Attendees at ITS World Congress 2025 are experiencing an unprecedented live interoperability demonstration, led by Cisco and featuring more than a dozen industry leaders, including Cohda Wireless, Commsignia, Curiosity Labs at Peachtree Corners, Daktronics, ESRI, Teledyne FLIR, Georgia DOT, Gwinnett County, Hanwha Vision, Iteris, Ouster, Q-Free, RoadSys and Sensys Networks.

e demonstration integrates a wide array of devices—including cameras, RSUs, tra c signal controllers, digital signage, maps, tra c counts, detection, and live signal integration from the eld—onto a single,

secure, and scalable network. Participants can see how real-world ITS devices from multiple vendors work together to optimise tra c ow, improve safety, and provide actionable, real-time data to agencies.

“It’s a very traditional problem in ITS –siloing,” says Cisco’s Mark Knellinger (above: third from right). “But no one person has the answer – we bring in di erent perspectives, di erent capabilities.”

e demonstration underscores the future of ITS: collaborative, data-driven, and hands-on—giving attendees a tangible view of how modern transportation systems can operate as one.

Knellinger insists that all the partners respect what the others are best at. “ is demo shows what’s possible when the ITS community comes together,” he adds. “By connecting devices, data, and software from across the ecosystem, agencies can harness interoperable, cybersecure solutions that make transportation systems smarter, safer, and more responsive. We’re pushing on standards and data models that allow us to do a better job of sharing. Cisco has always really wanted to connect the world, bridging technology, solutions and companies.”

How TomTom’s Floating Car Data helps make intersection roads smarter and safer

Urban areas around the world are expanding in unprecedented ways. With this growth, conventional infrastructure designs increasingly fall short of their intended purpose. Roads slow down and safety features lose effectiveness. At TomTom, we use data to uncover insights that lead to actionable, effective solutions for these challenges. Around the world, our data is being used to transform cities by assessing the efficiency of urban infrastructure.

Diverging Diamond Interchanges (DDIs) are a groundbreaking advancement in intersection design. Introduced in 2009, DDIs allow vehicles to temporarily switch to the non-customary side of the road, reducing conflict points and making it easier and safer for drivers to get through a road interchange. Since their initial testing, over 150 DDIs have been built across the U.S., with more than 80 currently under construction.

To assess the efficiency of DDIs, we utilized TomTom’s Floating Car Data (FCD) — a scalable, cost-effective alternative to traditional in-road sensors and cameras

on highways. FCD draws on real-time, GPS-enabled data from over 600 million TomTom navigation devices, in-dash systems and apps. Using FCD, we analyzed intersections in states like Florida and Oklahoma, focusing on travel times for leftturn and go-straight movements before and after DDI implementation.

The results were remarkable. Average leftturn travel times dropped by 31%, from 142 seconds to 99 seconds, while go-straight movements saw a 7% reduction, from 130 seconds to 121 seconds. TomTom data shows that the drop in left-turn travel times will benefit roughly 27,000 vehicles every day. Extrapolating these findings to all 150 DDIs currently operating in the U.S., over a million trips could collectively save close to three million minutes each day.

operate and maintain our transportation system with the integration of technology tools. e outcome? Smarter investments, better mobility of people and goods, and better quality of life.

e next few days are like Coachella for the ITS industry - so what is the best thing about Congress? e networking? e sessions? e exhibition hall? e social events?

LC: I can’t choose a favourite, because I get my energy from engaging in person with others, so being at the World Congress surrounded by our global ITS community is unparalleled for me. I want people to be able to have fun while they are working hard – so I guess the answer is “All of it!”

You’ve been very vocal about the importance of ITS in making roads safer - why is this so important, personally, to you?

JM: e V2X DODD in downtown Atlanta is a great example of embodying this theme. It is one of the largest permanent V2X deployments on live streets and shows that V2X applications are ready for widespread deployment today. Also, each Plenary session highlights how ITS technologies are helping build safer, more connected futures. Our seven educational tracks all tie back to the overall conference theme and tagline. Attendees will have the chance to dive into topics like connected and automated vehicles, cybersecurity best practices, multimodal and integrated mobility, emerging tech, data management, vehicle automation, and smarter transportation systems—all focused on shaping a safer, more e cient, and better-connected world.

