Housing prices continue historic rise, setting new record By Zach Wichter Bankrate.com (TNS) Housing prices have continued to surge during the pandemic at a rapid pace, with one index showing a record jump in recent months. The Federal Housing Finance Agency’s quarterly housing price index rose 3.1 percent in the third quarter over Quarter Two 2020, the largest gain since that data has been collected starting in 1991, according to Lynn Fisher, deputy director of FHFA’s division of research and statistics. The index also showed a 7.8 percent increase in prices over the third quarter of 2019. Meanwhile, the monthly S&P Corelogic Case-Shiller Index analysis showed a 7 percent gain in average home prices in all nine
U.S. census divisions in September, compared with a 5.8 percent rise in August. “Record low mortgage rates, the geographic flexibility of workfrom-home, and demand that far exceeds the limited supply of homes available for sale continue to push home prices higher,” said Greg McBride, Bankrate’s chief financial analyst. Since the start of the pandemic, real estate has remained a rare bright spot in an otherwise dark economic picture. Lockdowns and working from home trends coupled with historically low mortgage interest rates prompted many people to move, especially out of cities and into suburbs in search of more space. “Housing experienced a v-shaped recovery that helped
boost the overall US economic recovery during the summer and early fall,” Fisher said in a video released by FHFA. “While a great deal of uncertainty remains, we expect housing markets to remain tight, putting upward pressure on home prices in the near term.” It’s likely that mortgage rates will begin climbing in the coming months, though they’ll still remain low compared to historical trends. Even so, housing stock is expected to remain limited, so home prices are unlikely to fall off significantly. The trend doesn’t just benefit homeowners looking to sell, either. Higher home prices means more equity for all homeowners. If you own your house and want to stay put, now is a great time to consider tapping that equity for some improvement projects or other investments.
Mortgage rates hit another record low, despite optimistic economic signs By Jeff Ostrowski Bankrate.com (TNS) Mortgage rates fell this week, reaching another record low, according to a Bankrate survey released Tuesday. The average cost of a 30-year fixed-rate mortgage fell to 3.01 percent from last week’s 3.03 percent in Bankrate’s national survey of lenders. The 15-year fixed also set a new record, falling to 2.44 percent. Bankrate includes origination points and other fees in its figure. The 30-year fixedrate loans in this week’s survey included an average total of 0.32 discount and origination points. Mortgage rates fell steadily since the coronavirus recession began earlier this year, propping
up a surprisingly strong housing market. However, rates had ticked up a bit this month as stocks soared on optimism about the presidential election, potential vaccines for the coronavirus and an improving labor market. The drop in mortgage rates reflects mixed signals from the economy. An autumn spike in coronavirus cases undermined hopeful signs that a COVID-19 vaccine soon will be available, and the economic recovery so far has been uneven and incomplete. Yet stocks rose to new records Tuesday. “Vaccine optimism is offset by virus case reality,” says economist Joel Naroff. Mortgage experts polled by Bankrate expect rates to remain
the same in the coming week. Nearly two-thirds rates to stay the same. The 10-year Treasury yield, a key indicator for mortgage rates, rose to its highest level in months, flirted with 1 percent earlier in the month but had dipped as of Tuesday. “The 10-year is trading at .877 percent, which is virtually unchanged from last week. As the White House transitions the new administration will take shape and so far the market likes what it is seeing. Coronavirus will continue to lead the news as cases skyrocket and the country locks down a little more,” said Mitch Ohlbaum, a mortgage banker with Macoy Capital Partners, Los Angeles.

