Coronavirus and mortgage rates… To lock or not? That is the question! The odds that mortgage interest rates might go down because of the coronavirus crisis are pretty high. Yet rates are already at an historic low, BY DUANE so how low can DUGGAN they go? Over Realtor and Author the last several RE/MAX of Boulder years we have enjoyed record-low mortgage rates that have been predominantly stable. During stable periods, the question as to whether to lock the interest rate while under contract on a home is not as critical as when there are times of rising or falling interest rates. In recent months, there has been downward pressure on rates, making the question of locking the interest rate a more relevant conversation. To lock or not to lock, that is the buyer’s choice. However, buyers need to understand that this requires a commitment from both themselves and the mortgage lender to close at the agreed upon interest rate. The scenario goes like this. One day you write a contract on a home knowing you can afford it at a certain interest rate. Then while you are waiting to close, the interest rate increases, and you can no longer afford the monthly payment. Locking the interest rate with the lender would have prevented this unfortunate circumstance. First of all, what is a “lock”? A rate lock is a commitment from a lender to fix your interest rate between time of contract and closing, even if rates go up. It is important to remember that a “lock is a lock.” It is also a commitment from the buyer to close on the terms of the lock. Even if interest rates go down, you are locked in and committed to close as agreed upon. The mortgage lender might suggest that the buyer should “float” rather than lock. This means that in the lender’s opinion, there could be an event in the next few days or weeks that may cause rates to go lower. Then you could make a decision to lock at a later time instead.

Over my 40-year career, I have found that in general, interest rates tend to go down slowly, but rise quickly. I can remember in the 1980s, almost every day I went into work, the interest rate pushed higher, soaring to 16% for mortgages. With that experience in mind, it is usually best to lock in a rate if the general trend is upwards. There is a greater chance of rates going up 1% in a day than going down 1% in a day. If you’re happy with the interest rate the day you write a contract on a home, lock it in so you and all the others involved in the transaction can sleep at night. Market conditions dictate the type and pricing of rate locks that lenders may offer. Sometimes a 30-day or even a 60-day rate lock might be “free.” Extended locks usually come with a price tag. Make sure you communicate with your lender to make sure you have a full understanding of how it works. It would also be good to ask the lender what happens if there is a delay in closing. There might be a possibility to extend the lock, but lock extensions usually involve a fee. All interest rate locks have a
deadline. Knowing the deadline helps structure a contract with dates for conditions and final closing to happen before the lock expires with a closing date that falls within the deadline. In some market conditions, lenders have even been known to offer “lock and shop.” This is a situation where the lender will lock in your loan rate even before writing a contract. Locks can also be a major consideration in new construction. If you have a dirt start on a home, that could mean you may not be closing for six to eight months. It is hard to say what could happen to interest rates in that timeframe. Most builder contracts say that you will close on the home at whatever the market rate of interest is. In order to protect yourself, it would be a good idea to check with the lender to see what the expense of a long-term lock would be. Market conditions will dictate pricing for long-term locks. An alternative could be to “float” with the interest rate market. Instead of paying the lock fee in advance, you could save that money to buy the rate down at time of closing. Of course, market conditions will dictate whether or not this turns out to be a good idea. To lock or not? Hopefully, this information will help you make that decision. Be sure to consult your mortgage lender and any other advisors in order to make an informed decision based on current market conditions. Spring brings new things A crocus is trying to bloom in a friend’s yard, despite frigid days and snow squalls. She’s enchanted by the little plant’s effort and, like any BY CAROL gardener at this O’MEARA time of year, Colorado State is watching its University Extension progress with excitement. She’s not alone in her countdown to spring; many gardeners are pouncing on the slightest signs of green. We haven’t broken out pompoms and megaphones to strut and cheer on the flowers we see quite yet – that would just rile up the neighborhood dogs and cause our community to contemplate tranquilizer darts. But the temptation to encourage our gardens to awaken is like an itch under the skin. Spring is nearing, and gardeners are getting ready. Our community

