By Gary M. Singer Sun Sentinel Q: A few months ago, a nice family bought the house next door. We were happy when they began sprucing up the landscaping – until they removed the thick hedge that ran down the line between the two properties. We liked the privacy it gave our backyard and are upset they did this without even speaking to us. What should we do? – Mary A: I frequently receive calls on this issue. When someone moves into a new home, their first instinct is to make it their own. Sometimes they add landscaping and others they open the property. Other times the existing neighbor will use the opportunity of an old neighbor
moving out to make a change their prior neighbor would have objected to. Fortunately, this is relatively easy to deal with. In doing so, you should remember that you will need to live next to this family for the foreseeable future and tread lightly. Your first step is to determine where your property line is. If the removed bushes were on their side of the line, your neighbor had every right to remove them. However, if they were on your side, or even straddling the line, the situation becomes more complicated. Your first step, as in most neighbor disputes, is to try to speak to them about it. You might learn that they were planning on replacing the hedge with
something more beautiful or are about to put up a fence. If the hedge was on the property line, or their side of it, your options will be limited to putting up a new hedge on your side. While I understand that the prior hedge may have been straddling the line, it is best to move it a foot or two onto your side to avoid future problems. If the removed hedge was on your side, and your new neighbors do not step up and replace it after you speak with them, you will have to do it yourself and seek reimbursement. Make sure to keep good records and take a lot of photos. If they refuse to pay you back for the replacements, you will have to decide if it is worth it to sue your next-door neighbor knowing that even if you get your money back, you will still have to live next to them for years to come. Boulder-area September home sales consistent
The Boulder County real estate market is steady-asshe-goes for September, a far cry from the wild swings in temperature September BY TOM delivered. KALINSKI September RE/MAX of Boulder statistics show the area’s home sales are slowing as the official “home buying” season comes to a close, but the change in pace is minimal. Single-family home sales dropped 21 percent for September with 360 homes sold compared to 458 sold last month across Boulder County. Condominium and townhome sales decreased 1.6 percent month-over-month in September 2019 – 127 units vs. 129. Year-to-date, Boulder-area single-family home sales were virtually unchanged, falling .1 percent through September 2019 compared to the same period last year with 3,530 homes sold compared to 3,534. Condo/
townhome sales decreased 2.7 percent over the same period – 1,178 units vs. 1,211. “The recent designation of Boulder as the most stable market is bearing itself out,” says Ken Hotard, senior vice president of public affairs for the Boulder Area Realtor® Association. “The changes from August to September are normal market swings and the movements are small in almost every indicator category. We see swings, but as a stable market, it gets back on track.” Boulder was recently named the top metro in the U.S. for
home value stability and growth, an achievement it has held for five years running, based on SmartAsset.com’s analysis of 25 years of U.S. housing data. Hotard says the market stability is both good and bad news, citing predictability as good news and noting challenging issues such as persistently tight inventory as bad news. Inventory of single-family homes for sale in Boulder County dropped 5.4 percent compared to last month – 1,163 vs. 1,229. Condo/townhome inventory dropped 2.6 percent with 331
units for sale compared to 340. Meanwhile, prices are easing modestly. The median price of a single-family home is below $900,000. The Boulder-area’s prices are more challenging for many people and first-time buyers. Hotard notes that while Boulder doesn’t have enough diversity in housing type and prices to meet demand, there are nearby alternatives in Boulder County. “Folks in this market are extraordinarily fortunate for the communities we live in,” he summarizes. “It’s a good life here in Boulder County.” Tom Kalinski is the broker/ owner of RE/MAX of Boulder, the local residential real estate company he established in 1977. Why hospitals are getting into the housing business
By Markian Hawryluk Kaiser Health News DENVER – One patient at Denver Health, the city’s largest safety net hospital, occupied a bed for more than four years – a hospital record of 1,558 days. Another admitted for a hardto-treat bacterial infection needed eight weeks of at-home IV antibiotics, but had no home. A third, with dementia, came to the hospital after being released from the Denver County Jail. His family refused to take him back. In the first half of this year alone, the hospital treated more than 100 long-term patients. All had a medical issue that led to their initial hospitalization. But none of the patients had a medical reason for remaining in the hospital for most of their stay. Legally and morally, hospitals cannot discharge patients if they have no safe place to go. So patients who are homeless, frail or live alone, or have unstable housing, can occupy hospital beds for weeks or months – long after their acute medical problem is resolved. For hospitals, it means losing money because a patient lingering in a bed without medical problems doesn’t generate much, if any, income. Meanwhile, acutely ill patients may wait days in the ER to be moved to a floor because a hospital’s beds are full. “Those people are, for lack of a better term, stranded in our hospital,” said Dr. Sarah Stella, a Denver Health physician. To address the problem, hospitals from Baltimore to St. Louis to Sacramento, Calif., are exploring ways to help patients find a home. With recent federal policy changes that encourage hospitals to allocate charity dollars for housing, many hospitals realize it’s cheaper to provide a month of housing than to keep patients for a single night. Hospital executives find the calculus works even if they have to build affordable housing units themselves. It’s why Denver Health is partnering with the Denver Housing Authority to repurpose a mothballed building on the hospital campus into affordable senior housing, including about 15 apartments designated to help homeless patients transition out of the hospital. “This is an experiment of sorts,” 4

