WELCOME We are honored to welcome you to the Natural Disasters Expo USA, taking place on October 14 and 15 at Houston’s George R. Brown Convention Center. There are six different shows under the Natural Disasters Expo umbrella - the Disaster Vehicles Expo, First Responders Expo, Chemical Risk Expo, Resilient Architecture and Structural Engineering Expo, Power Continuity Expo, and Disaster Expo Texas 2026. This event unites professionals from all across the disaster management industry under the common goal - to ensure businesses, communities, and families are able to prepare for, respond to, and recover from disasters. In 2025, global natural disasters surpassed $100 billion US dollars in insured losses for the sixth consecutive year - not through one massive typhoon or hurricane, but through several minor high-frequency catastrophes. As these storms, floods, wildfires, and other so-called “secondary” perils grow more frequent, the cost to impacted communities also grows exponentially - particularly in the case of communities unable to recover before the next disaster hits. As the damage caused by the climate crisis continues, regions will become uninsurable, habitats will be eroded or lost entirely, and lives will continue to hang in the balance. The solution is for countries, states, and communities to work together in a bid to prepare for disaster, plan responses, and recover swiftly - using innovation and anticipation to deal with the worst of a disaster. As disasters continue to increase in severity and frequency, the disaster management landscape must evolve to match this - and your expertise is more important than ever. THE GEORGE R. BROWN CONVENTION CENTER The GRB opened in downtown Houston on September 26, 1987. It was named for the internationally recognized entrepreneur, engineer, civic leader, and philanthropist George Rufus Brown, who donated six of the 11 blocks necessary to build the GRB. The first convention held was the American Society of Travel Agents in October 1987. At the time, it was one of the largest centers of its kind in the country. The GRB currently hosts more than 250 events and meetings annually, including more than 30 major conventions - and now the shows under the Natural Disasters Expo USA umbrella! 11

THE FUTURE OF DISASTER RESPONSE

HAZARDS THE “NEW NORMAL”

Back-to-back natural disasters are also known as compound hazards; the average time between billion-dollar disasters in the US has shrunk from 82 days in the 1980s to just 16 days in recent years. As a result, these are now events that happen in such quick succession that there is no longer enough time between them for communities, families, and businesses to recover. With budgets for emergency management not capable of keeping pace with the rise in billion dollar disasters, not only do these hazards stretch insurance, government, and other resources beyond their limits, they also carry a huge toll for first responders, who are suffering from disaster fatigue, PTSD, and increasing burnout.

WILDFIRE

SUPPRESSION Canada and the Western U.S. have over 150 million acres of forests, and during the long dry seasons, these areas of flammable growth are an ideal environment for wildfires. Wildfires can cause erosion, damage or loss of personal or public property, and loss of life. To successfully combat wildfires, US states require national resources such as air tankers, smokejumpers, hotshot crews, wildland fire engines, and incident management teams - among many others. These teams aim to suppress fires with hand tools, water, foam, and line construction although these methods can also affect wildlife and human life, as well as causing environmental erosion and harm.

IN 2024 ALONE, AIR POLLUTION FROM WILDFIRE SMOKE WAS LINKED TO A RECORD 154,000 DEATHS. 14

Past forest management practices used beneficial fire to combat dense and flammable undergrowth and manage vegetation. Pacific Northwest forests in particular evolved as a fire-adapted ecosystem, with fires occurring naturally or with indigenous populations using controlled fires to reduce fuel in case of a wildfire, encourage regeneration and soil fertility, support wildlife habitats and defend against insect infestations and disease. As wildfires continue to grow in intensity and frequency, it is essential that we combat them through tried-and-tested forest management practices, policymaking, education, and training.


