The Asia-Pacific Road User Charging Alliance (AP RUC Alliance) has expanded to seven members with a signing ceremony at ITS World Congress in Gangneung. ITS Australia has joined ITS Taiwan, ITS New Zealand, ITS India, ITS Thailand, ITS Malaysia and ITS Singapore in a move which reflects the increasing importance of road user charging across the AsiaPacific region. While individual markets are at different stages of development, they share many common challenges and opportunities — from the evolution of electronic toll collection and multi-lane freeflow tolling to sustainable road funding, emerging charging models, technology integration and changing mobility patterns. The AP RUC Alliance provides a broad regional platform through which ITS organisations, government agencies and operators can exchange practical experience, discuss emerging policy and technology trends, and explore opportunities for greater collaboration. “The strength of the Alliance

comes from bringing together different experiences from across Asia-Pacific,” said Philip Tseng, president of ITS Taiwan. “As we look toward the ITS World Congress in Taipei in 2029, I hope we can continue to grow this network and bring a stronger Asia-Pacific voice to the global ITS community.” Australia brings extensive experience in ITS, road operations, connected mobility and the ongoing discussion around future road funding. Its participation broadens the range of perspectives represented within the Alliance and strengthens connections among ITS communities across the region. “We are delighted to join the AP RUC Alliance,” said Susan Harris, CEO of ITS Australia. “It gives us a valuable opportunity to share Australia’s experience, learn from different approaches across Asia-Pacific, and work together as road user charging continues to evolve. We look forward to contributing to the Alliance and strengthening our Turn to page 3

What’s happening in today’s conference sessions? The ITS World Congress unites professionals from the mobility, technology and policy sectors to discuss and showcase advancements in smart mobility. Here the Daily News provides a brief summary of the presentations happening today… Today’s Plenary Session, The Evolution of Mobility: Localized Innovation and New Ecosystems (09:00–10:30, Convention Hall), examines how mobility is shifting from uniform models towards localised innovation. Moving beyond theoretical pilots, global experts will explore practical deployment, public-private co-governance and operational sustainability, highlighting real-world applications such as integrating healthcare with mobility, specialised Demand Responsive Transport (DRT) for tourism, and securing transit lifelines in underserved rural areas. The ITS industry has spent decades refining frictionless ticketing, yet a more radical proposition is gaining attention: what if the ultimate seamless journey removes the transaction altogether? Using Luxembourg’s nationwide Free Public Transport model as a case study, this executive session, The zeroclick journey: When the smartest ticket is no ticket at all (11:00–12:30, Room 106), explores how authorities measure demand and optimise services without fare data. Safely operating automated traffic services requires shared information that meets high standards of usefulness, accuracy, integrity, availability and reliability. The evolution of precision for safety through ITS (11:00– 12:30, Room 102) explores solutions across space, cloud, infrastructure and device domains, addressing localisation, connected and automated driving challenges, digital twins, harmonisation, standardisation, trust and quality assurance. Measuring Mobility for all in ITS: What is Needed to Overcome the Gaps? (11:00-

NEC FUSES DATA FOR WRONG-WAY DRIVING DETECTION NEC Corporation is introducing a solution at ITS World Congress in Gangneung which combines three core technologies to achieve traffic control integrated with physical AI on expressways. These are: digital twin data-fusion technology; wrong-way driving detection utilising fibre-optic sensing; and individual vehicle monitoring technology using long-range Lidar. Under the concept of ‘Shaping the Mobility of Tomorrow’, NEC says it wants to harness ICT and use road infrastructure and data to create new, environmentallyfriendly mobility services and smarter, more sustainable and efficient transportation. On a digital twin platform with real-time spatiotemporal synchronisation, data fusion technology enables both detailed monitoring of road environments and the intelligent transformation of regional road networks, NEC says.

Using continuous sensing along an entire route means an end to blind spots which previously were not monitored. This means early warning information can be collected, enabling timely detection of unforeseen circumstances, such as wrong-way driving or obstacles on the road. In addition, traffic flow and safety are improved by alerting vehicles following behind to take evasive action. Meanwhile, Lidar technology is used to detect and track moving vehicles while quickly providing traffic condition updates to autonomous and other vehicles, thus promoting safe driving. The results of field trials conducted on expressways will be presented during the poster presentation and at NEC’s booth.

Interview

What are transport networks for? A mobility tale from two cities Podaris co-founder Devon Barrett discusses what two years of AI-assisted network design with Busan and Liverpool has reconfirmed to him about the purpose of transport. Walk the halls in Gangneung this week and you will struggle to go 10 metres without meeting a digital twin, or an AI promising to run one. Most are built to answer how a network performs and how it could perform better. Those questions matter, but it is easy to forget why we build networks at all. Transport connects people to jobs, education, healthcare and each other, and a network is only as good as the opportunities it opens up. That is the thinking behind KUDATA, the Korea–UK Digital Twin Approach for Transport Analysis. Funded by Innovate UK and KAIA, it grew out of a smart cities agreement between Liverpool City Region and Busan. Podaris leads the UK consortium with the University of Liverpool and Liverpool City Region Combined Authority (LCRCA), working with Pusan National University, Sundosoft, Busan Technopark and Busan Metropolitan City. Fairness in the maths, not an afterthought Most network reviews start with design first, and check afterwards who benefits. KUDATA flips that. Planners set goals in plain terms, such as “improve access to healthcare”, and an AI-assisted design engine generates and tests thousands of scenarios. Each is scored on access to jobs, healthcare and education alongside emissions and running costs. Planners see exactly which communities gain or lose under each option, and they make the decisions. AI is very good at searching millions of options, but only a city can balance what it values. What Busan taught us Much of that thinking was shaped in Korea: Busan’s depth of mobility data

8

and Sundosoft’s ability to process largescale ticketing data let us see how people actually travel across the city, not just where they live. Researchers at Pusan National University, supported by Busan Metropolitan City and Busan Technopark, helped turn that data into the fairness measures at KUDATA’s core. Already at work in Liverpool In September, for the first time in more than 40 years, the city-region began deciding its own bus routes, timetables and fares, starting in St Helens, with the Wirral following this October. LCRCA’s planners designed the new networks in Podaris, testing changes to routes, frequencies and connections against who could reach what. A new X3 express puts 25,000 more St Helens residents within an hour of Liverpool John Lennon Airport, and modelling for the Wirral network showed 40,000 more people within an hour of Arrowe Park Hospital. As Simon Ackers, LCRCA’s Lead Network Planner, put it: “Having the data both on

the map and in the numbers is what gets through to people.” Why we built Podaris Podaris began with a frustration I suspect many here share: good schemes stalling because planners, engineers and decision-makers couldn’t all see the same plan. So we built a browser-based platform where a whole team can design a multimodal network together in real time, see who each change helps and what it costs, and share the result as a live plan with politicians, operators and residents. Transport authorities and consultancies across the world now plan with Podaris, and our work with LCRCA and the University of Liverpool is shortlisted at this year’s ITS UK Awards. Next stop, Birmingham In October 2027, the ITS World Congress comes to Birmingham, its first return to the UK since 2006, hosted by Transport for West Midlands, which advises KUDATA. We intend to be there, with more to show on who each network serves. In Gangneung this week you’ll find us at Pod N2 on the UK Pavilion with our consortium partners from the University of Liverpool and LCRCA, demonstrating the KUDATA digital twin. Come and say hello.
