The variety of winners ranges from a family-friendly suburb in Indiana to a bustling downtown neighborhood in Denver. Clarksville, Tennessee, MONEY’s No. 1 pick, is attracting young homebuyers with its affordable prices and growing economy; the average home costs $155,000 and companies like Google and LG are moving to the area, with jobs predicted to grow nearly 10% in coming years. The list also reﬂects the larger demographic changes within the U.S., as Americans are increasingly leaving large coastal cities in favor of warmer climates, more affordable housing and better job opportunities. Each year, roughly 40 million Americans, or about 14 percent of the U.S. population, move at least once. Methodology MONEY’s rankings include only places with populations of 50,000 or greater. Places with 300,000 or more people were broken down into neighborhoods, and from there we considered only neighborhoods with estimated populations between 5,000 and 200,000. Places with more than double the national crime risk, less than 85% of its state’s median household income, or a lack of ethnic diversity were screened out, resulting in 1,796 places. More than 160,000 different data points were then collected to narrow the list, including economic health, cost of living, ethnic and economic diversity, public education, income, health and safety, ease of living and amenities, all provided by research partner Witlytic. The greatest weight was given to economic factors, housing, health and safety, diversity and cost of living. Quality of life, education and local amenities were also critical components. Be realistic about what you can do yourself. Replacing sheetrock is an example of something that many people can do themselves. However, it’s best to stay away from anything structural, as an engineer might

need to be involved. As a home inspector it is often easy to spot improvements or renovations done by the homeowner. The following are just a few things you might want to steer clear of. Electrical Repair: DIY electrical work can be nerve-wracking. A wrong decision could result in a house fire or even worse, serious injury or death. In addition, when it’s time to sell your home an inspector may find that your DIY work is not up to code. This could decrease the value of your home or cost a lot to repair. Roofing Repair: Being up on a roof is dangerous. That’s why it’s best to leave roof replacement or repair to a professional. Not only are they experienced, they possess the proper tools for the task – when you’re replacing your roof, you not only need the materials for the new roof, you need the tools to be able to complete the task itself. In addition, most home warranties require that a certified roofer perform repairs. Fencing: Hiring a professional to install a fence in your yard, rather than doing it yourself, could be the difference between enhanced curb appeal and disaster.

Installing a fence is a lot more time consuming and expensive than typically perceived. You need to be able to dig holes for your posts and install a fence that rises and dips with the contours of your lawn. Also, most municipalities require permits. Often, this is a job for a professional Instead of wasting your time installing a poor fence, consider hiring a reputable company. Plumbing: There is a lot of knowledge and expertise that goes into this. From broken pipes and leaks to installing a water heater, toilet or disposal, you’ll want a professional to do the job. It can be easy to start a plumbing project believing all you have to do is tighten a ﬁtting or install a gasket and end up causing water damage, still hiring a plumber. Much like electrical work, your plumbing also must follow codes to ensure everything works properly. Not only will a professional plumber know the codes, they’ll know the correct size of pipes, connections and valves for all the different purposes of water use. Structural Work: Whether adding on or changing the existing structure of your home, structural

work is no easy feat. Before you start swinging a sledgehammer, you should know that demolishing a load-bearing wall could compromise the structural integrity of your home. A professional contractor will be aware of any wiring, gas or plumbing in the walls of your home prior to beginning any demolition. Contractors will be aware of speciﬁc permits you may need before you make any structural changes. A general contractor will also know which sub-contractors will be needed for your job. It may be tempting to engage in this type of DIY project. However, a project at this magnitude may compromise the structural integrity of your house and have expensive consequences. To avoid any problems with the framing or foundation of your home, contact an engineer or a certiﬁed contractor before you remove a wall or add a room to your house Most inspectors will be able to spot poorly done DIY projects. This can lead to more expense and time invested in your home in the long run. These type of issues result in postponed sale or even a cancelled contract.

