Charles Edward Wagner April 21, 1938 ~ December 9, 2019
Charles Edward Wagner passed away on Monday December 9, 2019. Charlie was born April 21, 1938 in Lakeland, Florida to Arthur and Willie Vivian Wagner. The family moved to Canon City in 1947 where he lived out his life. Charles attended Canon City High School and graduated with the class of 1956. He was married to his high school sweetheart Lois Towne from 1958 until her death in 2011. Charlie worked for his parents at the Wagon Wheel Restaurant in Cañon City, and then turned his high school hobby of photography into his profession. After serving in the Army, he and his family returned to Cañon City where he began free lancing for the Canon City Police Department as their photographer. He was employed for many years as the photographer for the Canon City Daily Record, Gazette Telegraph, and was also school photographer taking pictures throughout the years for RE1 school district. Charlie then became the Manager of the Print shop for Estes Industries for over 20 years, and then managed the Print Shop for Colorado Correctional Industries, Department of Corrections at Centennial Correctional Facility until he retired in 2004. In his spare time Charles enjoyed hunting, fishing, camping and boating. He and his wife loved to travel. Charles is one of the founding fathers in the First Christian Church of Canon City Colorado. He helped with the construction of the building and all the landscaping. Charles served the church in many capacities including Elder Property Chairman, Chairman of the Board, Trustee, Adult Sunday School Teacher, Finance Committee, and
Mentor to many. Charlie lived his life through his Faith and love of God and church. He and Lois were always very active in all church activities throughout the years. He is survived by daughters, Valerie Wagner of Palm Springs CA., Janice Yuncker of Denver CO., Crystal (Jim) Nicholson of Winnemucca, NV., and Rebecca (Chris) Vodopich of Canon City; sister, Charlotte (Dean) Carlson and brother, Bill (Lila) Wagner; grandchildren, Matthew (Kelly) Nicholson, Lisa (Trevor Williams) Nicholson, Erika Phillips, Tyler (Tori) Vodopich, and Jonathan Vodopich; great-grandchildren, Bridget and Connor Phillips, Hannah, Shane and Elijah Cannizzaro, Elizabeth Harmon, Jaxen Nicholson, Aiden Kuenkele, and Ender Vodopich; along with numerous nieces and nephews. Charlie was preceded in death by his wife Lois; parents; son-in-law, Terry Yuncker; and grandson, Shane Nicholson. Numerous people were involved in Charlie's life in the last several years in taking care of him, whether it was caring for him, taking care of his yard, taking care of his house, bringing him food, or just watching over him. All the things that friends, family, neighbors, church members, and countless others did for him did not go unnoticed by any of us in the family. Wiley B. Tanner passed away December 10, 2019. He was born in Stafford County, Kansas, on November 13, 1921 to James and Elsie Tanner on a large family farm that has been in family since the 1880's. In what was unusual for the time, he had only one sibling, an older brother named Raymond who passed away several years ago. He graduated from Radium High School, a school that no longer exists, in Radium, Kansas, a town about 10 miles from their farm. He graduated from Kansas A&M, now known as Kansas State University with a degree in Veterinary Medicine. He served in the US Army during WWII in the Army Specialized Training Program and was discharged in late 1944. He married his college sweetheart Ruby A. Brown, in 1944 and began working for the State of Illinois. In late 1945 he set up private practice in Atchinson, Kansas and then moved to St. John, Kansas to set up another private practice. In 1948 he joined the Bureau of Animal Industry and was sent to Mexico to
help in the control of Hoof and Mouth Disease. In October 1951, because of the Korean War, he was recalled in the US Air Force. He stayed in the US Air Force until retiring in 1970. During his time in the Air Force he stationed in California, Kansas, Guam, Alabama, Louisiana, England, Texas and Colorado. During that time, he earned an advanced degree in Public Health from Tulane University. After the Air Force he worked for the Texas Health Department for another fifteen years. He and his wife, Ruby, moved to Canon City in 1985 to spend their retirement years. They would have celebrated their 76th wedding anniversary this January. Wiley is survived by his wife; three children; six grandchildren; and one great grandson. Janet Arlene Northcutt September 24, 1933 - December 7, 2019
