2015 평화기행을 기획하며 올해는 해방과 분단 70주년이자 주한미군이 한반도에 들어온 지 70년, 한국 전투병이 베트남전에 참전한지 50주년이 되는 해이다. 70년이라는 시간 동안 대부분의 사람들은 분단과 전쟁의 고통과 상처를 피부로 느끼 지 못하고 일상을 살아가고 있다. 그러나 아직도 분단 70년의 고통과 상 처를 생생한 현실로 마주한 사람들이 있다. 그들은 휴전선 접경지역 주민 들과 주한미군 주둔지역 주민들이다. 이들 지역은 전쟁의 피해와 고통이 가장 컸던 지역으로 지금도 다른 지역에 비해 발전이 되지 않은 낙후지역 으로 남아 있다. 평화기행은 국내외 연구자와 활동가들, 그리고 일반 시민들이 함께 분단 과 전쟁의 비극적 현장을 둘러보며 분단 극복과 한반도 평화운동의 방향 을 고민해 보는 시간을 마련하기 위해 기획되었다. 2015년 평화기행은 해 방과 분단 70주년을 맞이해 안산과 서울 일대의 국가폭력(인권탄압) 현장 과 화천·철원의 비무장지대와 동두천의 주한미군 피해현장을 찾아간다. 화천·철원·동두천은 분단과 전쟁의 상흔이 생생히 남아있는 비극적 현 장이자 여전히 대규모 군대가 주둔하고 있는 ‘냉전의 최전선’이다. 화 천 베트남참전기념관의 깨어진 조각상을 통해 여전히 진행 중인 베트남전 쟁을 둘러싼 기억투쟁의 현장을 목격할 수 있다. 화천 파로호, 꺼먹다리, 끊어진 금강산전기철도교량·총탄 자국을 안고 70년의 세월을 외롭게 버 티고 서 있는 철원 노동당사 건물은 해방의 꿈을 산산이 부숴버린 분단과 전쟁의 아픈 상처와 평화의 소중함을 되새기는 계기가 될 것이다. 철원은 남북의 체제 경쟁 속에서 대한민국의 우월성을 입증하기 위해 박 정희 정권에 의해 건설된 대북 선전마을(민간인통제선 북쪽에 세워진 마 을이라고 해서 민북마을이라 부른다)이 가장 많은 곳이다. 왜 철원에 민 북마을이 가장 많이 세워졌는가? 아직도 분단현실을 일상으로 살아가는 그들의 고통은 무엇일까? 그 현장을 직접 눈으로 확인하고 주민과의 대 화를 통해 한반도 평화를 고민해 보는 것이 이번 평화기행의 중요한 화두 이다. 이번 기행에서는 한반도 최북단의 대북선전마을인 철원 유곡리 통 일촌과 민통선마을을 둘러보고 현지 주민들과 지뢰피해주민들을 만나 그 들의 고통과 아픔에 대해 이야기를 나눠보고자 한다. 동두천은 ‘리틀시카코’라고 불릴 정도로 미군 범죄와 사건사고가 끊이 지 않는 대표적 미군기지촌이다. 1992년 윤금이씨 사건, 2002년 미선이· 효선이 참사는 모두 동두천에 주둔하고 있던 미2사단 병사들에게 의해 저질러진 사건이었다. 폐허로 버려져 있는 기지촌여성 성병검사소, 번호 가 새겨진 나무묘비가 늘어서 있는 초라한 기지촌여성 공동묘지, 미선 이·효순이 참사현장에 세워진 미군추모비는 과거의 아픔과 함께 아직도 현재진행형인 미군주둔 문제점에 대해 깊이 생각하는 계기를 줄 것이다.

Background This year, Korea celebrates the 70th anniversary of liberation and partition, the 70th year of the U.S. Forces in Korean Peninsula and the 50th year of Korean combat forces participating in the Vietnam War.
After the seven
decades have passed, most Koreans living the present have not directly experienced the pain and wound of separation and war.
However, there
are still those who face the vivid reality of pain and wound from the separation and war.
They are the people living in villages near the
demarcation line and the U.S. military bases in Korea.
Those villages
suffered the severest damage and pain from the war, and still suffering as they remain underdeveloped. The Peace Tour was planned for the researchers, activists and general citizens in and outside Korea to visit the sites of tragedy created by the war and division and to think about how the division can be overcome and which direction the peace movement in Korean Peninsula should aim. The 2015 Peace Tour will visit the sites in Ansan and Greater Seoul where the state terror (human rights oppression) had been committed, the De-Militarized Zone in Whacheon and Cheolwon and the sites where the Koreans were harmed by the U.S. soldiers, all in celebration of 70th anniversary of liberation and division. Whacheon, Cheolwon and Dongdoocheon are tragic places where the remnants of division and war are vivid, and the forefront of cold war where large-scale military bases are stationed.

