FHA down payment requirements: Homeownership without a big savings account By Ellen Chang Bankrate.com FHA loans were created to encourage and help first-time homebuyers since the down payment for these mortgages backed by the Federal Housing Administration can be as low as 3.5 percent. A traditional mortgage typically requires a down payment of 20 percent, which can be a hurdle for potential homeowners to save, especially when they are already facing credit card and student loan debt. How credit scores impact FHA loan down payments A homeowner’s credit score is the largest factor in determining the amount of a down payment for an FHA loan. For anyone with a credit score of 580 or higher, 3.5 percent is the minimum required for a down payment. Anyone with a credit score of 500 to 579 will have to save 10 percent for a down payment to obtain an FHA loan. For a $125,000 home purchase, depending on your credit score, that’s $4,375 down at the low end and $12,500 at the top, which is a “significant swing,” says Jackie Boies, a senior director of housing and bankruptcy services for Money Management International, a Sugar Land, Texas-based nonprofit debt counseling organization. “Many borrowers select an FHA loan because they are easier to qualify for, allowing for a lower credit score and some credit history blemishes.” FHA loans are governmentbacked mortgages and insured by the Federal Housing Administration. These loans are often a good fit for firsttime homebuyers because down payments are lower, as are minimum credit scores, helping borrowers buy a home sooner. While the mortgages are insured by the federal government, the loans are obtained through mortgage lenders who are approved by the FHA. “They tend to have interest rates that are competitive with loans that are out of reach for some borrowers,” she says.

What are mortgage insurance requirements on FHA loans? One catch to FHA loans is that homeowners are required to pay mortgage insurance premiums, often known as PMI. The additional payment is required because lenders are taking on more risk since homeowners paid a lower down payment, which could impact the mortgage company if the owner fails to make payments on the loan and defaulted. “Federal Housing Administration (FHA) loans are designed for low- to moderateincome borrowers and come with unique concessions and perks,” says Chris de la Motte, cofounder and president of Simplist, a New York-based digital mortgage marketplace. “FHA loans are alluring to first-time homebuyers. However, keep in mind that this type of loan carries other strict requirements such as required mortgage insurance premiums and loan limits not found in other alternatives.” In most cases, consumers have to pay mortgage insurance when they have less than 20 percent for a down payment. FHA loans are stricter than traditional mortgages and require homeowners to pay two mortgage insurance premiums for the life of the loan. The premiums include: Upfront mortgage insurance premium: 1.75 percent of the loan amount and is paid when the borrower gets the loan. The premium can be rolled into the mortgage. Annual mortgage insurance premium: 0.45 percent to 1.05 percent, depending on the term of the loan (15 years vs. 30 years), the loan amount and the initial loan-to-value ratio, or LTV. This premium amount is divided by 12
and paid monthly. For a homeowner who borrows $150,000, this means the upfront mortgage insurance premium would be $2,625 and your annual premium would range from $675 ($56.25 per month) to $1,575 ($131.25 per month), depending on the length of the mortgage. Unlike traditional mortgage insurance premiums, homeowners are required to pay FHA premiums for the entire term of the mortgage. The only time you can stop paying them is to refinance into a non-FHA loan or to sell the house. “The drawbacks of an FHA loan include that mortgage insurance is required for the length of the loan and there are minimum property standards that you must adhere to,” says Amy Wilemon, a mortgage loan originator at Atlantabased Silverton Mortgage. “For instance, the home has to be your primary residence and cannot be in need of major repairs.” Down payment gifts and rules for FHA loans People who choose an FHA loan can receive money as a gift to help towards the total amount of the down payment. There are several rules that homeowners need to keep in mind. Gifts can come from friends, family members, labor unions and employers, according to data from the Department of Housing and Urban Development (HUD). Even non-profit organizations can provide money for a contribution toward a down payment. In addition, each state offers various assistance programs for down payments for both first-time and low-income home buyers. People obtaining an FHA loan are also eligible for these programs. Why is home construction so expensive? This is a hot topic. There is no one cause, and therefore no silver bullet solution. Here are the main reasons: Labor shortage BY SCOTT The single RODWIN clearest reason Rodwin Architecture/ is that the Skycastle Construction region’s eight year building boom has resulted in an intense shortage of skilled labor. Labor prices are regional and Denver’s forest of cranes is attracting contractors who would otherwise be available to build here. Every plumber, framer and electrician is able to command premium prices as their services are simply in high demand right now. Since the end of the Great Recession (which devastated the construction industry and forced many skilled builders to permanently leave the field), construction prices in the area have risen roughly 9 percent per year every year. Which leads us to the second part of this issue – it’s not just that prices are high, but it’s that they are higher than you saw them last year. So if you heard that a house cost $350 per square foot from your builder friend last year, anticipate that they are probably about $380 per square foot this year. Lastly, as the price of housing increases in Boulder, more and more of the folks who design and build our homes have to drive from further and further away, which increases costs. Building codes The rigor of Building Codes generally increases every year. Structural, mechanical, electrical and a host of green building codes are constantly being updated, and with each revision, it becomes more expensive to meet their requirements. For example, in the Boulder County foothills all construction must now be ignition (fire)-resistant and all new homes must have a fire suppression (sprinkler) system. You do get a better, safer home, but it costs more. Note that the Boulder City and County areas also have more stringent codes than most surrounding municipalities, so the cost of construction here is correspondingly higher. 4

