arizona; a tangible monument to the early roots of modern Arizona. The Park Today Entirely staffed by volunteers, the Park continues to thrive, drawing people from all over the country, as well as international visitors, looking to appreciate the richness of Arizona’s past. Despite the community’s success in saving the Presidio from extinction, the Tubac Presidio’s future is still not completely secure. There is a constant need for financial assistance, volunteers and visitors to keep the Presidio going. The Tubac Historical Society hopes the community and the public will continue to help them maintain and preserve the Tubac Presidio Park as a public space. As Ann Groves said, “Now comes the hard part. We have to get people to keep coming to the park so we can keep it going.” What can you do to help keep the Presidio alive? First and foremost, come visit! One of the most important ways you can help is to experience the Tubac Presidio for yourself and walk through tangible remnants of the Old West: • Explore the first schoolhouse in Arizona. • Visit the buildings of the Old Presidio and view parts of the original walls, floor and foundations of the 18th century Commander’s Quarters. • Check out the museum’s collection of unique artifacts from the Presidio, dating back through hundreds of years of its compelling history.

A Brief His tory of
Tubac & the Presidio Tubac has been claimed and abandoned many times throughout its tumultuous history.
During this time, the first school in Arizona was established in Tubac and the first newspaper in Arizona, The Weekly Arizonian, was printed in Tubac as well. Poston printed Tubac’s own money (the first to be printed in the territory) and he officiated marriages, baptisms and divorces. Tubac became a flourishing town, rapidly growing to be the largest town in Arizona.

From the Pima to the Spanish When the Spanish empire first started to expand the colonial boundaries of New Spain, they established Catholic missions throughout Mexico and the American Southwest in the late-1600s. Tubac, then a small Pima Indian village, was taken over and transformed into a mission farm and ranch. The Presidio, or Fort, was built to defend Spanish missions and settlements. Tubac was abandoned for the first time after the Pima Indian uprising against the Spanish in 1751. The original Tubac settlement was destroyed, the Spanish settlers were driven out, and Tubac was left to decay. The Spanish were not gone for long, and they forced the Pima to surrender in 1752. After the Pima surrender, the Spanish army built the Presidio of San Ignacio de Tubac, where present day Tubac is located. Tubac belonged to Mexico The Spanish Army manned the Presidio until 1821, when Mexico gained its independence from Spain, and the Presidio was abandoned for the second time. When American settlers reached the Santa Cruz River valley in the 1840s, they found it in unoccupied, in ruins, and left it uninhabited for years. The Presidio was to experience neglect yet a third time when, after the Mexican-American war, Tubac and the Presidio were again deserted. The Americans move in In 1856, Tubac, practically a ghost town after the MexicanAmerican war, came back to life as a new American settlement. It was owned in large part, by Charles D. Poston’s mining company, The Sonora Exploring and Mining Company.
Flying the Confederate flag During Poston’s time, the Presidio had been continuously manned by US Army troops, keeping the always-threatening Apache war parties at bay. With the commencement of the US Civil war, the Union troops were withdrawn from the Presidio, and the Apache attacks became more and more fierce. The cycle of abandonment and reclamation that makes up much of the history of Tubac continued. In 1861, the Siege of Tubac took place during the Apache Wars. Over 200 Apache warriors attacked the Presidio, where Tubac’s civilians had been forced to take refuge. The settlers held off the Apache from the walls of the Presidio for three desperate days and nights, before sending for help from Tucson. Finally, Captain Granville H. Oury brought militia reinforcements under a Confederate flag to rescue the besieged civilians, but the Apache had overwhelming numbers and the townspeople were forced to flee. Apache and Mexican forces looted and burned Tubac, virtually destroying it. Tubac was abandoned yet again. However, the ruins of the Presidio remained standing, waiting patiently for the courageous settlers to return. Pioneer settlers begin the modern era In the 1880s, Tubac was resettled by the now-united Americans. However, with the discovery of silver in Tombstone, the town never regained its earlier importance. While many people think of Tombstone as being the embodiment of Arizona history, Tubac was there much earlier. Tubac is an emblem of the tenacity and determination of settlers of the Old West, a testament to the turbulent, difficult and occasionally terrifying story of retreat and recovery that epitomizes the Western pioneer experience. tubacvg.com •
