Near the close of the year, an icon slipped quietly away, leaving behind BY CAROL a legacy O’MEARA of beauty Colorado State the likes of University Extension which few in horticulture will surpass. The death of David Charles Henshaw Austin, 92, on December 18 was the closing of a life spent breeding a line of roses that sparks the romantic in all of us. David Austin created English Roses, the fragrant, multi-petalled flowers that few can resist stopping to smell. Their gorgeous hues and come-hither scent enchant experts and novices alike, but, like the gentleman behind the flower, are down to earth. “They’re beautiful, fragrant, and easy to grow; that has a lot to do with their popularity,” says Mary Kirby, Master Rosarian with the Denver Rose Society. “People just love them. The conditions in my yard aren’t great but I’ve never lost one.” What sets the Austins apart from other shrubs are their point of origin, England, and their hybridizer, David Austin. All of the Austins currently on the market are the result of the vision of one man; it was his lifetime of

work to combine old roses and fragrance into modern hybrids. Shrubs, climbers, ramblers, and tree-types make up the family of Austin English Roses, all of which seduce the gardener with perfume. They’re at home in most locations, although you should consider keeping them close to where you can enjoy their scent. “I grow them because I love fragrance in my garden, and the Austin Hybrids have a wide range of fragrances - damask rose, clove, citrus, peaches, myrrh and more,” said Carol Macon, Master Consulting Rosarian with the Denver Rose Society. “They’re very versatile; there are Austins that can be grown as hedges, pillar roses and climbers, those that are suitable for very small spaces, and everything in-between. Also, the more recent of the Austin introductions are disease resistant. I don’t spray pesticides of any kind, so disease resistance is important to me.” Macon said that most Austins respond well to our Front Range climate; they love our many days of sunshine. But she cautioned “not all of the Austins work here primarily because of hardiness issues. They are bred in a relatively mild English climate with a longer growing season; therefore, a few of them are not hardy enough to make it through

Austin varieties with a great many petals may tend to ball, and some of them have nodding heads, which may not appeal, so it is best to do some research before you buy. The most popular Austin varieties are generally the best ones for this area, Macon said. Kirby, who manages the Denver Rose Society social media (visit them on Facebook or Instagram) recommends Heritage, a pink rose, Lilian (salmon-pink), or Queen Nefertiti (apricot-pink). She’ll be highlighting a different Austin rose each month on their Facebook page to honor their creator. Macon loves Abraham Darby (peach-pink), Golden Celebration (gold), and Graham Thomas, one of the most popular of the Austin roses and 2009 World Federation of Rose Society’s Favorite Rose. Planted in a sunny spot with protection from the north and west, Graham Thomas produces butter-yellow flowers. In spring, plant them in full sun with a three-inch layer of mulch. Macon suggests top dressing with Mile Hi Rose Food and watering two to three inches of water a week. Then be patient as they take three to four years to mature to full production; during this time keep pruning to a minimum by only removing dead wood. Pruning established Austins may vary based on the type and cultivar; some are fussy while others don’t mind a haircut. Talk with a rosarian to learn what works best for your Austin rose (denverrosesociety.org/). Q

: Our sister recently passed away, leaving the family home that Mom left her six years ago. She had no will and left outstanding debts, as well as back taxes owed. The house is in bad shape and not in a very good neighborhood. Should we spend a lot of money to repair the property to get it up to code and then try to sell it? Should we try to sell as-is to a company that buys houses or just walk away? All eight of us have different ideas, so we need to know what we can do.

