Boulder tops 10 cities to watch in 2020, Denver ranks among leading supercities Boulder heads a list of 10 smaller cities making a name for themselves in 2020, says global media platform Worth.com. The top 10 BY TOM are attracting KALINSKI new businesses, RE/MAX of Boulder investments, and residents by providing a high quality of life, even as they don’t have the advantage of dominating the national narrative as so called “supercities” do. “Boulder seems to have it all – at 100,000 people more or less, it’s not too big, but neither is it tiny, and it’s just a half an hour from Denver if you need the amenities of a bigger city,” reports Worth.com. Boulder is noted for great restaurants, vibrant arts and culture, plentiful free-spirited young people, and LGBTQfriendliness. The area’s desirability is punctuated by close-by outdoor activities set in a beautiful mountain backdrop. All this goodness has resulted in long-standing popularity. People want to live in this happy community, resulting in increasing traffic, rising housing prices, and relentless growth pressures – testaments to a strong economy and high quality of life. It’s these types of issues that make an area feel vibrant and relevant, but many say they need to be managed. “Boulder’s future will depend on how it responds,” Worth.com concludes. supercities. In a ranking by Reuters of 378 metropolitan areas, the top 20 superstar metros got the biggest share of increase in national employment from 2010 to 2017. Forty percent of the new jobs and a similar share of additional wages generated during that time went to the top supercities, even though they represent only about a quarter of the country’s population, according to the Reuters analysis of federal data. The analysis shows the recovery from the 2007-2009 recession and the longest economic expansion on record have been felt positively by some cities far more than others. “The superstar cities have pulled so far away,” said MIT economist Simon Johnson. Common traits for the top 20 cities include: A higher concentration of welleducated knowledge workers A concentration of companies in a single industry, like Denver’s outdoor industry with companies such as North Face now headquartered in Denver Younger workers moving into the area, confirmed by a Bloomberg analysis of the top destinations for millennials, which shows each of these cities is also
on the top 20 list from Reuters Most of the top 20 including Seattle, Portland, Nashville and Atlanta are in fast-growing coastal and southern states. None were in the northeast, and only two were in the region known as the “rust belt” – Grand Rapids, Michigan, and a rebounding Detroit. 4 ways savers should handle falling interest rates By Amanda Dixon Bankrate.com Interest rates are heading lower. At the conclusion of its October meeting, the Federal Reserve announced its decision to cut rates for the third time in a row. The latest rate cut is likely to affect borrowers with variableinterest rate debt, like credit card debt. And if you’re in the market for a new CD or savings account, an additional reduction in rates would impact you, too. For anyone hoping to make saving money a top priority, here’s what to consider if interest rates continue falling. Don’t panic The Fed has hiked interest rates nine times since December 2015. Though the rate environment has shifted considerably in recent months – even beyond what analysts and economists expected – there’s no need to freak out. A few interest rate decreases won’t have much of an impact on your ability to save. Some banks (like Ally and Marcus by Goldman Sachs)
lowered their savings account rates before the Fed officially cut rates in September. Others have continued raising yields for savers and increasing the amount of interest customers can earn. All in all, if rates fall it may be possible to end up with a yield that still beats the inflation rate. Shop around Earning additional interest could be important if you’re trying to meet a specific savings goal. To earn as much interest as possible as rates fall, it’s best to comparison shop to ensure you’re getting a good deal. The best savings account rates pay more than 20 times what’s offered by traditional, brick-andmortar banks. There could be a big difference between earning 2.3% APY and earning less than 1 percent, particularly if you have a lot of money to sock away. CD rates have been falling for months and continue to decline. Online banks still offer better yields than what’s available in local branches. Going with a high-yield CD or savings account offered by an online bank is best, as their rates will remain competitive even as
interest rates slide further. In addition to comparing interest rates, savers hoping for some peace of mind can opt for a bank with a rate that’s set for a certain number of months. Banks like PurePoint Financial and Marcus by Goldman Sachs, for example, offer no-penalty CDs with yields guaranteed for about one year. Consider CD laddering Laddering CDs or bonds is a strategy that could be worth considering for savers hoping to insulate themselves as interest rates fall. When you ladder CDs, you’re buying multiple CDs that mature at different intervals (like buying one-, two- and three-year CDs at the same time). As each CD comes due, you’ll have money to use and reinvest. You’ll also be locking yourself into yields that may be higher than the ones offered as banks reduce their CD rates in a falling interest rate environment. Investing in bonds could be advantageous if interest rates are falling because they’ll be more valuable, says Chuck Mattiucci, senior vice president and financial
