July 24, 1938 - January 13, 2019

William "Bill" Krug passed away peacefully on January 13th, 2019 after a long illness. He was surrounded by loved ones, in the care of the wonderful staff at the Progressive Care Center in Canon City, CO. Bill was born on July 24th, 1938 in Detroit, Michigan. He spent his childhood in and around the Detroit area, attending Detroit Public Schools and graduated from high school in 1956. He enlisted in the United States Air force and worked as a jet engine mechanic stationed at Whiteman Airforce Base in Knob Noster, MO. He married his wife Ruth Ann in 1961 in Sedalia, MO and they welcomed their only child, Karen, in 1965. He owned and partnered in several businesses throughout his life, including a car dealership, carpet cleaning company and a chimney sweeping service. The family moved to Canon City, Colorado in 1979. Once in Colorado, Bill worked as a mechanic, handyman

and maintenance man at several area businesses. Throughout his life, Bill enjoyed the outdoors, particularly the beautiful mountains of Colorado. He loved camping, fishing, boating, golfing and road trips. He prided himself a staunch Goldwater conservative, and took great interest in state and national politics. As a Michigan native, Bill was a life-long fan of the Detroit Lions and the Michigan Wolverines. Upon moving to Colorado, he adopted the Denver Broncos. Bill is survived by his wife of 57 years, Ruth Ann Krug of Canon City, his daughter Karen (Kole) Murray of Parker, CO, granddaughter Kayleigh Murray of Parker, CO, brother Dennis Krug of Sedalia, MO, Kathy (Brian) Lindberg of Wasilla, AK and several cousins, nephews and a niece. Carl John Javernick July 13, 1946 - January 21, 2019

Carl John Javernick, 72, of Cañon City, Colorado, died peacefully at home on January 21st, 2019. Carl was born on July 13, 1946, in Cañon City to John and Julia Javernick. Carl was a life-long Fremont County resident and Custer County was his second home. In 1964, he graduated from the Holy Cross Abbey. He followed his dream and became a rancher and farmer. He was a one-of-a-kind true cowboy. He was also an avid hunter and fisherman. He had the most amazing stories of times he spent in the hills running cattle, sometimes alone as a young boy, and the times spent at the Webster Park family homestead. Some of his most entertaining stories were of the times spent at local rodeos riding saddle bronc and wild cow milkin'. He was most famous for the Busch Beer commercial filmed in Westcliffe in the early 1980's. The tryouts were more fun than the commercial itself, and gave him and several of his close friends stories to last a lifetime. The commercial ran on TV for nearly 10 years. He was always ready for a good time, and was able

to make fun out of nothing, such as when he would "safely" pull all us kids around on an old car hood in the snow at the ranch. Carl was a truly generous and kind person who had many close friends and will be greatly missed. He was preceded in death by his parents, John and Julia Javernick, his daughter, Cindy Javernick, and grandson Greg Guion. He is survived by his beautiful wife Carolyn Javernick, daughters Joy (Ron) Farmer, Beki (Bruce) Guion, and his grandchildren Hayden Guion, Abby and Nora Farmer, and Zia and Kiana Guion. His siblings Jim (Salene) Javernick, Kathy (Doug) Koehn, Helen Javernick, and Edward Adamic, as well as many nieces and nephews who have many great and endless memories. A celebration of life will be held on Sunday, January 27th at Four Mile Community Club, East Main and Steinmeier, Canon City. James Gerald Howell June 15, 1952 - January 17, 2019

James "Jim" Gerald Howell, age 66, formerly of Cañon City, Colorado, passed away suddenly January 17, 2019, in Johnstown, Colorado. He worked as a Chief Investigator for the 11th Judical District in Canon City. His life will be cherished by his loving wife of 34 years Lori, daughter Diandra (Damian) Green, son Adam (Tana) Howell, brother John (Kim) Howell, sister Marietta (Paul) Dodson, mother-in-law Celestina Kuntz, beloved "fur" granddaughters Aryia and Sophie, and faithful

Vera Hainer

March 18, 1928 ~ January 18, 2019 Vera Hainer (Flageolle) embodied love in its truest form. Through each season of her life, she cherished family above all else, and her love extended to every member of her family, from her siblings to her nieces and nephews to her sons to her numerous grandchildren and great-grandchildren and to those who passed before her. Few people accomplish in life what Vera did. She has left something that will always remain with her friends and family: a legacy of love. Vera was born on March 18, 1928, at her grandparents' farm in Stratton, Colorado, to Charlie and Amelia (Wieber) Flageolle. She moved several times throughout her childhood between the eastern plains of Colorado and the Denver area. She always told stories of how she was raised with the utmost love and care, despite having faced the adversity of growing up during the Great Depression.

She left us with the absolute expectation that we would continue on loving each other and treating each other with kindness. Vera passed away on January 18, 2019, with family by her side. In the final few weeks of her life, she was surrounded, night and day, by family and friends, who wanted to reciprocate the love she'd always graciously given. Vera is warmly remembered by her brothers Don (Bonnie), Joe (Donna), Leonard, and Lee (Dorothy); her sons Gary (Kari), Blake (Patty), Rick (Mitzie), Darryl (Jackie), and Curtis (Sue); her stepson Terry (Trina); and numerous grandchildren, great-grandchildren, nieces, and nephews.