Janet Arlene Northcutt, affectionately known as Grandma, went home to be with Jesus on December 7, 2019, at age 86. Janet was born to Howard and Florence Reece on September 24, 1933, in Schenectady, New York. She often spoke fondly of her mother and father and of her childhood experiences such as being chased by a rooster and the many times she went ice skating. She loved playing cards, board games and especially enjoyed bingo, playing every chance she could. She married at a young age and had three children - Joyce, Nancy, and Jim. Janet lived in several places throughout her life and in 1991 settled in Canon City, CO to be near her son. Janet was familiar
to many in Canon City as she was a trusted and dedicated employee of Walmart for over 17 years. Upon retiring, she spent time with her children and grandchildren enjoying special moments. Janet is preceded in death by her parents and her brother, Bob Reece. She is survived by her daughters Joyce Dewar and Nancy (Don) Blanchard and her son Jim (Sherry) Herzog. She also leaves behind a legacy of eight grandchildren and twelve great-grandchildren who will miss her dearly. The family will be celebrating her life in a private gathering. The family would like to thank Canon Lodge Care Center for their loving care over our loved one.
Marion Eugene Thomas October 19, 1929 ~ December 9, 2019
Marion Eugene Thomas, age 90, passed away December 9, 2019. Marion was born October 19, 1929 to Tony and Sarah Inez (Green) Thomas at their home in Coal Creek, Colorado. He achieved a grade school education, but circumstance needed him to go to work to support his mother and sisters. He would later go on earn his GED. On September 9, 1950 he married Alice Catherine Orsi. Together they had two sons. He was drafted into military service during the Korean Conflict, where he wore his uniform proudly knowing he was serving his country. After his honorable discharge he worked for Ideal Cement Company for over 40 years which is now known as Holcim. He was a wonderful loving family man to his wife and children and a dedicated and devout Catholic and member of St. Patrick's Church in Rockvale and St. Benedict's in Florence. He lived his life following the word of God. He was an avid fisherman and hunter and proud to have taken a trophy elk and caught a trophy trout. He loved collecting antiques with his wife, attending garage sales and auctions in the county. He and his wife were also avid bird watchers and gardeners. They were awarded a certificate of achievement from the National Wildlife Federation for the establishment and maintenance of a backyard wildlife habitat.
Marion was a member of the Colorado Firefighter's association and eventually retired as a volunteer firefighter with the Florence Fire District. He was also a member of the Fremont County Geology Club. He loved the history of Fremont County, especially that of Native Americans and spent a good deal of time hiking with his wife and dogs. They were animal lovers and great supporters of Humane Society. After retirement, he and his wife loved to travel, going to Europe, Mexico, Central America and South America. He is survived by his wife, Alice Thomas of Rockvale, CO; son, Gary Thomas of Marysville, CA, sister, Mary Kuklinski of Denver, CO, sister, Alice Spahr of Terra Alta, WA; along with numerous nieces and nephews. He was preceded in death by his parents, Anthony and Sarah Inez Thomas; brothers, John Thomas, Edward Thomas and Herman Lakey; sisters, Virginia Korkia and Dorothy Calmette; and son, David Thomas. Visitation 9AM, Mass of Christian Burial, 10AM Tuesday, December 17, 2019, St. Benedicts Catholic Church, 622 W. 2nd St., Florence, CO with interment to follow at Union Highland Cemetery. City selects Ryan Stevens as its new administrator By Carie Canterbury The Daily Record
After serving the City of Cañon City as the first-ever economic development director, filling in as the acting city administrator the last several months, and having been selected out of 35 candidates, Ryan Stevens will be the new city administrator. The city council on Wednesday formally approved Stevens’ employment agreement contract during a special meeting. “We went through a pretty extensive process of soliciting applications; we had 35 excellent submittals and Ryan was put to the test,” said Mayorelect Ashley Smith. “It wasn’t just an automatic give, we went through a number of applicants and we grilled them – we grilled him and he, in the end, met our priorities, particularly for economic development and we feel