consultant at the Fort Pitt Capital Group. But unlike CDs, they’re not insured by the Federal Deposit Insurance Corp. or the National Credit Union Share Insurance Fund. If choosing bonds aligns with your existing investment strategy, look for high-quality bonds with a low risk of default. Focus on your savings and goals Even as rates fall, sticking to your original savings and investment strategy is key. Your financial decisions should depend on your personal goals. They shouldn’t change drastically to keep pace with what’s happening in the economy. Greg McBride, CFA, Bankrate chief financial analyst, says the typical saver shouldn’t be making adjustments as rates fall. Instead, concentrate on what should already be your main focus, like setting aside enough money for a rainy day. “Whether rates are rising or falling, it doesn’t change your need for emergency savings, or the time horizon for when you need access to cash, or your need to generate income,” McBride says. “So for most savers, there are no steps to take. “

Home inspections in winter months Just as home sales occur year-round so do home inspections. Snow can pose several problems for home inspectors BY RICK who conduct JACQUEMARD winter home Flatirons Home inspections. If Inspections a snowstorm occurs the night before your winter home inspection, the home inspector will be limited in what they can do with regards to the exterior of the home. Colorado home buyers should be aware of the limitations of a winter home inspection. That said, having a home inspection in the middle of winter is not a complete waste of money. Every season teaches you something important about your house or the house you are going to buy. During winter months, a home inspector may be able
to brush off snow from a roof to see a small piece of it, but he or she will not be able to make a thorough assessment. Another winter home inspection limitation: a home inspector won’t be able to ascertain the condition of the landscaping or irrigation/sprinkler systems. It may be possible to inspect decks, patios, sidewalks and driveways if the snow is not too deep. Sellers should make every attempt to clear these areas of snow prior to the inspector’s arrival. Additionally, a home inspector will not be able to properly test an air-conditioning system in winter months. Running an airconditioning system when the outside temperature is below 60 degrees can cause damage to the compressor and pump. While you may not be able to have an accurate air conditioning test in winter, you can account for it in your home purchase contract. As a buyer, you can ask your Realtor or attorney to see if your contract can be revised so that the seller
will cover any sort of problem with the air conditioning when the cooling season comes around. Other weather-related problems not necessarily limited to winter, such as a heavy rain, can also make a home inspection difficult. With regards to winter weather conditions you can control, try to have your inspection done during daylight hours after dark because you want him or her to inspect the entire property including all exterior and interior spaces. Daylight makes the home inspection process much easier, especially in the winter. Some home flaws will not be visible because of the snow, and yet winter also presents an opportunity to see other things that the snow can teach you about the house. Seeing how a home reacts to freezing temperatures, snowfall and additional moisture in the air can also have its advantages. Another advantage of a home inspection in cold weather months is that it
is easier to detect drafts and insulation failures. During the summer months, attics can reach temps of 120+ making it difficult to detect areas of concern. In the winter, it’s more obvious where there are cold spots or drafts. Also, with a snowpack on the roof, it presents an opportunity to check the integrity of the framing and how things are holding up under the extra weight. In conclusion, yes, a home inspection can and should be performed in winter. Snow and ice do present challenges, but they also present opportunities to see things that are more difficult to detect in summer months. A winter home inspection can help Colorado homeowners avoid more serious damages when warmer temperatures arrive. How mortgage recasting works and how it can save you money By Natalie Campisi Bankrate.com Homeowners who want to shave off dollars from their monthly mortgage payment as well as save money on interest, might consider a mortgage recast. What is mortgage recasting? A mortgage recasting, or loan
recast, is when a borrower makes a large, lump-sum payment toward the principal balance of their mortgage and the lender, in turn, reamortizes the loan. This means that your loan is reduced to reflect the new balance. Recasting cuts your monthly payments and the amount of interest you'll pay over the life of the loan. It does not, however,

affect your interest rate or the terms of your loan. In this way, mortgage recasting offers two _ and possibly three _ attractive benefits for homeowners with some extra cash in their pocket to pay down the balance: • • •
Lower monthly payments. Less interest paid over the life of the loan. If you have a low interest rate, that will stay the same. (Conversely, if your interest rate is high, recasting won't help that.)