FLOODS Floods impact more of the global population than any other kind of extreme weather event, and are considered to be the United States’ leading cause of storm-related fatalities. In 2022, the World Bank found that flood risk already affects 1.81 billion people globally. Flash flooding can take people by surprise before they are able to reach safety, can trigger landslides, cause property and infrastructure damage, and following a flood, stagnant water can cause an increase in water- and mosquito-borne diseases. The displacement of affected communities can exacerbate existing socio-economic inequalities, and impact lower-income areas harder than higher-income areas. By August 2025, the National Weather Service had issued 4,000 flash flood warnings - the most since 1986. Throughout the year, Texas, North Carolina, Chicago, New Mexico, and New York City all experienced notable flash flood disasters. In July 2025, Central Texas was flooded by the Guadalupe River, causing at least 135 deaths and economic damage up to $18 billion USD.

BY AUGUST 2025, THE NATIONAL WEATHER SERVICE HAD ISSUED 4,000 FLASH FLOOD WARNING.

MICROGRIDS Microgrids are localized, small-scale networks which can integrate their energy resources into a larger grid or send it to specific communities. These energy resources may be generated through solar power, wind turbines, diesel and gas generators, and combined heat and power. These microgrids allow integration of renewable energy options into a larger-scale power grid, alleviating the pressure put on “traditional” energy sources, and can also separate from the main grid during disturbances and disaster events.

EXTREME

HEAT

Heatwaves are the most deadly type of extreme weather, causing hundreds of thousands of deaths every year. The Lancet ‘Countdown on Health and Climate Change’ Report reveals that heat-related deaths have risen 23% since the 1990s; between 2012 and 2021, total global heatrelated deaths reached an average of 546,000 annually that’s more than one death a minute. 15


THE FUTURE OF DISASTER RESPONSE

INDUSTRY INSIGHTS DIGITAL TWINS A digital twin is a virtual replica of the physical grid, including transmission lines and substations, which behaves exactly the same as its real world counterpart. These can be used to predict failures and risks, test potential scenarios, and provide a real-time analysis of power transmission. The visibility this affords the power systems allows us to better understand capacities and constraints, as well as make informed decisions about infrastructure changes. AI systems integrated into power grids can play an important role - continuously monitoring grid health, detecting anomalies and possible failures, and mitigating disruptions by rerouting power to the areas that need it. AI may also be used to predict disasters before they happen, reducing strain or moving to a different energy provider option entirely to prevent downtime. AI can also be used within the chemical industry to reduce spending by cutting down on unnecessary waste, anticipating mechanical wear-and-tear and detecting anomalies and possible failures. This use would also reduce unnecessary downtime by mitigating disruptions before they happen, with the welcome side effect of increasing worker safety. Other uses include standardization of business processes and practices - across one manufacturer or across the industry as a whole.

BRAIN DRAIN NATURE-BASED

SOLUTIONS Long-term and nature-based solutions are becoming essential for resilient builds to take up fewer resources and last against weather extremes. Employing green infrastructure such as urban forests and green roofs will reduce heat island effects and manage flooding, while planting and encouraging mangrove forests will reduce tidal wear and tear on coastal settlements. Smaller and more personal efforts can be made too: sustainability solutions such as collecting rainwater or using solar panels for electricity generation are do-able on an individual level. In terms of resilient architecture, structures can be oriented to cool them naturally, increase natural light within the building, and maximize shading outside. 16

The combination of stagnant labour and a brain drain in the sciences is predicted to become a future challenge for chemical companies. Accenture has found that around 30% of employees in the industry are aged over 50, and will likely retire soon after. Meanwhile, student enrollment in key chemical industry disciplines such as engineering has dropped, leading us to question - what happens when the talent pool runs dry?


ENERGY

TRANSITION

As the climate changes and countries are increasingly focused on the potential of green energy, opportunities such as expansion into lithium-ion batteries, bio-based materials, and the use of recycled materials cannot be overstated in their importance. At the World Petrochemical Conference on March 25, Adriano Alfani, CEO of Versalis, noted that “there is a high bar for sustainability”. “That means you have to invest in innovation, new capacities. But if you don’t create policy conditions to invest, it becomes really difficult… You cannot wait, otherwise you lose the opportunities.” To grow this economy there will need to be a lot of cross-industry collaboration, as well as the creation of policies and solutions to combat new problems. Investment in innovation is key.