LC: e exhibit oor is lled with solution providers who are not just doing the same things we have always done better – but who are changing how we plan, design, build,

JM: All the above. e attendees and exhibitors all come to the ITS World Congress to network, learn, share best practices, get inspired, experience the most innovative, cutting-edge ITS technologies and solutions - and have fun. e Congress is jam-packed with informal and formal networking, educational opportunities via workshops, breakout sessions, roundtable discussions, plenaries and immersive interactive learning through tech tours and outdoor demonstrations. ere is no shortage of activities, experiences and learning.

LC: I have three teenagers and I worry every time they leave the house. We shouldn’t have to worry about a routine trip ending in tragedy. I’m tired of saying “Call me when you get there” because I am not sure they will arrive safely. We have the ITS and technology solutions that can meaningfully deliver safer transportation, but it takes leadership and courage to implement them. So let’s do it! Let’s move faster, invest smarter and deliver safer mobility. Let’s go bold on innovation!

Today’s Congress is buzzing

with sessions covering all things mobility. There’s a lot going on, and we don’t want you to miss out - so we’ve pulled together a quick list of some of the highlights so you can plan your time...

In the presentation by AASHTO: Where Safety Meets the Road: Using ITS solutions to improve Highway Transportation Safety, (08:00-09:30 Room A313) State DOT Leadership will give examples of how Intelligent Transportation Systems (ITS) solutions have been leveraged to enhance highway transportation safety. They will reflect on valuable lessons learned during the implementation of ITS safety-focused projects, highlighting the ongoing challenge of balancing mobility objectives with safety priorities. The discussion will also emphasise the critical role of leadership in fostering e ective collaboration between safety and ITS teams. Ultimately, the session will present strategies designed to overcome these challenges and promote alignment among teams to achieve safer and more e icient transportation outcomes.

Around the world, road-vehicle cooperation technologies are advancing alongside social experiments and system developments that rely heavily on supportive road infrastructure. This elevates the role of road administrators in enabling connected and autonomous mobility. The special interest session Support from Road Infrastructure for the Realisation of Connected and Autonomous Mobility (08:00–09:30 Room A311) showcases initiatives from various countries. Speakers discuss the importance of clearly defined public-private roles in technology development, strong collaboration between vehicles and infrastructure, and strategic institutional support. They also emphasise the integration of both physical and digital infrastructure, intelligent data utilisation, and dedicated road spaces to facilitate autonomous driving. The purpose of this session is to deepen these discussions.

The International Forum: Protecting Vulnerable Road Users (08:00-09:30 Room A305) will focus on the status of ITS activities impacting VRUs throughout deployments across the world. Panellists will discuss advances in the field as well as challenges including data availability and implementation barriers, standardised protocols, reliable communication, advanced tracking technology, predictive algorithms, privacy protections, and interoperability.

Vehicle to Everything (V2X) and connected vehicle technologies are frequently discussed in the innovative and emerging transportation technology landscape. Recognising the multidisciplinary nature and significant work in V2X technology. V2X in Action: Real-World Innovations Transforming Transportation (08:00-09:30 Room A302) will bring together how practical research needs connect to practical deployment needs all helping to advance and strengthen V2X interoperability. The session will feature an advanced state of practice research in V2X, the latest and greatest in interoperability, as well as federal activities in V2X.

The slogan for ITS in Europe and the US is “Vision Zero”. As Cooperative ITS (C-ITS) and V2X technologies rapidly evolve, the need for international collaboration and cooperation grows. In the special interest session V2X/C-ITS Continues to Develop Towards the Future (13:00–14:30 Room A313), key policymakers and stakeholders from USDOT, EC DG Move, European infrastructure experts, standards developers, and vehicle OEMs discuss the current status and future direction of V2X. They cover regulatory frameworks, crossborder challenges, technology developments, and the roles of various parties. V2X not only enhances safety by reducing accidents but also supports environmental goals and congestion mitigation. The session highlights policies, implementation, and emerging trends shaping the future of these technologies.

