Jan. 29, 1934 - Oct. 17, 2017 Mary Joan Pope 83, of Penrose, Colorado, passed away in her home, Oct. 17, 2017, after a debilitating hospital stay. She was born Jan. 29, 1934, in Covington, KY to Thomas Robert and Norma Rose Warman. She is survived by her husband of 65 years, John H. Pope, Jr.; three sons, John, David, and Daniel; two daughters, Phyllis Walden and Rebecca Webb; five grandchildren and 14 great grandchildren; two sisters, Jean Knapke and Jerry Warman. She is preceded in death by her father, mother, and daughter, Judy Sturgeon. As the oldest of three sisters, she helped her mom raise her two younger siblings while her Aunt Ceil, Uncle Rich, and cousin Mary Jewell were an important part of her young life. She started working at an early age to help support her family while still attending Catholic school. At the age of 15, she became the head wedding cake designer & baker at a bakery in Covington, Kentucky. After high school, she married the love of her life, raising a family of six while her husband’s career in the Air Force sent them on a new adventure every four years—Hawaii and Alaska being her two favorites. During parent-teacher conferences after they had moved from Hawaii to Florida, the teachers asked her, “Didn’t they teach your children anything in Hawaii?” And she replied, “Yes, they taught them to be happy.” She had a career in the Civil Service working a variety of challenging jobs; in her final position before retirement, they attempted to move her up to an administrative supervisor position in the hospital where she worked, and she told them, “No thanks, I’m happy with my job.” Some of the things that helped define who she was—were going to Mass with her husband for many years, praying, art and music, cooking and baking, traveling and being her husband’s co-pilot, reading several books a week, and a heartfelt passion for Christmas, family Sunday dinners, her children, grandchildren, great grandchildren, and beloved family pets. She had an endearing habit of always trying to be as helpful (and never hurtful) as she could. She unconditionally loved her husband and family, and she gave everything of herself, everyday of her life... During her twilight years, her health and mobility declined from falls and hospital stays, yet with hard work, she was always able to make a recovery. A fall last year had kept her bedridden, yet she still maintained a positive outlook, learning to find pleasure in even the simplest things in life— afternoon coffee, mealtime, sunsets, moonlit nights, music, word puzzles, writing notes, her HD 8 tablet, reading her prayer book. Her caregiver stated, “She was so easy to care for, so appreciative, and such a joy to be around.” After a years worth of therapy and much hard work, she was excited about being just weeks away from being mobile again, when therapy re-fractured her leg, a setback she never recovered from. Oct. 18, 1931 ~ Nov. 2, 2017 Constance “Connie” Wallner, 86, of Canon City, passed away November 2, 2017. She was born in Milwaukee, Wisconsin on October 18, 1931 to Ben and Mary (Kamoske) Czarnecki, who preceded her in death. On Nov. 10, 1951, Connie was united in marriage to Norbert “Nubs” Wallner and they would have celebrated 66 years of marriage next week. A resident of Canon City for 43 years, Connie worked as a librarian for the Canon City School District as well as the City Library. She was a member of St. Michael Catholic Church, the Red Hat Ladies, and was also an Elkette. Connie is survived by her loving husband, Norbert; children, Jeff Wallner, of Tucson, Arizona, Gail Rust, of Montrose, Colorado, Susanne Womack, of Orangeburg, South Carolina, Richard Wallner, of La Junta, Colorado; five grandchildren; brother, Ken Czarnecki, of York, England; numerous extended family members and many friends. Dec. 16, 1955 ~ Nov. 3, 2017 Nolin Lee Renfrow, 61, passed away unexpectedly Nov. 3, 2017. He was born in Canon City on Dec. 16, 1955. Nolin lived life to the fullest and was extremely accomplished. He graduated from Canon City High School in 1974 and graduated from Western State University in 1977. Nolin began working for the Department of Corrections as a graveyard shift guard at the Old Max. Throughout his 30-year career with the Department he worked his way through the ranks and ultimately retired as the Director of Prisons. He was an avid bodybuilder and won the title of Mr. Colorado in 1983. Nolin was a Civil War buff and knew the histories of each battle and the histories of those who fought in the war. He was a member of the Mensa Society and had a brilliant mind. Nolin loved the outdoors, he enjoyed pheasant hunting and often went to Canada to fish for salmon with his family. He was a member of Grandview Christian Church where he has served as an adult Sunday School teacher. Nolin was a firm believer of the after-life and longed to see his family members again. He will be terribly missed. Goodbye for now, see you on the other side. Love, all your family. Nolin was preceded in death by his father, Olin Renfrow and sister, Sheryl Clower. Edward James Herzog Dec. 11, 1929 - Oct. 19, 2017 Edward James Herzog, better known as Ed passed away at his home in Canon City, Colorado on Thursday Oct. 19, 2017. Ed was born in Altamont, N.Y., Dec. 11, 1929, to William and Clara Herzog. He was the oldest of six children. Ed was raised on a farm and learned early in life the value of a good work ethic and this carried out throughout his life. He was known as a businessman and for most of his life he owned and operated his own businesses. Ed was the owner and broker of Ed Herzog Real Estate in Canon City until his retirement in 1995. Ed loved to show mountain property and was known as an expert at finding those mountain lots that no one could find. He took joy in helping his clients. Ed had many chapters in his life. He enjoyed playing softball in his younger years and was known as the pitcher that could bring home championships. He also loved to camp and fish with his family throughout his life. Later in life he found most of his enjoyment spending time with his children and grandchildren, especially on the holidays. He loved to laugh and reminisce with his family. Also, one of his greatest joys and companions in life was his cat of 16 years, they were best buds. Ed will be loved and missed by his children Joyce Dewar, Nancy (Don) Blanchard, Lori (John) Flood and Jim (Sherry) Herzog. Ed is also survived by 18 grand and great grandchildren Ed was preceded in death by his parents and siblings, William (Bill), Jim and Shirley. He is survived by his sisters, Ruth and Marilynn. The family will be celebrating his life in a private family gathering.

