Gift of Home Tour transforms local houses, raises money for Longmont Meals on Wheels By Kelsey Hammon Longmont Times-Call (TNS) This week as the sun sets behind the Rocky Mountains, it won’t be tough to pick out Douglas Inskeep and Katherine Spencer Inskeep’s home from afar. A 10-foot Christmas tree made of metal orbs will glow from the balcony, complemented by twinkling snowflake lights strung near the front door. Up a set of wooden steps to the first floor of the loft condominium awaits an array of holiday splendor. Designer Nancy Mahoney incorporated a blend of Scandinavian and Latin American elements throughout the home. A miniature forest of glittering trees, faux fur and candles draws the eye to a handcrafted dining room table. In each room, elves, reindeer, and expertly decorated trees that nearly touch the ceiling inspire the feeling of a whimsical winter wonderland. The Inskeeps’ home is one of three that has been professionally decorated and will be displayed as part of the annual Gift of Home Tour. The self-guided tours run Thursday through Saturday This year’s tour includes a variety of architectural styles and holiday themes. In addition to the Inskeeps’ Prospect home, tourgoers can view a historic home built in 1903 and a “modern traditional” home. “It is unlike anything you will have ever seen,” said Katie Wiser, the development and communication manager for Meals on Wheels. “Each room is unique. It is almost like a live version of a home and garden show.” Longmont Meals on Wheels

provides food to homebound elderly people and those with disabilities. Each delivery also serves as a wellness visit to clients. The nonprofit serves more than 400 to 450 meals a day and is experiencing an increase in the number of people who need the service. Wiser said roughly eight new clients a week have been served throughout the year. The Gift of Home Tour is one of Meals on Wheels most significant fundraisers of the year, drawing roughly 1,500 people. On average, the event raises enough money to purchase more than 13,000 meals. For many years, Spencer Inskeep and her friends have been spectators on the Gift of Home Tour. Last year, when she asked her friends which home they liked best, they said her home, even though it wasn’t part of the tour. She took the hint and volunteered her home for this year’s tour. “This was my opportunity to give back and to help build a community in Longmont that we all want to be in,” she said. Spencer Inskeep, a social entrepreneur who works in marketing and also is a Meals on Wheels volunteer, and her husband moved into the home in the Prospect neighborhood last year, after living in Old Town Longmont for 27 years. Spencer Inskeep said when the couple decorated their home, they did so with her motto “live life bright” in mind. She commended Mahoney for incorporating the theme into the holiday design with decorations sponsored by Ace Hardware. “She added a lot of fun color into the space,” Spencer Inskeep said.

“In a world where there is 15 shades of beige, we need color in our lives and brightness.” Spencer Inskeep encouraged people to take part in the tour and give back to a local cause. “Meals on Wheels is huge to our community and does such important work,” Spencer Inskeep said. “Second, I think it is a really fun way to get in the holiday spirit and get some ideas for how you want to decorate and get out with some friends.”

Denver-Boulder listed on top 30 startup ecosystems DenverBoulder’s “startup ecosystem” hit the world stage this year. After seven years of not quite making the top 30 list BY TOM of best startup KALINSKI ecosystems, this RE/MAX of Boulder year BoulderDenver ranks No. 21 among 150 ecosystems analyzed for the Global Startup Ecosystem Ranking 2019 (GSER2019). Published annually by Startup Genome and the Global Entrepreneurship Network, the widely read report evaluates tech ecosystems on seven factors that help startups, scaleups and startup ecosystems succeed on a global scale, including performance and talent. Findings are based on data from thousands of startup founders and research on over a million companies. A “startup ecosystem” is the coming together of people, startups in their various stages, and various types of organizations to create new startup companies, according to startupcommons.org. Known for its vibrant high tech and venture capital environment, Denver-Boulder has been a runner-up since 2012. This year, the cities’ strong supply of high-quality local tech talent boosted them to No. 21. The area ecosystems also ranked high for local connectedness, intellectual property protections, and size of local market. Denver-Boulder also performed well in access to funding, with a score of eight out of 10. The area ranked alongside ecosystems like

