Welcome to the 2026 Conference!

CELEBRATE TOWNSHIPS!

As America celebrates its semiquincentennial, we gather in Hershey to celebrate townships. We will certainly celebrate the semiquin, but let’s also celebrate the work of our townships and embrace local government’s role in the history of this nation, as well as what is to come.

Take time to explore the nearly 100 workshops, which are detailed in your Program Book, and use your township team to maximize attendance at these informative sessions.

Take advantage of the networking opportunities, including the Legislative Grassroots Reception where hundreds of township officials have the opportunity to meet and discuss issues of importance with state legislators.

Visit the vendors outside and inside the Great American Hall, take advantage of the speakers during general sessions, and take time to enjoy yourself as well. As a PSATS Conference Ambassador, you’ll play a crucial role in creating a welcoming and organized environment for all attendees. Here are some ways you can enhance your conference experience:

In addition to this program book, be sure to check out the Conference Guide, which will be in your Welcome Tote. Extra copies are also available at the Conference Information Desk and the Conference Office, both in the Chocolate Lobby. Keep in mind, if you need to find a spot for breakfast, lunch, or dinner, we’ve put together a list of area restaurants that are providing discounts to our delegates. This list is on page 20 and in the Conference Guide.

GENERAL INFORMATION

Name Badge Needed for Admission to All Sessions

All attendees must display their 2026 PSATS Conference name badge for admission to all conference events

You must also have this badge to get into the exhibit hall, general sessions, workshops, member lounge, receptions, and any paid events for which you registered. Exhibit hall entrances will be monitored.

There will be a $50 charge to replace a name badge. Go to the Conference Office to purchase a replacement.

General Sessions

Everyone is welcome to attend the general sessions Monday, Tuesday, and Wednesday mornings in the Chocolate Ballroom. You must have a conference name badge to get into the general sessions.

PSATS Information Desk

PSATS will have an information desk open in the Chocolate Lobby to answer your questions, including any you might have about the mobile conference app, and provide maps of the area, diagrams of the Lodge, and a lost and found. The information desk will be open at the following times:

• Sunday: 8 a.m. to 6 p.m.

• Monday: 7 a.m. to 5:30 p.m.

• Tuesday: 7 a.m. to 5 p.m.

• Wednesday: 8 a.m. to noon

Hershey Lodge Safety & Security

If a fire/smoke alarm activates, the Lodge’s safety/security department will respond to the area and silence the alarm if there is no emergency. If there is a fire, the alarms will continue to sound and guests will need to evacuate. All areas have sprinkler systems.

Emergency evacuation procedure — As you visit each level of the Hershey Lodge for workshops and other events, please note the exits nearest your location. In the case of an evacuation, follow the directions provided by Hershey Lodge security staff at that time.

All Lodge Security officers are trained in CPR and basic first aid. The security staff are the first responders to all medical emergencies, and emergency medical services are contacted if needed. Hershey Lodge security staff are on duty 24/7 and may be reached by dialing 0 on any house phone. In an extreme emergency, dial 911. For more information, see the flyer in your Welcome Tote.

If you’ve got a smartphone or tablet, you’ve got game! Play this interactive digital game to compete for thousands in gift cards and prizes. Scan the QR codes on the game board across from the PSATS Information Desk in the Chocolate Lobby, as well as codes at some

exhibitor booths and scattered around the Lodge. Answer trivia questions about PSATS, townships, and Pennsylvania correctly to rack up points. You have to play to win!

Attendance & Expense Reimbursement

Section 1402(d) of the Township Code provides that the board of supervisors may designate one or more of the following officials to attend the annual conference: the supervisors, the township secretary, the township treasurer, and/ or the township manager. In addition, Section 607(4) authorizes the board of supervisors to send any other township employee, including township solicitors and engineers, to the annual conference.

Section 1402 of the Township Code states that each attendee may be reimbursed from the township’s general fund for the following expenses: registration fee, round-trip mileage or round-trip transportation expenses, and any other expenses that the board of supervisors has agreed to pay.

Every township attendee must submit to their board an itemized account of all allowable expenses incurred at the conference.