: On the one side you have the ownership of the home, and on the other you have the issue of your sister’s estate and the debts she owed. Let’s start with the home. We’re a bit perplexed as to whether

your sister owned the home in her own name or whether she owned the home jointly with other family members. When you own a property in your own name, title passes to surviving family members by the terms of that person’s will or, if there is no will, as provided by the laws of the state in which the property is located. You wrote that your sister had no will, but if she owned the home jointly with you, a friend or other family members, that person (or all of the people named as joint owners) would become owners of the home. The concept to research is whether she owned the home in joint tenancy with rights of survivorship. However, if your sister owned the home alone and had no will, title to the home would have to be probated. That means you have to open a case with the probate court, submit paperwork and have the court order that the property transfer to the persons entitled to the home under state law. The persons most likely entitled to the home would be the surviving children, siblings and spouse. (How that happens is generally governed by state law.)

Given that we don’t know who owns the home, it’s hard to determine what you should do. If we assume that you ended up owning the home and have the ability to sell it, then you have to decide what to do. If you’ve ended up with title to the home, we also have to assume that you are not responsible for any of her debts. If the property has liens attached to it, then those must be settled before you can close on the sale. If there are back taxes owed, you should immediately discuss it with a real estate attorney. If the property has been sold to an investor, then the clock is ticking for you to pay back the outstanding debt plus interest. In any case, getting some professional advice will be helpful. A good real estate broker should be able to tell you if it’s worth fixing up the home or if you should sell it in as-is condition. A couple of months ago, friends of Sam’s were selling their home. The husband thought the home would be torn down. The wife thought that putting some money into it would help get them a better price. The broker they ultimately selected told them to take out their

stuff from the home to clean it, paint the walls a light grey, put in a couple of new light fixtures and light switches, fix a couple of issues, and then put some staged furniture in the home. It took about three months for the property to be cleaned out and about $12,000 of work to be completed, but they received an offer close to their listing price within two weeks of listing the property for sale, about 30 percent more than the husband thought the home was worth. We’re not saying you’ll get a 30 percent premium if you decide to improve the property before you sell, but unless you talk with qualified professionals, you’ll never know. Government shutdown: Resources for federal workers who can’t make mortgage or rent By Deborah Kearns, Bankrate.com (TNS) As the government shutdown grinds into its third week, more than 800,000 federal employees and 4.1 million federal contractors are caught in the crosshairs. Federal workers will go without paychecks beginning Jan. 11. Some of these unpaid employees are nervous about their finances, particularly being able to make their monthly rent or mortgage payment on time. That’s not surprising considering a recent Bankrate.com survey found that 23 percent of Americans have no emergency savings in the bank. Before we cover what specific lenders are doing for these federal employees, here’s some advice for anyone who is having trouble paying their basic bills. Steps to take if you’re at risk of falling behind on mortgage or rent — If you don’t have any emergency savings or enough of a cushion to get by, here are other options to consider to keep the roof over your head. Talk to your landlord or lender ASAP. Don’t wait until you’re behind on payments. Lenders may work with you to waive late fees, set up a repayment plan or offer loan forbearance. The

key is to explain the situation, says Jeff Cronrod, a founder and board member of the American Apartment Owners Association, one of the nation’s largest residential landlord associations in the U.S. representing 100,000 property owners. “Not all landlords are rich; they rely on those rent payments to cover their mortgages and property costs,” Cronrod says. “They understand this situation isn’t the tenants’ fault.” — Cut all unnecessary spending and talk to your creditors. Account for every dollar going out. Look at canceling subscription services, recurring home maintenance services and vacation travel — at least until the shutdown (or your own cash crunch) is over. Learn about other ways to cut back on spending and how to create a budget. Additionally, monitor account balances and, if necessary, pay only the minimum on credit balances until your income is restored, says Mark Hamrick, Bankrate.com senior economic analyst. The Office of Personnel Management posted sample letters on its website that impacted employees can use to ask creditors for leniency on bill deadlines. “Call and speak with creditors, such as auto loan providers or utilities, to see if they have