Seattle, Berlin and Shanghai, and outranked Sydney, Vancouver and Singapore. Key highlights from the GSER2019 include: Instead of a “next” Silicon Valley, 30 startup ecosystems around the world are poised for parallel vibrancy and economic productivity. Movement among the ecosystems is significant from year to year. Among the top 30 overall rankings: Paris moved up two spots to No. 9; AmsterdamStartup Delta moved up four spots to No. 15 overall; and San Diego and Washington, D.C. broke into the top 20 for the first time. Since 2011-12, early-stage funding has more than doubled for startups, increasing eightfold in Agtech & New Food and quadrupling in AI. The top five startup ecosystems overall worldwide in 2019 are Silicon Valley, New York City, London, Beijing and Boston. Twelve U.S. ecosystems made the list: • • • • • • • • • • •

By Natalie Campisi Bankrate.com With the average interest for 30year fixed-rate mortgages below four percent again, millions more homeowners can save money by refinancing their loans. The recent drop in rates means that 6.8 million people can potentially save money by refinancing their existing home loans and securing a lower rate, according to a new report by Black Knight. The latest data is from September, when rates spiked above four percent. They have since tracked down again, which means even more people are eligible to save with a refinance. The sharp drop in rates in 2019 has come as a surprise, as most experts were betting that rates would be on the rise, says Mark Hamrick, Bankrate’s senior economic analyst. For borrowers, however, this is an unexpected gift. “The fact that this swoon in rates has occurred as and when it has underscores the fact that accurately predicting the future of rates is difficult indeed. So, instead of trying to outsmart the market, go with what you know for certain which is where rates are right now,” Hamrick says. “Between the pace of the news cycle and economic developments, the environment can change with release of a single presidential Tweet. In an uncertain environment, seize upon certainty where you can find it.” Why your credit score, income and debt matter Before you spend the time applying for a mortgage refinance, be sure you check your balance sheet and credit first. Applying for a refinance is similar to getting a mortgage in that lenders will consider your FICO score, debtto-income ratio and employment history when evaluating your application. Your interest rate is a reflection of your financial situation and banks tend to reward low-risk customers with better rates. Borrowers want to aim for a credit score of over 740 and a loan-to-value ratio of 75 percent or under to nail down the 6

best rates, says Melissa Cohn, executive vice president at Family First Funding LLC in Toms River, New Jersey. The income needed for a loan is dependent on the bank’s qualifications; for selfemployed borrowers, additional proof of income may be required to meet loan prerequisites. Homeowners who have improved their credit score since getting their original mortgage should see if refinancing makes sense for them. For every 20-point increase in credit scores, the interest drops about 0.125 percent. So, if someone had a 680 credit score and now has above a 760, this alone will improve their rate by about 0.5 percent, says Daniel M. Shlufman, Esq., mortgage banker at Classic Mortgage LLC in Maywood, New Jersey. For folks who are hoping to lock in a better rate but are not currently financially ready to do so, create a financial game plan now for a better position down the road. This includes paying down debt and saving money for an emergency fund (so that credit cards are not the go-to in a pinch). “Anyone who has owned a home for a modest period of time can attest that unexpected expenses are the rule, not the exception. In addition, life brings

its own surprises and added expenses,” Hamrick says. “For young families, that might include the birth of a child and related added expenses. By boosting your own finances, effectively paying yourself, you’ll also be boosting your creditworthiness which can only help one achieve financial goals overall.” The best scenarios for refinancing Falling rates might seem like a money windfall if you have a higher interest rate than what’s available today, but make sure refinancing bolsters your bottom line. Expensive lender fees can actually put you in the red if you decide to refinance and the savings don’t outweigh the expense. Generally, you need a drop in the rates of 0.5 to one percent (depending on the monthly savings and the closing costs) to justify doing a refinance, Shlufman notes. The rule of thumb is that the savings should be enough to recoup the closing costs within about 18 months to make a refinance justifiable. “If the closing costs are $3,600, you would need a savings of about $200 per month on the mortgage payment for a refinance to be worthwhile,” Shlufman says. “The larger the loan, the more likely a

