The Canon City Fire District serves approximately 35,000 citizens within 122 square miles around the Canon City Area. They offer All Hazards Response including Structure Fire, Wildland Fire, EMS, Rope & Water Rescue, Auto extrication, and HAZMAT incidents. The Fire District is primarily funded by property taxes. The Gallagher Amendment has caused the residential assessment rate to be reduced, lowering the Fire Districts revenue. This reduction has been completely out of the Districts control. In 1982 the residential assessment rate was calculated at 21%, today it is at 7.2% and it is projected to drop to 6.1% in 2019. This reduction in residential property tax assessment rates has created a budget shortfall for the Fire District. The only way to fix this is with an increase in the mill levy rate. The only way to increase the mill levy rate and restore the districts revenue is by a vote of the public, per the Tabor Amendment.

Call for artists for ‘Reclaimed: The Art of Recycling’

Upper Arkansas Recycling will be hosting their 10th annual Recycled Art Show, “RECLAIMED: The Art of Recycling.” The show, held in November, is issuing a call for artists. Recycled art is all about how art and inspiration can “reclaim” trash. If you are interested in submitting a piece of artwork for this open show, work must be original and produced by the artist. Artwork must be made from anything that was originally manufactured, but whose destination is a landfill. Pieces must contain a minimum of 75 percent recycled content. There is a youth division and an adult division. Over $1,000 in cash and prizes will be awarded. The traditional gift of a 10th anniversary is tin or aluminum. There is a special category to celebrate the 10th Anniversary of the show. All works for this “Anniversary Gift” category must be made from tin or aluminum CANS. There is no entry fee for this category, but they will not be returned to the artists. Instead, the gifts will be placed in a silent auction that will run the duration of the event. Organizers are once again partnering with the Fremont County Habitat for Humanity ReStore in the category, “ReStored.” To enter this division, the artwork must be made from items purchased at the Fremont County ReStore. Pieces must contain 75 percent ReStore content and a receipt must accompany the entry. Residents from other counties may use their local ReStore. You can pick up entry form for the “ReStored” category at the ReStore, 727 S. 8th or anywhere entry forms are available. Deadline for work submittal is noon Oct. 30. The exhibit will be displayed in the warehouse of the Solvista Health Administration Office, 701 S. Ninth St., from Nov. 2-18. Edwin Duane Brown January 20 1941 ~ October 3, 2018

Edwin Duane Brown "Ed", loving husband and father of two sons passed away October 3, 2018 at the age of 77. Ed was born on January 20, 1941 in Moscow Mills, Missouri to Edwin W. and Z. Lucille (Hilton) Brown. On February 21, 1967 he married Johnette C. Tessadri. They raised two sons, Louis and Duane. He attended two years at Missouri School of Mines before joining the Navy as a Nuclear Engineer. After leaving the Navy, he started working at Estes Industries and retired from Estes after 45 years. Ed dabbled in various hobbies such as reading, model

rocketry, R/C airplanes, leatherworking, and model railroading and enjoyed listening to Bluegrass music and eating popcorn. He is survived by his wife, Johnette; two sons, Louis (Karen) and Duane (Yihfen); sisters, Velda and Mary (Larry); brother, Bob; and grandchildren, Britney and Geoffrey. Ed was preceded in death by both parents, Edwin and Lucille Brown. There will be no funeral services at Ed's request. Services have been entrusted to Wilson Funeral Home. Rep. Jim Wilson receives Healthy Communities Award

On Wednesday, Rep. Jim Wilson was one of 12 state legislators recognized by Healthier Colorado as a recipient of their 2018 Healthy Communities Award. Healthier Colorado stated, “These 12 legislators planted a ﬂag for healthy communities during the 2018 Legislative Session, coming out on top for their leadership on the most critical health issues facing communities throughout Colorado. In 2018, we saw positive bills aimed at increasing access to affordable school lunches, curbing the opioid crisis, and helping prevent suicides. We also saw troubling bills that promoted tobacco use and would have increased indoor air pollution.” All these bills and more contributed to the legislator’s scores. “It is an honor to be recognized by Healthier Colorado for promoting healthy communities,”

Wilson said. “It does not matter who we are or where we are from — we all want to live healthier lives. I was part of a great group of senators and representatives”. Healthier Colorado works to make sure all Coloradoans have an equal chance of a healthy life. They do that by working to change policy — across party lines and with every tool possible — to connect Coloradoans with the policies that affect their health. Donald James Dexter “Don” December 17, 1937 - October 3, 2018