said Peg Burnette, the hospital’s chief financial officer. “We might be able to help better their lives, as well as help the financials of the hospital and help free up capacity for the patients that need to come to see us for acute care.” Spending to save money Denver Health once used the shuttered 10-story building for office space but opted to sell it to the housing authority and grant a 99-year lease on the land for a minimal fee. “It really lowers the construction costs for us,” said Ismael Guerrero, Denver Housing Authority’s executive director. “It was a great opportunity to build additional housing in a location that’s obviously close to the hospital, close to public transit, near the city center.” Once the renovation is complete in late 2021, the housing group will hire a coordinator to assist tenants with housing-related issues, including helping those in the transitional units find permanent housing. The hospital will provide a case manager to help with their physical and behavioral health needs, preparing them for life on their own. Denver
Health expects most patients will be able to move on from the transitional units within 90 days. The hospital will pay for the housing portion itself. That will still be far cheaper than what the hospital currently spends. It costs Denver Health $2,700 a night to keep someone in the hospital. Patients who are prime candidates for the transitional units stay on average 73 days, for a total cost to the hospital of nearly $200,000. The hospital estimates it would cost a fraction of that, about $10,000, to house a patient for a year instead. “The hospital really is like the most expensive form of housing,” Stella said. Growing interest A recent report from the Urban Institute found that while most hospital officials are well aware of how poor housing affects a patient’s recovery, they were stymied about how to address the issue. “It’s on the radar of almost all hospitals,” said Kathryn Reynolds, who co-authored the report. “But it seemed like actually making investments in housing, providing some type of financing or an
investment in land or something that has a good amount of value seems to be less widespread.” The report found housing investment has been more likely among hospitals with their own health plans or other types of arrangements in which they were receiving a fixed amount of money to care for a group of patients. Getting patients into housing could lower their costs and increase their operating margins. Others, particularly religiously affiliated and children’s hospitals, sought housing solutions as part of their charitable mission. Reynolds said the trend is due in part to the Affordable Care Act, which requires hospitals to perform a community needs assessment to help guide their charitable efforts. That prompted more hospitals to consider the social needs of their patients and pushed housing concerns up the list. Additionally, the Internal Revenue Service clarified in 2015 that hospitals could claim housing investments as charitable spending required under their tax-free status. And provisions CONTINUED -

included in the 2017 tax cut bill provided significant tax savings for investors in newly designated opportunity zones, increasing their interest in affordable housing projects. Some hospitals, she said, may use their cash reserves to invest in housing projects that generate a lower return than other investment options because it furthers their mission, not just their profits. In other cases, hospital systems play a facilitator role – using their access to cheap credit or serving as an anchor tenant in a larger development – to help get a project off the ground. “Housing is not their business,” Guerrero said. “It’s not an easy space to get into if you don’t have the experience, if you don’t have a real estate development team in-house to understand how to put these deals together.” Cutting costs In the southwestern corner of Colorado, Centura Health’s Mercy Regional Medical Center has partnered with Housing Solutions for the Southwest to prioritize housing vouchers for frequent users of the emergency room. case manager to review records of frequent emergency room patients. They quickly realized how big an issue housing was for those patients. Many had diabetes and depended on insulin – which needs refrigeration. Kidney failure was one of the most costly diagnoses for the hospital. Once patients received housing vouchers and found stable housing, though, costs began to drop. “We now knew where they were. We knew that they had a safe place to live,” said Elsa Inman, program coordinator at Mercy Regional. “We knew
they would be more effective in managing their chronic conditions.” The patients with stable housing were more likely to make it to their primary care and specialist appointments, more likely to stay on top of medications and keep their chronic conditions in check. The combination of intensive case management and patient engagement helped to halve ER visits for the first 146 patients in the program, saving nearly $495,000 in Medicaid spending in less than three years. “Hospitals are businesses and nonprofits are businesses,”
said Brigid Korce, program development director for Housing Solutions. “They are bottom-line, dollars-and-cents people.” Inman acknowledged that the hospital might have missed out on some revenue by reducing ER use by these patients. Hospitals are still largely paid by the number of patients they treat and the number of services they provide. But most of those patients were covered by Medicaid, so reimbursements were low anyway. And the move freed up more ER beds for patients with more critical needs. “We want to be prepared for life-threatening conditions,” Inman said. “If you’ve got most of your beds taken up by someone who can be receiving patient care outside in the community, then that’s the right thing to do.” That was less of an issue for the inpatients at Denver Health. Because hospitals are generally paid a fixed amount for a given diagnosis, the longer a patient stays in the hospital, the more money the hospital loses. “They’ve basically exhausted their benefit under any plan because they don’t meet medical necessity anymore,” Burnette said. “If they had a home, they would go home. But they don’t, so they stay in the hospital.”