flexibility on payments for temporary hardship cases,” Hamrick says. “While they will not likely forgive the debt, some creditors might be willing to allow a delay in payment.” You’ll still owe the money, but it might not be owed immediately — and that can improve nearterm cash flow to pay for immediate basic needs, such as rent or mortgage, Hamrick adds. — Explore short-term, low-interest direct deposit loans. Some institutions are offering “furlough” loans for clients who have their paychecks deposited directly into a checking or savings account. These loans don’t require credit checks and are often for a limited amount at a low interest rate. Contact your bank or credit union directly to inquire whether this is an option. — Tap an open home equity line of credit, or HELOC. If you already have a HELOC and are still in the draw period, you could pull out cash from your available line to make your mortgage payment. The average interest rate for a HELOC is 6.52 percent and 5.88 percent for a home equity loan, according to Bankrate.com data. That’s much lower than the average interest rate on credit cards at 17 percent or more. — Be cautious about using credit cards or

The average interest rate for a HELOC is 6.52 percent and 5.88 percent for a home equity loan, according to Bankrate.com data. That’s much lower than the average interest rate on credit cards at 17 percent or more. — Be cautious about using credit cards or borrowing from retirement and 401(k) accounts. If you’ve exhausted all other options, paying for your rent, mortgage or other bills with a credit card can get you by if it’s an accepted form of payment. However, you don’t want to rely too heavily on credit cards because you’ll pay much higher interest rates than other forms of borrowing, making credit cards harder to pay off as interest piles on. You may need to turn to your long-term savings and investments for emergency cash. However, you should do so with extreme care. Roth IRA holders may withdraw their own contributions — not earnings — without tax or penalty. But traditional IRA holders will pay income taxes and a 10 percent penalty on the taxable amount if you’re under age 59 1/2. The IRS reports that 401(k) holders can borrow up to half of their account balance (a maximum of $50,000) taxfree, but funds must be repaid within five years in most cases. The catch is that you have to stay with your current employer for the duration. If you lose your job, you’ll have 30 to 60 days to repay the loan or face penalties. Since these options can severely disrupt your retirement plans, consider them as a last resort. Before pulling funds from any long-term investment, read the fine print and consult your tax adviser. Mortgage lenders and financial institutions offer relief Some of the nation’s largest mortgage lenders and credit unions are offering assistance programs to clients impacted by the shutdown. Here’s a look at some of them. Fed Choice Federal Credit Union lists several relief options for mortgage and banking clients online, including short-term, low-interest furlough loans and mortgage refinancing options. Visit the credit union’s website for more information. USAA is offering a low-interest, direct deposit loan to members who are active duty Coast Guard and National Oceanic Atmospheric Administration, or NOAA, employees only. Call (800) 531-8722 for assistance. Navy Federal Credit Union is offering a zero-percent APR loan up to $6,000 January 12-13, 2019

during the government shutdown. The assistance is open to federal government employees and active duty members of the Coast Guard whose pay has been disrupted by the shutdown, and have an established direct deposit account. You can register on Navy Federal’s website, in branches or by phone at (888) 842-6328. Members impacted by the shutdown who don’t meet the eligibility requirements should visit a branch or call to discuss their situation. Bank of America advises its mortgage clients to call its assistance line at (844) 219-0690 or visit one of its branches to inquire about the Client Assistance Program, says spokesman Lawrence Grayson. “We’re closely monitoring the situation and will work with clients on a case-by-case basis,” Grayson says. “Relief options may include late fee refunds or waivers, repayment plans or loan modifications.” Quicken Loans is waiving all late fees for clients who may miss a mortgage payment due to the shutdown. Here’s part of their emailed statement: “During the government shutdown, just like every day, we are fully prepared to accommodate each clients’ unique situation — especially those that may be dealing with any financial hardship — to help them through a period of uncertainty.” U.S. Bank says it will assist customers who may be eligible for mortgage relief programs, including loan forbearance and deferred first payment dates for new mortgages. Payment plans may also be available for those who qualify, says spokeswoman Cheryl Leamon. For more information, call the U.S. Bank mortgage customer service line at (800) 365-7772. Wells Fargo is offering forbearance or other payment assistance programs to its mortgage clients on a case-by-case basis. Call (888) 818-9147 or visit Wells Fargo’s website for more details. If your loan servicer isn’t on this list, call your lender directly to find out what assistance options are available. Your current loan servicer may not be the lender that closed your loan; home loans are often resold on the secondary mortgage market to other companies after closing. : With the new year upon us, my partner and I want to buy our first home. Do you have any advice on how to find the best house at the best price? — Anne