April 24, 1927 - Oct. 15, 2017 Connie S. Chavez was born in Denver on April 24, 1927, to Archie A. Salazar and Isabel “Babe” (Vigil) Salazar, and passed away on Oct. 15, 2017, in Lakewood at age 90. Connie was raised in the San Luis Valley and later moved to Canon City with her eight children. She graduated from high school at St. Scholastica Academy in Canon City and earned her B.S. in Mathematics from Loretto Heights College in Denver. Connie resided in Canon City from 1968-2007, was a parishioner of St. Michael’s Catholic Church, and was the bookkeeper at the Canon Market for over 20 years. Connie is survived by her children, Frank Chavez and his wife Sherry, Mark Chavez, Anne Baxter and her husband Terry, Carla Hansford, Nola Chavez and her husband Steve Personius, Eric Chavez and his wife Tami, Mike Chavez, and David Chavez and his wife Holly. She is also survived by 13 grandchildren and 12 great-grandchildren.

InLovingMemory James A. Potter Feb. 11, 1949 ~ Oct. 22, 2017 James A. Potter, 68, passed away peacefully on October 22, 2017 with his family at his side. He was born Feb. 11, 1949, in Pueblo, Colorado, to Fred and Faye (Coats) Potter, both of whom preceded him in death. His family moved to Lamar, Colorado, when he was 12 years old. Jim graduated from Lamar High School in 1967. He later moved to Denver where he became a heavy equipment operator. Jim purchased his home in Cañon City in 1988 and commuted to Denver for several years. During this time he met his wife, Kathy, in 1989. They were soon married on Aug. 18, 1990, in Boulder, Colorado, and made Cañon City their home in 1992. Jim continued to work as a heavy equipment operator until he was diagnosed with Parkinson’s in 2004, forcing him to retire. Jim was an avid reader of the Trailsman and Louis L’Amour. He enjoyed watching the Broncos, hunting, fishing, camping and going to Country Jam. He cherished his time spent in Alaska salmon fishing with his brother-in-law, Jim Herndon who preceded him in death September 10, 2017. He was also a member of the Cañon City Elks Lodge #610. He is survived by his loving wife of 27 years, Kathy (Akins) Potter; children, Chad (Megan) Potter, Kendra (Tom) Baldt, and Ryan (Elizabeth) Hafner; 13 grandchildren; 2 great-grandchildren; brother, Fred “Fritz” Potter, sister-in-law Trish Potter; and his close friend and nephew, Lee Woodward. Citizens for Tourism moves forward after election loss By Carie Canterbury The Daily Record

