PRESIDENT'S MESSAGE Partnering for progress as Queen’s Park returns
A
s the spring season begins and the legislature returns to Queen’s Park, FRPO is ready for a busy and productive few months. The start of the building cycle is always a natural time to focus on our goals, and this year our priority is ensuring the professional rental sector remains a central part of the conversation on Ontario’s future. A major focus of our work this quarter involves engaging with the government on key legislative files. We continue to work closely with the Ministry of Municipal Affairs and Housing and the Ministry of the Attorney General on the regulations for Bill 60, ensuring that the voice of professional housing providers is reflected as these important changes move forward.
We have also been active in our response to the proposed regulations under Bill 10. Our message to the government is clear: while we share the objective of ensuring our communities are safe, any new framework must recognize the practical and legal limitations faced by housing providers. TONY IRWIN We are advocating for a balanced approach that focuses President & CEO accountability on criminal activity rather than imposing duplicative risks on good-faith landlords who are already working hard to maintain safe environments for their residents. Our advocacy continues to be rooted in a commitment to high standards and constructive partnership. We are working hard to ensure policymakers understand the reality of our industry – one that provides stable, high-quality homes for millions of Ontarians. By leading with evidence and sharing the true experiences of our sector, we are making it clear that professional housing providers are essential to a healthy, functioning housing market. As we continue our engagement with the provincial government this spring, we remain focused on the fundamentals. We are championing the practical, supply-side solutions that are needed to address affordability for the long term. Whether it is unlocking new infill potential on existing sites or streamlining the processes that get homes built, we are providing the roadmap needed to keep Ontario moving forward. I want to thank our members for the professionalism you show every day. Your dedication to your residents and your communities is what gives our association its strength. I look forward to working alongside you as we continue to make a positive impact across the province. Tony Irwin, President and CEO, FRPO

FROM BRANDING TO BELONGING:
THE BUSINESS CASE FOR LISTENING TO RENTERS
By Sally Matteo, Associate Director, Marketing & Communications, Greenwin Corp.
I
n an increasingly competitive rental market, the difference between a brand that performs and one that doesn’t often comes down to a single factor: how well it reflects the people it is meant to serve. When internal consensus replaces external insight, organizations risk building narratives that resonate internally while missing the mark with the people they are trying to reach. The most successful rental communities are not built on assumptions. They are built on listening. Across branding, resident engagement, and long-term retention, listening to renters and community members is not a “nice to have.” It is a risk-mitigation tool, a performance driver, and a strategic advantage.
Why branding is too important to guess What happens when branding decisions are made without direct input from the people they are meant to reach? Too often, the result is a brand that reflects an intended vision rather than the realities of everyday renter life. Even well-developed strategies can lose relevance when renter perspectives are not part of the process, particularly in a market where affordability, convenience, and community shape daily decision-making. Listening helps close that gap. It grounds branding decisions in real-world expectations rather than internal preferences, ensuring tone, messaging, and positioning align with what renters actually value day-to-day. 14
FAIR EXCHANGE | SPRING EDITION 2026
Pressure-testing ideas before they go to market One of the most effective ways to reduce branding risk is to engage community members and prospective renters early. Focus groups, informal feedback sessions, and one-on-one conversations allow teams to pressure-test ideas before they go live (i.e., when adjustments are far less costly). This is an approach we are actively taking at one of our redevelopment projects currently underway. Rather than treating branding as a finished product to be unveiled, we are treating it as a conversation. Early engagement has allowed us to validate assumptions, refine messaging, and ensure that the identity we are building reflects how future residents see themselves, not just how we see the building. The business case is straightforward. Early listening minimizes misalignment, reduces the need for costly rebrands or campaign pivots, and accelerates market acceptance. It also builds trust before a project even opens its doors.
Learning how residents want to be engaged Listening should not stop once a community is occupied. Ongoing surveys and feedback mechanisms provide critical insight into how residents want to be engaged with and the programs that would benefit them most.