If you’re paying PMI, pay attention Refinancing also makes sense is if you have private mortgage insurance, or PMI, and the house value has increased so that there is equity of at least 20 percent. Refinancing into a lower rate not only shaves off interest costs but also knocks out monthly PMI payments, which are typically 0.5 to one percent of the total loan on a yearly basis. For borrowers with a $200,000 mortgage and a PMI payment of one percent, for instance, that’s a savings of $2,000 per year or $167 per month. FHA loan borrowers are another group that can potentially benefit from refinancing into a conventional loan. Since PMI is more expensive on FHA loans, those qualified borrowers might save a small mint by reducing or eliminating their FHA PMI and locking in a lower rate, Shlufman says. Those who want to reduce their terms and go from a 30-year fixed-rate mortgage to a 15-year loan, might be able to ax an additional 0.5 percent from the top since 15-year loans usually have lower rates. That might also mean larger monthly payments, but overall less interest paid over the life of the loan. Adjustable-rate mortgage holders can also profit from dropping rates; the timing might be right to lock via a fixedrate mortgage as rates continue to hover around the 4-percent mark. Finally, folks hoping to tap their equity while reducing their interest rate can take advantage of cash-out refinances. These are low-interest loans that allow homeowners to borrow against their equity by replacing their existing mortgage with a new loan for a higher amount and receiving the balance in cash. Interview Realtors and start watching the market Once your credit is in good shape and you’re pre-qualified or pre-approved, it’s time to start interviewing realtors. Take these steps to terminate private mortgage insurance By Ilyce Glink and Samuel J. Tamkin, Tribune Content Agency Q: I have a question for you about mortgage loans, private mortgage insurance (PMI) and smart money moves. Somehow my lender managed to stick me with eight years of PMI. In a few months, I’ll be hitting seven years on the origination date of my loan. I want to take out a separate loan (at five percent interest) to prepay my mortgage payments (including real estate taxes and insurance for the next 12 months in advance) and terminate the PMI immediately. This would save me thousands of dollars since the PMI is $337 per month. My thinking is that I will redirect my mortgage payments to the newly issued short-term loan while avoiding mortgage payments for the next 12 months. Could the mortgage lender reject this idea? What about the PMI that they’re expecting to collect for the next 12 months? Would they refund that to me? A: You say that your lender stuck you with mortgage insurance payments, but you should know that just about every loan taken out that exceeds 80 percent of the home’s value will carry mortgage insurance. (Of course, without PMI, you’d have been unable to buy your home unless you came up with a full 20 percent of the purchase price in cash, so there’s that.) To make the math easy, if your home has a value of $100,000 and you take out a loan for $81,000 or more, your loan will have some form of mortgage insurance attached to it. Private mortgage insurance insures the difference between the 20 percent a conventional lender would have required you to put down on the home and what you’re actually putting down. So, if you put down 18 percent, you’ll pay less in PMI than if you put down 3 percent (because the

lender’s risk is lower). Also, your lender is the primary beneficiary of the mortgage insurance. If you fail to make your monthly mortgage payments, and your loan goes into default, the lender will collect; not you. Here’s how that part of PMI works: If you default on your loan and the lender takes the property over, the lender will then sell off the home to pay off the debt you owe. In the course of that sale, the insurance company will pay the lender money in case the lender does not get repaid the full amount owed under the loan. In very simplistic terms, the insurance company is there to cover the lender’s potential loss on the amount of the loan that exceeds 80 percent of the original value of the home. In your example, if the loan goes into default and the lender recovers $80,000, the insurance company would pay the lender $10,000. Once you have a loan with conventional private mortgage insurance, the premium ends when the loan gets to 78 percent