Proponents of the proposed lodging tax increase say they are disappointed the issue failed in Tuesday’s election, but they’re not disheartened. “We’ve got a great city council, and we’ve got a really good city staff — (the loss) is a setback, but it’s not the end of the road,” said Dennis Wied, a member of the Citizens for Tourism and Economic Development and retiring city council member. “We’ve already put together a new plan that will have to be run by all the members of city council.” The issue lost by 180 votes with 51.94 percent against and 48.06 percent in favor of the increase. It’s the one tax that is not paid by local residents, but by visitors to short-term lodging facilities, including hotels, motels, campgrounds and vacation rentals. Wied said he’s not sure why the issue failed. “We are going to figure out what the issue was and in all probability, we are going to give it a shot next year,” he said. “We are disappointed, but we are not disheartened. The bottom line here is the city and the county have an awful lot to offer, it’s not adequately being marketed — it’s not (Fremont County Tourism Council)’s fault that it’s not adequately being marketed, they just don’t have the funds. This is an opportunity to move forward and take a transitional step between what we hope will eventually be a fully-funded lodging tax proposal that will pass.” Mayor Preston Troutman confirmed Wednesday that the city still plans to commit $300,000 to a new marketing campaign in 2018 that will be overseen by the recently formed Royal Gorge Regional Tourism Council. The RGRTC already has been established and will continue to exist, regardless of the voter response Tuesday. “We’re all in this together,” Wied said. “Promoting tourism increases the sales tax base in the city and if the city benefits from sales tax, the county will benefit, too.” He hopes the Board of Fremont County Commissioners will see the benefit in collaborating with the city in the marketing effort, which likely would mean dissolving the Fremont County Tourism Council and joining forces with the RGRTC. The FCTC develops and administers a tourism marketing plan for Fremont County utilizing the proceeds from the Fremont County Lodging Tax. Members of the FCTC are appointed by the BOCC who also approve the FCTC’s annual budget. The Lodging Tax collected in 2016 was $203,771 — the highest amount ever recorded. The amount collected in 2015 broke a record when $190,298 was collected; in 2014, $139,646 was collected; in 2013, $136,872 was collected, and in 2012, $127,028 was collected. “Instead of sticking with the $200,000 budget, I hope they realize the value of getting on board with the city’s $300,000,” Wied said. “This is going to land in the county commissioners’ lap.” Mayor Troutman said the commissioners will be approached within the week to see if they are interested. “That would give us about a half million dollar purse to promote our area,” he said. Had Issue 2B passed, it was expected to add about $200,000 more to the marketing budget. Wied said some people may wonder why the city simply doesn’t give the money to FCTC, rather than forming the RGRTC. “The blunt, straightforward answer is because we’re contributing $300,000; the Lodging Tax collects $200,000, but the county itself contributes zero to the tourism marketing,” Wied said. “In the past, currently, and in the future, so far, they’ve committed to contributing zero dollars.” The RGRTC will put together a proposed budget to be considered for approval by the city council. “We want to have the controlling end of it as opposed to giving it to somebody who doesn’t contribute anything at all,” Wied said.

Sept. 6, 1929 ~ Oct. 28, 2017 Verna V. Read, 88, of Canon City, Colorado, peacefully passed away on Saturday, Oct. 28, 2017. Verna was born in Walsenburg on Sept. 6, 1929. She attended Walsenburg High School, until she met her husband of 52 years, Lewis (Lew) Read, who preceded her in death, September 1999. Verna was a strong, farmraised woman who loved her family and her home. She always had a sweet, sun-kissed smile when she was happy, but she could also put you in your place when the moment called for it. She was the mother to two, grandmother to five, and great-grandmother to 10. She enjoyed gardening, camping, sewing, and crafting. Above all, she loved her family fiercely. Verna is survived by her children, Ruby Read Heersink, (Gale Heersink); David Read (Ginny Brown Read); grandchildren, Tracy Heersink Geringer (Eddie), Scott Heersink (Krista), Kristy Read Avdem (Chris), Brandon Read (Jami), Justin Read and 10 great-grandchildren. A graveside memorial service at Lakeside Cemetery in Canon City, will be held Friday, Nov. 10, 2017, at 1 p.m. The family of Verna Read wishes to thank the staff of Canon Lodge for their continuous love and care of her during her final years.