IMPACT ON FIRST RESPONDERS

First responders often serve in their own communities, leaving them as both the victims and responders. Reduction in budget Roughly 1 in 12 first responders (8.3%) experience probable PTSD after responding to disasters, with prevalence increasing over time.

SAFETY AND ENVIRONMENTAL

The increased focus on first responder well-being has spotlit the need for strategies to combat frequent exposure to trauma, for rehabilitation centers, and for increased support from peers and families.

INCIDENTS Over 100 chemical incidents, including fires and explosions, were reported in the US in 2023, with Texas holding the largest share. In 2024, a deadly release of 27,000 lbs of hydrogen sulfide in Deer Park, Texas - this incident resulted in the deaths of two workers and over a dozen more being transported to local medical facilities for treatment, with the neighboring cities of Deer Park and Pasadena issuing shelter-in-place orders that lasted several hours. The US Chemical Safety and Hazard Investigation Board found safety issues surrounding positive equipment identification, work permitting and hazard control, turnaround contractor management, and conduct of operations - and similar incidents took place in California and Texas in 2025. In order to maintain a safe work environment, it is imperative that safety issues such as these are addressed and prevented from happening again.

THE FUTURE OF DISASTER RESPONSE

INDUSTRY INSIGHTS CLIMATE

CONSCIOUSNESS Cities such as Austin have fitted some Emergency Response vehicles with idle-reduction systems, which saves millions of gallons of fuel and reduces the number of toxic emissions released into the air. Climate-conscious vehicles such as electric cars are already being adopted in America, and prototypes such as the hybrid hydrogen H2Rescue truck, which set a Guinness World Record by travelling 1,806 miles on a single fill. Hydrogen Fuel Cell Vehicles (FCEVs) are considered as a good option for rural areas without available electric charging stations, as they have long ranges and faster refueling times than battery Electric Vehicles. Some hospitals in England are providing high-powered charging ports for electric or hybrid ambulances, which have enough battery capacity for a 12-hour shift - these ambulances feature a powered trolley bed system and carry chair, as well as an integrated scanning system that informs crews if they need to restock after treating a patient.

EMERGENCY COMMUNICATION

VEHICLES Emergency communication vehicles are essential to first responders dealing with a crisis. Mobile communication centers often serve as command posts and offer a launchpad for first responders. Due to complex needs that evolve with the emergency and the environment, these vehicles may need to include satellite transmission capabilities, radio and communication systems with sophisticated audio and video, and conferencing software, as well as many other accessories and tools.

AS FIRST RESPONDERS

UNIFORMS

AND PPE Heatwaves, wildfires, and storms are increasing in number and severity every year: all first responders require uniforms and tools to combat extreme weather conditions, as well as enhanced protocols needed for unusual events, such as the hotter fires and stronger winds that come with high risk areas.

Technology available to first responders is rapidly undergoing a transformative shift from analog to digital. For example, DFR (drones as first responders) programs are seeing aerial vehicles being deployed, remotely operated from command centers, or docked in units on rooftops. This gives them the ability to arrive quickly after being summoned, often in only a couple of minutes. AI is also being used to reduce administrative burdens for first responders, reducing response times by consolidating reports and streamlining decision-making processes, as well as integrating sensors into PPE, providing imaging in helmets which allows firefighters to navigate smoke-filled and low-visibility areas.

2026 heralds the need for uniforms with ergonomic and adjustable designs which have been created to fit all first responders without compromising protection. Problems specific to certain agencies can be solved by tear-away sections, tool belts, holsters, specialized pockets, or flame resistant materials. Each different department will require a minimum amount of reflective material, as well as identification badges and patches, and all materials must remain effective after wear and cleaning.