Visiting the
sites in person and speaking to the villagers to contemplate how to achieve peace in the Korean Peninsula is one of the most important topics of this year’s
Peace
Tour,
where
the
tourists
will
visit
Tongilchon
and
Mintongsunmaul in Yugok-ri, Cheolwon, the two northernmost advertisement villages in Korea to meet their villagers, especially those who are the victims of landmines, and discover their pains. Dongdoocheon is one of the most typical towns in Korea that grew surrounding the U.S. military base, and where the crimes and accidents occurred so frequently that the town was given a nickname of ‘Little Chicago.’
The two famous cases - the KY Yoon Case in 1992 and the
Misun-Hyosun Case in 2002 - were all committed by the soldiers belonging to the 2nd Division of U.S. Army stationed in the Dongdoocheon.
The

8월 9일 세부 코스 설명 ▪ 416 기억저장소 위치: 경기도 안산시 단원구 고잔동 664번지 2014년 4월 16일 오전 8시 48분경, 인천발 제주행 ‘세월호’가 전남 진도군 조도면 부근에서 침몰하는 참사가 발생했다. 이로 인해 제주도로 수학여 행을 가던 안산단원고등학교 2학년 250명, 11명의 교사, 33명의 일반인, 10명의 승무원, 총 304명이 희생되었다. 이 참사는 정부나 국가 주도가 아 닌, 시민들의 자발적이고 주체적인 행동이 필요하다는 문제제기를 이끌어 냈다. 참사 이후 시민들의 자발적인 아카이브 활동이 꾸준히 지속되었는 데, 2014년 8월 이러한 활동을 종합하여 설립된 것이 416기억저장소(이하 기억저장소)이다. 기억저장소는 한국에서 최초로 이루어진 민간 주도의 아카이브라는 점에서 매우 중요하다. 기억저장소는 세월호 참사를 사회적 기억으로 만든다는 취지 아래 오로지 시민의 자발성을 토대로 기록을 수집했으며, 이 과정에서 영상·기록·역사 등 여러 분야의 전문가가 자연스럽게 참여하였다. 그간 문인, 영상감독, 기록학자, 인류학자, 역사학자 등이 공동으로 참여하여 책, 영상, 구술, 약 전, 사진, 전시 등의 다양한 형태의 활동이 있었으며, 416기억전시관에서 는 <아이들의 방>이라는 상설전시도 이루어지고 있다.

Sunday, August 9, 2015 â–Ş April 16 Memory Storage Address: 664 Gojan-dong, Danwon-gu, Ansan, Gyeonggi-do At 8:48 a.m. on Wednesday, April 16, 2014, the ferry Sewol, having departed from Incheon for Jejudo Island, began to sink under the ocean nearby Jodo Island, off the coast of Jindo, Jeonnam. The accident claimed the lives of 304 people in total, including 250 students and 11 teachers of Danwon High School in Ansan, who were onboard the ship for a school trip, 33 other passengers, and 10 crew members. The tragedy reawakened civic initiatives and solidarity outside the realm of government and political affairs, with an increasing number of citizens archiving the records relating to the incident to this day. The April 16 Memory Storage came into being in August 2014 to gather and store the archival records contributed by citizens. It is the first archive in Korea established and maintained solely by citizens themselves. The Memory Storage houses a wide range of records that citizens have contributed for the purpose of preserving the memory of the Sewol tragedy. The establishment of the Memory Storage naturally involved voluntary participation of numerous expert videographers, archivists and historians. Published writers, filmmakers, archivists, anthropologists and historians have gathered together to preserve the memory of the Sewol incident through publications, films, oral records, biographical sketches, photography, and exhibitions. The place now houses a permanent collection entitled “The Room of Children.â€?