Nov. 10, 1931 ~ Oct. 17, 2017 Rhea Bernice Ellenberger-Vickers, of Canon City, Colorado, passed into the hands of the Lord early on Oct. 16, 2017. Mrs. Vickers died peacefully at home, surrounded by her husband of 66 years, Burton, her children, Adele Vickers and David Vickers, of Canon City, Leigh Ann Collins and Lynne Quint, both of Arvada. She was 85. Mrs. Vickers was born Nov. 10, 1931, in Lamar, to James Q. and Iva Ellenberger. She was the youngest of four children. Mrs. Vickers lived the greater portion of her life in Wiley and Lamar (May Valley) areas, where the Vickers operated farming and ranching businesses. She graduated from Lamar Union High School in 1949, having served as head girl her senior year. She attended Colorado State University for a year before marrying Burton, a high school classmate and neighbor, on September 2, 1951, at Clover Meadow Church. Mrs. Vickers spent the next three decades raising children and supporting her husband and community. She worked at the Prowers County Clerk and Recorder’s Office and Bettianns Gifts and Interior. She spent countless hours transporting her children to school events and summer activities, sewing with her daughters for 4-H and Dudes and Dames Square Dance seasons. And, unforgettably to both friends and family, was her preparation of meals, not only for her husband and extended family, but also for the boys and men who worked on the farm. Mrs. Vickers’ friends knew her as a devout Methodist, a driving force in Republican political campaigns and causes, and a staunch supporter of the Lamar High School Savages. She was a member of the Methodist Women’s Club in Lamar, Canon City and Karval, and was trained as a CNA to provide home health care. Mrs. Vickers was a member of Rainbow Girls and Delta Delta Delta Sorority at CSU, after which she became a lifetime member of PEO. Rhea is survived by her husband and children. Also surviving are her grandchildren from Adele, Nathan Phillip (Naomi) Merrill, of Canon City, Meghanne Kendall, of East Moline, Illinois; from David, Rachel Vickers, of Atlanta, Emily and Geoffrey Vickers of Canon City; from Lynne Jacqui (DeShon) Myers of Crested Butte; and Bobby (Devon Arnold) Quint of Littleton; and from Leigh Ann, Morgan Collins of Arvada. Also surviving are great-grandchildren from Adele, Corrie Merrill, Christian Houston, Cadence Merrill, Hayley and Jayce Kendall; and from Lynne, Gabriella and Annella Myers. She was preceded in death by her parents; siblings, Marjorie Tiffany, Esther (Elmer) Sniff, James (Marie) Ellenberger, and brother-in-law, Elmer. Also preceding Mrs. Vickers in death were Leigh Ann’s son, Nash, grandson, Jacob Vickers; greatgrandchildren, Donovan Vickers and Samiyah Myers. Cañon City School District’s ballot issues pass in close election By Sara Knuth The Daily Record The Cañon City School District passed a major hurdle Tuesday after the community voted in favor of its bond issue, paving the way to rebuild Washington Elementary School and Cañon City Middle School. The district also received a strong showing of support for its mill levy, which will generate funds for a one-toone student technology program, as well as other educational resources. Voters approved the measure by 549 votes, with 4,382 votes in favor and 3,833 opposed. The bond issue, which also will address major facilities issues within the district’s other schools, passed by a razor-thin margin, with 4,129 votes in favor and 4,057 votes against. The district still has one more obstacle to get past before it can begin construction on CCMS and Washington — approval of a Building Excellent Schools Today grant through the Colorado Department of Education. But Tuesday, officials said they see the election result as a victory. In a statement, members of the Cañon City School Board wrote that the vote represents community support for the value of the school system. “While we’ll pause to celebrate the outcome tonight, we recognize the hardest work is yet to begin,” the statement said. “We’ll get to work immediately setting the stage for successful implementation of our K-12 one-to-one technology program starting at the high school next fall.” Officials added that the vote marks the beginning of another long process -rebuilding two schools. “Though tonight marks the end of a long and difficult process, it is merely the beginning of an incredible opportunity for Cañon City Schools to grow the community’s trust,” the statement said. Director of Curriculum, Instruction and Assessment Adam Hartman, who was at the Fremont County Administration Building as votes were counted, said this is the third election process he has been through with the district. “It’s really reaffirming to see the community support the district and students in this way,” Hartman said. Director of Special Services Lynnette Steinhoff, also present at the count, added: “It’s a great day for our kids and the community.” If all goes according to the district’s plans, and officials receive the BEST grant, the district anticipates that Washington and CCMS would be completed by the 2019-2020 school year, according to a document officials distributed to community members during the campaign process. Built in 1925, CCMS originally served as Cañon City’s high school. Decades later, the school saw changes, both in the student body it served and