has many approaches to growing and caring for the land, with no two gardens looking alike. Some are tiny, pocket-sized oases of green while others are large enough to be farms. To meet the needs of as many growing systems as possible, we’re bringing changes to this column space by expanding the voices contributing their knowledge and wisdom to our community. It’s best to purchase a premixed ration that is formulated for your bird’s age. Initially, you’ll want a chick starter formulation that has higher protein and the correct calcium amount to get your birds off to a good start. As your chicks get older, you’ll want to change to a layer mix and provide them with a free choice calcium and grit supplement. You can give your hens some scratch feed and vegetable scraps, but you will want to limit the amount so that they will get a balanced diet. They also need a good supply of clean water. Keeping both the feeder and the waterer clean and sanitized will keep your birds healthy. Hens produce an egg approximately every 26 hours starting at the age of four to six months. It’s best to collect eggs at least twice a day. Egg production is affected by daylight so in the winter, egg production decreases. Hens will be at their maximum egg production for about three years, after that their production will slowly decrease. They can live for an average of six years so you will need to decide whether you
want to keep birds that are not producing. To keep your family safe and the hens healthy, you must wash your hands before and after collecting eggs and handling birds. It is also a good idea to have a separate set of at least shoes that you wear only when you are dealing with your birds. Separate pants and shirt are even better. Keep the coop and run clean. You’ll also want to identify a veterinarian that is willing to treat your birds should they become ill. Allowing your birds to leave the run and free range can help with yard and garden insect management. However, allowing your birds to free range when you are not home can encourage predators. Remember to not just protect your birds from the land roaming predators such as foxes and coyotes but also hawks. Baby chicks arrive at area stores By Sharon Bokan Colorado State University Extension – Boulder County You heard the cheeping when you walked into Murdoch’s, Jax or Tractor Supply and you made the side visit to see the chicks. Now you are thinking about keeping a few chickens so you can have fresh eggs. Unless you have raised chickens before, you need to know what you are getting yourself into before you purchase any chicks. If you live in town, check with your municipality to see if you need a permit or license, how many birds you can have and set-backs for the coop and run. Raising chickens is a full-time commitment. If your family likes to travel or be gone a lot, keeping chickens is probably not for you. While they don’t need to be walked like a dog, they still need daily attention and care. Before you bring them home, you need to have a brooder and a coop set-up. The brooder is where you’ll keep the chicks until they are old enough to be in the coop. The brooder can 4

be as simple as a cardboard box or a large storage bin with 18” tall sides and 1/2 square feet per chick. You’ll need bedding, food and water dispensers and a heat lamp. Initially, chicks need to be kept warmer than room temperature (90 to 95 degrees). Be careful how the brooder is set-up so that the heat lamp doesn’t cause a fire. If you decide you want to skip this step and get birds that are already laying, 4-H and Future Farmers of America (FFA) members sell some of their birds at the local county fairs.

How to buy a house despite student debt
Many young would-be homebuyers are strapped with student loan debt that makes buying a house even harder. But changes made by federal BY TOM mortgage lender KALINSKI Fannie Mae RE/MAX of Boulder make it easier for student loan borrowers to get a mortgage. And mortgage experts say if you are consistent with
making your loan payments and the amount of your payment is a good fit with your income, student loan debt doesn’t have to be a barrier to buying a home. Stark statistics confirm these changes are needed. Nationwide homeownership for ages 24 to 32 fell from 45 to 36 percent between 2005 and 2014, reports the Federal Reserve. Increased student loan debt is linked to this age group’s homeownership rate dropping by two percentage points – resulting in over 400,000 young adults in
the U.S. who didn’t own a home in 2014 because of the rise in debt. To help student loan borrowers, in 2017 Fannie Mae added three flexible payment solutions for future and current homeowners. With these changes, lenders can consider lower, flexible payments; homeowners can pay down student debt with a mortgage refinance; and borrowers can exclude non-mortgage debt paid by others. “We understand the significant role that a monthly student loan payment plays in a potential home buyer’s consideration to take on a mortgage, and we want to be a part of the solution,” said Jonathan Lawless, vice president of customer solutions, Fannie Mae. More help comes from mortgage experts who have strategies for student loan holders to get into a better position to buy a home. Experts say student loan debt holders should pay attention to two key metrics to increase their likelihood of mortgage qualification. One, borrowers need to consistently make debt payments on time – whether student loan, credit card, or other types of debt payments. A good payment history can help your credit score, while getting behind on your monthly bills will cause your credit score to drop. Even though student loan plans offer the option to defer payments, experts say it’s better to steer clear of this path if you are working toward buying a home. Deferring payments can make it difficult to get loan approval. And if you are approved for a home loan, the interest rate may be higher.
And two, manage the amount of your monthly student loan payment compared to income. This is factored into debt-toincome ratio, which is used to determine your ability to keep up with mortgage payments. One tactic some would-be homebuyers use is to lower their monthly student loan payment by extending their repayment plan over a longer period time, or choosing a plan based on a percentage of income. If you choose to make these changes to your student loan payment, do it at least a year before applying for a mortgage. Another option for managing debt-to-income ratio is to boost your income with a promotion or second job. Even with these challenges, millennials are making progress. In September 2019, millennials accounted for 46 percent of all mortgage originations – a 43 percent increase from a year ago. This group is expected to dominate the market again next year. Millennials are expected to make more than 50 percent of all home purchases in 2020, according to Realtor.com. A: When you enter a purchase contract, you should always have a thorough inspection of the home you are going to buy. Depending on the terms of your agreement, your seller may have
the option to fix the problem, give you the funds to fix things at closing, or decline and allow you to cancel the deal. For most issues, I recommend taking a credit against the