Retention is not only influenced by physical space or amenities. It is shaped by emotional connection— whether residents feel respected, understood, and valued. When feedback is acknowledged and acted upon, it reinforces the idea that residents have a voice and that their experience matters. This means not just surveying residents, but showing them how their participation has made real change in their communities. Tell them the changes you are making and why. From a business perspective, this translates into lower turnover costs, stronger reputation management, and more resilient communities.
Community engagement as a long-term philosophy At Greenwin, community engagement is not a trend or a tactic. It is part of our DNA.
At Greenwin, this feedback directly informs how we design our resident events and engagement initiatives. Some communities value children programming, while others benefit from language and connection engagements. By understanding these preferences, we can create stronger engagement and foster a greater sense of belonging. Residents feel seen not just as occupants, but as participants in a shared community experience.
Listening as a driver of retention The link between listening and retention is well established, yet often underestimated. Residents who feel heard are more likely to stay, more likely to engage, and more likely to speak positively about their community.
16
FAIR EXCHANGE | SPRING EDITION 2026
Since 1948, we have been focused on building communities that stand the test of time. That longevity is not accidental. It is rooted in a philosophy that prioritizes people, relationships, and long-term value over short-term optics. When developing community programs and resident engagement initiatives, we take the same listeningfirst approach. It is not about prescribing what we think residents may want or need. It is about actually listening and showing up where communities truly need support, connection, or resources.
From branding to belonging Ultimately, listening shifts the focus from branding as a surface-level exercise to belonging as a business outcome. When renters see themselves reflected in a brand, feel respected in communication, and experience genuine engagement, communities become more resilient and more successful.

"Proud to Rent" gaining momentum
T
he launch of our Proud to Rent initiative has marked an energetic start to the year for the Let’s Build Ontario campaign. This project was designed to challenge outdated stigmas about rental living, and we are already seeing our core messages resonate with a broad audience across the province.
Reflecting on what our community values The feedback we are receiving from our community highlights a significant shift in how Ontarians view their housing choices. Our early survey work indicates that for many, renting is a proactive and smart decision. The themes of flexibility, financial freedom, and the modern lifestyle that professional rental housing enables are being reflected to us by residents from all walks of life. By amplifying these voices, we are building a visible community of supporters who take pride in where they live and support a balanced rental market.
A call for your stories: Showing our impact While we celebrate the resident experience, the heart of this campaign remains the initiatives and dedication of 18

our members. We are issuing a renewed call for you to submit your stories. We specifically want to highlight the ways your teams are engaging with your residents and the communities you serve. Whether it is a unique resident wellness program, a local charity partnership or a major community event, these stories are our most powerful tool for showing the public the positive impact of professional management. We want to show Ontario that our members are not just housing providers. They are community pillars.
Get involved We invite all members to follow the campaign on social media and share our content with your onsite staff and residents. Together, we can continue to change the narrative and build a housing system that offers more choice and more opportunity for everyone. Navigating natural gas and electricity markets can be both unpredictable and complex, creating ongoing challenges for property owners. For more than 20 years, FRPO has partnered with ECNG Energy Group to support its members in managing these markets effectively. Read on for an overview of the natural gas and electricity programs available to FRPO members, along with additional services ECNG provides.
Natural gas program ECNG currently manages more than 20 million cubic metres of natural gas annually on behalf of the FRPO program, supporting many members with multiple accounts across the province. The program is designed to help members stabilize their energy costs through fixed‑price options available for short, medium or long‑term periods, helping protect budgets from market volatility. ECNG also provides members with a wide range of reports including, but not limited to,
24

