Colorado cities rank as best places to live in 2020-21

Boulder ranks the No. 1 place to live of the 150 most populous metro areas, due to its high marks on value, desirability, job market and BY TOM quality of life, KALINSKI according to a U.S. News report on their “Best Places to Live” analysis. Colorado prevailed in the U.S. News analysis with four cities in the top seven best places to live – leading with Boulder, then Denver at No. 2, Colorado Springs fourth and Fort Collins fifth. The top seven places to live are rounded out by Austin, TX, in third position, Charlotte, NC, sixth and Des Moines, IA, seventh. Boulder Boulder had an overall score of 7.8, due in part to the Rocky Mountains foothills and protected open spaces providing an uninterrupted backdrop that pleases. The spectacular landscape starts at the crest of the hill when driving north on U.S. Route 36. The Boulder Valley unfolds its glory with the iconic Flatirons sandstone slabs rising in the west, interrupting the vast expanse of the Great Plains. Boulder is home to world class athletes and others seeking outdoor lifestyles and active living. But it doesn’t stop there. Free meditation sessions and marijuana dispensaries, spas, yoga practices and alternative health care options are plentiful. The town is long known for its offerings of ‘weird’ like Tube to Work Day, where residents jump into an always frigid Boulder Creek and commute to their place of work. The eclectic mix attracts young professionals, families, academics, scientists and transplants from both coasts. And with 40,000 acres open to the public in Boulder County, the supply of outdoor enjoyment is never ending. for excellent fresh foods. U.S. News reports that the cost of living can be high, and buying a home is competitive, but for those who want the lifestyle Boulder offers, it’s well worth it. Boulder’s overall score is 7.8, quality of life is 8.3, and value is 6.3, according to the U.S. News Best Places to Live index.

State University at its hub – along with some of the best craft beer around, known to many nationally as the Napa Valley of craft beer, along with great restaurants and retail. Once again, access to the outdoors with nearby Rocky Mountain National Park adds to the quality of life score of 7.6. Value score is 6.0.

Denver Denver is the No. 2 best place to live in the 2020-21 U.S. New report. With an overall score of 7.4, quality of life of 7, and value of 6.6, Denver is a close second to Boulder. Again, outdoor spaces help Denver score high, with more than 5,000 acres of parks, trails, golf courses and playgrounds. And proximity to the Rocky Mountains enables mountain living benefits like close-by skiing, snowboarding, hiking and mountain biking. Top it off with an active restaurant and music scene and breweries galore and the allure is clear: it’s the best of urban and mountain living. All of that goodness has resulted in a population boom and the cost of living and housing costs has increased.

Colorado Springs Colorado Springs is the fourth best place to live, says U.S. News. Overall score is 7.4, quality of life 6.9 and value is 6.5. Known locally as “the Springs,” the area offers all of the goodness of close by mountain fun and a strong job market coupled with a lower cost of living than other Colorado metro areas. That said, compared to the rest of the U.S., the cost of living and housing are higher than the national average. Fort Collins Fort Collins offers the charm of a college town – with Colorado

U.S. News & World Report’s Best Places evaluates metro areas with data from the U.S. Census Bureau, the FBI, the U.S. Department of Labor and U.S. News’ own internal resources. This data was categorized into job market, value, quality of life, desirability and net migration and weighted based on a public survey in August 2020 in which people from across the country voted for what they believed was the most important factor to consider when choosing where to live. Help plants beat the summer heat This summer is shaping up to be a season of abrupt extremes. After starting off with snow in early May, we tipped the other way into broiling heat. That wasn’t good enough for BY CAROL Mother nature, O’MEARA so she spun the weather back to cool – near chilly – weather to end June. On any given day, I have no idea what I’m supposed to grump about. But the bottom line is summer heated up in a hurry, and yards, vegetables and trees are showing the price of the record heat in between the rains. This kind of summer takes its toll on many plants, especially once the soil begins to dry. Trees with lush canopies from all the May moisture have dense foliage; too much to support if the heat returns because the soil won’t have as much moisture for all the leaves. To deal with this, trees will thin canopies by dropping leaves they can’t support under hot, dry

conditions. This is normal and particularly common in ash and cottonwood. Like most slimming regimens this doesn’t harm the tree, it simply helps it live within its means. Shade cloth over vegetables prone to sunscald is a great way to prevent that problem. Peppers, tomatoes, lettuce and any other crop, such as the cabbage, will benefit from a bit of shade. In studies conducted at Colorado State University, University of Maryland and Georgia State, a 30-percent shade barrier is ideal for protecting these plants. Shade cloth is a loosely woven material that can be placed over crops in a tent. It allows plenty of sun to filter through but takes the edge off its harsh rays. You can cut and sew it to size to fit whatever support you choose; I use a PVC pipe frame but others have hoops. Find shade cloth at the local garden centers, but because not all retailers carry it, call ahead to see if they have it. One of the most obvious areas to suffer from heat is our lawns. Brown spots bloom everywhere, and sprinkler sections at local