How mortgage recasting works In order to do a loan recast, borrowers must make a large lump-sum payment toward the loan principal. Lenders usually require $5,000 or more to recast a mortgage. The remaining balance is then amortized to reduce the monthly payments. There are usually fees associated with recasting. The fees vary by lender; but they typically don't exceed a few hundred dollars. Recasting not only results in lower monthly payments but borrowers will also pay less interest over the life of the loan. For example, if your 30-year mortgage carries a principal balance of $200,000 with a 5% interest rate, you might pay $1,200 per month. If you spend $50,000 to recast your mortgage, plus a $250 recasting fee, you'll end up saving almost $35,000 in interest payments and about $300 per month in monthly mortgage payments. Of course, the money you sink into the house in the recast won't be available for investing or other purposes. Keep in mind, recasting doesn't reduce the term of your mortgage, just how much you pay each month. Mortgage recasting qualifications and availability Before you get excited about lower monthly payments, first make sure your lender offers recasting – many don't. It's also not something that's normally advertised, but most of the big banks offer it, including Chase, Bank of America and Wells Fargo. Plus, not all mortgages qualify for recasting; some types of loans, like FHA loans and VA loans, can't be recast.
Mortgage recasting vs. refinancing There's a big difference between recasting a mortgage and refinancing one, even though both can help borrowers save money. Recasting is easier than refinancing because it requires only a lump sum of money in exchange for lower monthly payments. With recasting, you're keeping your existing loan, only adjusting the amortization. You wouldn't be able to get a lower interest rate with recasting, like you might with refinancing. On the other hand, if your interest rate is already low then refinancing could have a negative effect _ especially if the current rates are higher. Refinancing, conversely, requires that you apply for a brand-new loan and pay all the fees that go with it, such as closing costs and appraisal. The new loan would pay off your existing loan, so you could end up with a new mortgage as well as new interest rates. People typically do this to get a lower interest rate or to go from an adjustable-rate mortgage to a fixedrate mortgage. If you already have a fixed-rate mortgage with a low interest rate, then a refi wouldn't help you. On the other hand, if you have a low-interest, 30-year fixedrate mortgage and want lower monthly payments, then you might consider a recast. The drawbacks of mortgage recasting The biggest financial drawback of recasting is that you're putting a large sum of money into equity. These are a few reasons you might want to rethink recasting: • • • •
It doesn't shorten the length of your mortgage. Your interest rate stays the same, a disadvantage if you have a higher interest rate. More of your cash is tied up in equity. Lender charges a fee, typically no more than a few hundred dollars, to recast a loan.