budgets, forecasts, cost analysis, and consumption comparisons, available in both reader‑friendly formats and editable spreadsheets.
Electricity program The FRPO electricity program shares similarities with the natural gas program but is also structured to respond to the unique dynamics of the electricity market. While fixed‑price options are available, ECNG strategically aggregates member volumes and secures pricing only when market conditions are favourable, especially important given the extreme volatility seen over the past year. Similar to natural gas, members also have access to various cost and consumption reports either upon request or through a secure online portal.
Additional services for FRPO members In addition to the natural gas and electricity programs, FRPO members can take advantage of
several additional ECNG services. Leveraging decades of experience in the energy sector, ECNG offers expertise in such energy related fields as carbon management, grants, rebates, and audits and assessments. Furthermore, ECNG has extensive experience working with multiple utilities across the province, supporting members with resolving consumption discrepancies and optimizing rate classifications for their accounts. For members with slightly more specialized needs and requirements, ECNG also provides solutions for global adjustment cost analysis and invoice management services, allowing property owners to shift their focus to other aspects of their business while ECNG handles these specific and timeconsuming responsibilities. BUILDING FOR THE LONG TERM:
A future-focused lens on Canada’s purpose-built rental housing
By Michael Tsourounis, Chief Investment Officer, Hazelview Investments
C
anada’s housing conversation is often framed around supply, affordability, and speed. But an equally important question is emerging beneath the surface: What kind of rental housing are we building for the decades ahead? As the purpose-built rental sector scales across the country, developers and operators are increasingly being asked to think beyond delivering units. The next generation of rental housing must be resilient, energyefficient, operationally intelligent, and designed around long-term resident experience. Achieving that requires integrating innovation not as an afterthought, but as a core discipline across design development, construction, and operations. At Hazelview, our conviction in purpose-built rental is grounded in long-term ownership. We see firsthand how design, construction, and operational decisions made today shape performance and livability for years to come. As the sector evolves, integrating innovation across development and operations is no longer optional, it is foundational.
26
FAIR EXCHANGE | SPRING EDITION 2026
Ownership thinking changes everything Purpose-built rental buildings are designed to be held, operated, and improved over decades and this ownership mindset shifts priorities. When underwriting projects for long-term hold, lifecycle performance matters as much as initial capital cost. Durable materials, efficient mechanical systems, resilient building envelopes, and operational practicality have become central to decision-making. Design must consider not only how a building looks on day one, but how it performs in year 20. To inform responsible, long-term decisions, Hazelview completed a comprehensive climate scenario analysis (CSA) across its Canadian multi-family portfolio. This assessment evaluated how potential climate futures— ranging from strong global action to business-asusual—could affect buildings’ performance over time. The analysis identified properties that may be exposed to increasing climate-related risks, including extreme weather and higher operating costs, while also highlighting opportunities to strengthen overall

portfolio resilience. By integrating the CSA insights into design practices, capital planning, and investment strategies, Hazelview is supporting the adaptability of these assets so they may remain durable for decades to come, regardless of how future climate conditions may evolve. This approach is particularly important in today’s market. With new housing starts and declining rental supply expected to tighten later this decade, projects advancing now must be built to withstand shifting economic, environmental, and demographic conditions.
Designing with data and operational insight One of the most powerful evolutions in multiresidential development is the integration of operational data into new projects. As an integrated owner, developer, and property manager, Hazelview applies real-time resident feedback, leasing data, and asset performance insights to inform future developments. This includes: • Optimizing suite mix based on absorption trends • Designing flexible amenity spaces that reflect changing preferences • Prioritizing family-sized units in high-demand urban nodes • Embedding wellness and community programming into building design Integrating operational insights from on-site teams to improve day-to-day building performance and resident experience. Rather than adopting technology passively, Hazelview Investments launched Hazelview Ventures to proactively invest in early-stage companies solving real challenges in real estate. For example, Rhenti has been integrated into Hazelview Properties leasing operations to digitize and automate the rental process. By replacing paperbased workflows with a seamless digital platform, Rhenti improves transparency, accelerates occupancy, and enhances the renter experience from first inquiry to move-in. For new purpose-built rental communities, this means a modern leasing infrastructure is embedded from day one. With Lamarr.AI, we have completed drone-based thermal scans on multiple properties to assess envelope performance. Their AI-driven 3D modelling identifies energy loss, deteriorating seals, and insulation gaps with greater speed and accuracy than traditional audits. These insights strengthen capital planning decisions, prioritize retrofit investments, and influence how we approach envelope design in future construction. Whether it’s optimizing leasing processes or advancing sustainability solutions, we are investing in and piloting solutions, which gives us practical insights into what works, what scales, and what drives measurable impact. This approach ensures that innovation directly supports long-term portfolio performance and sustainability outcomes.