Unwanted houseguests: Mice and squirrels It’s that special time of year. It’s the time of year when temperatures drop and snow falls. It’s the time of year to snuggle up in front of the BY MARY fireplace (if LYNN BRUNY you’re lucky) with some hot tea and a good book (okay, Netflix). It’s the time of year to watch a field mouse scamper across your floor. Wait, what? Yes, just as you seek the shelter of your toasty abode, so do the local little critters. We all love living in Colorado because we love nature. But unfortunately, that nature sometimes wants to join us indoors. Small varmints seem to especially like older homes with their cracks and crevices – the types of homes in which my family likes to live. Currently I see mouse droppings outside by our coal chute that tells me field mice are trying to get inside. (In case you don’t
know what a coal chute is, it’s a little door about a foot square at ground level outside of old houses where folks used to have coal delivered for heating.) Mice used to wedge through the door’s gaps and scootch into our basement until we tightly sealed the chute with weather stripping. But I think decades of generations of mice using this chute like a revolving door has ingrained it hereditarily into their teeny brains, and even after our six years here they still can’t believe they can’t get in it anymore. I imagine these irritated mice in late fall stamping their cute little feet in frustration, super perturbed they can’t shimmy in through the door cracks. (Historic easement rights get nullified when you poop on floors.)
When we first moved into this house there also were squirrels in the attic. It’s a lovely thing when you’re tucked in bed all snug on a cold winter’s night and you hear scratching and skittery fighting above your head. Soooo relaxing. We found the little hole under an eve where these fuzz faces were squeezing into the attic and patched it up, and relocated our uninvited houseguests to a lovely tree-filled spot in open space. Unfortunately, another intruder did not fair as well. During remodeling, we opened up a wall and found an electrocuted and petrified squirrel that must have been there for decades. He died chewing on a now defunct electrical wire (a common cause of squirrel demise), thus I dubbed him “Sparky” before we gave him a proper sendoff. In the first old house we lived in when our boys were small we had no idea we had a varmint issue. One day our oldest son, then about six, told me to come to the upstairs playroom and see his buddy Bob the squirrel, who I assumed was a Beanie Baby. He
told me Bob was eating raisins and getting them all over the place, making such a mess. Messy Bob! Turned out Bob was not a Beanie Baby. Turned out Bob was a real squirrel that got in through a loose cable wall plate. And Bob certainly wasn’t eating raisons; he was crazily running around and pooping all over the place. Meanwhile our boys were gleefully watching him, jumping up and down on the couch while screaming with delight. They were a bit upset when we relocated Bob (again, to open space). I’m not sure how spoiled suburban Bob faired in the great outdoors. We can only hope for the best. Presently we are mouse-less and squirrel-less in our home. It’s blessedly quiet. But give it time. How to sell your home during the 2020 holidays
In an average year, the period from November through January presents special challenges for selling your home. Real estate transactions are considered to be an essential activity in Boulder County and can continue during level red as long as COVID-19 requirements are followed.

Let’s get the pandemic-oriented challenges out of the way first. According to the Colorado Association of Realtors, while open houses are not allowed during the level red classification, individual real estate showings are permissible as long as CDC and CDPHE guidelines are followed. Requirements include following social distancing parameters and cleaning between showings. It is a dynamic situation, so check with your Realtor for the latest updates. For initial viewings, virtual tours can take the place of open houses with 360-degree virtual tours. Less is more when it comes to decorating, but a few touches like a bowl of pinecones, an evergreen wreath, or a pot of cider simmering on the stove can create a warm and festive feeling in your home. Hire a real estate agent who will be available. Your agent needs to provide needed on-the-ground support during Christmas or New Year. Find an agent who will be available throughout the season and who is knowledgeable about the requirements of showing homes during mandated requirements during the pandemic. This will ease stress and give you more time to enjoy the season. Target motivated buyers. Work with your agent to find buyers who are house hunting during the holidays due to a pressing deadline. This could be people relocating for jobs,
investors, or college students and staff. In Boulder County’s competitive housing market, some home shoppers are strategically taking advantage of the reduced number of active buyers. Boost curb-appeal. Bare trees mean your home’s exterior is more exposed. Make the most of your home’s appeal with exterior paint touch-ups, clean gutters and an impeccable yard. Remember to keep buyers safe with stairs and walkways free of snow and ice. Make a video tour. Buyers will be more likely to shop online due to COVID-19 precautions, as well as inclement weather and busy holiday schedules. Hire a pro to shoot a high-quality video tour and post it online to attract house hunters. Many out-of-town buyers are looking at these tours. Make sure your décor is inviting, warm and neutral. Encourage shoppers to spend more time in your home and admire its best features. Crank up
Follow COVID-19 pandemic requirements for showings. Talk to your real estate agent to establish a hygienic showing protocol that follows the current requirements mandated by the state and county. Showings will be by appointment only with a limit to the number of people allowed per showing. You and potential homebuyers will certify (or sign) a form with questions about your exposure to COVID-19, for example, asking if you have traveled abroad, if have you been sick, etc. During the showing there is no handshaking and people must stay six feet apart. Potential homebuyers may also be required to use hand sanitizer when they arrive and leave, and to remove shoes or wear booties and masks before entering. Removing shoes not only reduces dirt coming in, but potentially germs. Homebuyers will be asked to avoid touching surfaces and view the home quickly. After showings, surfaces in your home should be wiped down. What happens to your second mortgage when you refinance the first mortgage Refinancing has the potential to be a smart move that can save you thousands over the term of the loan. If you have a second mortgage and you’re BY MICHAELA thinking about PHILLIPS refinancing the Guaranteed Rate, Inc. first one, it’s helpful to have an understanding of the process so you know what to expect. Here, I share more about what happens to the second mortgage when you refinance the first mortgage to help you determine if this is the right decision for you. The Process of Resubordination In order to refinance your first mortgage, you’ll need to have the lender of the second mortgage agree to resubordination (sometimes referred to as subordination). Resubordination means that the second mortgage