of the original value of the home or midpoint in the amortization schedule. For most people with 30-year loans, the 78 percent comes around the seventh or eighth year of the loan term, just as you mentioned. Unfortunately, you can’t just get rid of mortgage insurance unless you take certain steps to do so. The first option is to simply refinance the loan. Given where interest rates are now, you might be able to get a lower rate and save even more than what you had in mind by refinancing. Furthermore, given you are about eight years into a 30-year loan, you might consider refinancing into a 15-year loan. A 15-year loan, even at this point, will save you thousands of dollars compared with what you’d pay over the 22 years left of your original loan, and you’d likely eliminate the PMI payments since property values in most of the country have risen so much over the past eight years. If you are unable to or (for some reason) don’t want to

refinance, you can apply to get rid of your PMI by paying down the mortgage balance; but you may have to pay for an appraisal of the home so the bank can confirm that the current value is at least where it was when you took out the loan eight years ago. You must also be current in your payments for the prior two years. If you were late in making a payment, you may have trouble ending the PMI payments. These are some of the basic rules and there are others that you might have to comply with. For example, you generally can’t get rid of mortgage insurance during the first two years of a loan. In other situations, the appraisal rule may be a little more restrictive than the 78 percent that is used to automatically get rid of mortgage insurance. Given these issues, it’s sometimes easier to refinance a loan than to apply for the PMI termination. Furthermore, if you can refinance your loan in 30 days, you might get the refinance done faster than having to apply for the elimination of the mortgage insurance through the lender. Your lender can give you a list of what you must do to eliminate PMI from your loan. You should also talk with a few other lenders to see what your options are. If you’re looking for your best money move, it’s this: Shop around and then compare what kind of loan you qualify for (including payments and fees) with what you’ll have to pay to get rid of PMI. Holiday gift giving to first-time homebuyers What is the benefit of setting up a FHSA? Setting up this account allows your down payment to grow free of any Colorado taxes on gains in the account. This is a nice benefit, but the true benefit for the first-time buyer is creating an automatic system for monthly contributions to ensure that savings grow. Not only could this be a unique and enduring gift for the holidays, it can also be a wonderful alternative for a wedding gift. Instead of purchasing the happy couple a set of china that is rarely used, why not give them a memorable gift towards a down payment for their first home? When a baby arrives, proud parents, grandparents, or friends and relatives can even set up a FSHA account for the newborn child to have an early start on saving for a home. How much can be put in? You can contribute a total of $50,000 in principal. The account can grow to a peak of $150,000 free of Colorado taxes. There is an annual contribution cap of $14,000 for a single person or $28,000 for a married couple filing jointly. Best of all, there is no time limit for how long the account can stay open.

As an example, if you would like to give each of your three children $15,000 for a total of $45,000 in gifts, you can do so December 6-7, 2019

tax-free. For gifts of this size, one idea is to help the recipient buy their first home through the Colorado First-Time Homebuyer Savings Account (FHSA). This plan is similar to a 529 college savings accounts, but for home buying. Any Coloradan can set up a savings account to be used towards the down payment and costs associated with closing for a first-time home. For most first-time home buyers, the lack of a down payment is the foremost challenge to affording a home. The FHSA, which was approved by Colorado State Legislature (House Bill 161467) and became available in 2017, is a great way to solve that issue.