More broadly, the sector’s pivot toward purposebuilt rental reflects a structural shift. Institutional capital, integrated management, and long-term stewardship are replacing fragmented ownership models. This evolution can support stronger building standards, consistent resident experience, and greater operational accountability.

• Thoughtful phasing to minimize operational disruption • Resilient design considerations for evolving climate realities Sustainability is embedded in our development mandate, not treated as an overlay. For example, our Development team partnered with Tangible Materials—a data‑driven construction technology firm—to conduct embodied carbon and lifecycle assessments for both blocks of our Station House project located at Bloor & Dufferin in Toronto. This work enables us to measure the building’s carbon intensity and identify lower‑carbon, cost‑effective material alternatives. Investments in building performance and responsible design can enhance long-term value, reduce operating volatility, and strengthen resident satisfaction.
Purpose-built rental as infrastructure The industry is also witnessing increased condo-torental conversions in certain markets. While not a universal solution, these transitions can unlock stalled 30

Toronto’s short- and long-term housing markets look different. In the short term, conditions appear more relaxed: higher vacancy rates, slowing rent growth, and declining home prices. In this period, there has been increased supply and weakened demand. A high rate of home completions and record levels of resale market listings have increased supply. Economic uncertainty and slower population growth have constrained demand.
The starts data shows a shift in builder preferences toward rental and smaller projects. Financing challenges and a desire to reduce exposure to economic uncertainty encouraged developers to shift toward smaller projects. Small projects required lower financial commitment and were quicker to deliver, reducing vulnerabilities to changes in the economy. In 2025, developments with three to five units outnumbered those with more than 100 units for the first time on record. Purpose-built rental starts were the second highest since 1990 and exceeded condominium apartment starts in the City of Toronto for the first time. Incentives for missing middle housing, combined with relatively favourable financing and longterm rental demand, supported purpose-built rental construction.

• Housing supply and demand look different in the short and long term. In the short term, a high rate of completions and record new listings at a time of suppressed demand have created relaxed market conditions. In the long term, declining starts and less constrained demand point to a tighter market. • Evidence of high supply and weakened demand differs by market segment. New and small condominium apartments, and large and expensive homes, show greater imbalance than affordable family-sized ones. • Developers have shifted toward rental and smaller-unit projects. In the City of Toronto, rental unit starts exceeded condominium apartment starts. Overall, buildings with 3-5 units surpassed those with 100+ units for the first time.

However, beneath these conditions, longterm risks are building. Housing starts declined again in 2025 and are now at their lowest level since 2009—below Calgary, Montréal, and Vancouver for the first time. With projects taking years to move from inception to occupancy, the current downturn in starts signals future supply shortages once demand strengthens. Record condominium project cancellations will remove thousands of units that would otherwise have been delivered in coming years. This combination—surpluses today, tighter markets in the future—is the difference underpinning Toronto’s housing supply between the short and long term. Differences in market segments pose another challenge in reconciling the short- and longterm markets. There were greater surpluses in new and smaller condominium apartments than in family-sized homes. Larger and more expensive homes showed