will stay in the second position to be repaid, even after refinancing the first mortgage. Without agreeing to resubordination, the second mortgage would become first in line to be paid off once the first mortgage is refinanced--something that the refinancing lender cannot allow. Resubordination of the second mortgage is a must because
if the home were to be foreclosed upon, the primary mortgage would be paid off before any funds were directed toward the subordinate loan. Fortunately, most lenders of a home equity loan or equity line of credit will readily agree to resubordination. Although the equity lender isn’t required to agree
to resubordination, they’ll almost always grant this permission if the property value is rising and the combined loan-to-value ratio is low enough. You’ll just want to avoid appearing too risky to the lender of the second mortgage. You can improve your chances of approval by maintaining a fixed-rate mortgage refinance instead of taking on an adjustable rate loan. In most cases, you’ll simply need to pay a fee between $200 and $500 and provide your income information and a copy of the appraisal to the lender of the second mortgage. Expect the process to take a couple of weeks, and have all the documentation on hand for a smooth procedure. I started my career by working with elderly farmers who were too old to continue working, many who were second or third generation owners of their land, some descendants of the original homesteaders. They were a special generation of people that made up the rural history of Boulder County. Over the years, I bonded with these people and they with me. They were very similar to my grandparents in Canada who owned a dairy farm in Alberta. They made me feel like I had

family close by. Some farmers I worked with needed money to survive the rising costs of owning and operating a farm in Boulder County. I helped many of these farmers ease their financial burdens by negotiating conservation easements on their properties. But others had to outright sell their farms. Some of these sold properties were bought by other farmers, but mostly they were acquired by city folks wanting to experience life in the country. But back then there were far less city folks competing for country properties than there are now. But by far the biggest competitor that has affected the rural market is Boulder County Open Space. They have completely changed the landscape of rural Boulder County with their ongoing purchases, and I’ve found most locals are completely unaware of this. Boulder County has deep pockets and can easily and usually does outbid regular buyers. Boulder County spends taxpayers’ money to pluck the most prime pieces of land, driving
up values in the process and removing more properties from the marketplace. Currently they own somewhere between half and two-thirds of all rural Boulder County land. And of course, it’s not like we can make more land. Between buying up land and imposing tough building regulations (stricter than in the City of Boulder), it seems Boulder County does not want families taking up residence on rural properties. This is truly sad, as some of our most wonderful farmland is not being utilized and our small farm and ranch heritage is being lost. Thus, after decades of homestead properties being bought by Boulder County, there are simply way fewer properties left, and this number will only continue to get smaller and smaller as time goes on. Add to this fact that privately owned rural properties do not change hands as often as urban ones and you can see why there are so few rural properties for sale at any given time. Additionally, while there is less inventory every year, there is
an ever increasing amount of city folks competing to purchase them. One can appreciate why rural buyers have to make some concessions from their idyllic visions when looking at properties. They need to consider what changes can be made to improve not-currently-perfect properties that are in a good location (the most important factor when buying). Boulder County Land Use has succeeded in intimidating future landowners but the process to make improvements is actually quite doable. There are strict rules one needs to navigate within those, but an experienced rural broker can help you understand these. Unfortunately, we can’t make any more land but we can improve current properties. A special holiday gift for first-time home buyers If you’re searching for an enduring gift for your loved ones, which will be treasured for a lifetime, during an especially challenging BY DUANE year, you can DUGGAN consider giving Realtor and Author up to $15,000 in cash or assets RE/MAX of Boulder to another person without having to worry about the federal gift tax. You’re allowed to make multiple $15,000 gifts to as many different people as you would like. For gifts of this size, one idea is to help the recipient buy their first home through the Colorado First-Time Homebuyer Savings Account (FHSA). This plan is similar to a 529 college savings accounts, but for homebuying. Any Coloradan can set up a savings account to be used towards the down payment and costs associated with closing for a first-time home. For most first-time home buyers, the lack of a down payment is a key challenge to affording a home. The FHSA, which was approved by Colorado State Legislature (House Bill 16-1467) and became available in 2017, is a great way to solve that issue. Moreover, in a housing market where interest rates are at an historic low, this is a great way to speed up a homebuyer’s ability to purchase their first home. What is the benefit of setting up the FHSA? Setting up this account allows a first-time homebuyer’s down payment to grow free of any Colorado taxes on gains in the account. This is a nice benefit, but the true benefit for a first-time buyer is creating an automatic system for monthly contributions to ensure that their savings grow. Not only could this be a unique and lasting gift for you to give during holidays, it could also be a wonderful alternative as a wedding gift. Instead of purchasing a happy couple a set of china that is rarely used, why not give them a memorable gift towards a down payment for their December 4-5, 2020