Low quality, aging building stock The cost of new construction is affected by how much we need to change. The majority of our existing building stock was built between 1950 and 1990, which was a low point for quality in the history of residential building. So, every year, as these generally poorly designed and built homes age, the delta between them and a new code-compliant home gets larger and larger. The more we need to change, the more expensive the work. Inventory shortage You know and understand that the constrained supply of housing accelerates the price increases. However, unpacking the issue a little further, note in most other areas when there is a demand for less expensive housing, the market has the ability to respond. In the City and unincorporated Boulder County we don’t. There are no large subdivisions being built here, and the economy of scale of those subdivisions dramatically reduces their cost per square foot of construction. Additionally, due to a combination of state construction defect laws and anti-density rules and politics, we have very few local condo projects in the City and County – another staple of lower cost housing.
Since we have locally eliminated the two main types of entry-level housing, it means that nearly all housing is forced to be the most expensive kind – single-family custom homes. And due to the high-land costs and banking rules for the value ratio of land-toimprovements, nearly all of these single-family homes are in the upper end. It’s not feasible to buy a $700K lot and put a $200K house on it. The story is different in Longmont, Erie, Broomfield and some of the other surrounding towns that have more land and less restrictive zoning rules. This has kept the price of housing more reasonable in those areas. Great expectations Homeowners have higher standards today than they did previously. A decade ago, if someone came to us wanting a “starter home” we might suggest plastic laminate countertops. Nowadays, it starts at low-end granite. This shift in expectations is true in every category of construction. Fixed and soft costs The requirements for fixed and soft costs have been rising (especially in Boulder). This includes the cost of permits, utility connections, and site improvements (like landscape
and sidewalks). Additionally, the amount of documentation required has increased every year and this drives up design and engineering fees. Lastly, greater risk requires greater reward and projects in the Boulder area have much higher likelihood of encountering obstacles than in other cities; therefore developers, builders, landlords and ordinary homeowners look for a higher rate of return on their development projects. Cumulatively, all of these forces work together to dramatically drive up the cost of housing. Until we experience another regional slow-down in construction, I would not expect the cost of building to decrease or even level off. This group’s homestyle wish list BY TOM sets them apart KALINSKI from older RE/MAX of Boulder home buyers, according to a recent survey by National Association of Home Builders, “What Home Buyers Really Want.” “Despite a few cases where millennials’ preferences should adjust over time, there are ultimately a good number of interesting areas where millennials’ current differences from older generations reflect unique, lasting preferences for millennials,” writes NAHB. Here are some top, likely longlasting preferences for millennials, who range in age from 23 to 39 years old: • The city is rising as the place millennials want to call home, though currently the majority prefer the suburbs. • Given the choice of a custom-built home or a new home built for sale, they increasingly would go for the new home.

• Sought after amenities are trash compactors, wet bars, built-in kitchen seating and exercise rooms. • Currently millennials favor whirlpool tubs and central islands with a range more than the older generations do, but study data suggests preference for these amenities will decline. • And here’s a surprise: millennials show falling desirability for preferring environmentally friendly homes, which is consistent with the preferences of older generations. Most popular specialty rooms The number one specialty room
millennial home buyers want is a laundry room, with 86 percent of reporting that it is a desirable or must have. Next on the specialty room most-wanted list is a dining room, with 77 percent of millennials voting to have a one. This group shows a preference for a dedicated space for work or school activities with two categories landing in the top five: third up is a home office and in fifth place is a study/den/library. Sixty-six percent say a “great room” – combined kitchen/family room/living room – is either desirable or a must have. Rounding out the top ten are a mudroom, wanted by 59 percent of millennials; and a sunroom and a breakfast nook, wanted by 58 percent of millennials each,

