Thank you so much for your interest in this exciting role.

I joined Concern Worldwide in 2024 and since then have had the privilege of seeing Concern’s work in Malawi and Sierra Leone, our work in schools in Northern Ireland and of course spending time with our supporters, volunteers, partners and Ambassadors.

The past year and cuts to international aid has been a difficult one for all of us; yet I am impressed with Concern’s financial model ensuring our sustainability despite cuts, and I am inspired by the dedication of Concern Worldwide staff and the resilience of the communities and families we work with.

I was reminded of this in June when I visited Sierra Leone. There, I met a woman named Isatta, who shared with me the many ways she’s seen her life improve with Concern’s support – from receiving nutritional advice throughout her pregnancy, to attending workshops with her husband to address gender inequalities and improve their relationship. She kindly showed me their garden, filled with fresh cucumbers, peppers and other nutritious vegetables they can now use to feed their family and earn an income from.

The scale of global poverty often feels overwhelming. It’s easy to lose sight of the fact that deep and sustainable change doesn’t happen all at once, but can be found in the day to day. A healthy pregnancy. A flourishing garden. A family income.

Within this volatile and uncertain world, Concern remains firm in the belief that no one should be left behind. Our five-year strategy, launched in January 2026, is rooted in this conviction. We are taking a bold, adaptive approach that rises to the pressures we now face and refuses to allow poverty, hunger, or inequality to push people backwards.

We are dedicated to mobilising the UK public, influencing our leaders, and securing the funding needed to save lives and strengthen communities.

This role, the Director of Fundraising and Development, is a key role on Concern’s Senior Leadership Team. You will be leading a fantastic and committed team, with clear strategy and operational plans. You’ll be supporting them to increase our funding from £7.3million to over £11million in the next five years, keeping your focus on our net contribution to our vital programme work. You’ll work closely with the rest of the Senior Leadership team to engage the UK public and the UK Government and create strategic partnerships which amplify the impact of Concern’s work. You will also work closely with colleagues from our Country Programmes, and our offices in Ireland, South Korea and US to lead our global fundraising strategy and look at new forms of financing. Finally, you’ll play a leadership role as part of the DEC Fundraising Directors’ Group, learning from and working closely with peers across the sector.

FINANCES

The fundraising team generates an income of £7.5m per year, excluding DEC Appeals, with an expenditure (excluding staff costs) of £2m.

This income is driven by diverse fundraising programmes, including Individual Giving, Community and Events, Trusts and Foundations, Major Donors and Retail. Approximately 40% of the income comes from Northern Ireland and is a valuable source of supporters.

62% of the income comes from a mature Individual Giving programme, and there is scope for an ambitious Fundraising Director to grow this and all areas of the fundraising programme.

Income is on a steady upwards trajectory; innovation is embedded across fundraising and have access to an investment fund that is supporting and driving this growth.

ROLE DESCRIPTION

JOB LOCATION

Belfast or London

Concern UK operates a flexible hybrid working policy, typically allowing staff to work from home with a minimum of one day per week in the office. However, due to the nature of this role, the postholder will be required to attend the office more frequently and travel as needed to meet corporate partners, donors, and participate in networking or external events. Regular in-person engagement is essential, including attendance at all in-office staff days and face-to-face meetings to effectively manage stakeholder relationships.

Our Belfast office is located in an historic building in a lively area, close to the Ulster University Belfast campus, cafés, restaurants, shops, and with excellent transport links. The building is full of character, blending historic charm with modern, flexible workspaces designed for collaboration and creativity.

PURPOSE OF ROLE

The Director of Fundraising and Development is a senior leadership role responsible for driving sustainable, diversified income growth for Concern Worldwide (UK) in line with our UK strategic Funding Goal and wider global strategy.

The role combines a strong mass fundraising portfolio with philanthropy and partnerships, creating opportunities to unlock high-value income through global foundations, strategic partnerships, private and philanthropic capital and, in the future, exploring impacting investing.

This role requires a leader with experience in mass market fundraising, a strong understanding of partnerships and philanthropy and the ability to operate confidently at senior levels with foundations, corporates, private investors and philanthropic decision-makers. The postholder will also collaborate across the Concern Worldwide network including country programmes and offices in the US, South Korea and Ireland, to maximise global opportunities.

MAIN DUTIES & RESPONSIBILITIES

STRATEGY, INCOME GROWTH AND DEVELOPMENT

• Lead the development and delivery of an integrated and insight led Fundraising and Income Strategy, aligned to Concern Worldwide’s global strategy and the UK Funding Goal, ensuring sustainable income growth from diversified and resilient sources.

• Work in partnership with the Director of Communications to align income-generation and brand strategies to boost public awareness, increase consideration, and ultimately drive sustainable and measurable income growth.

• Work in partnership with the Director of Northern Ireland to generate sustainable income, aligned to our Funding Goal.