purchase price and fixing it yourself. When we bought our home, our seller insisted on fixing the few problems that we identified, and they did a great job – real pride of ownership – but people like that are rare in my experience. Typically, they will fix the issues for as little cost as possible. If the seller does insist on fixing the problem, as might be their right, you should have the repairs thoroughly inspected before the closing and make sure that any warranty will transfer to you. Unless you can show that your seller hid something from you, such as a leaking floor that was not disclosed, you will have a hard time holding them responsible. You should check to see if the repairs had a warranty and if it is transferrable to you. If you cannot find it, reach out to the seller and contractor for information. If none of this works, and there
were no hidden defects, you may need to make the repairs yourself. I have also found that when things like this start to happen, it is better to get your home back in good shape sooner than later. Questions for your home inspector When you are purchasing a home the final inspection before the sale closes is one of the most important steps in the process. It is important to learn as much as you can about the home’s condition and what problems, if any, may arise in the future. Doing this means knowing the right questions to ask the inspector. How bad is it - really? Most home inspectors are even keeled, emotionally speaking. They’re not alarmists that blow little things up into big ones, nor do they try to play down the importance of things. They’re all about the facts. However, at times, that directness makes it hard for you, the home’s buyer, to understand what’s a big deal and what isn’t, March 6-7, 2020
whether to move forward with the deal, whether to renegotiate and what to plan ahead for. Can you recommend someone to investigate these issues further? Many homeowners only go by what the inspector says and do not look into possible problems more thoroughly. Inspectors are knowledgeable in many subjects but are often not experts. For example, if there is a problem with the heating, electrical or another major system, an expert in that field should be brought in to evaluate things further. What should be addressed first? Buyers need to know that no home is without some issues, even new homes. Ask your inspector to prioritize any repairs or concerns. For example: What needs to be fixed now and what can be fixed later? This way, the results of the home inspection are in perspective. Focus on the big-ticket items in the request for repairs and ask your agent for affordable contractor referrals to do the rest. What would you do if you were buying this house? Ask your
inspector what they would fix first if they were buying the home. Typically, there’s a punch list of minor repair items that come up in an inspection, especially in older homes. This way, you can prioritize the list of repairs and have a better idea of what is a serious issue that should be addressed now versus something that can be taken care of down the road. What else might go wrong? During the inspection, issues will be identified, and repairs suggested. Prior to deciding when something should be repaired and who should repair it, it is important to consider a few things: How serious is the issue, is there a potential of finding more during the repair and is this something I would want the seller repairing from a quality of work perspective? Inspectors can provide some insight and then you may want to consult other trade professionals. Are any of these issues normal wear and tear? Inexperienced or first-time homebuyers may panic when they see a long home inspection list of issues.
An inspection report can be intimidating. Ask what items really need to be addressed right away. Find out which problems are typical or normal wear and tear, and which ones are problematic. What warranties will be transferred? Be sure to ask about the costliest repairs and prioritize what needs to be repaired by the seller and a timeframe to complete. Request warranties for any roof repairs/replacement and/ or any new appliances including HVAC and water heaters. Most importantly, get everything in writing. You may have other questions of your own for an inspector, but these are a good place to start. Most of these questions should apply to any property. However, your realtor should also be able to suggest some property specific questions for your inspector. How can I clean the air in my home? By Diana Crandall Angie’s List Whether you live in an expansive estate or a cozy cottage, there are proactive ways to ensure the air in your home stays healthy year-round. Here’s a look at how to recognize and address common indoor air pollutants. Tackle mold head-on A leaky window, a drip beneath the sink or a humid climate can all trigger a mold problem in your house, according to the Environmental Protection Agency (EPA). It’s common for people to have an allergic reaction to mold, and it can also harm your pets. If you want clean air, you’ll need a pro’s help to clear out the mold – and fix the water problems – so the harmful fungus can’t come back. Install a carbon monoxide detector Carbon monoxide is a colorless, odorless gas that can poison the air in your home. Because it’s deadly in high concentrations, it’s important to install a carbon