FROM POLICIES TO PERFORMANCE THE INCREASING EXPECTATION FOR BUILDING-LEVEL DATA DATA
By Dilan Cetinkaya, Director, Certification, Certified Rental Building (CRB) Program
A
cross the real estate sector, expectations around Environmental, Social, and Governance (ESG) reporting are evolving. Increasingly, investors and benchmarking organizations are looking beyond policies and commitments to understand how buildings are performing in practice. For property managers, this shift brings growing pressure to collect and report buildinglevel operational data. Metrics such as energy consumption, greenhouse gas emissions, water use, and waste generation are becoming central to how ESG performance is evaluated. This shift is also influencing how building certification programs are assessed. The Global Real Estate Sustainability Benchmark (GRESB), widely used by real estate investors to assess ESG performance, has updated how it evaluates building certification programs. Under the revised building certification evaluation criteria, certification programs seeking recognition are expected to incorporate building-level operational data, establish performance baselines, and track improvements across key environmental indicators.
38
FAIR EXCHANGE | SPRING EDITION 2026
Historically, many certification frameworks focused primarily on policies, operational procedures, and management systems designed to support well-run buildings. While these elements remain essential, certification programs are now also expected to demonstrate measurable environmental outcomes supported by building-level performance data. The Certified Rental Building (CRB) Program is helping rental housing providers navigate this shift by expanding its certification framework to incorporate environmental performance data. Beginning in 2027, participating buildings will submit data on energy use, water consumption, and waste generation, allowing properties to establish baselines and track performance over time. To support this process, CRB is developing a data dashboard designed specifically for the multi-residential sector, providing property owners and managers with clearer insight into 40

building performance across their portfolios. The dashboard will also integrate indicators from municipal programs such as RentSafeTO and the Hamilton Safe Apartment Buildings Program, allowing housing providers to view multiple aspects of building performance in one place. As expectations around ESG reporting continue to evolve, the ability to track and understand building performance will become increasingly important. By integrating environmental performance data and developing new reporting tools, the CRB Program is helping rental housing providers strengthen transparency, improve operational insight, and demonstrate measurable performance across their portfolios.
COHEN HIGHLEY’S JOE HOFFER AND KRISTIN LEY NAMED AS THOMSON REUTERS STAND-OUT LAWYERS FOR 2026 By Laura Gurr, Managing Partner, Cohen Highley
C
ohen Highley is proud to recognize Joe Hoffer and Kristin Ley on being named Thomson Reuters Stand-Out Lawyers for 2026, an honour made particularly meaningful by the fact that it is awarded solely on the basis of direct client nominations, reflecting the trust and confidence they have earned through their work. Joe Hoffer became a Partner at Cohen Highly LLP (CH) in 1994. In the early 1990s, very few lawyers practiced in multiresidential housing, exclusively on the side of landlords, housing providers, and property managers. Joe built the Cohen Highley MultiResidential Housing Group from the ground up, starting with a team of two; it now consists of 22 licensees and more than a dozen support staff. Joe directly mentored many in CH's Multi-Residential Housing Group, including myself (Laura Gurr, the firm’s Managing Partner) and fellow Partners Paul Cappa, Kristin Ley, and Patty Duwyn. Joe has paved the way for his juniors to achieve tremendous professional success, while guiding them to be community minded, principled individuals who recognize their responsibility to give back to those in need, and champion marginalized individuals. One of Joe’s proteges, Kristen Ley, now in her 18th year of practicing law, has been Cohen Highley’s Multi-Residential Housing Practice Group Leader since 2021. Kristin continues Joe’s legacy of mentorship and leading by example through outstanding practice of law coupled with exemplary client service. Even though Joe and Kristin have always prioritized the success of their clients and the forward progression of the multi-residential housing industry over seeking accolades and awards, they are not strangers to receiving industry recognition. In 2008, Joe was awarded FRPO’s MAC Award for The Prestigious Member of the Year for his work as a member of FRPO’s Landlord and Tenant Committee, where Joe provided input on numerous new forms, rules, and guidelines of the Landlord Tenant Board.

Kristin was the recipient of the Rising Star Award from the Middlesex Law Association in 2012; in 2025, Joe won the Middlesex Law Association's Distinguished Service Award. More recently, the entire Cohen Highley team was honoured at the FRPO MAC Awards this past December as the recipient of the Award for Excellence in Community Service. In 2026, both Joe and Kristin were named as Thomson Reuters Stand-Out Lawyers, which is particularly meaningful, as it is a client-nominated award. The comments in their clients’ nominations included the following:
“Joe is not often outmatched for his knowledge or his response time.” “Her [Kristin’s] experience, her confidence, her knowledge. She's just great. I felt comfortable enough to go to her with silly questions of law, and the ones that are the most important to our company.” Having a client go out of their way to recognize the work you’ve done as a lawyer means the world. We too often only hear from our clients when they are in a crisis or situations fraught with stress. The role of a lawyer is to build trust in these conditions through exemplary work and communication, ultimately seeing our clients through to a solution. When a client recognizes you with an award, it is the definitive benchmark of success. It means you have gone beyond being a ‘service provider’; you’ve created something exceptional. It is very fitting that Joe and Kristin would be recognized in this manner, as they have built their practices on a foundation of unparalleled client service. They continue to set the bar, which motivates us all to achieve more.
Congratulations, Kristin and Joe!