What’s going on in new home construction? Last week I had the privilege of listening to a presentation by John Covert, senior director of the west region for Metrostudy. BY DUANE His company consults with DUGGAN hundreds of Realtor and Author RE/MAX of Boulder homebuilders – as well as lenders, developers, investors, suppliers, utilities, school districts, and local governments – across the country who rely Metrostudy’s market intelligence and insights to help them make major decisions in their business as the real estate market changes from year to year. In our region, John and his team meticulously research and analyze the housing market. His survey team visits every new home project on every lot in the metro Denver area and the Front Range each quarter. They gather primary data to assess housing supply and demand by counting the number of finished lots available, the number of homes under construction, and the finished vacant inventory. This “on-theground” method produces highly accurate, unmatched data and analysis – and Metrostudy has the most comprehensive database of housing market information in the industry. Consequently, John knows every statistic about new home construction that you can possibly imagine. I am also honored to be in a real estate Masterminds group with John, along with 20 other real estate industry influencers. At our last meeting, he gave us a quick overview of the important new home market factors he monitors. Here’s what he discussed: New home sales are quickly influenced by changes in interest rates. In April 2018, interest rates peaked at just over 4.5 percent, producing a quick drop in new home sales. This quick drop shows how sensitive the new home market is to interest rates. Now, that rates are back in the 4 percent range, new home sales are rebounding. One of the major trends John has seen is that in every major metro market, there is less housing being built, and as a result, this is creating housing shortages. From Oct. 25-26, 2019
the recession until now, with 2008 as the baseline year, the Denver metro population has increased by 500,000 people. Yet Denver currently ranks 6th in the nation in new housing permits compared to the number of residents. Houston ranks number one in the quantity of new home construction with seven permits per 1,000 residents. Behind Houston are Charlotte, Orlando, Dallas, Seattle, and then Denver. Denver has at five permits per 1,000 residents from 2008 to 2018. That is not nearly enough to house 500,000 new residents. As a pre-recession comparison, Denver had nine permits per 1,000 residents from 1990 to 2007. The next key trend is the quantity of multi-family housing compared to detached singlefamily homes. New York is number one in the nation with 76.3 percent of new housing permits for multi-family housing. Denver comes in 8th in the nation with 47.6 percent of permits for multi-family housing. An issue which is directly connected with the quantity of multi-family homes is that new construction has been primarily aimed at for-rent housing rather than for-sale housing. Due to a variety of factors, such as land costs and construction defect laws, almost every metro market is seeing more new multi-family homes for rent. In our area, just drive down Highway 36 and Interstate 25 and you’ll see all sorts of new construction that look like new condos; however, most of them are for-rent apartments. As a result, there has been a shortage of attached homes for sale, making it very difficult for first-time home buyers to enter the market. Denver ranked 8th in the nation from 2006 to 2018 with 47 percent of housing permits for homes for rent. New York was again number one in the country with 75 percent of permits for homes for rent. Now, we just said there were
very few condos being built for sale. I think the most astonishing statistic John shared was this: in 3rd quarter 2018 compared to 3rd quarter 2019, there was a 329 percent increase in new condo starts in the Denver metro area while townhome and duplex starts were down 16.9 percent and detached starts were down 9.7 percent. Bottom line: suddenly, there has been an increase in condo starts. Drive until you qualify The old saying of “drive until you qualify” is definitely the case in the Denver metro area. John shared data points in terms of rings of distance drawn around downtown Denver and the new home average prices that follow those rings: 5-mile radius of downtown Denver Single-Family Home: $905,495; Townhome/Duplex: $533,986; Condo: $669,879 5- to 10-mile radius Single-Family Home: a $663,636; Townhome/Duplex: $425,132; Condo: $379,113 10- to 15-mile radius Single-Family Home: $569,797; Townhome/Duplex: $373,710; Condo: $308,156 15- to 20-mile radius Note: As the 15- to 20-mile radius approaches the Douglas County and Boulder markets, average prices bump back up. Single-Family Home: $570,685; Townhome/Duplex: $432,999; Condo: $345,069 Challenges for the industry According to John, the new home industry faces several challenges in the years ahead. First are the regulatory pressures including requirements and fees that municipalities place on the industry. Entitlements and/or approvals are difficult to obtain and require a lot of time. Next,
