If you’ve skied in the Rockies lately, you may have noticed lift lines are increasingly crowded. The statistics bear this out: the National BY TOM Ski Areas KALINSKI Association RE/MAX of Boulder reports that visits are up 18 percent since 1978, and the Rocky Mountain region alone saw a 54 percent jump in visits. Jostling for your spot on the slopes could be one result of the migration of luxury home buyers. According to Realtor.com’s recent luxury market report, wealthy buyers are exiting metropolises in favor of suburban and more remote living. Indicators point to a generally healthy high-end real estate market in the U.S., as people desire more -- more square footage, more privacy, and more green space. Some market areas, though, are outperforming others. Take Colorado, for example. “Suburbs and secondary markets in Colorado and California saw especially strong growth, which follows the widespread trend of buyers choosing the suburbs over urban life during the pandemic, while big city markets like the San Francisco Bay Area, Los Angeles, Boston and Hawaii saw the largest

luxury home price declines,” says Danielle Hale, Realtor.com’s chief economist. Jefferson County, a suburb of Denver, is the fastest-growing luxury housing market of the fourth quarter with the entry point for luxury reaching $2.97 million, up 81% year over year. Another Denver suburb, Arapahoe County, ranked No. 2 on the list of luxury leaps. The benchmark for a luxury listing hit $2.51 million in the fourth quarter, up 48.6% from the same time the year before. In California, Riverside County took the third ranking, where an annual price increase of 45.8% left the luxury entry point at $2.27 million, reports Realtor.com. Of the 95 areas tracked, fourth quarter price growth occurred in 83 of them, and luxury homes were selling in an average of 120 days, 15 days faster than 2019, according to the report. “After slowing last spring, luxury home sales and prices outside urban city centers mostly rebounded last quarter, although not quite to their pre-pandemic levels,” she said. Luxury listings make up the 5% of homes on the market, and the entry point rose to $3.4 million in the fourth quarter, up 14% from 2019. The online property portal tracks the top 5% most expensive residential listings in 95 counties for its luxury index, and it was suburbs and secondary luxury markets that had the most

prosperous fourth quarter in 2020. But back to long ski lift lines. One cause is the rise in population we have seen as many have taken full advantage of the live-anywhere benefit that sprang from the work-from-home mandate in place for almost a year now. Take Aspen – a bastion of luxury homes. Home sales reached a record high in the third quarter of 2020. And, since 1993, the population has increased 36 percent, according to OutsideOnline.com. •

Millennials are changing the luxury real estate market By Jacqueline Davalos Bloomberg News (TNS) In sharp contrast to the “slacker” stereotype that has defined their generation, millennials aren’t living in parents’ basements. They’re buying multimillion-dollar homes. At 38%, millennials – adults born from 1981 to 1996 – represent the largest share of home buyers in the U.S., according to a survey by the National Association of Realtors released last year. “They’re just as interested in owning a home. They just waited longer to buy their first one,” says Bradley Nelson, chief marketing officer of Sotheby’s International Realty. Breaking from the notion of a “starter home” that older generations embraced, wealthy millennials, Nelson says, are going big. “In the past, people bought a modest property, lived in it until starting a family, and then traded up to a larger property,” he says. “Millennials are finally coming out of the gate, and it’s not

Aspen, Colo., Austin, Texas, and Montecito, Calif., were all prime beneficiaries, Nelson explains. “It’s the difference of choosing where you want to live vs. living where you work,” he says. “Millennials are thinking about their overall lifestyle. It’s propelled these second-tier markets into the top of the interest list.” Total sales volume in Aspen hit a record high of more than

uncommon for the first purchase as a first time homebuyer to be a multimillion-dollar luxury home in the U.S. or internationally.” As a result, millennials are quickly becoming a dominant force in high-end real estate. “Baby boomers are retiring to sunnier locales, while remote work has allowed millennials to ascend the housing ladder in smaller, more affordable cities,” says a new report from Sotheby’s on global