▪ 의릉 전중앙정보부 강당 및 회의실 위치: 서울시 성북구 화랑로 32길 146-20 5․16 군사쿠데타를 일으킨 군부세력은 1962년 의릉 전체를 불법 점거한 뒤, 중앙정보부(안기부, 현 국가정보원) 청사로 사용했다. 의릉은 조선 제 20대 경종과 계비 선의왕후의 왕릉이다. 중앙정보부는 남산과 이문동(당 시 지명)에 있었는데, 본부는 이문동에 두고 국내 파트가 남산에 있었다. 이문동에는 국가정보연수원을 비롯하여 1, 2, 3, 4, 5별관 건물이 들어섰 다. 본관 건물은 밖에서 안을 들여다 볼 수 없도록 층마다 창문을 높게 설치했다. 중앙정보부 강당은 1972년 7월 4일 이후락 중앙정보부장이 7·4 남북공동 성명을 발표한 역사적인 장소이다. 건물은 강당과 회의실 2동으로 구성되 어 있으며, 두 건물은 육교로 이어져 있다. 강당은 1962년, 회의실은 1972 년에 지었다. 강당은 극장과 같은 구조로 이루어져 객석 뒤편이 넓고 무 대 쪽으로 갈수록 좁아지는 구조이다. 건물 내부에는 당시 사용하던 의자, 단상, 붉은 카펫과 샹들리에, 무궁화가 새겨진 거대한 탁자들이 그대로 남 아 있다. 강당은 2004년에 등록문화재 제92호로 지정되었으며, 현재 비공 개이지만 특별 신청에 의해 내부를 관람할 수 있다.

▪ Former Central Intelligence Agency (KCIA) Building: Auditorium and Conference Room Address: 146-20, Hwarang-ro 32-gil, Seongbuk-gu, Seoul The military leaders who successfully waged the military coup d’état on May 16, 1961, took over the entire area of Euireung illegally in 1962, and transformed it into the site of the Korea Central Intelligence Agency (KCIA, now known as the National Intelligence Service). Euireung housed the graves of King Gyeongjong, the 20th monarch of the Joseon Dynasty, and his wife, Queen Seoneui. The KCIA had its headquarters in Yimun-dong and its domestic
division
near
the
neighboring
Namsan
Mountain.
The
KCIA
headquarters at Yimun-dong housed the KCIA Training Academy and Annex Buildings 1 through 5. Each floor of the headquarters had its windows very up high so that no one on the ground could see what was going on inside the building. The Auditorium in the KCIA building has historic significance for the fact that Lee Hu-rak, then the Director of the KCIA, announced the South-North Korean Joint Declaration of July 4, 1972, there. The building consists of the Auditorium and the Conference Room, which are linked to each other by an overpass. The Auditorium was built in 1962 and the Conference Room, in 1972. The Auditorium, an amphitheater-like structure, widens toward the outer edge and narrows toward the front center. The room retains the chairs, the podium the red carpet and the chandeliers, and the massive tabletops bearing the patterns of hibiscus flowers all intact. Named Registered Cultural Property No. 92 of Korea in 2004, the Auditorium remains closed, but may be opened to tour groups upon special request.

▪ 서대문형무소역사관 위치: 서울특별시 서대문구 통일로 251 독립공원 서대문형무소는 일제가 대한제국의 사법권과 형정권(刑政權)을 뺏은 후, 1908년 10월 21일 세운 ‘경성감옥’을 효시로 한다. 이후 1912년 9월 ‘서대 문감옥’으로 이름이 바뀌었다가 1923년 5월 비로소 서대문형무소로 불리 었다. 1945년 11월 21일 서울형무소로 명칭이 변경되었고, 다시 1961년 12월 박정희 정부에 의해 서울교도소로, 1967년 7월에는 서울구치소라는 이름으로 운영되다가 1987년 11월 서울구치소가 경기도 의왕시로 이전하 면서 기능을 다했다. 1988년부터 사적지 조성 사업이 추진되면서 1992년 8월 15일에 지금의 서대문독립공원으로 개원하였으며, 총 15개 동의 옥사 중 사료적 가치가 높은 제9·10·11·12·13옥사와 중앙사·한센병사, 사형장 등 이 남아 있다. 이 중 제10·11·12옥사와 사형장이 사적 제324호로 지정되어 관리되고 있다. 1998년 11월에는 서대문형무소역사관이 개관되었다.

â–Ş Seodaemun Prison History Hall Address: Independence Park, 251 Tongil-ro, Seodaemun-gu, Seoul The tragic history of the Seodaemun Penitentiary goes back to the Gyeongseong Prison, which the Japanese Government-General set up on October 21, 1908, after illegally depriving the Joseon Empire of its sovereignty over judicial matters and criminal punishment. The prison was renamed into the Seodaemun Prison in September 1912, and again into the Seodaemun Penitentiary in May 1923. The name change continued, to the Seoul Penitentiary on November 21, 1945, to the Seoul Prison in December 1961 under the Park Chung-hee administration, and finally to the Seoul Detention Facility in July 1967. The detention facility was then relocated to Euiwang, Gyeonggi-do, in November 1987. The project of preserving the memory and remnants of the old prison site began in 1988, with the Seodaemun Independence Park finally completed and opened to the public on August 15, 1992. Of the original 15 units that made up the prison, Prison Wards 9 through 13 and the Central Ward, the Leprosy Ward and the Execution Yard remain intact. In particular, Prison Wards 10 through 12 and the Execution Yard have together been named Historical Landmark No. 324 of Korea. The Seodaemun Prison History Hall opened its doors to the public in November 1998.