After Cañon City High School was built in the 1960s, CCMS began serving junior high students. In the 1970s and ‘80s, the district expanded on the school, by building new wings and a gym. Washington’s current building was completed in 1950 and is considered a neighborhood school, with several students who live within walking distance. But now, according to the district, both buildings are deteriorating. If the bond had failed, members of the school board said they would have needed to close Washington and transfer students to other schools, redrawing school attendance boundaries and creating additional bus routes. According to a district document distributed before the election, the district wouldn’t have been able to afford tearing the school down, leaving a vacant building in the center of the surrounding neighborhood. Because the BEST program requires a community contribution, the district asked the community to approve a $6.2 million match for Washington and an $8 million match for CCMS. For the district, a victory also means that officials will be able to make upgrades to each of its other schools — Cañon City High School, Harrison K-8 School, Cañon Exploratory School, Lincoln School of Science and Technology, McKinley Elementary School and Mountain View Core Knowledge School.

After a flood, the school was without internet and phone service on the first day of school. The district already learned it would receive a $6.5 million grant from the BEST program to make those repairs — but only on the condition that the bond issue passed and the district could provide a $3.5 million match. As a result of Tuesday’s election, the district will be able to move forward with those upgrades, which include improving safety and security and roofs at various schools. Additionally, the money will help Mountain View Core Knowledge — a charter school — pay off its mortgage. In a previous interview, Superintendent George Welsh said the school pays

$130,000 each year on its mortgage, which it entered into 20 years ago. With the money, the school’s governing board can decide how to use the money. Districtwide, with the help of the $1.3 million mill levy, the district will be able to create a one-to-one student technology program by purchasing Chromebook computers for every student in the district. The money also will be used to improved building maintenance on a small scale, attract and retain quality teachers and staff members and enhance educational opportunities for preschool children.

Cannabis oil helps teen pursue dream of racing By Carie Canterbury The Daily Record

The availability and use of cannabis oil have given Chase Rief the opportunity to sit in the driver’s seat and steer the direction in which his future will go. Chase, 16, said his dream of driving and racing in hill climbs was nearly shattered after going through two years of medical issues that at one point left him wheelchair bound. He was diagnosed with epilepsy when he was 14, two years after being misdiagnosed with Attention Deficit Disorder. Doctors treated the alleged ADD with a high dose of medication, which then required more medication to counteract the side effects of the ADD medication. Chase began having audio and visual hallucinations, “blank outs,” and severe nosebleeds and migraine headaches. Chase felt like he was having a heart attack, sending him to the hospital a couple of times a week. “I couldn’t breathe, my chest was absolutely killing me, my resting heart rate was 140 — that was from me just sitting there watching TV,” he said. Chase’s parents, Ken and Tammy Rief, said all of this was caused by pharmaceuticals. “Every doctor knows it — but we still argue with doctors who want him to be back on that stuff and off the CBD oil because they’re not making money off it,” Ken said. A Denver-area hospital said Chase’s “episodes” were psychological, despite him being confined to a wheelchair and unable to care for himself. A neurologist finally ordered further tests that diagnosed him with generalized epilepsy. “The day I was admitted to Children’s Hospital in Denver, the whole team that was taking care of me told me I would never walk