he has the skill set to take care of the goals that this council has and that the new council members who were involved in that decision-making process have.” Stevens, who was named acting administrator when former City Administrator Tony O’Rourke resigned in May, said he is excited to take on the role on a permanent basis. “I am still very much going to be looking at things through an economic development lens and that includes many of the projects that we are working on right now like the re-write of Titles 16 and 17 (subdivision and zoning), an update to the building code, and the possible formation of an Urban Renewal Authority,” he said Wednesday. According to the contract, effective Jan. 1, Stevens’ initial base salary will be $117,000, and after six months, and

based on performance against metrics and goals, it could increase up to $125,000. Councilmen Jim Meisner and John Hamrick said Stevens was selected based on his skill set that he has demonstrated to the council and his ability to look at the administrative side of the organization through the lens of economic development. “If he can continue to do that and grow administratively, I can see him being here for quite some time,” Meisner said. Stevens said his plan is to replace the economic development position but probably not at a director-level position. “The position will likely be a manager-level position that will be responsible for doing the day to day implementation of the economic development strategy,” he said. Stevens spent three-and-ahalf years in La Junta as the economic development director before coming to Cañon City in June 2017. Since then, he was instrumental in help-
ing the city garner national attention earlier this year with the Small Business Revolution contest, organizing the strategy that took Cañon City to the finals in the competition. He subsequently was named the 2019 Blossom Festival Grand Marshall. “Ryan is a dedicated public servant who has demonstrated his love for our blossoming community,” said Blossom Committee President Cass Richardson-Grow during an interview in May. “We feel so fortunate to have public servants like Ryan who care about the future of where we call home.” Since coming to Cañon City, Stevens has worked on economic development projects like the new Holiday Inn Express and the Hotel St. Cloud. He also works with existing businesses and helps with many community groups. Stevens is an active community member serving on the Workforce Development Board, the Upper Arkansas Area Business Loan Review Committee, the Fremont Economic Development Corp. board, and he represents Cañon City at the Fremont County Tourism board meetings and Chamber of Commerce board meetings. He also helped launch the Upper Arkansas Technology Sector Partnership and successfully wrote a funding grant that will help expand the technology sector in Cañon City, Fremont County and the rest of the Upper Arkansas area. Prior to working in La Junta, Stevens was employed as a business development manager for an HR consulting company and he worked in the hospitality industry. He and his wife have two children.

Vicky Murphy of Canon City passed away Friday, December 13, 2019 after a 2 year battle with cancer. Vicky was born January 4, 1947 in Minden, Nebraska to Phyllis and Melford Smith. She married Jim Murphy in December 1966. Vicky devoted her life to her family particularly her children and grandchildren. She was a loving wife and thrived in her life as a homemaker, juggling four children and their always crazy schedules. Vicky was an active member in her church and community. Lavona I Payne, Born Lavona I. Wilcox on November 15, 1930 in Campo, Colorado. She died on December 13, 2019 in Canon City, Colorado. Lavona worked for 21 years for the city of Canon City, when she finished her service with the city in 1976, she was the finance officer, city clerk, and treasurer. From 1979 to her retirement she was the finance officer and office manager for the Eastern Fremont County Sanitation District. Lavona loved traveling and fishing throughout the mountains of Colorado. In her later years she enjoyed traveling with her daughter through the Midwest and southwest,
stopping at every casino. She was always thrilled when her son would visit from the east coast and would beam with pleasure when one or more of her grandchildren visited her. Lavona is survived by sisters: Nancy and Ruth children: Elizabeth (Millard), John (Andrea) and Richard (Terry), grandchildren; Laura, Jessica and Jennifer, eight great-grandchildren and two great great grandchildren.