Donald James Dexter “Don”, age 80, passed away at home on October 3rd, 2018. Born in Appleton, Wisconsin, December 17, 1937 to Donald James Dexter Sr., and Marcella Marie Dexter (née Schiltz). Don would go on to become a musical prodigy with a storied career working alongside music legends and helping to produce award winning films. Don’s music education began at eight-years-old studying piano and then transferring over to drums at age 10-year-old where he played in a Scout Drum Corps until age 15. He played his first professional gig for money at age 15 with an Appleton group called the Downbeats. After high school Don Joined the U.S. Marines and spent three years playing and traveling with Marine Bands. He played 18-months with the Fleet Marine Force Pacific band that traveled over much of the Far East. After an honorable discharge he went back to Wisconsin and began playing with a Rockabilly/Rock & Roll group called Jerry Cole and the Flaming Coles. Not agreeing with Wisconsin winter weather, he packed up and headed west threemonths later. In Los Angeles, California Don worked as a studio musician and playing drums along with recording with numerous hit artists and music legends such as Ricky Nelsen, Frankie Avalon, Glen Yarbrough, Mason Williams, Joe & Eddie, Del Shannon, The Id, Nino Tempo and April Stevens, Sonny James, and the Smothers Brothers. Before moving to Colorado from Los Angeles, Don was director of film and video for music legends, Warner Bros. platinum artists Seals & Crofts. His vibrant past history includes playing drums in Hollywood with famous artists and music legends, performing as a studio musician, in movies and on national TV programs as well as working as an award-winning film and video producer/director, as well as being a college professor in Colorado. Don also performed with hit artists on the NBC Johnny Carson Tonight show, The Ed Sullivan Show on CBS, numerous Rock & Roll specials on the ABC Network, along with a number of made for TV movies, and a Bob Hope Special. Don worked and recorded with Frankie Avalon in six movies, two were made for TV. The most memorable moment for Don was playing a standing room only concert at Carnegie Hall in New York with Glen Yarbrough in November of 1967. This was a goal Don set as a young teenage musician. In addition Don was part of an experimental studio group in Hollywood in 1968 called, The Id. The Id produced an album on RCA called, “The Inner Sounds of the Id.” The album sold 240,000 copies and became a cult favorite with underground radio stations. Don treasured his time with his wife Sandy, and they worked together on many projects such as scripts for films and national magazine articles. Don greatly enjoyed cinematography, bowhunting, music, still photography, and documentary storytelling. In 2003, Don Dexter was inducted into the Rockabilly Hall of Fame in Nashville, TN. (See his webpage http:// rockabillyhall.com/DonDexter1.html ) Don holds a B.Sc, M.A., and a Ph.D. in Television and Film. He has taught film and video at UC-Colorado Springs, Pikes Peak

Community College, the Colorado Film School, and The Art Institute of Colorado. Don was awarded an, “Instructor of the Year Award,” along with numerous Outstanding Achievement awards as an educator. Since the mid-1980s, Don has been recognized by his peers with more than fifty national and regional awards as a producer/ director. In September of 2010, Don won the, “Best Documentary Director Award” at the Colorado Film Festival. The documentary he directed and produced earned the, “Best ShortForm Documentary” award. Six times he received Emmy recognition along with nine Emmy nominations. In addition, in 2016 Don received his seventeenth national Telly Award for a documentary that was broadcast on the Rocky Mountain PBS Network. Don has an extensive background in TV/radio broadcasting as well as 20 years with producing film and video with his own company, Wolf River Productions. His work has been broadcast on commercial television, PBS stations, The History Channel, The Biography Channel, and webcast over the Internet. His favorite documentary that he directed and produced was a labor of love called, “Camp Amache: The Story of an American Tragedy.” This film won three national awards and was broadcast on numerous PBS stations. Don was a good man who was gentle and kind and always made an effort to help others. He loved his family and lived his life with much passion. Respected and loved by many, Don will be greatly missed by family, friends, former students and colleagues. To quote one of Don’s friends, “Don Dexter was a shooting star and all of us will long live in his afterglow.” Don is survived by his wife of 57-years, Sandy Lee (Dominowski) Dexter; three sons, Page Andrew (Gail) Dexter, Justin Ullrich (Veronica) Dexter, and Casey Deleven Dexter; grandchildren, Kaylie Rose age 11, daughter of Casey Deleven Dexter and Joshua James Dexter age 28, son of Page Andrew Dexter, Casey Andrew Ygnatowiz, son of Page Andrew Dexter; two great grandchildren, Annalia Rose Dexter and Aybree Lynn Ygnatowiz; sisters, Julie and Carol; and younger brother Robert, all of Wisconsin. He was preceded in death by his parents, Donald James Dexter Sr., and Marcella Marie (Schiltz), a sister Nancy Haase, and beloved daughter Sarah Rose Dexter. A very special thanks to all the wonderful ladies who cared for Don over the past months, he looked forward to your visits every day. A reception gathering will take place at 1:00 p.m. October 20th at Wilson Funeral Home, 1449 South 9th Street in Canon City. Graveside services were held at Mountain Vale Memorial Park off of Highway 115, at 1:00PM for family and the Baha’i’ community on October 5th, 2018. Don was an active member of the Baha’i Faith. Applications being accepted for Fremont’s Exceptional Women