A

: There no such thing as “the best” house, there is only the best house for the two of you. As with most things in life, proper preparation is the key. Get together and first decide where you want to live. For example, if there are kids in the picture, a good school district is important but tends to raise prices, so you may want to avoid that area if schools are not a priority. You should not feel stuck in the same neighborhood you live in now, unless you love it there. After this, you should each make a separate list of the five features of your new home that are most important to you. Your partner may prioritize a garage while you want a swimming pool. Now it’s time to find a real estate agent. Real estate is very local, and you will want an agent who is experienced in the neighborhoods you are looking in. The internet can be an excellent resource for this, as can your local board of Realtors. Interview a few agents to find one that you mesh with and who has experience in the particular area you are looking for. Show your new agent the list of features you both want and ask to see homes that check off most of the boxes. Make sure to look at a variety of houses and give your favorites a second look before making an offer. Take your time and do not feel rushed. Keep your proprieties in mind and keep looking. The average buyer will look at 10 houses, but it’s OK if you find your dream home on the third look or the 30th. This is a situation where you will literally need to live with your decision. Buying a home in 2019? 5 Credit improvement tips It’s a new year and with it comes new goals. If one of yours is to buy a home this year, then improving your credit SUZANNE should be a top PLEWES priority. Credit RE/MAX Alliance scores mean so much in this day and age. Good scores help you qualify for better mortgage programs and lower interest rates, making home ownership more affordable. With that in mind, what can you do to improve your score? Here are a few tips. 1. Check and Correct Errors Visit CreditKarma.com for free access to your credit report from 2 of the 3 credit bureaus. If you notice any errors, immediately work to have them fixed. You can each credit bureau and/or the creditor tied to the account in

question. When errors are removed, scores tend to increase instantly. 2. Make Payments on Time Payment history weighs heavily on your score. Therefore, paying your debts on time is one of the most important things you can do. Even one late payment can drop your score, so being a diligent and conscientious borrower will pay off and help you achiev e your home ownership dreams. 3. Don’t Apply for New Credit Cards If you want to buy a home, then you’ll need to resist the urge of applying for new credit or charge cards. Although you may benefit from store discounts or low introductory interest rates, those cards can cost you more money in the long run if your score drops. Your mortgage interest rates could be higher for the 30 year life of your loan. So, skip the promos and discounts and focus on the bigger prize—the home of your dreams.

4. Don’t Accumulate More Debt In addition to avoiding new card applications, it’s equally important not to increase balances on existing cards. How much of your credit line you are using impacts both your credit score and a lender’s assessment of your credit worthiness. If you have a $10,000 credit limit and are only using $1,000 of it, that looks much better than having a high $9,000 balance against that same credit line. 5. Select a Lender Early Find a local lender and connect with a loan officer early in the process. Although you may not be ready to request a pre-approval yet, you can start to understand what mortgage options are available and what you may do qualify. Does your score need to reach a certain figure? Do you need to save a specific amount of your own funds? Do you need to pay down some debts to get your debt-to-income ratio within an

acceptable range? Improving your credit score using the tips above is one thing, but there are other aspects of mortgage approval that you may need to prepare for. A mortgage professional can give you the proper guidance on those other matters. Working Towards Buying a Home in 2019 As a final thought, it’s also a great idea to connect with a local real estate agent. You can start narrowing down your target neighborhoods, monitoring the market for new listings, and track market price fluctuations.