Attendees may not receive reimbursement for expenses for more than four days, including the time spent traveling to and from the conference.

The Second Class Township Code authorizes townships to compensate township employees, including supervisors who are employed by the township, either full- or part-time, at their regular hourly rate while attending the annual conference.

Also, townships may compensate supervisors who are not employed by the township to receive full or partial reimbursement for lost wages while attending the conference. The board of supervisors must establish a policy to authorize this reimbursement.

Please note that township officials attending the conference may not claim mileage reimbursement unless they actually drove a vehicle to and from the conference. The Internal Revenue Service’s current allowable mileage rate is 72.5 cents per mile. If the board sets a mileage rate above this figure, the difference is considered additional income and must be reported on each employee’s income tax form. Supervisors must set the per-mile reimbursement rate by resolution at a public meeting.

To support your reimbursement requests, the State Association recommends that you document your actual expenses at the conference and keep copies of receipts from hotel accommodations, meals, transportation, and other allowable expenses.

The official conference certificate of attendance and expense form will be distributed after the Wednesday morning general session.

Exhibits

Please be sure to visit the indoor and outdoor exhibit areas. The outdoor exhibits are located in front of the Lodge, outside the Great American Lobby.

A list of the conference exhibitors begins on page 90. Exhibit hours are:

• Sunday: Noon to 5 p.m.

• Monday: 7:30 a.m. to 4 p.m.

• Tuesday: 7:30 a.m. to 1 p.m.

County Association Exhibit

Please be sure to visit the Adams County Association’s exhibit in the Chocolate Lobby during the conference and learn more about what this region has to offer its residents and visitors.

If your county association is interested in exhibiting at a future conference, please notify PSATS as soon as possible.

Winners of any county association booth prize drawings will be listed at the county association’s exhibit and on the bulletin board near the PSATS Information Desk in the Chocolate Lobby. Attendees should check both places by 12:30 p.m. on Tuesday to see if they have won a prize.

Many of the county associations also generously donate gift baskets to be given as door prizes during the morning general sessions. You must be present to win the general session prizes.

Donuts with Dave

Meet informally with PSATS Executive Director David Sanko and enjoy free coffee and donuts while networking with other members on Monday and Wednesday mornings at 7:30 in Cocoa Suite 1 & Cocoa Terrace.

Breakfast Mixer with the Exhibitors

Be sure to stop in the exhibit hall Monday and Tuesday mornings for a continental Breakfast with the Exhibitors at 7:30 a.m. This mixer gives delegates the chance to mingle with conference vendors and agency representatives at the start of the regular exhibit hall hours.

Exhibitor Prize Drawings

PSATS will post the names of exhibitor prize drawing winners on a bulletin board near the PSATS Information Desk in the Chocolate Lobby by 11 a.m. Tuesday, April 21. Attendees should check this board to see if they have won. Winners, please go to the exhibitor’s booth by 12:30 p.m. Tuesday to claim your prize. There will be no announcements of winners’ names in the general sessions or exhibit hall.

Hospitality & County Association Suites

Be sure to visit the exhibitor and county association hospitality suites, where you can meet with vendors who do business with townships and with delegates from your and other counties. The suite listing appears on page 175 and on the conference app. All suites are open Sunday, Monday, and Tuesday evenings.

Two Days of Donuts!

If you will be visiting the hospitality suites and need to travel back to your hotel afterward, be sure to have a designated driver or pre-schedule a cab, Uber, or Lyft. Please don’t drink and drive. Also, PSATS shuttles to all conference hotels are available until 9:30 p.m. on Monday and Tuesday.

Punctuality Prize Drawings

Punctuality prize drawings will be held during each general session on Monday, Tuesday, and Wednesday mornings. Entry cards must be placed in the “Punctuality Prize” boxes at the ballroom doors before the morning sessions begin. Each day’s punctuality prize card can be found in the back of this program. Please print legibly. You must be in the Chocolate Ballroom to win.

Evaluation Forms

Please be sure to fill out daily and workshop evaluation forms. You can complete the evaluations online or on the conference app. The forms are also handed out each day. The Association provides a summary of your comments to its Executive Board and the Conference Planning Committee for their review and input to improve future conferences. Instructions will be available at each workshop.