Affordability surprises first-time homebuyers while parental assistance, savings and compromises prove common, survey finds SANTA CLARA, Calif., (PRNewswire) – For first-time homebuyers looking to buy in 2021, a new survey from Realtor.com® indicates that getting finances in order is a critical place to start. Almost half (47%) of those who bought their first home last year – successfully making it through the most competitive market in recent history -- turned to their finances before they did anything else. More than two-thirds of recent buyers were surprised by what they could actually afford According to a survey of 1,000 recent and prospective first-time homebuyers in the U.S., conducted online from Jan. 7 to Jan. 11 by Realtor.com® via HarrisX, more than two-thirds (68%) of shoppers were surprised by what they could actually afford for their first home. Forty-seven percent were surprised because their budget was larger than they thought, and 21% were surprised because it was less. “The dramatic decline of

mortgage rates in 2020 was a pleasant surprise for many buyers,” said Realtor.com Senior Economist George Ratiu. “For first-time buyers, especially, the drop in the 30-year mortgage rate from 3.65 percent in March 2020 to a record-low of 2.65 percent in January has provided unexpected leverage. Lower rates allowed many buyers to stretch and buy more expensive homes while keeping their monthly budget the same.” Compromising on wish list features, or budget, is key To get what they wanted in their first home, many recent buyers had to compromise. Twenty-one percent had to expand their search into less expensive neighborhoods. Twenty percent had to go up in budget to get it all, and 18% had to eliminate some wish list features -- namely a garage, large backyard, finished basement or pool -- to stay in budget. With competition high, getting outbid is to be expected… multiple times

Even with shortened wish lists or expanded budgets, nearly half (49%) of recent first-time homebuyers and more than a third (39%) of prospective first-time homebuyers said they fell in love with a home last year that they were outbid on or later learned they couldn’t afford. It happened more than once too: 20% of recent first-time homebuyers were outbid on at least one home they wanted, and 20% made five or more offers before finally getting a home. “You have to know what you can afford before you head too far down the homebuying road,” said Realtor.com Home and Lifestyle Expert Lexie Holbert. “Putting pen to paper and getting a real sense of your current monthly expenses and what you’re saving each month is a good place to start when thinking about your mortgage. Especially as a first timer, it’s really important to stick to your budget when searching online so you don’t fall in love with something you can’t afford. Using the monthly mortgage

payment filter on Realtor.com can help you be sure you’re only looking at homes within your price range.” Savings, and help, could mean a downpayment is closer than prospective buyers think For the 44% of Americans who’ve been planning to buy but don’t have enough for a down payment, their first home might be closer than they think. Half of recent first-time home buyers were able to save for a home in less than three years, mostly by setting aside a portion of their paycheck each month (50%), cutting out discretionary spending (33%), and saving lump sum money like tax refunds (32%). Plus, help from family could get you there: 52% of Americans who bought their first home in 2020 said they got help with their down payment from friends or family. The number one lender? Moving home could help renters save for a down payment Realtor.com® analysis shows home ownership may be within reach for young people able to channel would-be rent into savings.

It’s fastest to save for a 5% down payment in Chicago followed by Philadelphia, and St. Louis, while it takes the longest amount of time in Los Angeles, San Francisco and San Diego. “Although many members of the millennial and Gen Z generations were forced to move home because they lost their jobs in 2020, others chose to forgo their rental because they had the opportunity to work remotely and preferred to wait out the pandemic with family,” said Realtor.com Chief Economist Danielle Hale. “For those who have been able to channel their would-be rent into savings, the pandemic’s silver lining could be becoming a homeowner sooner than they otherwise would have.” In Chicago, based on the median rent for a one-bedroom apartment of $1,521, it

At the opposite end of the spectrum, in Los Angeles, where the median list price for a home is just under $1 million and the median one-bedroom rent is $2,250, it would take 22 months to save for a 5% down payment of $50,000. In the Denver-AuroraLakewood metro area, The median rent for a 1-bedroom apartment is $1,495. The median listing price for a home is $533,000. It would take 18 months to save $26,650, a 5% down payment for a $533,000 home, the median listing price according to Realtor.com. Home appreciation outpacing capital gains exclusion The 1997 Taxpay Relief Act allowed for a $250,000 capital gains exclusion for a single person and $500,000 for a married couple when BY DUANE a personal DUGGAN residence was Realtor and Author sold. The caveat RE/MAX of Boulder was that the homeowner needed to live in the home for the last two out of five years in order for the exclusion to apply. In 1997, that seemed like a lot of money. In 1997, the average price for a home in Boulder County was about $200,000. Today the average price for a home in the county is $624,000. Within the City of Boulder, the average price is over $1 million. The capital gains exclusion has not been increased in 24 years. When the law was enacted, it meant there would not be a capital gains tax bill for most American homeowners when they sold their homes. That might still be true in some markets, but in Boulder County and especially in the City of Boulder, home price appreciation has outpaced tax relief – and there does not appear to be an increase in tax relief on the horizon. As a result of the huge gap between price appreciation and tax relief, it is now more

