Exmouth is Devon’s largest non-unitary town, with a population of more than 35,000. The town and its surroundings have extraordinary environmental importance and feature various statutory protections.

In common with many coastal towns, there is a constant need to maintain economic and social balance between age groups, and between long-time residents and those moving to the town for its many attractions.

The Town Council is a democratically elected body of 25 Councillors, supported by a team of 13 staff, and has a key role in promoting the town, facilitating town maintenance and events and providing community leadership.

We are seeking a person with the skills, qualifications, experience, political awareness and ability to support the Town Clerk at both the strategic and operational levels necessary to continue to take Exmouth forward.

Vacancy for Parish Clerk –Part Time Hours

Wales Parish Council is seeking to recruit to the post of clerk to the council a highly motivated person with a wide variety of skills. The position would suit someone who has previous experience of working in local government and managing staff.

The post is part time with a core working week of 24 hours and attendance at evening meetings, typically twice a month. The successful applicant will preferably hold the Certificate in Local Council Administration qualification or be willing to undertake the appropriate training and study to obtain the qualification. The salary will be based on the National Joint Council pay scales points 26-32, £38,220 to £42,839 (pro-rata). The council will enrol the successful applicant in a workplace pension scheme.

The annual budget is around £280,000 and the parish currently has a population of around 9,500. The council is the trustee of Wales Recreation Ground and owns recreational land at three other sites in the village. There are two council allotment sites and a strip of land that is licensed for car parking. The clerk manages five members of staff.

About the job

This is a permanent, full-time post of 37 hours per week.

You will need to have a Degree in Social Work or equivalent.

A comprehensive understanding of the relevant legislation is essential along with experience of working with people with mental health difficulties. Previous experience of working within a mental health setting is also preferable and you should have experience of supervision of staff. Ideally you will be an Approved Mental Health Professional (AMHP) for which an AMHP payment is applicable or be willing to undertake training for the AMHP role as part of your continuing professional development.

You will need to have experience at assessing needs under the Social Services and Well-Being Act 2014 and have experience of Care and Treatment planning in Mental Health Services. In addition, you will need to have experience in undertaking risk assessments and developing associated care plans and risk management plans. You should be prepared to undertake appropriate training and be able to work under pressure.

Vacancy for Parish Clerk –Part Time Hours

Wales Parish Council is seeking to recruit to the post of clerk to the council a highly motivated person with a wide variety of skills. The position would suit someone who has previous experience of working in local government and managing staff.

The post is part time with a core working week of 24 hours and attendance at evening meetings, typically twice a month. The successful applicant will preferably hold the Certificate in Local Council Administration qualification or be willing to undertake the appropriate training and study to obtain the qualification. The salary will be based on the National Joint Council pay scales points 26-32, £38,220 to £42,839 (pro-rata). The council will enrol the successful applicant in a workplace pension scheme.

The annual budget is around £280,000 and the parish currently has a population of around 9,500. The council is the trustee of Wales Recreation Ground and owns recreational land at three other sites in the village. There are two council allotment sites and a strip of land that is licensed for car parking. The clerk manages five members of staff.

Deputy Town Clerk

Salary:

This is a genuinely interesting and varied post at the heart of the Council’s work. You will deputise for the Executive Officer/Responsible Financial Officer (EO/RFO), acting as Proper Officer and Deputy Responsible Financial Officer in their absence, and providing governance and statutory support across all Council activities.

Alongside that deputy function, you will take strategic lead responsibility for the Council’s community services portfolio. This includes:

• developing and delivering events, from commissioning and procurement through to contract management, licensing, risk assessment, and post‐event evaluation; • leading on community engagement and communications strategy, working closely with our Administration and Communications Officer to connect effectively with residents across all channels;

About the role:

Supporting children and young people (CYP) with visual, hearing, multi-sensory and physical impairments to learn, as appropriate to each individual, safe, independent movement and/or travel, to develop daily living skills, and to gain the knowledge and confidence needed in order to participate in their wider communities.

About you:

You will have experience of assessment needs/risk assessment, environmental audits, mobility, independence. You will also have experience of working with CYP who have a range of additional learning needs. You will have a commitment to developing fair, respectful, trusting, supportive and constructive relationships with CYP and their families.

What you will do:

Assess the habilitation needs of CYP supported by the local authority sensory service. Providing advice, information and assistance to parents, carers, school staff and others in close contact with the CYP in order to ensure consolidation of any implemented training programmes.

Transportation and Highway Development Engineer

Salary: PO5-8 , £41,771- £45,091 per annum

We are looking for two exceptional candidates who can work with internal and external clients to assess the transport and highways elements of proposed developments and support economic growth in Calderdale. You will also work closely with colleagues in the Highways and Engineering service to look for opportunities to maximise the benefits of our own programmes of work. You will work within a supportive environment and report directly to the Transportation and Highways Development Manager.

You will provide advice on the implications of proposed development in terms of compliance with local, regional and national policies and plans to ensure integration of land use and transport planning. You will also ensure that sustainable and maintainable solutions are developed.

You will be responsible for identifying opportunities for Section 38, 106 and 278 agreements and that commuted sums are secured in accordance with the Council’s commuted sums policy and that commuted sums are secured.

You will be occasionally required to represent the Council at Planning Committee and Planning Appeals, ensuring that all relevant statements and evidence are drafted to required timescales and quality. You will be required to visit sites, attend site meetings, and hold a full driving licence.

An appreciation of traffic modelling programmes is required.

You will need excellent management, communication and negotiation skills. It is desirable that you have experience of public speaking in a challenging environment and working with elected members and experience in Highway Development Control. However, we are willing to train the right candidate if any of the above skills are lacking.