Alternatives to foreclosure The years 2007 to 2012 were pretty rough for homeowners across the nation. Boulder County didn’t suffer nearly as much as other markets, BY DUANE such as Las DUGGAN Vegas and Realtor and Author Phoenix, where RE/MAX of Boulder homes lost a considerable amount of value. Boulder County has experienced a strong real estate market since 2012 and is still showing considerable strength. If the market is so strong, then why write an article about foreclosure? Over the years, I have found is that even in good markets, it’s always best to be prepared for any circumstance. People lose jobs, experience health issues, and for a variety of reasons can’t make their house payments. When a homeowner gets behind in their payments, they usually don’t know what to do – so they do nothing. In fact, in the last recession, over 70% of homeowners did just that – absolutely nothing – and walked away from their homes. In reality, there are several options, and foreclosure should be the very last one. Credit and homeownership can often be rescued if the homeowner takes quick action. At the first sign of not being able to make the monthly mortgage payment, the homeowner should start out with contacting a real estate attorney, a Realtor®, and their lender to review all the options summarized below: • • • • • • • • • • • • •
Reinstatement Repayment plan (also known as Forbearance) Sell the Property Rent the Property Refinance Modification of the Mortgage Short Refinance Deed In Lieu of Foreclosure Bankruptcy FHA and VA options Servicemembers Civil Relief Act (SCRA) Short Sale Foreclosure

is behind on payments is only temporary. The homeowner has to pay all of the missed payments, any late fees, and attorney fees in a lump sum payment. After the homeowner is caught up with this combined total, the loan continues as it was before. Repayment plan or forbearance Sometimes the lender will take the missed payments, any late fees, and attorney fees, and divide them up over a payment plan or add the payments onto the end of the loan. The homeowner will usually need to show the lender why they would now be able to handle the repayment plan suggested by the lender. Sell the property The sooner a distressed homeowner calls their Realtor®, the better. Each month that goes by without making a payment – before getting the home on the market – makes it tougher to solve the problem. The more equity a buyer has in their home, the more likely they will be able to sell the property and pay off the mortgage, and maybe even have something left over. Some lenders may postpone foreclosure if they know the property is on the market or a contract is pending. Rent the property The homeowner has to live somewhere; however, if the homeowner can rent a different place for less while renting out their current home, close to the total mortgage principal, interest, taxes and insurance payment, this could be a viable alternative. When the situation stabilizes, the homeowner can move back into their original home.
Refinance Usually when a homeowner is behind on payments and doesn’t have a job, it is tough to get a new loan. However, if there is enough equity, the credit has not been damaged too badly, and the problem that caused the late payments has gone away, then there is a chance a new lender will make a loan. Modification of the mortgage A lender may agree to a variety of modifications. Those modifications might include lowering the interest rate, extending the term of the loan, or adding the missed payments to the end of the loan. Short refinance A short refinance can involve a reduction of the principal amount and possibly even a lower interest rate. Usually the borrower still needs to show not only a hardship, but also the ability to pay the mortgage at the new payment structure. Deed In lieu of foreclosure This usually works best when the home value is about the same as the mortgage amount. It is often called the “friendly foreclosure” since the borrower simply deeds the property back to the lender. Generally, this only works if there is just one mortgage and no other liens. In the settlement, sometimes the lender will forego any rights to a deficiency judgment. Bankruptcy Sometimes a bankruptcy will stop a foreclosure and allow the borrower to reorganize their debt and keep their property. By entering bankruptcy, it can make the property more difficult to sell or to negotiate a short sale.
Service members Civil Relief Act (SCRA) When a homeowner is called to military service and can show that call to duty has an effect on their ability to pay -- and the mortgage was placed before the active service -- there can be relief. Short sale A short sale occurs when the loan on the property is greater than the value of the property. When an offer comes in on the property, the lender must approve the amount of the short fall. Oftentimes there are so many investors involved in making the decision on the short fall, it can take an extraordinary amount of time to get the final approval. Foreclosure Foreclosure finally comes about when the lender has filed the necessary paperwork and has served the Notice of Election and Demand. In Colorado, a sale date is then set 110 to 125 days from the NED recording date. After the sale date, there is no redemption period, and the homeowner no longer has any rights to the property. Quick action and contacting the appropriate professionals are the key ingredients to successfully dealing with a possible foreclosure situation. The changing state of Front Range housing A local perspective from Homebuilder David Sinkey