income levels from $40,001 to $441,450. Using the above example, if the homeowner applied $100,000 in documented and verifiable capital improvements to the home, the tax basis would increase from $350,000 to $450,000. The total gain would be $250,000, which is equal to the amount excluded for a single person. In this case, no capital gains taxes would be due. Every homeowner should keep a record with receipts and photos of all home improvements to document and verify that the improvements were actually done. When it comes time to sell the home, the homeowner should meet with a tax professional and determine which items actually qualify to add to the tax basis. Some items will be considered as repairs and will not be added to the tax basis. In general, a repair is considered

to be maintenance of an existing item, such as, simple plumbing repairs, replacing a broken window, or putting Freon in an air conditioner. A capital improvement, however, would be something that adds value to the home or extends the life of the home. Examples include adding square footage to the home, replacing all windows, adding a new roof or new furnace. There are other expenses at time of sale that could reduce the tax liability. Those could include brokerage fees, fix-up to sell expenses, and other costs of sale. If you are thinking of selling, and your capital gain is likely to be above the $250,000 and $500,000 limits mentioned above, be sure to consult your Realtor® and a tax professional before signing a contract to sell. Let’s say a single person bought a home for $350,000. When that person decides to sell the home, due to price appreciation, the home sells for $700,000. $250,000 of the gain will be exempt with no taxes due, but the other $100,000 will be taxed at the long-term capital gains tax rate of 15%. The taxes in this example would be $15,000. There are other additions and subtractions to the tax basis, but they are not discussed in this example for the sake of simplicity. Your income can change the capital gains tax rate that applies to you. The 15% rate applies to

Boulder County 2021 Water Year: Dry forecasted By Adrian Card Colorado State University Extension in Boulder County

It seems the old Chinese adage (curse?) of “may you be born interesting times” continues to play on from 2020 into 2021. Atop COVID-19 business pivots from farmers markets and foodservice accounts to increased CSA and online sales, working outdoors in very smokey conditions last summer/ fall, and doing their best to keep farmworkers safe from both, Boulder County farmers are now staring down a 2021 snowpack in the Indian Peaks portion of the South Platte River watershed that varies from 63 to 79% of a 30-year average (NRCS Colorado Snow Survey for Feb. 5). These conditions run parallel to an extreme drought in the watershed above 7500 feet (U.S. Drought Monitor for Feb. 4, 2021; four categories of drought from D1 – moderate, D2 – severe, D3 – extreme, and D4 - exceptional). Ag often deals with multiple challenges but early 2021 is shaping up to be problematic from the perspective of higher temperatures, lower precipitation and low surface water irrigation supply, the deciding factor for profitability for most farms As a positive for snowpack, NOAA’s Climate Prediction Center published a one-month outlook for February 2021, showing a 33% chance of above average precipitation. With most of the snowpack contributions deposited in February and March, this is

welcomed news. Mind you the three-month precipitation outlook, presumably for March and April, shows a 33% chance of below average precipitation. Based on the NOAA data, it looks like our chances for increasing the snowpack are mostly in February. And considering the three-month temperature outlook is about 40% of above normal temperatures, this added factor is not helpful for maintaining snowpack as the irrigation season commences. With extreme drought in the elevations that collect snowpack and deliver runoff into streams, very dry soil will absorb much of the water melted from snow, holding it and preventing

streamflow that would occur if the soil started before snows sufficiently saturated. Remember back to 2012? Our last very impactful drought year? Some irrigation canals (ditches) in the southern part of Boulder County did not carry water. Those north of Hwy 52 struggled to supply farms and ranches. Currently, the Feb. 4 U.S. Drought Monitor shows the plains of Boulder County in a severe drought (D2). The earthen bottom of irrigation ditches must be fully saturated with water before they can effectively carry water to farms and ranches. This happens ideally from spring precipitation and not from surface waters