hardware stores sizzle with action. Most brown areas are due to poor watering of the lawn. Check the coverage of water on your lawn by conducting a catch-can test to check the amount of irrigation you’re putting down. Gather six to eight cans of the same size and randomly place them around the area you’re having problems in, making sure to place some in the green and in the brown areas. Run your irrigation like normal. Measure the amount you’ve put down to see how much the lawn is getting each time. In general, bluegrass needs two inches of water per week, spread out over two to three waterings. Don’t forget to adjust the run times on automatic sprinkler systems to deliver more water to lawns, flowers, vegetables and trees. Perennials and annuals that put on good growth since spring need to have water increased to accommodate their larger size. Trees planted years ago with drip irrigation should have the lines and emitters checked to make certain they’re delivering enough water for older trees. Most herbaceous plants will

look droopy in mid afternoon – much like gardeners do – but those with enough water will spring back once evening arrives. Plants that don’t rebound in the evening should be given a drink, and if this doesn’t help, check their stems for signs of disease. With any change in irrigation, be alert to signs of trouble. Lawns don’t need water every day, and if you are running your sprinklers that often you may need professional help. Nationwide, housing is in short supply. It used to be that housing developments followed a cyclical pattern of overbuild in boom times until a downturn brought a halt to it all, but the inventory stockpile carried through until the next expansion. This is illustrated by Fannie and Freddie’s contributing role in the crash of 2007 when, as government-sponsored for-profit enterprises, they purchased a number of risky mortgages to encourage home ownership. Now that discipline has been brought to the credit industry the cycle has been broken, so what to do about the housing supply? Updated second quarter Boulder County market conditions As the world begins to open up again to embrace a new normal, the real estate industry reflects pandemicprompted changes relating to professional, BY JENNIFER EGBERT social and cultural norms. The first quarter in 2021 showed a decrease in inventory and an uptick in home prices, as well as emerging top priorities (like home office space or student work areas) that home buyers had when seeking a new residence. Here’s what to expect in quarter two. New listings are on the rise The first week of January 2021 saw 59 new listings, whereas the first week of April boasted 106. Listings slowly rose as winter faded and vaccine availability concerns waned. Only 8 offers this week were withdrawn, compared to 33 at this same time last year. Buyers seeking a permanent residence in Boulder may have felt frustration at the beginning of the year with the limited inventory available and high competition. However, they should remain optimistic. More homes are becoming available as we move toward the summer, causing a decline in competition.

Boulder’s market reflects nationwide issue Across the United States, existing home real estate inventory is down by 52%, yet showings are up by 49.5%, leading to a large deficit between home buyers and homes available to purchase. Experts relate this gap to COVID concerns, financial downturns, and relative uneasiness to make large decisions when public health and the global economy hang in limbo. As Boulder’s market starts to open up in response to decreased restrictions, we can expect to see a lot of the U.S. do the same. Interest rates are creeping back up slowly The pandemic caused a sharp

decline in interest rates over the last year. They fell from approximately 3.7% to 2.6% and are now slowly making their way back up. Now is still a great time for a home loan and those with good credit can still expect great interest rates that average to 3.18%. Construction remains at a standstill New York and Hawaii were the only two states that had any wiggle room with real estate inventory in the past year. Inventory is down by 52% across the country and down 50% in Colorado. This is due, in part, to a lack of new construction. For the past thirteen years, the number of new construction units completed

has been below average. Construction costs remain high with supply chain interruptions, so don’t expect to see many new developments this year. Property values in Boulder steadily increase year-over-year and buyers would be wise to enter into this market as a homeowner rather than a renter. Selling or buying a home with solar In the 1980s, there was a significant 70% Federal tax credit available if you added solar panels to your home. At the time, we saw solar panels BY DUANE on rooftops DUGGAN popping up like crazy. Most of those systems were “financed” by the tax savings afforded to the homeowner. Most of the systems installed during that era were for heating water and space heating using a radiator system. Today, most of the solar panels you see are photovoltaic (PV), which produce electricity for the home or provide power back to the grid. These new systems are expensive, and the tax credits aren’t as large as the good ‘ole days of the 1980s. Most homeowners who add these systems to their homes don’t pay cash for the system and instead, enter into a lease agreement or a loan secured by a deed of trust against the home. Selling or buying a home with a solar panel system lease or loan could introduce a few challenges for a real estate transaction. If the owner of the home paid cash for the system and owns it outright, it can be conveyed just like any other appliance, which is owned free and clear. However, if a solar panel system was financed through a lease or a deed of trust, it really isn’t too difficult to figure out how to deal with it, as long as you know before listing your home for sale and before a contract to purchase has been agreed to and signed. The main challenge comes mid-transaction, when the buyer