PMGA Points

If you are enrolled in the Pennsylvania Municipal Government Academy and want to earn points for attending PMGA-eligible workshops, please have the instructor sign your attendance form at the end of each session. Forms will be available at the workshop location and at the Information Desk. You will be invoiced $25 for each point after the conference. The enrollment fee will be waived for anyone who enrolls in PMGA at the conference thanks to the generous support of the Pennsylvania Leadership Institute.

Game Night

On Monday evening from 7-9 p.m., join fellow game enthusiasts for your choice of competition or laid-back fun:

• PSATS Bingo in the Aztec Room, 7-9 p.m., $30 fee.

• PSATS Trivia Challenge in the Trinidad Room, $10 fee.

• Open games (cards, board games, etc.) in the Nigerian Room, free.

Lost and Found

Lost and found items may be retrieved or turned in at the PSATS Information Desk in the Chocolate Lobby.

Free Shuttle Service

To make travel to and from the Hershey Lodge easier for those staying at PSATS Conference hotels, PSATS offers several choices to conference attendees:

• If you are staying at one of the PSATS conference hotels or campground, a PSATS shuttle bus will be available to bring you to the Lodge directly. See

the map on pages 172 and 173 for the location of hotels. Shuttles will operate continuously from 7 a.m. to 9:30 p.m. on Monday and Tuesday between the following facilities and the Hershey Lodge:

“P” to the Lodge. Look for the signs for PSATS Shuttle Parking. Please park near the tram station close to the pedestrian bridge to the GIANT Center. (See the diagram on adjacent page.) The shuttle to satellite parking will run from noon to 9:30 p.m. Sunday and 7 a.m. to 9:30 p.m. Monday and Tuesday. Check out the GPS tracking system to find your particular shuttle during the conference on the monitor in the Chocolate Lobby vestibule. You can also track the PSATS buses online: Go to ascend.geoforce.com/#18, click on “Customer Login,” and use psats2026@psats.com for the email and Psats2026 for the password. Click “Assets” and “Groups” and select the shuttle servicing your hotel. • If you are staying at a hotel that is not serviced by PSATS’ shuttle program, check to see if it has a courtesy van that can bring you to the Lodge.

‘The Hive’ Lounge/Store

Make sure to visit the PSATS Store, Member Lounge, and New-Bee Hive in Cocoa Suites 4 & 5 near the bottom of the ramp or escalator. Stock up on PSATS logo items, as well as member supplies, such as minute and ordinance books, highway occupancy permit forms, the Sunshine Act/Right-to-Know Law Manual and Ethics Act Manual, and Beyond the Code 2.0: The Essential Guide for Township Officials.

After shopping, relax and network with fellow township officials in the PSATS Member Lounge or chat with first-time attendees in the Hive. Enjoy light refreshments, charge your phone or tablet, get your member ID card photo taken, or use one of the computers available.

Water Service

Water coolers will be available in the Exhibit Hall on Sunday, Monday, and Tuesday during exhibit hall hours. Additional coolers are located in the center hallway of the Confection Hall Level downstairs, in the Member Lounge in Cocoa Suites 4 and 5, and in the Chocolate Ballroom during the general session.

Food Service/Lodge Restaurants

• FOOD TRUCKS — Conference delegates and their guests are invited to visit the food trucks in the outdoor exhibit area, rain or shine. They will operate on the following schedule:

Chick-fil-A — Mon. 10:30 a.m.-3 p.m.; Tues. 10:30 a.m.-1 p.m.

D’s on Wheels — Sun. noon-5 p.m.; Mon. 9 a.m.-3 p.m.; Tues. 9 a.m.-1 p.m. Hresko’s BBQ — Sun. 10 a.m.-5 p.m.; Mon. 7:30 a.m.-4 p.m.; Tues. 7:30 a.m.1 p.m.

Mad Dash — Sun. noon-5 p.m.; Mon. 10 a.m.-3 p.m.; Tues. 10 a.m.-1 p.m. Philly Cheesesteak on a Roll — Sun. noon-5 p.m.; Mon. 10 a.m.-3 p.m.; Tues. 10 a.m.- 1 p.m.