▪ 월남파병용사 만남의 장 위치: 강원도 화천군 간동면 오음리 87-7 현재 월남파병용사 만남의 장(이하 만남의 장)이 조성되어 있는 오음리 ‘바람버뎅이골’은 원래 ‘파월장병교육대’(이하 교육대)가 위치하던 곳이다. 이 교육대는 박정희 정부가 베트남전쟁에 본격적으로 ‘전투병’을 파견하기 시작한 1965년에 설립되었으며, 1973년에 폐쇄되기까지 당시 한국에 존재 하던 유이한 파월교육대 중 하나였다. 다른 하나는 포항에 위치하고 있었 는데 해병대인 청룡부대만 이용했으며, 주월한국군사령부를 비롯한 7개 부대가 이곳을 훈련장으로 활용했다. 강원도의 주도 하에 1998년부터 2000년에 걸쳐 만남의 장 조성계획이 수 립되었으며,

â–Ş Place of Meeting with Vietnam War Veterans Address: 87-7 Oeum-ri, Gandong-myeon, Hwacheon, Gangwon-do Barambeodengyigol, where the Place of Meeting with Vietnam War Veterans is now situated, used to house the Training Academy for Officers Dispatched to Vietnam War. The Academy came into being in 1965 when the Park Chung-hee administration began to deploy Korean combat troops to the Vietnam War in support for the American side, and was one of the only two places of training for soldiers to fight in the Vietnam War that existed in Korea until its closure in 1973. The other training academy was located in Pohang on the site of the Blue Dragon Corps of ROK Marines. Seven corps of the ROK Army, including the Supreme Command of the ROK Army in Vietnam, used this place in Hwacheon for their training and drills. Under
the
initiative
of
the
Province
of
Gangwon-do,
the
plan
for
transforming the former Training Academy into the Place of Meeting was developed
over
three
years
from
1998
to
2000.
Phase
1
of
the
development project (2001 to 2006) involved building the Memorial Hall, the Memorial Monument, the Symbol Tower and the military barracks. Phase 2 (2007-2008) involved restoring the Gujji Tunnel and the Vietnam Village. The place was finally opened to the public on October 23, 2008. The Memorial Tower in Commemoration of Peace and War at the entrance to the Place originally featured sculptural representations of a man and a woman flying a dove while standing on the wings of an eagle. The sculpture, however, was removed early in 2015 due to the continued objections raised by right-wing groups.

▪ 꺼먹다리 위치: 강원도 화천군 화천읍 대이리 468 꺼먹다리는 한국전쟁 당시 파로호와 화천 댐, 백암산을 연결하는 유일 한 교량이었기 때문에 이를 둘러싸고 북한군과 남한군의 전투 역시 매우 치열하게 이루어졌다고 한다. 지금도 다리를 떠받치고 있는 교각 등에서 당시의 치열함을 엿볼 수 있는 흔적을 어렵지 않게 발견할 수 있다. 이 다리는 1945년경, 일제가 화천댐과 수력발전소를 준공하면서 기초하였으 며, 한국전쟁 때 소련군과 북한이 교각을 놓았고, 휴전 후 화천군이 상판 을 놓아 완성했다. 검은색 콜타르를 입힌 목재로 만들었기 때문에 ‘꺼먹다 리’라는 이름이 붙었다고 알려져 있는데, 2004년 등록문화재로 지정되면서 콜타르를 입힌 당시의 모습은 거의 사라졌다.
▪ Kkomok Bridge Address: 468 Daeyi-ri, Hwacheon-eup, Hwacheon, Gangwon-do The Kkomok Bridge was one of the hottest battlegrounds in the course of the Korean War, as the structure was the only bridge that linked the nearby Paro Lake, the Hwacheon Dam and the Baegam Mountain at the time. Signs of the ferocity of the battles fought over the bridge are still evident on the bridge posts and elsewhere. The bridge was built circa 1945 by the Japanese government upon completing the construction of the Hwacheon Dam and Hydropower Plant nearby. It was the Soviet and North Korean forces that added posts to the bridge during the Korean War. The County of Hwacheon topped the bridge posts after the ceasefire agreement was reached. The bridge gained its name from the fact that it was made of wooden planks covered with black coal tar. By the time it was named a Registered Cultural Property, however, not much of it was pitch black.