monoxide detector _ particularly if you have gas-powered appliances. If you already have one, test it regularly to make sure it’s in good working order. If the alarm sounds, it means improper ventilation or a leak has created a build-up of carbon monoxide in your house. Remove people and pets from your property immediately, then call local authorities for next steps.
Test for radon gas Radon gas is another toxic gas commonly found in the home. Radon is part of the Earth’s crust, and it leaks into our homes from soil, rocks and water. One in 15 homes has detectable levels of radon in it, according to the American Lung Association, and radon is a leading cause of lung cancer. If you aren’t sure about the levels in your house, you can buy a testing kit or detection system. If you find radon in the air, the EPA recommends calling a radon mitigation pro to solve the problem.

Avoid smoking inside When someone smokes a tobacco product inside your house, they release thousands of cancer-causing chemicals into the air, according to the EPA. The EPA notes that ventilation can help a little with clearing things out, but turning on a fan or opening a door doesn’t eliminate secondhand
Open doors and windows It’s important to let fresh air into your house on a regular basis to keep the air quality up, according to the EPA. Stop pollutant buildups before they start by cranking open a window or propping the door open for a few minutes a day. This can help lower levels of moisture, gas, dust and foul odors in your house. If you live in an area with climate-related air issues, like smog or smoke from wildfires, talk to your local health department about how to make sure the air in your home is clean. Junk drawers charging into the future By Lori Borgman Tribune News Service Competition for space in kitchen drawers is fierce these days. That beloved staple, the junk drawer, may soon be crowded out by something called a charging drawer, an empty drawer wired with ports at the back to charge cell phones, iPads, ear buds and assorted electronics. You can charge a phone in any room in the house, but the only place you can find a 6-year-old lemon-flavored throat lozenge so old it is stuck to the wrapper is in the catchall drawer. Ditto for hair ties. Sure, you might find some in a bathroom drawer, but the ones with hair still knotted in them will be in the junk drawer. That's also where you'll find felt tip markers without lids, ballpoint pens out of ink, dull scissors and pencils with broken leads. Junk drawers are not just depositories for random things you throw in on the fly, they are family history. Journalists without scruples have sometimes rifled through trash to find out details about people. If you really want to
know someone, go through their junk drawer. The first thing you notice in our drawer is birthday candles. Some are still in the box, others are mixed with pens and paper clips. There are all colors and sizes, in all stages of deterioration. Some are melted to nubs because they've been used before. Now you know: We like to party and are so cheap we recycle birthday candles. We also like to eat, which is why you'll find chopsticks, a fossilized fortune cookie, dinner mints from restaurants and a takeout menu stuck to the bottom of the drawer. You'll also find plastic drinking straws. We're hanging on to a few before they become obsolete. The two decrepit steak knives with plastic handles aren't for eating, but for ripping open delivery boxes. A good junk drawer takes years to build. Amazon does not sell a plastic ruler with pictures of past presidents on it that is cracked in two places. A ruler like that takes years of getting snagged in the back of the drawer. It's not that useful for drawing a straight line any longer, but it's been around
so long it's like family. You don't dump family. Need felt pad tips for chair legs, so they don't scratch your hardwoods? An emery board for filing your nails? A neon green miniature flashlight, book matches, AAA batteries? A gauge to check air pressure in your tires? We've got it all in the junk drawer. Somewhere. Dig deeper. Consider this: Charging your phone at various outlets around the house, especially ones near the floor, is good for your knees.
Those deep bends may be all that's keeping you flexible. Go ahead, empty your junk drawer and turn it into a neat and clean, streamlined charger drawer. Using turquoise as the shade of blue adds a bright, vibrant color twist. Hot pink Pink remains a popular color