THE POWER OF THE
INVITATION By Brandi Clarke, Founder and President, Brandi Clarke Consulting

ne of the realities of executive leadership is access. Invitations arrive steadily over the course of a career: conferences, charity galas, golf tournaments, awards dinners tied to foundations and community partners. Many come with built-in access: a table reserved for eight, a pair of VIP passes, conference registrations connected to sponsorship commitments. Traditionally, those seats belong to the executive team. These are the rooms where partnerships deepen, relationships take shape, and industries quietly move forward through conversation. But most senior leaders recognize another side of this reality. At a certain point, there are simply a lot of them. Many executives can recite the calendar by heart. The annual golf tournament. The foundation gala that returns every spring. The conference that anchors the fall season. Meaningful events, all of them. Yet over time they begin to feel familiar: the same ballroom, the same program, often the same people seated at neighbouring tables. Ten golf tournaments in a season. Six fundraising galas. Then several conferences layered across the year. All worthwhile. All important. And all demanding. For leadership teams already balancing strategic priorities, operational oversight, and personal commitments, the volume can quietly become another form of pressure. Yet within this familiar rhythm lies a leadership opportunity many organizations overlook. Several years ago, we began looking at these invitations differently.

Like many companies, we supported charities and industry organizations through sponsorships. With those sponsorships came access to events: tables at fundraising galas, conference passes, invitations to industry gatherings. Historically, those seats remained within the executive circle, a practice that is both common and understandable. Executive presence signals commitment and reinforces relationships. But we began asking a simple question. Could some of those seats become development opportunities? Executives were always offered first right of refusal for events connected to their portfolios or partnerships. If seats remained, we opened them internally through

That kind of exposure cannot be replicated in a meeting room. Preparation matters, of course. When we sent team members to these events, expectations were clear. Professional conduct mattered. They were there as ambassadors of the organization. underestimate is how meaningful a single invitation can be. For someone earlier in their career, the opportunity to attend an industry conference, sit at a sponsored table, or represent their organization at a community event can be transformative. It offers perspective, builds confidence, and often sparks a deeper sense of belonging within the profession. Introducing new voices into these rooms changes the energy of the conversation. Emerging professionals bring different perspectives, different questions, and often a refreshing level of enthusiasm. They form connections executives may never have encountered. They expand the organization’s network in ways that are organic and sometimes surprising. Charities benefit. Professional communities benefit. Organizations benefit. As the calendar begins to fill with spring conferences, charity events, and the familiar rhythm of golf season, leaders have an opportunity to think differently about who occupies those seats. None of this suggests that executives should step away from industry events. Many invitations remain important and deserve leadership presence. But occasionally giving away a seat can be one of the most powerful leadership decisions available. It eases pressure on executive calendars, develops emerging leaders, expands networks, and introduces new energy into professional spaces that can easily become routine. Leadership is often measured by the rooms we enter. But the mark of confident leadership is knowing when to step aside and invite someone else into the conversation.

