The Canon City Fire District serves approximately 35,000 citizens within 122 square miles around the Canon City Area. They offer All Hazards Response including Structure Fire, Wildland Fire, EMS, Rope & Water Rescue, Auto extrication, and HAZMAT incidents. The Fire District is primarily funded by property taxes. The Gallagher Amendment has caused the residential assessment rate to be reduced, lowering the Fire Districts revenue. This reduction has been completely out of the Districts control. In 1982 the residential assessment rate was calculated at 21%, today it is at 7.2% and it is projected to drop to 6.1% in 2019. This reduction in residential property tax assessment rates has created a budget shortfall for the Fire District. The only way to fix this is with an increase in the mill levy rate. The only way to increase the mill levy rate and restore the districts revenue is by a vote of the public, per the Tabor Amendment.

May 28, 1931 ~ October 24, 2018 Eleanor M. Conte, age 87, of Penrose, Colorado passed away on October 24, 2018. A native of Bronx, New York, Eleanor was born to Thomas and Theresa (Monaco) Jempty on May 28, 1931. On February 3, 1952 Eleanor married Antonio Conte in New York City. A homemaker, Eleanor lived in Fremont County, Colorado for over 40 years where her husband worked. She was a loyal and caring person who loved giving to people in need, helping others in any way she could and was always thinking of others before herself. An avid cook, she loved making new dishes and baking for her family that she loved dearly and she also really loved her little dog, Abby.

Eleanor is survived by her sons, Anthony (Vicki) and Michael (Nan) Conte; granddaughter, Stephanie (Nathan) Lynn; grandsons, Marcus and Anthony Mason Conte. She was preceded in death by her husband, Antonio Conte, sons, Marco and Dario Conte; both parents; two sisters, and two brothers. Edwin L. Lucas Jr., age 84, passed away on October 27, 2018. A proud Texas native, Ed Lucas was born to Edwin L. Lucas Sr. and Jimmie Mar (Thompson) Lucas in Uvalde, Texas on August 27, 1934. He was the great grandson to the famed Texan, Joseph Grigsby Smyth (1847-1915) of Uvalde, Texas who was a veteran of the American Civil War, prominent rancher and member of the Texas state house of representatives. He was also the great-great grandson to George Washington Smyth (1806-1866), one of the signers of the Texas Declaration of Independence. While still a child, Ed's father moved the family to Colorado Springs, Colorado, where he graduated high school in 1953. That same year Ed joined the US Air Force and the following year he married his high school sweetheart, Edith Ann Cambridge. Barbara N. Sky Horse Valdez March 26, 1955 ~ October 17, 2018

Barbara N. Sky Horse Valdez, "Barby" passed away at home, unexpectedly, on October 17, 2018 at the age of 63. She was born March 26, 1955 in Denver, CO, and was the youngest daughter of Edith E. (Edwards) and Kenneth L. Faber. Barby moved to Canon City, CO in 1980 and met her best friend and husband, Edward C Valdez in 1990. She was an accomplished equestrian and dedicated to teaching young people proper riding techniques and equine care. By the age of six she was riding and racing horses with her older sisters on their uncle's ranch in Nebraska during summer visits. At eight years old, she was already helping groom the champion Arabians at her Aunt Elizabeth and Uncle Carl Edwards' ranch in Conifer, CO. She would often travel with them to horse shows across the country. As a teenager she competed in hunter/jumper and dressage competitions, and was thrilled and honored when asked and to ride the 1972 Olympics silver medalist's horse during a 1973 exhibition in Denver. As a young woman, Barby donated much of her time to 4-H programs, teaching young people how to care for livestock and prepare their animals for show. She loved spending time with her nieces and nephews, sharing with them the joy she felt for her horses and life in the country. She was also a talented musician and songwriter, with the ability to fill a room with her beautiful voice and zest for life. Barby was devoted to close family members. She was Godmother to her niece Dawn Adams's children, Amanda and Aaron. She looked forward to participating in her family's annual

Christmas cookie baking/ decorating tradition with her sister-in-law Juanita Gill and nephew Chris Brady. In 1995 she played a key role in opening Atencio Glass, and for several years she managed the office and focused on the success of the business along with her sister, Sandy and brother-in-law, Ken Atencio. Barby had an adventurous spirit, and on a whim, she traveled to Australia in 2001 and spent a few months there promoting a business project. She loved the country and people there, and formed enduring friendships. Over the years she nurtured hundreds of friendships around the world, and each person held a special place in her heart. She had a way of connecting with people, letting them know they were important to her. She was their mentor, confidant, cheerleader, and kindred spirit. One of her favorite quotes was "Be the Reason Someone Smiles Today!" Barby is survived by her husband Edward C. Valdez; three children, daughters, Tiffany (Scott) Walker, Elizabeth Ann and son, Jesse; sisters, Sandra (Ken) Atencio, Pamela (Tom) Logsdon, and a brother Kenneth David Faber. She is also survived by several grandchildren, nieces and nephews. At Barby's request, no funeral service will be held, however, in honor of her Native American heritage the family held a private "Sacred Fire Ceremony." The family is planning a Celebration of Barby's life in the spring, at her home, when all her beautiful flower gardens begin to bloom. Services have been entrusted to Wilson Funeral Home. Frank was born in Pennsylvania to John and Florence Miller. His dad was in the Army, and Frank lived in Japan and Italy as a child. He attended junior and senior high schools in Colorado Springs, CO, and earned his B.A. in Sociology at Western State College and his M.A. at the University of Wyoming. Frank worked for the Department of Defense and Blue Cross/Blue Shield of Wyoming before starting his thirty year career with the Colorado Department of Corrections. He served at several facilities and was Colorado Corrections Association employee of the year. He retired as Deputy Warden. He also taught Corrections classes at Pueblo Community College.