O’MEARA Colorado State We revel in the changing colors, University Extension marvel at the sunﬂowers’ nodding heads, and laugh as squirrels gather nuts. But what really gets us to stop and stare are the big, bodacious hips mother nature can produce. Roses, hawthorns, and crabapple step up the show by setting fruit in brilliant hues and holding the gorgeous globes well into winter. In crimson, gold, and purple, the fruit covers these plants in an autumn glory long past the last falling leaf. Some are delicious, others not edible at all, but look fantastic in a fall table arrangement. Not every plant is lucky enough to ﬂaunt their hips, so when you’re looking to add a sassy 6

show to your landscape, plant now for years of fall flash: Crabapples, the smaller-fruiting cousin to standard apple trees, is popular in landscapes for its showy spring blooms. But the real jewels of this tree can be found later in the season with colorful, edible fruit. Such a large plant will dominate the yard once it matures, so choose a variety that fits into the area. Dwarfs and semi-dwarfs are best for urban and suburban landscapes, while standards can take up to 35 feet of room. Fruit as well as flower can differ by variety. Want to accent the garden with orange-red fall tones? Try Indian Magic, a moderatesized tree which starts early in the season with deep pink blossoms. Sun-colored Sir Lancelot drapes itself in gold, and at a petite eight feet wide, is perfect for smaller yards. Fans of weeping crabapples will delight in Molten Lava, a unique variety with yellow bark and hot red berries. Yet most of the modern crabapples don’t have the tastiest fruit; if you want to grow for

the kitchen, plant Whitney, with medium sized red and yellow crabapples, or russet-colored Chestnut. Choosing a rose for flower alone means you’ll miss the sizzling finale to their summer. While many focus on perfume and bloom, savvy rosarians design fall hips into the garden. Hips are produced after the bloom fades, swelling and ripening as fall arrives. Shop now to find the hips that best mach your garden’s décor. In colors from green to yellow, orange to crimson, there’s a hip for everyone and every style. Rosa pulverulenta is a charming sensation, with cranberry-red hips and dainty foliage. For a native touch, try Rosa glauca, a large arching shrub with purple foliage and bronze fruit. Rugosa alba, a continuous blooming white flowered shrub, gets magnificent hips in orange red tones. Rosa rugosa, a cook’s favorite, should be harvested just after the first frost kisses their hips. Fruity with a hint of spice, be sure to remove the hairy seeds before

cooking with them. Russian hawthorns (Crataegus ambigua) are a must-have tree for gardeners wanting a four-season plant. With their creamy white ﬂowers, spectacular red berries and dark, feathery foliage, this is a tree you’ll fall in love with. Not everyone likes a plant with showy hips and a prickly personality. If you plan to work under or around the tree in your garden, look for something a little less thorny. And leave the fruit of this tree for the birds; though edible, the experience isn’t pleasant – they’re pulpy and tasteless. Association’s lack of consistency causes construction issue for homeowner By Ilyce Glink and Samuel J. Tamkin, Tribune Content Agency Q: I recently purchased a single family detached home in a 55-plus community, which has a pergola covering my patio. I petitioned my homeowners association to allow the installation of clear roof panels on my pergola for year-round weather protection. They denied the request. Upon receipt of the denial, I appealed to the association asking them to reconsider due to the fact that other homeowners in the community have roof coverings on their pergolas and that I would be happy to install the same type on my pergola. This appeal was also denied, and they responded that the declaration gives the board of the association the right, as it changes, to change their view relating to aesthetic matters, as well as interpretation, application and enforcement of the design

guidelines in the homeowners association documents. Based upon the aforementioned, do I have any recourse with the association or should I consider the matter closed? A: Well, that doesn’t seem quite right. From where we sit, we think your homeowners association should have some consistency in the design and construction guidelines for all pergolas in the development. While we understand that one board of directors can differ from the next on what they think is nice and aesthetically pleasing, if the look of the pergola is consistent with others on the property, it shouldn’t matter what materials are used under the covers, so to speak. And, we wonder why they’d no longer allow what most everyone has already done. Most association documents contain language that gives the board some cover, but typically association boards have a duty of

good faith to their fellow owners and can’t act in a discriminatory or capricious manner. The curt tone of the letter makes this seem like a capricious denial. You may want to wait until the next election of association board members and make your request again. (You might even want to run for a board seat, so you can see what is really going on.) You could hire an attorney to review the issue, but we don’t know how far that will get you, whether you’ll make enemies or friends, or how much it will cost. You should also research the rules of the association to see if there is any document that describe what can and can’t be built. We assume that your association documents allow people to modify or add on different items to the homes. Some of these may be structural changes and others aesthetic. If you can ﬁgure out what standard the board must use legally to evaluate construction

and aesthetic changes to the buildings, you’ll have more insight on how to plead your case. You may also be able to review some of the older meeting minutes to ﬁgure out what other owners said to get those boards to grant the approval and see if your request is similar (or different enough) to instruct your appeal. Finally, we suggest you make friends with the owners of the other pergolas and solicit their suggestions on how to get your petition through the board.