BUILDING RESILIENCE: FROM REACTIVE REPAIRS TO PREVENTATIVE STRATEGY
By Anannya Biswas, National Marketing Manager, Metro Compactor Service Inc.
A
cross Canada’s rental housing sector, building operations are becoming increasingly complex. Rising operating costs, evolving regulatory expectations, aging infrastructure, and higher resident standards are reshaping how property managers approach asset performance. In many cases, however, maintenance strategies have not evolved at the same pace as these pressures. Too often, buildings are still managed through a reactive model, where problems are addressed only when they become visible or disruptive. In a recent industry webinar hosted with FRPO, Metro Compactor Service explored an important shift under way in building operations: the move from reactive maintenance toward preventative asset strategies. At its core, the conversation focused on a simple but powerful idea: resilience in residential buildings is not accidental; it is operationally designed.
50
FAIR EXCHANGE | SPRING EDITION 2026
The non-linear nature of asset performance One of the key insights discussed during the webinar was that building systems rarely follow a straight path from installation to replacement. Instead, they tend to move through a predictable lifecycle: initial performance after construction, early signs of wear, accelerated deterioration, and eventually major capital replacement. The early stages of decline often go unnoticed. Minor operational issues, small component failures or inconsistent maintenance may not appear urgent in isolation. Over time, however, these small signals compound. What begins as manageable maintenance can evolve into expensive capital events or operational disruption.

When systems run reliably, property teams can focus their attention where it matters most: resident service and building operations.
Resident experience and building behaviour Preventative maintenance practices also influence how residents interact with shared infrastructure.
This is where preventative maintenance plays a critical role in flattening this lifecycle curve. By addressing issues early and consistently, operators can extend asset life, avoid costly emergency replacements, and maintain stable building operations.
Operational stability for property teams For property managers, preventative maintenance is as much about operational stability as it is about equipment performance. Reactive environments often create unpredictable service calls, resident complaints, and added administrative pressure. Structured preventative programs, built around scheduled inspections, routine testing, and consistent upkeep, reduce disruptions and create a more stable operating rhythm.
Clean, well-maintained garbage rooms and waste systems encourage responsible resident behaviour. When spaces are sanitary, clearly organized, and supported by resident education initiatives, participation in waste diversion and proper disposal improves significantly. Conversely, poorly maintained infrastructure often leads to misuse, contamination, and increased complaints.
Financial predictability and risk management Preventative maintenance is often viewed through an operational lens, but its financial implications are equally significant. Emergency repairs or replacements can cost three to five times more than planned lifecycle investments, particularly when equipment must be sourced or installed urgently.

Beyond direct costs, reactive events also create indirect pressures, including staff overtime, resident disruption, and added administrative strain. Preventative strategies help smooth these financial spikes by spreading investment more evenly across the asset lifecycle. For boards and owners, this translates into more predictable operating budgets, stronger reserve planning, and reduced financial volatility. As insurance carriers and regulators increase scrutiny around fire and life safety systems, documented preventative programs also demonstrate responsible oversight and governance.
Collaboration between operators and service partners Preventative maintenance is most effective when it combines operational awareness with technical expertise. Structured inspection programs, component testing, digital monitoring tools, and long-term vendor partnerships all contribute to a more proactive asset management approach.

Importantly, this shift requires moving beyond lowestcost procurement models toward total cost-ofownership thinking, recognizing that early investment in quality infrastructure and preventative oversight often reduces long-term operational risk.
A shift toward proactive building management The pressures facing rental housing operators are unlikely to ease in the years ahead. Buildings are becoming denser, regulatory expectations continue to evolve, and residents increasingly expect well-managed, high-performing environments. In this context, preventative maintenance is no longer simply a technical practice; it is an operational strategy. The buildings that perform best over the next decade will not necessarily be the newest, but the ones that are most intentionally operated. When preventative oversight, resident engagement, and long-term asset planning work together, operators can create more stable, resilient communities while protecting the longterm value of their assets.