Harnessing Data for Future Mobility

Innovations (13:00–14:30 Room A316) unites public-sector leaders and private innovators to examine how real-time and historical data support transportation systems at local, regional, and statewide levels. Experts will discuss methods for aggregating and modelling Transportation Systems Management and Operations (TSM&O) data to forecast mobility needs, identify gaps, and integrate technologies like connected vehicles and shared mobility platforms. The session o ers insights from urban, rural, and international contexts on turning raw data into actionable intelligence through digital tools and organisational workflows. Case studies include centralised platforms such as Florida DOT and PennDOT’s TSMO Data Exchange, highlighting how data underpins innovative, scalable, and equitable transportation solutions.

In urban mobility’s rapidly evolving landscape, Artificial Intelligence (AI) is proving transformative. AI in Action: Enhancing Public Transit and Urban Infrastructure (13:00–14:30 Room A312) explores AI’s impact on urban infrastructure, featuring insights from Microso , Ertico - ITS Europe, Yunex Tra ic, and Monotch. The session highlights the vital role of data sharing between public and private sectors in maximising AI’s benefits, improving decisionmaking and transport e iciency. It will discuss collaboration models, ethical and security considerations, and real-world examples of successful data sharing. The EU underscores AI’s role in tackling urban challenges like congestion, pollution, and energy use. In the US, the Department of Transportation integrates AI in tra ic management and predictive maintenance. AI optimises tra ic flow, enhances road safety, and boosts public transit e iciency. Nonetheless, challenges remain, including data privacy, ethical issues around autonomous vehicle incidents, and the need for comprehensive regulatory frameworks.

As connected and automated vehicles (CAVs) become part of transportation networks, managing their coexistence with traditional vehicles is crucial. Managing Mixed Tra ic: Integrating Automated and Traditional Vehicles (13:00–14:30 Room A301) will explore challenges and strategies to optimise tra ic flow, minimise disruptions and ensure safety. It o ers practical insights from state DOTs and industry experts to support future infrastructure planning.

Dive into the dynamic world of data-driven decision-making with the USDOT session, Leveraging Data for Strategic DecisionMaking in Local Agencies (13:00–14:30 Room A311), designed specifically for local agencies. Discover how innovative data collection and analysis are enhancing transportation and infrastructure planning. The session features discussions on open-source tools like the ITS JPO CodeHub and DataHub, demonstrating how local agencies can optimise investments and improve community services. Panellists will share four practical use cases from the ITS4US Program, including standardising infrastructure condition data, identifying pedestrian infrastructure issues, uncovering cost-saving opportunities, and developing live operational performance dashboards.

Global MOD/MaaS Forum (14:30-16:30 Room A302) will provide an opportunity to hear from international leaders and subject matter experts, and interactively engage in discussions with peers, to explore the current state of Mobility on Demand (MOD) and Mobility as a Service (MaaS) in the global transportation ecosystem. Discussions will include how MOD/MaaS and connected transportation can support seamless complete trips for all transportation users to reach their destinations safely and e iciently. The session will include industry discussion on technologies, tools, and services, such as open payment or real-time mode availability that support seamless complete trips. The forum will also include discussion on technologies to support switch points between modes for transportation system user on a variety of trips, such as going from work to home via bike to transit in the United States, taking ride hailing to a major event in Asia, or taking a European vacation via regional rail.

As cooperative, connected and automated mobility (CCAM) evolves, tra ic management systems must deliver information seamlessly among infrastructure, vehicles and operators. The Next-Generation Tra ic Management and CCAM Integration forum (15:00–16:30 Room A305) discusses system readiness, AI integration, Urban Air Mobility’s role, and the need for standardised protocols and interoperability.

The session Smart Insights for Safer School Zones (15:00–16:30 Room A311) explores the vital role of mobility data in improving safety around schools. As tra ic behaviours change, data-driven insights help identify high-risk areas and shape interventions by analysing speeds, pedestrian movements, and vehicle patterns. This enables transportation planners and school districts to prioritise safety during school hours. The session also highlights the importance of community engagement, involving parents, educators, and residents to tailor e ective solutions. Case studies demonstrating successful data-driven safety measures such as signage improvements and tra ic calming will be shared, providing practical frameworks for creating safer school environments.

SIS33:

Not only CAV (Connected and Automated Vehicle) but many projects and researches toward deployment of various ITS are ongoing by multiple ministries and agencies at the Japanese government. Activities Toward ITS Deployment by the Ministries and Agencies at Japanese Government (15:00-16:30 Room A312) serves as a platform where senior o icers from the ministries and agencies gather to disseminate their information globally, providing the session attendees with a one-stop opportunity to learn about the Japanese government’s ITS activities.