▪ 3사단 멸공 OP(관측소, 철원군 백골부대) 강원도 철원군 육군 제3사단 관할 구역 내에 위치한 해발 310미터 높이 의 전방 관측소. 관측소에서는 북한군의 초소와 선전마을, 오성산 등을 눈 으로 확인할 수 있다. 이 지역은 한국전쟁 당시 치열한 전투가 벌어졌던 ‘철의 삼각지’ 중심지역이다. op에서는 북한의 대전차 침입을 방어하기 위 해 5미터의 높이로 김화벌판을 동서로 가로질러 2천5백미터 가량 설치된 콘크리트 대전차방어벽을 한 눈에 내려다 볼 수 있다.

▪ Third Division Observation Point “Red Hunt” (Baekgol Unit, Cheolwon) This observation point (OP) of the Third Division of the ROK Army is found 310 meters above sea level on the site of the Third Division in Cheolwon, Gangwon-do. From the OP you can view the checkpoints of the North Korean Army, the Seonjeon Village and the Oseong Mountain of North Korea. The OP stands in the middle of the “Triangle of Iron” where some of the fiercest battles of the Korean War were fought. From the OP you can view the concrete anti-tank wall, extending for some 2,500 meters crossing the Gimhwa Prairie from east to west and rising five meters high, that North Korea has built to prevent the attack by tanks and anti-tanks.

▪ 금강산전기철도교량 위치: 강원도 철원군 갈말읍 정연리 금강산전기철도교량은 금강산으로 가는 전기철도용 교량이다. 철원군 김 화읍 도창리와 갈말읍 정연리의 경계에 위치해 있다. 금강산전기철도는 경원선 철원역과 금강산의 내금강역을 연결하는 116.6km의 노선으로 1919년 착공하여 1931년 개통되었다. 철원역에서 내금강역까지 총 28개의 역이 있었고, 길이는 116.6㎞에 달했다. 금강산전기철도는 금강산 관광을 목적으로 부설된 최초이자 유일한 관광 전기철도선이다. 1942년 여객 90여만 명, 화물 23만여t을 수송했으며, 연 125만 원의 수입을 올렸다고 한다. 현재 남아 있는 교량은 남한지역에 남 아 있는 유일한 것이다. 2004년 등록문화재 112호로 지정되었다.

â–Ş Geumgang Mountain Electric Railway Bridge Address: Jeongyeon-ri, Galmal-eup, Cheolwon, Gangwon-do The Geumgang Mountain Electric Railway was originally built for electric trains carrying passengers to Geumgang (Kumgang) Mountain in North Korea. The bridge stands on the border between the two neighboring villages of Dochang-ri and Jeongyeon-ri. The construction of the electric railway, extending for 116.6 kilometers in total, began in 1919 and came to completion in 1931. The electric railway had 28 stations in total, starting with the Cheolwon Station and ending with the Naegeum River Station. The Geumgang Mountain Electric Railway was the one and only railway that was built to carry tourists to the Geumgang Mountain. As of 1942, the railway carried almost 900,000 passengers and 230,000 tons of cargoes, generating KRW 1.25 million in income a year. The remaining part of the bridge on the South Korean side was named Registered Cultural Property No. 112 in 2004.

▪ 유곡리 통일촌(민통선마을) 위치: 강원도 철원군 근북면 유곡리 이곳은 1973년 대북선전을 목적으로 전국에 두 곳만 설치된 통일촌 중 한 곳이다.(나머지 한곳은 경기도 파주시 군내면 백연리) 통일촌은 대한민 국의 우월성 입증, 전선방위의 강화, 유휴농지의 활용을 목적으로 민통선 안쪽에 건설된 대북선전용 마을이다. 이곳은 한국의 발전상을 북한에게 알린다는 정책적 취지하에 건설된 만큼 정부의 정책적 지원이 다른 재건 촌에 비해 훨씬 좋았고, 자격요건 또한 엄격했다. 군복무를 마친 사람, 신 체 건강하고 영농능력이 있는 사람, 사상이 건전하고 전과사실이 없는 사 람, 주벽 및 도벽이 없고 채무가 없는 사람 중에 선정하였는데, 유곡리에 는 제대군인을 중심으로 선발했다.