INNOVATIVE TECH Disaster Vehicles need to be kitted out to be self-sufficient for emergency conditions. This can look like batteries which also act as chargers, cooling systems for medication, food, or mobile data centers, and mobile power units which allow users to securely access energy by reducing the reliance on a vulnerable grid infrastructure. Hydraulic rescue tools, winches, and towing gear may be required for one type of Disaster Vehicle, while thermal imaging cameras and drone docks will be considered for another; ventilation systems to ensure clean air and a livable environment for the crew are important for disasters which impact air quality. Amongst these innovative tools, other technology is now considered standard - for example rugged laptops & tablets, body cams and dash cams, incident management software, and medical kits. Interchangeable components such as storage units, medical bays, or communication modules enable vehicles to be reconfigured based on mission requirements, reducing the need for highly specialised fleets.

Mayor John Whitmire has appointed Thomas Muñoz as the chief of the Houston Fire Department. Muñoz, who retired from HFD as an Assistant Chief, most recently served as the City's Emergency Management Coordinator and the acting Director for the Mayor's Office of Public Safety and Homeland Security. Muñoz is a member of FEMA's National Advisory Council and has more than 29 years of experience as a first responder and emergency manager. During his 24 years with the Houston Fire Department, Muñoz oversaw Homeland Security, Public Affairs, and HAZMAT. Muñoz completed the Executive Leadership and Management Certification from the University of Notre Dame Mendoza School of Business and is a Homeland Security Executive Leadership Program graduate from the Naval Postgraduate School. He also completed the Component National Security Course at the National Defense University in Washington, DC.

ROB BORSE | City of Dallas, Dallas Fire-Rescue (Retired) Artificial Intelligence & Emergency Management: Hype, Reality, and the Road Ahead

After retiring from HFD, he served as the Emergency Manager and Homeland Security Director for Texas City before re-joining the City of Houston as Emergency Management Coordinator with the Office of Emergency Management.

Muñoz also retired as Commander from the United States Coast Guard (Reserve) after 21 years of service. While in the United States Coast Guard, he served as the Deputy Incident Commander for the New Orleans Vessel Removal Projects, the Texas City Y Spill Liaison, and the Emergency Preparedness Liaison Officer during Hurricane Maria in San Juan, PR. In 2007, Muñoz received the Captain Edward R. Williams United States Coast Guard Reserve Award for Excellence. He is also the recipient of five USCG Commendation Medals.

Muñoz holds a Master's degree in Emergency Management and a Master's degree in Homeland Security from American Military University and is currently pursuing a Master's degree in Crisis Communications from Texas Tech University. He received his B.A. in Political Science from the University of Houston.

Top Notch Trailers specializes in drone trailers offering multiple models known for their design, durability and efficiency. Our newest model, the Rapid Response Drone Trailer, offers specific options for the emergency response market including a mobile command center. With the introduc-on of ag spray drones, in 2021 our founder recognized the need for a purpose-built trailer to efficiently transport, store and support the specific needs that are required in an ag spray drone opera-on, and as a result, the Drone Trailer by Top Notch Trailers DT Series of trailers were born. In three short years, the Drone Trailer DT Series has quickly become recognized as the industry’s leading ag spray drone support system. Known for its design, durability and efficiency, the three different DT models have been making their mark across the en-re United States and Canada. In September of 2024, Hurricane Helene caused widespread catastrophic damage and numerous fatali-es across the Southeastern United States. Volunteers with ag spray drones were called upon to aide in loca-ng and providing assistance to the many stranded vic-ms. As a result, all three of our DT models of drone trailers were put to use in these rescue situa-ons. Based on user feedback and use in a real-life natural disaster, we quickly realized that with some modifica-ons we could produce the same high-quality drone support trailer, but specifically tailored as a search and rescue mobile command center. The combina-on of experience gained in the field, and our vast knowledge of drone support trailers, has produced the premier emergency response drone trailer available.