City of Cañon City announces its 2018 Leaf Pick-up Program

Program pickup of bagged leaves will begin on Nov. 13, concluding on Dec. 3. City crews will be picking up leaves only one time. Again this year, residents who wish to have their leaves picked up must bag their leaves due to federally mandated stormwater regulations. Leaves may no longer be raked into the gutter for loose pickup. Bagged leaves should be placed on the property owner’s property near the curb, not in the street or the gutter as in past years. No loose leaves will be picked

up by the city, and raking leaves into the street and gutter is a violation of water quality regulations for which property owners may be ticketed. Residents who have their leaves bagged, but do not wish to wait until the scheduled pickup, can drop the bags at the Public Works Facility at 1525 S. Ninth St. between 7 a.m. and 3 p.m. Monday through Friday, starting Monday. All leaves must be bagged and should be dropped in the posted area, no drop offs will be accepted during off-business hours.

The ballots have been mailed and, in fact, some of you may have already voted. The flurry of political ads will continue right up until November 6th. As I watch the TV ads, read the flyers and listen to hopeful candidates, one thing stands out. There is a world of difference between the candidates who talk a lot about what they “would like to do” and those who have a realistic plan to actually “get something done”. For incumbents such as myself, it is easy to check the record to see what has been accomplished. In just the 2017-18 session, I was the prime sponsor on over 25 bills that became law. Those laws included a variety of topics: Rural Telecommunications, Residential Energy Tax Exemption, Advanced Industry Tax Credits, Drone use by Public Safety Agencies, Child Care Tax Credits, Additional Public School Capital Construction Funding (BEST Grants), Broadband Deployment (for underserved areas), Additional Colorado Pre-School Positions, AP Incentive Programs, Government Efficiency, Disclosure of Prescription Costs at Pharmacies, School Safety, Public School finance, Tax Check-off for NonProfits and Strengthening Bullying Policies. True leadership finds solutions for a wide range of issues. There is one issue lurking in the shadows this election season basically being ignored by most of those seeking office. That issue hiding in the shadows is the “900 pound gorilla” known as the Opioid and Other Substance Abuse Disorders. It seems like those who mention it quickly move on to another “crisis de jour” – leaving behind the problem that is slowly but surely eroding away the very fabric of our society. As an educator, I always said that our children are a reflection of the society in which they live. It was frightening to me to read the results of the 2017 Healthy Kids Colorado Survey from Salida High School. I will only touch upon the reported usage section of the article (for the entire story read D.J. DeJong’s article in the 9/28/18 edition of the Mountain Mail). The percentages of HS students USING the following substances in basically the first month of school were: alcohol – 49.9%, marijuana – 33.7%, E-cigarettes – 43.6%, non-prescription pain medications – 9.5% and regular cigarettes – 16.2%. What does this say about what our children are learning in our society? Many are calling the Opioid and Other Substance Use Disorders problem an “epidemic” – others are calling it a “crisis”. It really does not matter what you

call it – it is a HUGE issue here in HD 60, throughout Colorado and across our nation. I believe we as elected officials have to take on this challenge before it literally takes us out. Our youth are at risk – not to mention our general population. I am currently serving on the Opioid and Other Substance Use Disorders Study Committee along with 4 other representatives and 5 senators. We have met over the summer and have come up with 5 bills to address the current problem. Those bills include treatment for opioid and substance use disorders, substance use disorders recovery, harm reduction substance use disorders, prevention of opioid and other substance use and substance use disorder treatment in the criminal justice system. The Opioid and Other Substance Use Disorders Study Committee has been the most demanding and challenging interim committee of my legislative career. I had no idea the magnitude of the impact substance use disorders were having on our society until I became involved with this committee. Referring back to another part of the school survey – 61% of the students said parental attitudes were favorable to substance use…do we have a problem? Substance use and abuse are emotional and deep-seated issues. It is not for the faint of heart to take them on. Moving Colorado toward positive solutions is a heavy burden – make sure you vote for candidates who can carry the load. We live in the greatest nation in the world. We have freedoms that other countries can only dream about. One of those freedoms is the right to vote – the right to choose who we want to represent us. Please exercise that right on or before November 6th. Vote for those who have demonstrated proven leadership. With our mail-in ballot system, there is no excuse not to be a part of the process.