▪ Tongilchon (Mintongseon Maeul), Yugok-ri Address: Yugok-ri, Geunbuk-myeon, Cheolwon, Gangwon-do. The village is one of the two “Tongilchon” villages created in South Korea in 1973 for supporting propaganda campaigns aiming at or against North
Korea.

is
in
Baegyeon-ri,
Gunnae-myeon, Paju, Gyeonggi-do). A Tongilchon village is a neighborhood that the Korean government deliberately established along the Civilian Control Line (CCL) in order to distribute propagandistic materials that emphasize the superiority of South Korea to the North, boost morale along the CCL and make military and propagandistic use of the fallow farmland. As these villages had to be models of how prosperous and developed the South was to the North, these villages received far more fiscal support from the government, and were also required to meet more stringent criteria than
were
other
reconstructed
villages.
The
residents
of
such
a
reconstructed village had to be people who had completed their military duty,
who
were
physically
able
and
skilled
in
farming,
who
were
ideologically pure, who had no criminal records, and who had no drinking or gambling habits and no debts. Most residents in Yugok-ri are men who have formerly served in the military.

▪ 대마리 지뢰피해자 간담회(철원 대마리두루미평화관) 철원군 철원읍 민통선 인접지역에 위치한 대마리는 박정희정권에 의해 건설된 가장 규모가 큰 재건촌(전략마을, 혹은 대북선전마을)이다. 이스라 엘의 집단농장인 ‘키부츠’를 모델로 삼아 국방력 강화와 대공 심리전, 식 량증산 등을 목적으로 1967년 철원군과 연천군 지역의 제대군인 150명이 가입주하면서 시작되었다. 대마리는 한국전쟁 당시 최고의 격전지로서 사 방에 지뢰가 깔린 위험한 지역이었다. 때문에 목숨을 잃거나 발목과 무릎 을 잃은 주민이 많았다. 1960년대부터 2000년대에 이르기까지 총 23건의 지뢰 사고가 발생해 8명이 죽고 10여명이 부상을 당했다. 하지만 주민들 은 입주 당시 지뢰 피해나 기타 사고가 발생해도 정부가 책임을 지지 않 는다는 각서를 쓰고 입주했기 때문에 그 어떤 보상이나 생활보조를 받을 수 없었다고 한다.

â–Ş Talk with Landmine Victims in Daema-ri (Durumi Peace Center) The village of Daema-ri, situated nearby the Civilian Control Line crossing Cheolwon-eup, Cheolwon, is the largest reconstructed village created by the Park Chung-hee administration. Modeled after the kibbutz, collective farms of Israel, the Daema-ri village came into being in 1967 with 150 former soldiers, formerly residents of Cheolwon and Yeoncheon, settling there for reinforcing national defense, waging psychological warfare against North Korea, and growing food. As one of the fiercest battlegrounds of the Korean War, Daema-ri was riddled with landmines everywhere. More and more of its residents thus came to lose their body parts or even lives due to landmine accidents. A total of 23 landmine accidents have taken place in this village since the 1960s, causing the death of eight persons and severe injuries to 10 people. The residents, however, could not claim any compensations or financial support from the government because they had settled in the village after signing the written agreement with the government that they would not claim any damages from the government for landmine or any other accidents.

▪ 철원 노동당사 위치: 강원도 철원군 철원읍 관전리 노동당사는 1946년에 세워져 한국전쟁 때까지 사용되었던 건물이다. 현재 남한 땅에 남아 있는 유일한 북한 건축물로 2002년 근대문화유산 22호로 지정되었다. 현재 건물은 한국전쟁 당시 미군의 폭격으로 지붕과 3층 내 부 시설은 모두 파괴되고 2층 일부와 외벽 골조만 남아 있는 상태이다. 정문 계단에는 탱크가 올라간 흔적이 있고, 기둥과 벽면에는 총탄과 포탄 자국이 선명하다.

â–Ş Labor Party Building, Cheolwon Address: Gwanjeon-ri, Cheolwon-eup, Cheolwon, Gangwon-do The Labor Party Building, established in 1946 in Cheolwon, was used until the outbreak of the Korean War. The only building of North Korean origins remaining intact in South Korea, it was named Modern Cultural Heritage No. 22 in 2002. American bombings during the Korean War had completely destroyed the rooftop and the third floor of the building, and only part of the second floor and the outer frames remain to this day. There are traces of tank wheels on the front staircase and marks of bullets and shells on the pillars and walls.