and seller realize the effect of the burden of a lease or deed of trust secured by the property – that’s when it can get messy. Selling or buying a home with a solar lease in place Here are options: The home seller should contact the lease holder to determine whether or not the lease is assumable by the new homebuyer and under what terms. Be sure to ask what the criteria is for approving the assumption of the lease and how long the process will take. Knowing this information will help the Realtor® write a contract with acceptable dates and contingencies to protect all the parties involved. When contacting the holder of the lease it would also be good to know what the payoff of the lease is. The home seller should also have this information in the seller’s original lease documents. The seller could choose to pay off the lease and own the system free and clear. Then the seller can decide on their price of the house including a

free and clear solar panel system. The seller should be able to show the buyer a track record of the savings on the electrical bill, thereby adding value in the eyes of the buyer. Selling or buying a home with a solar panel loan secured by a deed of trust Here are options: In most cases, if the solar panel system purchase was made through a loan from the solar company or a third party, it was secured by a deed of trust against the home with the solar panel system. Secured by a deed of trust, means that the loan will typically need to be paid off at the closing table upon the sale of the home. The seller should know or inquire about the payoff amount upon placing their property on the market so there aren’t any last-minute surprises. The seller should also check to see if the loan has any fees if the loan is paid off early. With a free and clear solar system, however, the seller can

The buyer’s first mortgage lender would need to qualify the buyer based on adding the assumed mortgage monthly payment. It is possible, but rare, that the solar energy system was financed by a personal, unsecured loan. If that is the case, the home seller is free to sell without paying off the loan. Nevertheless, the seller is still subject to any terms of the personal loan. Bottom line is that it isn’t a problem to sell a home with a financed solar panel system. The whole process can be seamless as long as the appropriate information has been collected and conveyed to all parties. This enables all parties to make informed and timely decisions. Post-pandemic problem: Still waiting for some home goods Many of us thought when the pandemic (mostly) ended that things would just snap back to normal. (Kind of like we thought we would BY MARY be able to fit LYNN BRUNY into all our clothes. Ha!) Unfortunately, this is not exactly the case. For example: buying home goods. Due to lack of materials and limited production, currently we have to wait for some products. Even though this is a temporary situation, it is rather shocking to us spoiled consumers who expect everything pronto. For instance, toward the end of the pandemic our washing machine door rubber gasket ripped causing a leak when we ran a load. Rather surprising to me, a replacement gasket was not available. I stuck a big old towel under the machine each time we

used it to stop the water from running all over the floor. For some reason my husband often forgot this critical step. Thus I did the laundry so he wouldn’t flood the place. Pretty sure I was outsmarted here. After four long months, the appliance repair business called to say they had finally received the part. I felt like I had won the lottery. Champagne seemed in order.

I feel nothing but pity for folks whose appliances choose now to die. Many new appliances are backordered. To speed things along, I would advise prayers to the saint of new appliances, Saint Kenmore. This may do nothing, but at least you will feel like you are doing something positive. I’m giving our 20-year-old kitchen appliances a little pep talk now and again to encourage them to just keep trucking along. I’m helping them do so by not using them too much, especially the stove. My friend Samantha moved during the pandemic and decided not to take her old living room furniture which, to say it kindly, had lived a full life. Instead she bought new pieces, assuming she could get them delivered within a month or so. It has been so many months without furniture that I’ve lost track. Perhaps she did not pray enough to Saint Pottery of the Barnage. Many furniture manufactures still have these delayed delivery schedules. So keep your old ratty

furniture, folks, until your new stuff arrives. God help homeowners who now want anything made with wood, such as kitchen cabinets. Due to the current lumber shortage, lead times here are also longer. I’m sure smart manufacturers are currently dreaming up even more types of interesting composite materials to use instead of wood. After recently restaining our splitting wood deck (which involved more swearing on my part than at a biker convention at a roadhouse serving two-for-one shots), I’m ready for everything to be made out of low-maintenance composite materials. (I would like to be made out of lowmaintenance composite materials: No cracking! No sagging!) My neighbor Andrea was earnestly opining about how composite materials just don’t have the richness of natural ones. “Richness” is not the word I think of when I get a huge splinter in my foot if I dare walk shoeless on our deck. (My swear jar runneth over.) I suppose the good side of these temporary shortages is they do make us thankful for what we already have in our homes. My husband and I now have a newly finished deck that is great for outdoor dining with family and friends (with footwear on, of course). At least there is no shortage of fun to be had.