or those paying attention to real estate in Colorado, it’s no surprise that the housing market continues to evolve. The frenetic pace that became the new norm over the last several years has relaxed into a more balanced state of affairs. We sat down with David Sinkey, president and founder of Louisville’s award-winning homebuilder, Boulder Creek Neighborhoods, to get a local perspective on Front Range housing. Boulder Creek Neighborhoods was founded in 2006, in the months leading up to the beginning of the Great Recession. Though perhaps not the ideal time to start a homebuilding company, Boulder Creek has prevailed in the years since its inception through a clarity of purpose. “Since the beginning, it has been a goal of Boulder Creek to create a broader diversity of housing solutions to the Colorado market,” says Sinkey. “The market is continually changing, and it is our job to be ahead of that.” Fast forward to 2019, and we find ourselves in one of the longest housing recovery periods in history. Demand for homes has increased, and prices have risen steadily. “I spend a lot of time thinking about the longevity of our current economic run and doing my best to understand what that means for Colorado housing moving forward,” says Sinkey. “I look at all the indicators in our local market. We have some of the lowest unemployment rates in the country, steady wage growth, and continued low mortgage rates.” While those are healthy figures for the local economy in general, Sinkey adds a key component for housing, “The indicator that brings me the 12

most excitement is that Colorado continues to be in high demand for housing.” Addressing affordability It’s a well-known economic principal that as demand increases, prices often follow. The ongoing unmet demand for housing in Colorado has continued to drive the price of homes. The median cost of a home in the Denver Metro area is in the neighborhood of $450,000; for new homes it’s significantly higher at almost $550,000. Sinkey says “everything from costs associated with land, materials, and labor, to the increasing municipal fees create challenges for homebuilders across Colorado.” While the rise in prices can be a boon for home sellers, it creates discomfort for
some home buyers. “There’s no doubt that affordability is the elephant in the room,” says Sinkey,”but we view the affordability hurdle as an opportunity to reevaluate ‘standard’ housing formulas.” Indeed, Boulder Creek is on the forefront of innovation, rethinking housing sizes and neighborhood layouts, and bringing new, non-traditional floor plans to the market. “I do not believe that we have hit the peak of the market,” says Sinkey, “but what I am interested in today is not just bringing more homes to the market, but instead the ‘right’ kind of homes to Colorado.” What does Sinkey see as the ‘right’ types of homes? He goes on to explain that he believes gaps exist in a few areas: seniorfocused housing, designed for the aging population seeking to downsize, and housing opportunities that allow homebuyers to build equity. “Boulder Creek is uniquely poised to evaluate these types of housing. We have always been a lifestyle focused builder,” says Sinkey. True, the Company has made a name for itself delivering a signature-style of lowmaintenance living across the Front Range, in communities featuring patio homes and townhomes. “We know that many homebuyers have dreams and aspirations for their lives that don’t include outdoor maintenance chores, and we’ve been organized around that idea from the start,” Sinkey says. Innovative housing “As we consider the many hurdles to home ownership, one of our answers is our weeCottage home series,” says Sinkey. By Sinkey’s definition, the wee-Cottages are a “non-traditional” type of housing. “They’re not what immediately comes to mind when you think of a single family home,” he says. The wee-Cottages are – smaller floor plans designed to be incredibly functional and extremely economical in comparison to many ‘typical’ new homes. “The wee-Cottages were designed with efficiency in mind from the very start,” says Sinkey. The attention to efficiency is clear in the floor plans, the smallest of the six is just under 900 square feet, the largest scales to right around 1400 square feet. It’s also clear in the price. Currently offered at Blue Vista in Longmont, and at Riverdale Ranch in Thornton, wee-Cottages are priced in the lowto mid- $300s, a rarity in the Front Range new home market. The appeal of wee-Cottage spreads wide. From downsizers to first time home buyers, the home collection speaks to those who seek to maintain less square feet, who desire to make less of an impact on our environment, or the busy professional that does not have time to DAILY CAMERA / TIMES-CALL
maintain a large yard. “We work with many folks interested in owning a home who are currently living in a condo or apartment,” says Sinkey. “They enjoy living a lower maintenance environment, but crave the ability to be in a single-family home where building equity is an option, and we believe wee-Cottage is a very attainable alternative.” Lifestyle First, Home Second to None “We continually see an absence in the senior focused, main floor living home collections across the Front Range,” says Sinkey. “This type of housing has been part of our vision since the inception of Boulder Creek, and it continues to be a relevant segment in the market today.” Many of Boulder Creek’s floor plans introduced 10+ years ago are still being built today, simply because they are continuing to be relevant and functional for home buyers seeking to downsize and take their free time
back with a low maintenance lifestyle. “It’s pretty amazing to see how our legacy home collections have evolved with the times, but still remain true to what we originally set out to accomplish,” comments Sinkey. “We certainly could not have done it without a great cast of employees, always willing to innovate and make these homes relevant throughout the years.” Of course, Boulder Creek has also introduced new plans in that timeframe as well. Sinkey highlights the main-floor focused “easyHouse” series, currently available at Denio West in Longmont. “The patio homes in Longmont have been a great solution,” he says. “So many homebuyers want to stay in the neighborhood they love, but are simply ready to downsize to an easier way of living. A smaller home, main floor living, a maintained yard are core elements of our patio home communities.”