▪ 동두천 기지촌여성낙검자수용소 위치: 경기도 동두천시 하봉암동 박정희 정권은 1969년 닉슨 독트린 이후 주한미군의 감축이 예상되자, 1971년 청와대 직속 ‘기지촌정화위원회’를 발족, 소위 기지촌정화사업을 펼침으로서 미군의 이탈을 방지하고자 했다. 기지촌 여성들은 '토벌'이라 고 불리는 불심 검문에 의해 길거리나 클럽에서 무차별적으로 체포되어 성병 검사 유무를 체크 받아야 했고, 미군에 의해 성병이 있다고 지목 당 한 기지촌 여성은 정당한 검사 절차 없이 곧바로 몽키 하우스라고 불리는 성병 관리소로 보내져 감금, 격리치료 당하였다. 이 과정에서 많은 여성들 의 인권이 유린당했다. ‘낙검자’는 성병에 걸린 여성을 가리키는 표현이다. 소요산 입구에 위치한 동두천성병관리소는 대지 2,371평에 각 층별 100 평 규모의 2층 건물로 지어졌다. 1층에는 진료실과 검진실, 식당, 주방 등 이 있었으며, 2층에는 각 방마다 20명 정도를 수용할 수 있는 입원실 7개 와 화장실, 세면장이 있었다. 1996년에 폐쇄된 이후에는 거의 폐허로 방치 되어 지금에 이르고 있다.

▪ Concentration Camp for Prostitutes, Dongducheon Military Camp Town Address: Habongam-dong, Dongducheon, Gyeonggi-do Fearing the withdrawal of the US troops from South Korea under the Nixon Doctrine of 1969, the Park Chung-hee administration decided to retain as many American soldiers on the Korean soil as possible by organizing the Military Camp Town Purification Committee directly under the Blue House’s oversight. As a result, prostitutes working in and around the military base in Dongducheon were indiscriminately stopped and searched in the streets or at night clubs for random sexually transmitted disease (STD) diagnoses. Prostitutes who were diagnosed with STDs were immediately sent to the so-called “Monkey House” without due process, and quarantined and confined to forced treatment in this concentration camp. The entire procedure violated the human rights of countless women. The Dongducheon STD Control Center, situated at the entrance into the Soyo Mountain, is a two-story building. The first floor contained treatment rooms, diagnosis rooms, a cafeteria and a kitchen. The second floor contained seven inpatient rooms, each capable of admitting up to 20 patients, and bathrooms and public showers. Since its shutdown in 1996, the center has been left in ruins and neglect.

▪ 윤금이씨 피살사건 현장 위치: 경기도 동두천시 보산동 1992년 10월 28일 오후 3시, 경기도 동두천시 보산동 431번지 속칭 ‘기 지촌’ 내의 한 셋방에서 미군클럽에서 일하던 윤금이씨가 미군 병사에 의 해 잔인하게 살해되었다. 범인은 주한 미군 제2사단 소속 케네스 마클(당 시 20세) 이병이다. 이 사건은 미군범죄의 잔혹성을 드러내는 대표적인 사건이며, 인권의 사각지대인 기지촌 여성에 대한 사회적 관심을 환기시 킨 사건이었다. 윤금이 사건을 계기로 불평등한 SOFA 개정 문제가 제기되 기도 했다. 현재 현장에는 어떤 흔적도 남아있지 않지만, 보산동 일대가 ‘관광특별구역’으로 지정되면서 한미친선우호를 위한다는 명분 아래 유엔 광장이 조성되어 있다.

▪ Site of Miss Yun Geum-yi’s Murder Address: Bosan-dong, Dongducheon, Gyeonggi-do At 3 p.m. on October 28, 1992, Yun Geum-yi, a prostitute working and living in the so-called military camp town in Dongducheon, was found brutally murdered in her rented room. The killer was Kenneth L. Markle, then a private of the Second Division of the US Army stationed in Korea. The murder instantly became an example of the brutality of crimes committed by American soldiers in Korea and also drew social attention to the rights and conditions of women working in the military camp town. The murder, furthermore, led to increasing demand for the revision of the unequal terms of the Status of Forces Agreement (SOFA) between South Korea and the United States. There are no traces of murder remaining intact on the site today. The entire area of Bosan-dong has been named a Special Tourism Zone and is now home to the UN Plaza that ostensibly celebrates the Korea-US partnership.