What can be paid out? The down payment first and foremost. However, funds from this account can also be applied to anything included on the settlement statement such as closing costs, inspections and lender fees. How does a first-time homebuyer qualify? Clearly, it is someone who has never owned a home, BUT there are exceptions! If you were married, owned a home, and are now divorced for three or more years, you still qualify. If you were fortunate enough to inherit a home, you can still qualify, but you likely will not need to save for a down payment in that case. Finally, another way to qualify is that you can buy a home with someone who has owned a home, just as long as you have not owned a home before. How do you, or someone wishing to help you, set up? Almost any kind of account you

can set up at a financial institution can be in a FHSA. Examples are savings accounts, money market account, CDs, stocks, bonds, mutual funds and even insurance. If you are just getting started, you can open a new account, or you can designate an existing account to become an FHSA. Speak to your financial advisor or banking specialist to help you take that first step. When you file your state income taxes there will be a form to send with the return. If your taxes are completed by a tax accountant or someone else, remind them of this important financial account and the proper paperwork. What do I do when I have bought a house and used the funds? Congratulations on buying that home! There will be a form to fill out that you send to the State of Colorado showing that the funds were used toward “eligible” costs. Do I have to use a particular loan program in conjunction with my FHSA? You can use any FHA, CHFA, VA, or conventional program. In fact, there are loan programs geared toward the first-time buyer. For example, with an FHA home loan you can get in with 3-½ percent down payment. Why not create a plan for monthly contributions to your FHSA based on saving up that 3-½ percent down payment by a certain time? Before you know it, you’ve saved up enough to buy a home. Be sure to consult your financial planner, accountant, mortgage loan officer and Realtor to create a plan that is just right for your situation. Home inspection in a nutshell A home inspection is an objective visual examination of the physical condition and systems of a house, from the roof covering to the foundation BY RICK and/or basement JACQUEMARD floor. A typical Flatirons Home home inspection Inspections report will cover the condition of a home’s roof, attic and visible insulation; the foundation, basement and structural components; heating and air conditioning systems (temperature permitting); interior plumbing and electrical systems; walls, ceilings, floors, windows and doors. There are several reasons for having a home inspected. For many people buying a home is the largest single investment they will ever make. To reduce the possibility of unexpected surprises and difficulties, you will want to learn as much as you can about the newly constructed or existing

house before closing the deal. A home inspection may identify the need for major repairs or builder oversights, as well as the need for maintenance to keep it in good shape. After the inspection, you will know more about the house, which will allow you to make informed decisions. If you are planning on selling your home, a pre-listing inspection will give you the opportunity to make repairs putting the house in better selling condition. Just as the cost of housing varies depending on location so do inspection fees. In addition, the inspection fee will vary depending on several other factors such as the size of the house, its age and possible optional services such as septic, radon or other environmental testing and outbuildings. The cost of an inspection should not be a factor in deciding whether to have a home inspection or in the selection of your home inspector. Knowledge gained from a home inspection is well worth the cost, however, the lowestpriced inspection is not always a bargain. Use the inspector’s

qualifications, including training and certifications, any experience in the building trades and time in the business as a guide. Real estate agents and brokers familiar with inspections should be able to provide you with names of reputable inspectors. Also, family or friends who have had inspections done in the past are a good resource. Home inspections are not pass/ fail. A home inspector will not pass or fail a house but describe its physical condition and what components and/or systems may need major repair or replacement. No house is perfect. If the inspector identifies problems, it doesn’t mean you should or shouldn’t buy the house, only that you will know in advance what to expect. If you are on a tight budget, or you don’t want to become involved in future repair work, this information will be important to you. If major problems are found, a seller may agree to make repairs or reduce the asking price. If it turns out the house is in good condition you can complete the purchase with

confidence. You will have learned important things about your new home from the inspector’s written report and will have that information for future reference. Home inspectors are typically contacted following the signing of a contract or purchase agreement. Before signing, be sure there is an inspection clause in the sales contract. The purchase should be contingent on the findings of a home inspection specifying the terms and conditions agreed to by both the buyer and seller. It is not required that you attend the inspection. However, it is recommended that you attend a walk-through of the inspection. It is not necessary to observe the inspector testing every electrical outlet, plumbing fixture, door and window. On a walk-through at the end of and inspection you will be able to ask questions and you learn about the condition of the home and how to maintain it.