What’s Next “During Boulder Creek’s early years, I attended every home closing. It was a way for me to listen and understand the motivations of people who were buying our homes. Clean out unwanted garden guests Getting powder all over the furniture, leaving a trail of slime, some guests just don’t know when they’ve worn out their welcome. When BY CAROL the party’s over, O’MEARA instead of a fond Colorado State farewell, they University Extension snuggle into the cover of leaves to sleep through winter, emerging as the weather warms to pick up the party on your plants next season. If you’re letting leaves lie you might be adding to plant problems in spring, when insects and fungi shake off the cold to infest the garden. Now that fall snows finally quieted the garden, clean out the guests before winter sets in to ensure your plants get off to a healthy start next year. Powdery mildew overwinters as cleistothecia, big, obvious black specks that look like someone sprinkled pepper on the leaves. If not cleaned out, it will re-infect the plants next spring, and soon
the coating of powder-white fungus will encase the leaves and attack stems, buds, flowers and fruit. Afflicting cottonwoods and aspen in our yards, Septoria fungus causes a spotty foliar disease. From tan, circular spots with black pimples in the center to irregular brown to black spots that coalesce into large areas, symptoms of the disease vary between tree species, particularly lanceleaf cottonwoods. In moist, humid areas, the fungus can attack twigs and main stems. Septoria spends winter as pycnidia – a saclike spore case - on infected fallen leaves. With spring and its warm, wet weather, the pycnidia releases spores to be carried by wind onto emerging leaves. Though early infections aren’t often serious, if the weather remains warm and moist, these infections release spores that create a wide swath of infestation. These secondary infections appear later in the season and can cause trees to drop their leaves early. Though Septoria is common, it’s Marssoninna fungus that is a true thug attacking Aspen and cottonwoods. Marssonina causes
dark brown leaf spots, often with yellow halos and a white center. In wet weather, spots enlarge and merge forming black, dead patches. Marssonina spends the winter on fallen leaves, producing spores in spring with warmer, wet weather. Like Spetoria, if the weather conditions are right, spores from these infections spread, causing large secondary infections that become obvious later in the season. If you don’t care about your trees but do love your tomatoes, fall cleanup of plant debris is key in controlling early blight (alternaria solani). Early blight fungus attacks older leaves of the tomato first, spreading upward as the season progresses. Leaves develop brown to black dead spots with yellow halo and as the spots grow, they form concentric rings, or “bull’s-eye” pattern. Early blight overwinters as spores in leaf or stem tissue left in the garden, so if you can’t rotate your plants, be meticulous about cleaning up debris. Two fungi invading lawns, necrotic ring spot and Ascochyta, attack at different points:

ascochyta invades the leaves, while necrotic ring spot goes after the crown. They colonize the soft new growth of the lawn in spring, just as the plant starts actively growing. Research at Colorado State University has shown that early season fertilization of lawns encourages both diseases by pushing growth of young leaves. Delay fertilization of lawns in spring, waiting until early May if you used a winterizer this fall. This is one way of reducing the amount of soft tissue the fungi can commandeer. Keep your plants healthy by tidying up the leaves and applying a fresh covering of mulch in perennial beds to keep diseases at bay. Carol A.