THE FIRST 90 DAYS: WHY OPERATIONS MAKE OR BREAK THE SUCCESS OF A NEW RENTAL BUILDING By Theresa Lapensée, Founder & Principal, ResidentOps Studio
A
cross Ontario, there is renewed focus on purposebuilt rental housing development.
Governments, developers, and housing advocates recognize the need for more rental homes across the province, from high-rise towers in urban centres to midand low-rise buildings in tertiary and regional markets. Municipalities are beginning to accelerate development following continued urging from industry stakeholders. Cities such as Hamilton, Mississauga, and Burlington have introduced incentives that improve the financial viability of rental projects through development charge reductions or exemptions. More cranes in the sky across Ontario are positive, but building new multi-residential housing is only the beginning. Ensuring new rental communities start well once residents move in is equally important. For developers and builders, construction is an enormous undertaking. Years of planning, financing, approvals, and coordination lead to the final phase:
occupancy. Once residents begin moving in, another complex stage begins: the operational launch of the building. In many high-rise developments, residents move in before the building is fully complete. Lower floors may be occupied while upper levels remain under construction, amenities unfinished, and trades still on-site addressing deficiencies. Experienced operators treat the first 90 days as an operational stabilization period: building systems, service routines, and resident expectations are closely monitored and adjusted as the community takes shape. During this phase, teams manage ongoing construction activity, mechanical systems operating at full demand, and on-site staff establishing operational routines. Handled well, this period creates a strong operational foundation. Handled poorly, it leads to resident frustration and reputational damage long after construction ends. Successful buildings focus on several critical areas.
Compliance and operational foundations Ontario’s rental housing sector operates within a highly regulated framework. New buildings must begin operations with strong compliance practices from day one. Operational planning should begin eight to twelve months before occupancy, allowing time to establish policies, procedures, documentation, and staff training. These considerations must also be integrated during development so building design, systems, and staffing models support effective long-term management. Construction and operations teams must understand how the building functions, including security systems, mechanical equipment, lighting, service contracts, and the overall flow of the asset. Frontline teams must understand the building and how it must be maintained and presented to residents. 56
FAIR EXCHANGE | SPRING EDITION 2026
Resident communication and expectations The first 90 days shape residents’ earliest impressions of a building, and those experiences travel quickly through reviews and word of mouth. Residents in new buildings live through the final stages of construction: noise, debris, disruption, and increased building traffic. Amenities may still be coming online while trades remain on site. Setting expectations early prevents frustration. Many operators include construction addendums in lease packages and discuss early occupancy realities during leasing. Incentives alone do not create a positive resident experience. Once residents move in, proactive communication becomes essential. Residents need clear information about operational disruptions or construction activity that affects them. Resident communication platforms or CRM systems allow teams to issue building notices and updates through mobile apps or online portals. If residents must ask what is happening, communication has already failed. These systems also support digital maintenance requests, allowing teams to track service issues while giving residents transparency on request status.
Building systems and vendor partnerships New buildings reveal their true operational behaviour once residents move in and systems operate at full demand. HVAC systems, elevators, water pressure, ventilation, and life-safety systems function under real conditions for the first time. Adjustments are normal. Close coordination between property management teams, building operators, and construction teams ensures issues are identified quickly and warranty items documented properly. 58
FAIR EXCHANGE | SPRING EDITION 2026
Vendor partnerships are equally important. Mechanical contractors, elevator providers, and life-safety technicians must align with ownership expectations during early occupancy. These vendors respond quickly, attend the building when needed, and troubleshoot issues alongside the operations team. In many ways they become an extension of the property’s operational team and brand, influencing how residents experience service continuity.
Staff leadership and resident feedback Visible, responsive staff presence is essential during early building operations, and experience matters. New developments need to be led by property managers and regional leaders who have worked through a building launch. Early occupancy brings challenges that require practical experience and confident decision-making. Inexperienced teams cannot lead what they have not lived through. Small issues escalate quickly, frustrating residents and reflecting on the property’s brand and reputation. Residents moving into a new building have questions about amenities, waste systems, elevators, and building procedures. Knowledgeable staff resolve concerns early and build trust within the community. Listening to resident feedback is essential. Early input reveals gaps, signage needs or mechanical adjustments that improve day-to-day performance. The first 90 days of a new rental building mark the beginning of a community. Developers spend years designing and building a project, but the operational tone of the building—how it feels to live there—is shaped in its first three months. When operations are thoughtful, responsive, and well organized from day one, the result is a building that runs smoothly, a confident team, and residents proud to call it home.