Community invited to be part of rally at 6 p.m. Jan. 31 Daily Record Staff The entire community is invited to be part of a rally at 6 p.m. Jan. 31 in the 500 block of Main Street to welcome the Small Business Revolution team to Cañon City. “We will be out there whether it’s snowing or raining or not,” said Cañon City Economic Development Director Ryan Stevens. “We will have a couple of special speakers, then Amanda Brinkman from the Small Business Revolution is the keynote person for the event.” People are invited to wear the orange and black theme colors. “We need everybody to bring their Cañon City pride and all their spirit and be ready to be rowdy and rambunctious,” Stevens said. Stevens encourages resident to look up the Small Business Revolution - Main Street show and watch the first three seasons prior to the team and film crew’s visit Jan. 31 and Feb. 1 to understand what all the excitement is about. The prize for the winning community is a $500,000 grant that will help six businesses revamp their websites, do some storefront improvements and help with merchandising and finance questions. “This is a really great thing that can help our local businesses, and we want to make it to the top five so we can have a chance to compete for No. 1,” Stevens said. The top 10 will be whittled down to the top 5 in February and then there will be a national vote on who should be No. 1. The winner will be announced in late February. Cañon City had record year for development in 2018 By Carie Canterbury The Daily Record

The City of Cañon City generated a record $30 million in new development and improvements in 2018, including 30 single-family residences, Starbucks, Valley-Wide Health Systems, Jewett Liquor and Brews and Bikes. “That was probably the highest level of single-family development in at least the last 10 years,” said City Administrator Tony O’Rourke while giving a year-end progress report of the 2018 Business Plan during Tuesday’s city council meeting. “Four Mile is getting several model homes, in addition, there are other contractors and builders out there building model homes. Ultimately we are going to see a bright future with Four Mile in the very near future.” Mayor Preston Troutman also is pleased with the up-tick in construction and economic development. “It truly is amazing,” he said. “We needed new homes to in-ﬁll and plenty of lots were available, so developers and builders are taking that risk and building new homes.” He said previously, there were four to ﬁve homes a year being built, and today there are about 10 under construction in Four Mile Ranch. Troutman’s highlights looking back at 2018 include the improvement in recreational opportunities in the city, the help and encouragement being offered to new interested homebuilders, the new roads, improved communitation with the county, and the relationships being formed with the wardens from the Department of Corrections. The city partnered with DOC on

Troutman said he meets with the wardens and assistant wardens monthly. “We found that there is mutual ground with things that they don’t have that we have, like a drug-snifﬁng dog,” he said. “Our chief is going to let them use ours, and there are all kinds of other ways we can help them and they can help us, and it

helps improve the safety and security of our people.” A few of the other highlights from 2018 Business Plan that O’Rourke presented include: • The Cañon City Police Department hired eight new ofﬁcers, out of 100 applicants. • Narcan and AED programs were implemented and saved four lives that would have been lost to overdose. • Mobile data terminals were imple-

mented in every vehicle with patrol responsibilities, and Police Chief Daric Harvey garnered a donation from the Pueblo County Sheriff for newer versions of mobile and portable radios, saving the city about $153,000. • Park Avenue and Field Avenue street projects were completed, as were improvements on the Fourth Street Viaduct. Downtown alley reconstruction was completed. • The new pavilion was completed at Centennial Park.

Record lows for foreclosures in Fremont County

After a few years of steady decline, foreclosures in Fremont County hit an all-time low last year. Fremont County Treasurer and Public Trustee Kathy Elliott during her semi-annual report to the Board of Commissioners on Tuesday said that there were 74 foreclosures in 2018. In 2017, 94 foreclosures were processed, in 2016, there were 110, and in 2015, there were 131. The highest number of foreclosures was 365 in 2009 after the ﬁnancial crisis that hit the country in 2008.

“This is a reflection of the growing economy, I believe,” Commissioner Tim Payne said. County tax collections were up year to date toward the end of 2018, as well. The commissioners said they were pleased to see the foreclosure number decline so significantly. “Foreclosures were very high when I came into office in January of 2011,” Commissioner Debbie Bell said. “To go down to 74, that is incredible.” Bell said the depression happens faster in urban communities, and then trickles down to the rural areas. Recovery, she said, happens much faster in the urban

areas, and again trickles to the rural areas. “We have not yet seen any kind of depression or a negative swing in urban areas, so until it really starts hitting them, we certainly have nothing to worry about,” she said. “I don’t have the science to prove it, but that’s been my experience.” Elliott said she hopes she’s wrong, but she feels the number of foreclosures could go up again. “Mostly because people overspent to buy the houses they wanted,” she said. “If one of them loses a job, or if the market crashes again, they aren’t going to be able to afford that. “I hope it’s a good trend that

we stay in.” The Treasurer’s Ofﬁce from 2017 to 2018 saw an overall increase of $237,433 — of that, more than $110,000 was from interest earned on the county’s accounts. Also during the meeting, the board approved the 32-acre Western Oasis Minor Subdivision, which is located near the intersection of South Ninth Street and Popular Avenue, south of Colo. 115 and east of County Road 143. Additionally, the board approved a zone change for the Western Oasis Resort RV Park, which will consist of 21 acres of the subdivision and a Special Review Use for Fremont Stor-

age that will be housed on the remaining 11 acres. Property owner Shane Cooper said his intent for the RV park is to attract long-term guests who would say no fewer than 30 consecutive days but preferably six months. It is expected to include a patron services building with laundry facilities, private hiking and biking trails and a storage area for the guests’ boats and other large “toys.” There will be a total of 36 spaces. Guests will be pre-screened and required to sign a lease. Cooper assured the board that the park would not be used for transients or low-income housing.
