The language of a life beautifully lived.

Spanish property prices have risen sharply. This has sparked an affordability crisis for Spaniards and unfortunately the foreigners buying property in Spain are taking a fair share of the blame. We believe the debate regarding the inflation of property prices and who to blame is not healthy thanks to political agendas and does not focus on the real problem. We hope this article will help changing the focus of the debate.

After the last few years of the property price appreciation, newly formed Spanish households struggle to enter the property market. Also, rents have come to a level that makes it impossible for many low- to mid-income Spanish households to find adequate housing for their families. It is true that the local population has in some small spots on the map been crowded out from the market by financially stronger foreign buyers and has in some places taken to the streets in protests.

Foreign tourists are also blamed for the shortage of rental properties since most residential property owners rent out their properties short-term instead of long-term in a quest for higher returns.

But foreign buying and foreigners renting is not the root of the problem.

First of all, Spaniards have until recently had the luxury of being able to live centrally in their cities at affordable prices even in the cities albeit not in the largest ones. The phenomenon of migration from rural areas to cities is not a Spanish one but a global one. All over the developed world housing prices in larger cities has forced low- to mid-income families to long commutes. If a family of a policeman and a nurse work in London, Paris, Milan, Stockholm or any other major city in Europe, they will not be able to afford housing in the city centre, and the commute will be long. But the problem is not only in cities where foreigners are buying but all over Spain. If you struggle to afford a home in Zaragoza, you can hardly blame the foreigners.

The second main factor for rising housing prices is the imbalance between household formation and housing production or new builds. We have in earlier editions of the magazine more thoroughly explained the main drivers of the Spanish property market which in short are:

-Immigration to larger cities from rural areas.

-A severe lack of properties in relation to future demand stemming from Spanish demographics, immigration and low volume of new construction. According to the bank of Spain the deficit now is 600.000 units and growing. Spain needs 2 million new homes during the next 10 years and in 2025 under 100.000 units were produced so the deficit is growing.

-The recovery of GDP growth in Europe and Spain and increasing employment.

-Interest rates for mortgages are remaining at affordable levels.

-Residential investment in Spain is on a historically low level and below EU averages.

-The Spanish mortgage stock is on a historically low level in relation to GDP which should give Spanish households room to finance new or bigger homes.

The new price level has created a property affordability crisis in the urban residential market which acts totally different than the coastal second home market even if the two coincides on a few spots on the Spanish map.

It is a fact that 73% of Spanish homes are owner-occupied which is a clearly higher than the EU average. The picture that we are being fed that the situation in Spain is worse than elsewhere is incorrect. The figure does of course not measure the quality of the housing, only the number of owned homes. As a result of this relatively high ownership portion, the Spanish are on average gaining from the price increase more than their European peers.

The blaming of the foreign demand as a factor for affordability is correct in a very few geographically small dots on the map. Even in places like Marbella, Palma and Alicante where the prices to some extents have outcrowded locals, the commute to affordable areas is in a European perspective short.

The foreign buying in combination with the tourismphobia arising in some places are the main reasons to why Spaniards blame foreign demand for not being able to enter the property market. This reasoning is in our opinion not correct and the main reasons are the top two in our list

above in combination with poor political decision making that has caused enormous friction in the production of new homes

Unfortunately, the reasoning is being supported by many populistic politicians who see an opportunity to gain votes. Politicians on local, regional and central government level are suggesting measures to stem foreign rental demand as well as acquisitions.

The Prime Minister Pedro Sanchez was one of the first to see a political opportunity in the miscontent amongst Spaniards regarding the property markets inaccessibility for low- and mid-income families and published extreme measures to try to stem what he describes as a development of society into two classes, “rich landlords and poor tenants”. He published 12 items of actions, and the most controversial one was the introduction of a tax of 100% of the transaction price for non-EU buyers.

Many others have joined the bandwagon and lately Barcelona’s mayor has proclaimed that he would like to totally ban short-term rentals on residential properties.

The rhetoric is convincing a lot of voters, but we have quite a cynical interpretation of the politicians’ motive to push this agenda. The politicians are and should be grateful for the newfound scapegoat because it takes the blame of the guilty one of the shortage of homes, off the politicians themselves.

To be able to fix the problem, the debate’s focus has to be switched to the production of more homes.

We doubt that even the politicians think that the measures suggested to stem foreign demand will have an effect on prices but it is a winning political agenda and it turns away the blame from bad politics to a “common enemy”. They are barking at the wrong tree even if they know it.

The deficit of homes and the future projections have been known to politicians for many years, but nothing has been done to lubricate the obvious friction in the construction of homes. Let us mention a few bottlenecks that must be

addressed in the debate and that can be changed only by politicians.

The

Spanish property

market is suffering of, low pace of conversion of rural to urban land.

Town halls are responsible for the planning of the PGOU, the urban planning and the local government the Junta is supervising the process. This process is infested by political party agendas and progress is slow. The planning of urban land has to be accelerated to a whole new level to be able to meet actual and future demand. Lack of urban land is inflationary for home prices.

To mention an extreme example, the new Marbella urban plan was approved in February this year. The earlier one was from 40 years ago.

License approval even for rural land can take years and the cost of achieving it with project approvals etc is very high. A developer must be compensated for time and cost and the price will eventually be paid by the final buyer of the property, again inflationary.

An interesting parenthesis regarding available land is that the toxic banks setup during the crisis 15 years ago are still owners of substantial amounts of urban land. The banks were setup to bail out banks at the cost of taxpayers, but these banks have now become greedy businesses when they should be liquidating the assets as soon as possible to meet demand. Most of these banks have political connections affecting the political agenda that hinders the liquidation of the assets that could ease the inflationary pressure.

Government taxes on property in Spain are a substantial price factor. Buying a property in Spain comes depending on the area and product with a lot of side costs like

e.g. IRPF (transfer tax), stamp duties, VAT on new developments totalling 10-15%. When you own a property, you pay property tax to the local council and when you sell it you pay capital gains tax and a tax called plus valia, a tax on the appreciation of the land. Easing the tax pressure would help households to enter the market.

To be able to x the problem, the debate’s focus has to be switched to the production of more homes.

Regarding the rental market it should come to no surprise that investment in rental property i.e. building of new homes for long-term rent is lagging with the problem of squatters or so called okupas. If the problem with “okupas” would be solved, there would be billions of investments flowing into the residential rental market until demand is met and that would solve the availability crisis.

Surprisingly the same politicians that are demanding affordable housing are the same that strongly support the rights of occupants. The left-wing party Podemos claims that eviction “criminalises poverty” and they would force properties owned by banks and large landlords into social rent schemes. This is a very efficient way to stop investment in rental properties, and the scarcity has driven up rental prices since property owners chose to rent shortterm to avoid the problem with occupants.

These are the issues our politicians should be focusing on, but this agenda is not as vote winning as the populistic one

of blaming foreigners. If you have the right to vote in Spain, do not let the smokescreen blaming the foreigners cloud your judgement. Even if you don’t have a vote, we should all participate in changing the debate to a more analytical one and not allow the politicians responsible for the shortage of homes hide behind a scapegoat.

If the focus does not switch to the real problem, it will never be solved.