again and I would have to start occupational therapy to learn to live in my wheelchair,” he said. “I was heartbroken. I always wanted to do racing, I always wanted to drive — my biggest dream was to be able to get my license.” That dream went out the Chase Rief window until he learned about a paraplegic who raced up Pikes Peak, so he started to have hope again. He was just about to put hand controls in his car right before he started learning to walk again — after he was given the cannabis oil drops. His parents discussed with Chase the possibility of replacing all his medication with cannabis lotion and oil. Two doctors signed off on the idea, and they began giving him small doses of CBD oil, mixed in with mints and in his drinks. Tammy said Chase isn’t going to the doctor as often as he used to, and health insurance no longer is paying for prescription medications. “This should be a first choice, rather than a last option,” Ken said. “And it shouldn’t be so expensive.” The family paid $250 for his medical marijuana card, which costs $250 to renew annually. Ken said the oil won’t cause anyone to get high unless it’s heated. “But the way it’s processed, they keep it cold to keep the THC out,” he said. Chase started taking the oil three times a day, but now takes it once every two to three weeks and as needed for pain. “I haven’t had a seizure in almost three years now because of

that stuff,” he said. “The very first day I took that, I felt the cloudiness go out of my head — I didn’t have any more fog in my brain.” Tammy said he went from a D and F student to an A and B student. Because he can think more clearly, Chase is graduating a year early, and he has a full ride scholarship to a trade school. He plans to become a mechanic. He was given the green light to get his driver’s license, and he started to sit in as a co-driver in hill climbs. In September, he drove in his first race and brought home the second place trophy. The medicinal cannabis facility, Freedom Farms, sponsors Chase’s hill climb race truck, which helps cover the cost of his oils. The phrase, “Saved in Colorado,” is displayed on his truck for all to see. The Rief family’s hope is that by sharing Chase’s story, the stigma associated with the use of cannabis oil will be diminished. They also hope to encourage other parents not to give up when their children’s health is in question. “The state of Colorado gives us permission to give our kids the medicine, but says good luck, you are on your own,” Ken said. “We basically had to become doctors, and that’s really not fair, but we did what we had to do. Luckily, we had so many people that knew a lot about medical marijuana who were willing to help us, otherwise, I don’t know where we’d be right now.” Chase and his family eventually would like to set up a foundation to help youth in similar situations. “They told me I shouldn’t be able to race because of what was going on with me, but (hill climber) Ray Robinson helped me break that barrier,” Chase said. “He helped me make it happen, so now I want to make it happen for all the other kids who felt the same way that I did.”

Samuel was born on June 6, 1939, the eldest of 9 children, in Hartford, CT, to Samuel J. Haugh JR. and Margaret (Brennan) Haugh. Sam grew up in Manchester, CT, where he graduated from Manchester High School in 1958, and immediately joined the US Army. Sam spent the next 21 years in the Army including 3 years in Vietnam, 4 1/2 years in Panama, and at numerous stateside posts. He retired as a First Sergeant from the 2nd Ranger Battalion 75th Infantry at Ft. Lewis, Washington in 1980, and moved with his wife, Gayle and son Jeff, to Cañon City. Sam served with the 173rd Airborne Brigade and the 23rd Infantry (American) Division in Vietnam. Among his awards and decorations are 4 Bronze Stars, Meritorious Service Medal, Air Medal, Vietnamese Service Medal with 7 Campaign Stars, Combat Infantry Badge, Master Parachutist Badge and Ranger Tab. Sam was a member of the US Army Ranger Association, American Legion Post 13, VFW Post 4061 and the Upper Arkansas Military Retiree Association here in Cañon City. He worked on and off at the Salvation Army Thrift Store from 1993 until it closed in 2005. Sam was preceded in death by his loving wife, Gayle in 1994, his father in 1969, mother in 2009, and a brother Danny in 1975. He is survived by his son, Jeffery, sisters: Julie B. (Don) Frost of West Hartford, CT; Nancy B. (Wally) Haugh of Key West, FL; Margaret B. (Mike) Kaaczorwski of Essex, and Mary P. Haugh of Manchester, CT. Brothers: John B. He enjoyed fishing, going to State Fairs, playing bingo, poker, watching the Denver Broncos and listening to country music.