Rural and remote areas in countries like Australia and the United States face unique challenges due to vast land, diverse environments, extreme weather, and dispersed populations. Crashes tend to be more severe because of delayed emergency response caused by large distances and low tra ic volumes. Limited communications, lack of power infrastructure, social issues such as vandalism, and high costs complicate deployment and maintenance of ITS equipment. Reopening roads a er major weather events is also di icult due to long distances from depots. High availability and reliability of ITS are essential to provide situational awareness and aid network management, reducing site visits. Equipment must withstand extreme temperatures, humidity, flooding, and fires, and ideally remain unobtrusive. The Rugged ITS: Deployment in Rural and Remote Locations session (15:00–16:30 Room A316) will explore emerging communication solutions and recent deployment e orts supporting safer, more connected remote regions.

As transportation systems evolve with advanced technologies and sustainability goals, fleet safety practices must also adapt to ensure continued protection of drivers, cargo, and communities. Yet, despite advancements like Waymo’s deployments and freight automation, uncertainty persists. The vision of widespread autonomy remains unclear, and even foundational connected vehicle tech isn’t ubiquitous. Key questions linger: separating hype from reality and ensuring safety to build public trust.

While demonstration projects showcase benefits and build trust, prioritise actionable pilots with clear goals, robust data capture, and defined pathways for expansion. Build a supporting ecosystem of experts and infrastructure (both physical and digital). Crucially, develop a strong business case demonstrating how CAV solves real operational or financial challenges and delivers return on investment (ROI), securing adoption and sustainable growth.

Maintain Flexibility: CAV technology evolves rapidly. Connectivity standards shift (for example, DSRC to cellular), AI capabilities expand, and new possibilities emerge. Agility is essential. Adopt a technology-

agnostic approach where possible, focusing on desired outcomes rather than locking into specific solutions. This flexibility allows organisations to leverage emerging innovations and adapt strategies as systems mature.

Learn from Others: Collaboration accelerates progress and builds confidence. Don’t reinvent the wheel. Conduct benchmarking studies, evaluate comparative reviews, and actively connect with peers facing similar challenges. Learn from both successes and setbacks globally. Tap into existing pilots, standards, and frameworks to avoid duplication. Sharing insights and best practices within the transport community is vital to ensuring CAV technologies fulfil their promise of a safer, better future.

Data is king, says Cambridge Consultants

Cambridge Consultants’ Digital Infrastructure for Transport workshop on Sunday adopted a systematic, five-stage framework to define and operationalise data exchanges geared towards national efficiency, competitiveness, and safety.

Before the event, participants received the DI Map inventory — a comprehensive resource cataloguing existing systems, repositories, and data flows across road, rail, sea and air — which formed the basis for their discussions.

The workshop opened with participants proposing new data exchanges, each linked to a clear value proposition addressing specific challenges in US transport. They then identified and assessed technical, legal, and organisational barriers, outlining the incentives needed to address them.

In the design and userexperience phase, teams developed end-to-end implementation plans and set out clear metrics for success.

What sets this approach apart is its ambition to go beyond pilots or working groups. The session concluded with a programme-level roadmap focused on large-scale deployment, supported by an ongoing cycle of monitoring and improvement. This continuous loop, driven by performance indicators such as uptime, latency, and data quality, underpins the ongoing

modernisation of transport systems.

The discussion highlighted the complexity of the transport data landscape and the significant, untapped value within data already collected in every mode.

Establishing a robust dataexchange framework emerged as essential for any meaningful upgrade to US transport infrastructure. A structured, stage-gated approach — from inventory to scaled deployment — builds stakeholder confidence and ensures clear accountability throughout.

The STSO1 panel the Cambridge Consultants’ team also took part in on Sunday, showcased their CoDecyber framework for autonomous defence in operational technology.

By breaking down a complex action environment into cooperative decisions made by multiple agents, CoDecyber successfully simulated the defence of a freight-platoon convoy against GPS-spoofing attacks.

This showed how multiagent collaboration is vital for

managing complexity, and that autonomous defences can enhance, rather than replace, human responses. Effective detection and response also depends on detailed contextual awareness of both convoy formations and the physical environment.