Stand out specialty rooms Some specialty rooms stand out as preferred by millennials to a great degree over older generations: An exercise room is desired by more than half of millennials. But interest wanes with age, shown by 50 percent of Gen Xers, 32 percent of baby boomers and 17 percent of seniors expressing interest in one. Fifty-seven and 52 percent of millennials want a media and game room, respectively. But only 20 and 14 percent of seniors seek these specialty rooms. Focus on the bigticket items in the request for repairs and ask your agent for affordable contractor referrals to do the rest.
1: Can you recommend someone to investigate these issues further? Many homeowners only go by what the inspector says and do not look into possible problems more thoroughly. Inspectors are knowledgeable in many subjects
3: What would you do if you were buying this house? Ask your inspector what they would fix first if they were buying the home. Typically, there’s a punch list of minor repair items that come up in an inspection, especially in older homes. This
4: What else might go wrong? During the inspection, issues will be identified, and repairs suggested. Prior to deciding when something should be repaired and who should repair it, it is important to consider a few things: How serious is the issue, is there a potential of finding more during the repair and is this something I would want the seller repairing from a quality of work perspective? Inspectors can provide some insight and then you may want to consult other trade professionals. 5: Are any of these issues normal wear and tear? Inexperienced or first-time homebuyers may panic when they see a long home inspection list of issues. An inspection report can be intimidating. Ask what
items really need to be addressed right away. Find out which problems are typical or normal wear and tear, and which ones are problematic. 6. What warranties will be transferred? Be sure to ask about the costliest repairs and prioritize what needs to be repaired by the seller and a timeframe to complete. Request warranties for any roof repairs/ replacement and/or any new appliances including HVAC and water heaters. Most importantly, get everything in writing. You may have other questions of your own for an inspector, but these are a good place to start. Most of these questions should apply to any property. However, your Realtor should also be able to suggest some property specific questions for your inspector. U.S. housing market short 3.8 million new homes Realtor.com sees opportunity for homebuilders; frustration over low inventory for buyers SANTA CLARA (Jan. 21) – As the new decade begins with a strong economy and low interest rates, home buyers still face a big hurdle – extremely low inventory. An analysis released today by Realtor.com® found that the 5.9 million single family homes that were built between 2012 and 2019 are simply not enough to offset the 9.8 million new households formed during that time. At the end of 2019, homebuilder confidence reached a two-decade high, driven in large part by robust economic growth. Single family home starts per 1,000 households grew from 4.6 in 2012 to 7.3 in 2019, taking the eight-year average to 6.2. And while that growth was needed, levels still remain well below the two-decade average, according to Realtor.com’s findings. Realtor.com economists estimate that even with an above average pace of construction, it would take
homebuilders four to five years to get back to equilibrium. “Simply put, new home starts are not keeping pace with demand. Homebuilders have a mountain of opportunity, but a big hill to climb,” said Javier Vivas, director of economic research, Realtor.com. “The current inventory crisis and the need for 3.8 million new homes means a nearly insatiable appetite from potential buyers, especially in the lower end of the market.” The 2008 financial crisis led home builders to become much more conservative – building less and focusing on higher end homes with bigger margins. As such, the gap between inventory and demand is focused largely on entry-level and mid-range homes and is exaggerated by the fact that baby boomers are increasingly aging in place; not freeing up existing homes for new buyers to enter the market. “Large populations of renters and well-qualified potential buyers with strong incomes are waiting in the wings. Assuming the economy
avoids a full-on recession and rates remain low, the window for builders remains wide open. If builders can deliver homes at adequate price points, absorption will continue to strengthen through the first half of the decade,” Vivas said. Heading into the 2020s, growing demographics and strong economic fundamentals should continue to underpin home builder confidence. However, solving the home supply puzzle is more than just a game of volume, and timing can be tricky. On average, consumers need about two to three years of solid income and stability to save for a down payment. With today’s strong economy and low likelihood of a downturn in the next few months, now may be the right time for builders to make a move, according to the report’s findings. “It’s easy to understand why builders have been cautious in an effort to avoid overbuilding, but we believe that demand for new homes will remain strong, and homebuilders could represent a bright spot for housing in the

We are past the major winter holidays and have taken down our show-stopping trees and merry mantels, leaving some bare spaces in our homes that need to be filled. This time of transition is when I choose to look forward into the glory of spring. It might be wishful thinking, since we have a few months of cold weather ahead of us, but I find that slowly adding spring decor to my home gives me warmth and cheer despite the outdoor conditions. In the shop we do the same. We have already begun to switch from Christmas cheer to spring splendor, starting with our mantels, tables and pillows. For our mantels, we keep it simple this time of year. Why not give them a breather after being buried under all that Christmas decor for so long? We love adding ginger jars and fresh spring stems to breathe a bit of new life and

How to use Classic Blue, this year's Pantone Color of the Year, in your decor By Cathy Hobbs Tribune News Service Each year the prestigious Pantone Color Institute selects a Pantone Color of The Year. The color selection sets color trends in motion that influence everything from runway fashions to home decor. The 2020 Pantone Color of The Year is Classic Blue, a dark and deep shade, very close to what many might consider indigo. Blue is a timeless color, and the shade is certainly classic. Blue is by all accounts the new black, especially for those looking for an alternative to bolder attributes. Decorating with Classic Blue Classic Blue is often seen in more traditional home decor settings but can also feel modern and fresh, depending on the materials and colors in which it is paired. Whether part of a graphic
pattern, infused into accessories or artwork, or foundation elements such as upholstery, Classic Blue can be incorporated in different ways. It is hard not to make a solid and timeless choice. Why Classic Blue? The shade has yellow undertones, which helps add to its appeal. It often works well when paired with a complementary color such as orange or warm colors such as yellow and green. Where to use Classic Blue Think of Classic Blue as a great accent color. Consider using it in accessories such as toss pillows, throws, artwork and area rugs, as well as accent furniture such as side chairs. Tips for using Classic Blue 1.