first home? When a baby arrives, proud parents, grandparents, or friends and relatives can even set up a FSHA account for the newborn child to have as an early start on saving for a home. How much can be contributed to a FHSA? First-time buyers can contribute a total of $50,000 in principal. The account can grow to a peak of $150,000 free of Colorado taxes. There is an annual contribution cap of $14,000 for a single person or $28,000 for a married couple filing jointly. Best of all, there is no time limit for how long the account can stay open. What is allowable to be paid from the FHSA? The down payment first and foremost. However, funds from this account can also be applied to anything included on the settlement statement such as closing costs, inspections, and lender fees. To qualify for an FHSA, how is a first-time homebuyer defined? Clearly, this is someone who has never owned a home. A home could be a single-family home, townhouse, condo, co-op, or mobile home, but it does not include land or commercial property. However, there are exceptions! If someone was married, owned a home, and is now divorced for three or more years, that person still qualifies. If that person was fortunate enough
to inherit a home, that person can still qualify, but will likely not need to save for a down payment. Finally, another way to qualify is that person can buy a home with someone else who has owned a home, just as long as that person has not owned a home before. How do you, or the first-time homebuyer, set up the FHSA? Almost any kind of account you can set up at a financial institution can be in a FHSA. Examples are savings accounts, money market account, CDs, stocks, bonds, mutual funds, and even insurance. If you are just getting started, you can open a new account, or you can designate one of the first-time homebuyer’s existing accounts as an FHSA. You or the first-time homebuyer will want to speak with their financial advisor or banking specialist to help them take the first step. When the first-time buyer files state income taxes, there will be a form to send with the return. If their taxes are completed by a tax accountant or someone else, they will want to remind them of this important financial account and the proper paperwork. What does the homebuyer do once the home is purchased and the funds are used? Congratulations to the first-time homebuyer! There will be a form to complete and send to the State of Colorado showing that the funds were used toward “eligible” costs.
Does the homebuyer have to use a particular home loan program in conjunction with the FHSA? No, the homebuyer can use any FHA, CHFA, VA, or conventional mortgage loan program. In fact, there are loan programs aimed at first-time buyers. For example, with an FHA home loan the homebuyer can get in with 3-½ percent down payment. Why not create a plan for monthly contributions to the FHSA based on saving up that 3-½ percent down payment by a certain time? Before the homebuyer knows it, they will have saved up enough to buy a home. The first-time homebuyer should be sure to consult a financial planner, accountant, mortgage loan officer, and Realtor® to create a plan that is just right for their situation. 2013 brought a calamitous flood, certainly. For many areas it was a one-in-fivehundred-year event. For others it may have been bigger. Tips for less moving stress By Cathy Hobbs Tribune News Service With a new year approaching, many may desire a transition. Moving is often high on the list, and one of the more stressful events for individuals and families. If you are looking to move during this time, there are some key tips to keep in mind. 1.
Schedule your move at least one month in advance. Many movers are booked several months in advance, especially during this time.

Avoid peak seasons like fall and spring. Many movers charge a premium during certain periods of the year.

Bigger isn’t always better. Large companies have multiple crews, and your experience may depend on the movers assigned to your move that day. With a smaller company you may likely deal directly with the owner, or at least get a more personal touch.

A beautifully blue Christmas By Katie Laughridge Tribune News Service / TNS “Blue Christmas” might not be the most uplifting holiday song, but our Blue Christmas room is certainly one beautiful display. Blue and white is one of my absolute favorite color combinations year-round, so we always have a stunning selection of chinoiserie. While not a classic Christmas palette like pine green and poinsettia red, blue is often used to represent winter, so I like to think it fits in just right for Christmas and is a frosty, magical approach to the season. Add in some soft gold and champagne shimmer and the combo is a fresh, timeless pairing. Our rich and vibrant Twilight Room was the perfect spot to highlight the dreamy look. We like to keep our furniture in this room light and warm to offset the cool tones of the navy walls, and it is the perfect mix for the display. The lavish velvet ribbons and touches of
gold give a luxurious and elegant feel from the tree, to the mantel, and the foliage atop the ottoman. A few of my favorite elements are the unexpected, mirrored stars and the frosted blue Christmas tree figurines. Both accents reflect the surrounding holiday lights and send it bouncing from display to display. These are also items that can be used in many different areas of a home to tie together a cohesive look. I have loved searching for chinoiserie touches for the holiday season while shopping at market. We are big fans of chinoiserie, from ginger jars to pagoda figurines and pet bowls. I wanted to bring in a selection of chinoiserie ornaments to finish the year with the cutest blue and white yet. Adapted from nellhills.com.