▪ 상패동 기지촌여성 공동묘지 위치: 경기도 동두천시 상패동 상패동 공동묘지는 1930년대 묘 기록이 확인되는 것으로 보아, 그 이전부 터 사용되었던 자연발생 공동묘지로 추정된다. 현재 안장된 묘는 총 1,003 기이고, 이 중 묘적부에 기록되어 있는 묘는 610기, 나머지 393기가 ‘무연 고 묘’다. 그러나 묘적부에 기록된 610기 중에서도 사망연도 추정이 불가 능한 묘가 42%나 된다. 묘적부에 기록된 망자의 사망연대를 확인해보면, 사망연도가 확인된 묘 347기 중 약 80%가 1960년대와 1970년대에 안장되 었음을 알 수 있다. 이는 동두천이 형성되던 20년 동안, 매달 평균 적게는 1명, 많게는 3명이 아무로 모르는 죽음을 맞았음을 말해 줄 것이다. 그 당 시 기지촌여성을 대상으로 벌어졌던 미군의 사건·사고가 기록조차 불가능 했음을 감안한다면, 이 무연고 묘의 주인 중에는 기지촌여성이 다수 있을 것으로 추정할 수 있다.

▪ Public Cemetery for Military Camp Town Women, Sangpae-dong Address: Sangpae-dong, Dongducheon, Gyeonggi-do The public cemetery in Sangpae-dong appears to have come into being rather spontaneously, with records of graves dating as far back as to the 1930s still remaining intact. The cemetery currently houses 1,003 graves in total, with 610 registered and 393 without any identifications. Even among the 610 “registered” graves, 42 percent belong to deceased persons whose dates of death cannot be ascertained. Of the 347 registered graves belonging to persons whose dates of death have been ascertained, 80 percent were created in the 1960s and the 1970s. The status of these graves attest to the historical fact that, throughout Dongducheon’s history of two decades as a military camp town, between one and three persons died each month on average out of unknown causes. The fact that countless crimes were perpetuated by American soldiers against local prostitutes during that era suggests that the majority of the unidentified graves could belong to women who faced tragic deaths.

▪ 미선·효순 참사현장 위치: 경기도 양주군 광적면 효촌리 56번 지방도변 2002년 6월 13일, 경기도 양주군 광적면 효촌리 56번 지방도를 걷던 신 효순, 심미선(당시 14세) 두 중학생이 미2사단 44공병대의 장갑차에 압사 되는 참사가 일어났다. 미군은 이 사건에 제기된 온갖 의혹에 대해 일관 되게 ‘정당한 공무집행 중에 일어난 불행한 사고’임을 강조했고, 결국 SOFA에 따라 재판권을 가지고 있던 미 군사법원이 장갑차 운전병과 관제 병에게 무죄를 선언했다. 당시 장갑차 운전병이었던 워커는 무죄 평결 직 후 “아주 행복하다. 나의 능력범위를 벗어난 사고였다. 한국은 살기 좋은 나라”라는 말을 남겼다고 한다. 판결 직후인 11월 30일, ‘앙마’라는 네티즌 의 제안으로 촛불시위가 전국적으로 확산되었는데, 이는 오늘 날 한국의 시위 문화에 촛불을 등장하게 한 계기라고 평가되기도 한다. 참사 현장에 세워져 있는 추모비는 사건 이후 서서히 확대된 반미여론 을 잠재우고 사건을 마무리하기 위해 미군 제2사단이 주도하여 세운 것이 다. 이후 여러 시민단체에서 새로운 추모비를 건립하려는 노력이 있었지 만, 대체로 무산되었다.

▪ Site of the Murder of Two Teenage Girls Location: Local Route 56, crossing Hyochon-ri, Yangju, Gyeonggi-do On June 13, 2002, two 14-year-old girls named Shin Hyo-sun and Shim Mi-seon, were walking along Local Route 56 crossing their birth town of Hyochon-ri, Gwangjeok-myeong, in Yangju. The two girls were found dead on the road that day, having been rolled over and pressed into the ground by an armored vehicle belonging to the 44th Engineer Battalion of the Second Division of the US Army. The US Army in Korea kept claiming that the murder was a mere “tragic accident” that took place while the American soldiers were doing their job as required by duty. The US Military Tribunal, which held the competent jurisdiction over the case under the terms of the Status of Forces Agreement (SOFA) at the time, found the soldiers who were driving and controlling the armored vehicle at the time not guilty. Mark Walker, who drove the armored vehicle, remarked being “extremely happy” over the court decision, claiming that the accident was “out of his control” and that “Korea was a great country to live in.” On November
30,
2002,
shortly
after
the
court
decision,
a
nationwide
candlelight demonstration took place in Korea, upon the suggestion from an anonymous Internet user of the nickname “Angma,” in commemoration of the two girls’ death. The demonstration is remembered as the beginning of the use of candlelight in political demonstrations in Korea. The memorial monument standing on the site of the accident was erected by the Second Division of the US Army, which sought to mitigate the rising anti-American sentiment in Korea. Numerous organizations in Korea have attempted to erect monuments of their own since then, but none of them have succeeded so far.