released into the irrigation ditch. If the irrigation season starts off with a dry ditch bottom, percolation losses during the first calls for water from farmers can subtract a significant amount of the volume of water sent down the ditch. Similarly, parched field soil requires more water early season to fully wet the soil. Another reason in a scarce water year the hardship of not enough water ripples through the system. Most would be surprised how much water it takes to produce a crop. With the unit of acre-feet as the basis (the volume of 12 inches of water over the area of an acre, 43,560 square feet, equal to 325,851 gallons), some field crops can be partially irrigated and use as little as 1-acre foot/acre (corn) to produce a crop, while fully irrigated grass or alfalfa can put 3-acre feet/acre to work producing abundant, high quality hay. Vegetable crops generally cannot be partially irrigated and mixed vegetable farms in Boulder County use on average nearly 2-acre feet per acre. As Boulder County farmers and ranchers are quick to point out, mother nature bats last, and we will have to see if this is another very impactful drought year. When writing a real estate contract too many of us simply check the box deleting the standard exceptions (giving the Buyer “owner’s extended coverage”) then think no more of it until closing. In layman’s terms these relate to parties in possession, unrecorded easements, survey matters, unrecorded mechanics’ liens, unrecorded mineral interests, unpaid taxes, and the ‘gap period’. Valentine’s Day: The holiday I kind of hate, kind of love Like a fair chunk of humanity, I’ve never been a huge fan of Valentine’s Day. It’s not like I had some traumatizing experience in BY MARY high school on LYNN BRUNY Valentine’s Day At Home Colorado or I have been generally unlucky in love. No, I just think it’s kind of dumb. Why do we need Valentine’s Day? If you are a couple, you have an anniversary. We also have birthdays and winter holidays to give presents to show affection. I know there is a historical origin to the holiday, but this doesn’t explain why now on Valentine’s Day at 5:30 p.m. one sees hordes of panicked teenaged to

(Photo: Shutterstock). 30-year-old men at grocery stores scrambling to buy wilted red roses or whatever heart-themed crud is left on the shelves, usually garish pink and red teddy bears embroidered with “I wuv you.” So cringe-y. I guess it’s not the love part of the holiday I have trouble with so much as its over-the-top couplefocused retail aspect. From its humble origins, Valentine’s Day (like Presidents’ and Memorial Days) has been hijacked by marketers who pressure couples (more so the poor men) into proving the level of their love and commitment via extravagant purchases. Singles – many content with being so – are made to feel somehow deficient since they are not part of this collective love fest. Worst, those currently experiencing heartbreak are slung yet another painful arrow through

their already hurting hearts. How many of them, like Bridgette Jones (in that classic scene), are crying while listening to “All By Myself” on continuous loop? All that being said, there are several things about Valentine’s Day I really do like. The first is SweetHearts™ candy, those chalky hearts with silly phrases people either love or think taste like old antacids. They combine two of my favorite things: candy and quippy phrases. I also like giving and getting cards with sweet sentiments. Really, that’s nice any day of the year. And despite my kvetching about stupid purchases, this year we are truly helping our communities when we buy gifts, food and services from our local businesses. In that spirit, even this Valentine’s Day curmudgeon wouldn’t turn down that thingie I want from my favorite store if my husband

happened to buy it. (Hint, hint.) But in terms of Valentine’s celebrations, the city of Loveland rocks it. First of all, what a great town name, right? (So much better than Hateland.) My late father-in-law of Fort Collins used to annually mail Valentine’s Day cards through Loveland to get their postmark, a lovely tradition the town has carried on for 75 years. Quit a feat. Then there are my personal favorites, the red message Hearts Around Downtown the city puts all over. These are so flipping adorable and fun to read. Perhaps best of all, Loveland has turned Valentine’s into a fun festival for everybody with events, entertainment, art installations and of course, since we are in Colorado, a special craft beer (and wine and coffee). This is a Valentine’s Day celebration I can embrace (if I could embrace). Of course, it’s different this year with COVID (what isn’t?), but there’s still fun to be had. So much nicer of a way to spend the day then fighting over the last deranged looking teddy bear at King Soopers. But if you are there you might as well pick up a few boxes of SweetHearts™.