• RESTAURANTS — Conference attendees may enjoy dining at the following Lodge restaurants during the conference:

• The Bears’ Den, a sports-themed restaurant and bar, serves lunch and dinner from noon to 11 p.m. (opening at 11:30 a.m. Monday and Tuesday of conference). The bar is open until midnight.

• The Cocoa Beanery offers specialty coffees, espresso, milk shakes, graband-go meals, and snacks from 6:30 a.m. to 9 p.m. daily.

• Fire & Grain features gathering tables, a fire wall, and a full-service bar. Breakfast is from 7 to 10:30 a.m. and dinner is from 5 to 10 p.m. daily (reservations are recommended for dinner). LOCATIONS FOR GENERAL SESSIONS, EVENTS, & WORKSHOPS

Conference general sessions, events, and workshops will be held in the following locations at the Hershey Lodge:

• Chocolate Ballroom — The Monday-Wednesday morning sessions will be held in the Chocolate Ballroom on the upper level of the convention center. The ballroom can also be divided into three rooms, the Aztec, Nigerian, and Trinidad. We will hold some workshops and events in these three rooms.

• Cocoa Suites and Cocoa Terrace — From the Chocolate Lobby, take the ramp to your left as you exit the lobby from the windowed end wall. From the exhibit hall area, the escalator will take you down to these rooms.

• Confection Hall Rooms — These rooms are downstairs below the Chocolate Ballroom. You can access them via the Chocolate Lobby stairs near the front doors (at the portico) or via the elevator or stairs in the hallway that connects the Chocolate Lobby and exhibit hall area.

WORKSHOP CATEGORIES

Twenty workshops at this year’s conference are eligible for points through PSATS’ Pennsylvania Municipal Government Academy, a one-of-a-kind educational program for township officials and employees.

These one-point workshops, highlighted in blue on the following pages, have been grouped into four categories: administration, planning/zoning, public safety, and public works.

PMGA enrollees may earn a maximum of six points for attending these workshops. Each workshop counts as one point, and the cost per point is $25. PMGA enrollees will be invoiced after the conference for each point earned. Thanks to generous support from the Pennsylvania Leadership Institute, township officials who enroll in PMGA at the conference will have the $75 enrollment fee waived. They will be invoiced afterward for each workshop point earned in Hershey.

To earn the points, attendees must stay for the entire session, and the instructor must initial their attendance form.

For example, the two-year, 24-hour rainfall event at Harrisburg was exceeded 14 times since 2000. This presentation introduces the concept of the “Resilient Storm,” a forward-looking approach to stormwater design that reviews observed rainfall patterns and incorporates adjusted rainfall projections to help provide long-term infrastructure performance.

SHUTTLE TRACKING STATION

Waiting on a shuttle and want to know where it is? PSATS Conference sponsor Allied Communications will be tracking all shuttles via GPS from the Chocolate Lobby vestibule at the Shuttle Tracking Station. You will also be able to get to the shuttle tracking webpage online or by a link on our mobile app.

FREE SHUTTLE SERVICE BETWEEN HERSHEY LODGE AND CONFERENCE HOUSING LOCATIONS

A dedicated shuttle bus will run a loop from 7 a.m. to 9:30 p.m. on Monday and Tuesday between the Hershey Lodge and each hotel listed on the map.

FREE SATELLITE PARKING SHUTTLE AT HERSHEYPARK COMPLEX

PSATS will operate a free shuttle service to and from a satellite parking lot (No. 18 on map) five minutes from the Lodge at the Hersheypark Complex, next to the GIANT Center, just off Hersheypark Drive. The shuttle will pick up passengers at Tram Station No. 2 (nearest to Giant Center). Follow the signs to the PSATS shuttle parking area. This shuttle will run continuously from noon to 9:30 p.m. on Sunday and 7 a.m. to 9:30 p.m. on Monday and Tuesday. (Note: The Giant Center is located at 550 W. Hersheypark Drive, Hershey, PA 17033.)