• Drive the growth of global philanthropy, private sector and foundation partnerships, working collaboratively with shared services, programme teams and international colleagues and partners to secure multi-year, high-value funding.

• Develop and scale opportunities in impact investing, blended finance and innovative financing, working closely with global colleagues to align philanthropic capital with programme impact.

• Translate programme excellence and impact into compelling, evidence-led cases for support that resonate with philanthropic and investment audiences.

• Lead strategic prioritisation across income streams, ensuring investment decisions are driven by opportunity, return, scale and alignment with mission.

LEADERSHIP

• Operate as a Senior Leader within Concern’s Senior Leadership Team, ensuring we foster and build an inclusive, confident culture.

• Lead and develop the Fundraising directorate, creating a high-performing, ambitious and externally confident team. Provide ambitious vision and leadership, ensuring teams

are motivated and engaged with a clear understanding of their contribution to Concern Worldwide’s mission.

• Lead the integration of the UK’s Funding Goal to create strategic alignment with the wider organisation’s plans, priorities and global objectives, with Concern in the Republic of Ireland, USA and Korea.

• Foster a culture of collaboration, innovation, accountability, continuous improvement where success is celebrated. Ensure teams have the skills, confidence, capability and tools to operate effectively, and that teams have accountability for performance and delivery and that this is effectively monitored and measured.

• Act as a senior leader within the organisation, contributing actively to the UK Senior Leadership Team that provides overall direction of the charity.

• Represent the charity externally with credibility and authority, including within peer networks, alliances and during large-scale funding opportunities.

• Represent Concern on the DEC Fundraising Director’s group and co-ordinate fundraising aspects of DEC Emergency appeals, as they occur, liaising closely with the Director of Communications and SLT.

• Represent Concern to key agency partners and a range of supporters, as required.

LINE MANAGEMENT

• Line manage the Head of Public Fundraising, Head of Philanthropy and Partnerships, Supporter Experience Manager and Data, Insights and Analysis Manager, agreeing clear objectives, operational plans, and portfolio strategies and supporting delivery through regular meetings, performance measurement and PDR process.

• Support the development of line reports and their teams, identifying new skills and competencies needed to deliver their roles effectively, helping them seek appropriate

training and development opportunities as required, using capability frameworks to support the approach.

FINANCIAL LEADERSHIP AND PERFORMANCE

• Hold overall accountability for income performance, budgets and forecasts across the income portfolio. Monitor, evaluate and manage the outputs of the department against approved plans and budgets, ensuring targets are met, supported by regular reforecasting.

• Ensure robust financial planning, investment principles, pipeline management and scenario modelling to support sustainable growth.

• Maximise return on investment across income streams, balancing short-term performance with long-term strategic value.

• Benchmark fundraising activities against other organisations within the charity and international development sectors, ensuring Concern demonstrates value for money and best practice while also seeking new, creative and sector leading approaches.

GOVERNANCE, REPUTATION AND COMPLIANCE

• Ensure that Concern is compliant with relevant legislation and codes of practice covering fundraising activities and is following voluntary sector best practice codes of conduct.

• Support Board of Trustee oversight through clear reporting on income strategy, performance, risk and opportunity and reporting to the Fundraising, Marketing and Development Committee.

• Support the Chair of the Fundraising, Marketing and Development Committee to ensure effective Trustee oversight of funding and public goals, including legal and regulatory compliance and active Trustee engagement.

• Attend and contribute to the Board of Trustees meetings and sub-committees.

PERSON SPECIFICATION

ESSENTIAL EXPERIENCE AND SKILLS

• Significant senior leadership experience in partnerships, philanthropy or income development, with a demonstrable track record of securing and growing funding.

• Significant experience in a broad range of fundraising disciplines, with a demonstrable track record of achieving successful results.

• Demonstrated ability to set strategic direction and translate strategy into clear plans and measurable results, while operating credibly and confidently at senior external levels, including Boards and executive decision-makers.

• Excellent and confident communicator, with experience in external public engagement, media relations and public speaking.

• Proven leadership and people management capability, with a demonstrated ability to inspire, empower and motivate others and to build high performing teams.

• Strong commercial and financial acumen, including experience of developing investment cases, income modelling and portfolio management, with high levels of numeracy and strong analytical skills.

• Experience of working across organisational boundaries and international structures to unlock income opportunity.

• Demonstrable skills in managing complex plans, large budgets and projects.

• A clear commitment to Concern’s values and an inclusive working style that supports and helps shape the organisation’s culture

• Commitment to personal learning, development and improvement in pursuit of own objectives and those of the team and organisation.

• Understanding and experience of the issues facing INGOs in effective fundraising, including an understanding of anti-racism principles.

DESIRABLE

Concern receives a substantial amount of funding from external donors each year.