Take a few seconds to think of some exceptional women. It could be a wife, mother, co-worker, coach, you name it. Count down, four, three, two, one. How many could you name? Now equipped with a list, perhaps you should consider nominating one to become one of Fremont’s Exceptional Women. Fremont’s Exceptional Women has been providing a venue to pay tribute to remarkable women and publicly recognize their achievements. As a FEW recipient, Cañon Exploratory School Principal Kelly Albrecht recalls, “Just to be nominated for this award and to be included among such women was incredibly humbling for me, but to actually receive the Norma Hatﬁeld Award for Professional Achievement was one of the most special moments of my life. Women are the backbone of our community--giving their time, service, talent, and hard work to make this area a better place and to help others--never expecting recognition for what they do. It is wonderful that we are taking the time to celebrate and recognize such exceptional women.” The stories of previous nominees range from overcoming homelessness and abuse to a “Granny Scout” teaching young boys values of being trustworthy and kind. The FEW is now accepting nominations for 2019’s banquet and encourages community members to ﬁll out an application. Nominations can be made in the following categories:

Professional Achievement, Overcoming Adversity, Community Service, Rising Star (under 27 years of age), and Excellence in Character. The top three ﬁnalists in each category will be selected by an independent committee in Colorado Springs and then honored at the FEW’s third annual banquet March 8, 2019 at the E-free Church. Besides creating an exciting venue to pay tribute to the honorees, the FEW banquet also raises money for local charities. In March, the FEW raised two $500 college scholarships for women to be matched by the COSI fund and $1,500 for the Cañon City Pregnancy Center. The next FEW banquet will raise funds to support others who are in need, children who are victims of sexual assault. The Kindred Kids Child Advocacy Center is a grant funded project through Family Crisis Services. Before CAC, children who were victims of sexual assault told their horriﬁc story over and over to various agencies. This meant reliving the nightmare each time. Now, the child and family members will be taken to a safe, child friendly environment to receive a medical exam and tell their story once to the different agencies involved. Colorado’s favorite brother band, Sons and Brothers, will host a benefit concert for Sangre de Cristo Hospice at 7 p.m. Oct. 20 at the historic Rialto Theater in Florence. Sangre de Cristo Hospice has long set the standard for end-of-life care in Southern Colorado. And they continue to lead the way today, with innovative programs that honor the choices, preserve the dignity and address the individual needs of the patients and families we are privileged to serve. As a nonprofit, this incredible organization cares for everyone who needs them, regardless of ability to pay. Since the beginning of their work in Colorado, Sangre de Cristo Hospice has made it their mission to preserve the dignity of their patients and provide a world-class level of care. Led by the dynamic Wolking boys, Sons and Brothers continues to captivate audiences with their fusion of bluegrass, gospel, and country/ western music, inspired by the band’s founding father, Frank Wolking. Additionally, QUEST proposes to collect up to “three approximate 60-minute air samples to quantify outdoor airborne concentrations of methylamine and phosphine (potential methamphetamine precursor chemicals) following OSHA method 40 with analysis by high-performance liquid chromatography.” After the testing, QUEST will provide a report detailing observations, monitoring and sample results, ﬁndings, photographs and conclusions. The cost for the time and materials is projected to be $10,505, which will be paid for by Colorado Legacy Land. Colorado Legacy Land purchased the Lincoln Park Superfund Site in March, which was added to the Environmental Protection Agency’s National Priorities List in 1984. The Cotter Corp. owned the non-operating uranium mill property south of Cañon City for decades before it was sold. The property is located within the vicinity of where residents have reported the foul smell since Aug. 1. In other business, the board took the following action: — Approved a bid for GeoStabilization International in the amount of $221,700 for the Phantom Canyon tunnel repair project. The county has secured a grant from the Department of Local Affairs for $100,000 and is working to secure additional funding. — Approved a resolution supporting passage of Fremont County Ballot Issue 1A, Cañon City Ballot Issue 2B and Florence Ballot Issue 2C, returning local control to the county and cities and authorizing these governments to provide high-speed internet services, telecommunications services and/or cable television in accordance with and as permitted by state statutes.

Lincoln Park/Cotter Mill Superfund Site Annual Update Meeting Come learn about the Lincoln Park/Cotter Mill Superfund Site in Cañon City. Hear from U.S. Environmental Protection Agency (EPA), Colorado Department of Public Health and Environment (CDPHE), and Colorado Legacy Land (CLL) representatives about the site and the environmental investigations underway. The Annual Update Meeting will be held on Thursday, October 18, from 6:00 - 8:00 p.m in the Abbot’s Room at the Abbey in Cañon City. EPA added the Lincoln Park/Cotter Mill Superfund Site, two miles south of Cañon City, to the national list of Superfund Sites in 1984. The Cotter uranium processing mill, which operated from 1958 until 1979 and intermittently since, released radioactive materials and metals contamination into the environment. Mill operations are regulated by a Colorado Radioactive Materials License through the Colorado Department of Public Health and Environment (CDPHE). Cleanup activities are overseen by EPA and CDPHE and have focused on eliminating the mill site as a source of contamination to Lincoln Park, and eliminating exposures to Lincoln Park residents. In March 2018, ownership of the mill transferred from Cotter Corp. to Colorado Legacy Land, LLC (CLL). CLL is planning additional cleanup activities at the site, subject to EPA and CDPHE oversight.