restrictive zoning continues to contribute to a tight supply of buildable lots. A tight supply means increased costs of land plus increased cost of materials, and this quickly adds up to very high home prices, so much so that the industry has coined a phrase called the “missing middle”. It is becoming more difficult to build an affordable home for the middle class. Other trends The national economy and our local economy remain strong. High employment rates and rising population continue to create a strong demand for housing. Metrostudy monitors sales traffic and contracts, both of which are remaining strong into the 4th quarter. The community count is currently flat, but is expected to grow with more approved lots coming online. In order to create a more affordable home, John is observing that many builders are decreasing the square footage in their models. A Halloween love story
Send the children from the room. Normally this is a family column but in celebration of October, I wanted to share a Halloween love story. BY CAROL Recently, I was O’MEARA asked if it’s true Colorado State that spiders University Extension, scream while Boulder County mating. A friend had read this in the Ft. Collins paper and was fact-checking it. This set me to wondering: why would they? From the female’s perspective, the wooing and winning of love often involves having to endure the male dancing about, rushing in to tap her on the head to see if she’s interested, and dashing away in case she’s not. This goes on, back and forth, until the male, convinced of success at winning her heart, gently enfolds her in his arms. All eight of them. Who wouldn’t scream at being held in arms covered in spines and tipped with claws?
How delighted she must be when he runs his fangs in a loving caress along the back of her head. Oh, yes, the male doesn’t like to approach the front – that’s where her fangs are, after all, and one mustn’t take chances. His embrace is from the back, and since the female is typically much, much larger than the male, he has to hold on somehow. His fangs come in handy to use in gripping her in the embrace. How romantic. If this weren’t enough, ladies, consider that the male spider has not one, but two pedipalps - the male spider genitalia - with which to woo her. Female spiders aren’t the only ones who have good reason to scream. There’s a lot of risk involved for the male and the whole episode is one long stressful event. After his final molt, a male spider will leave his web in search of a female. He may no longer hunt or be interested in food. Instead, he is so consumed with finding the female that he may wander far and wide to find her. This often leads him into danger
such as other spiders, predatory birds, or into human houses. Males wandering in the fall are a large proportion of spiders found in our homes, often meeting a tragic end under some human’s shoe. The female doesn’t engage in such nonsense; she has better sense than to give up her food and housing just to search for a guy. Once the female is found the risk increases. They are almost always larger, faster, stronger, and, quite often, hungry. It’s a thin line between being a suitor and being a supper, and males must take steps to ensure that the female is well fed before any love happens. Some males will use the ‘tap-and-dash’ method to test her willingness, others take no chances and bring living food as a nuptial gift. “Here, have a fly - enjoy it”, is a good plan when wooing a female of any species. Once she accepts the male, it’s still risky. Yes, the male has two pedipalps and that may seem impressive and worth boasting over. But there is a rather gruesome reason for this: in many species, after the nuptials
take place, the male must seal off the female to make sure no other male can impregnate her. He does this by snapping off the pedipalp to leave as a plug. When a spider decides to ‘break it off’ with his girl he really means it. To answer the question “do spiders scream while mating?” one has to respond: “who wouldn’t?” The reality is that spiders don’t have vocal chords or bellows-like lungs with which to scream. Their sounds come from rubbing legs, drumming the ground and other external means. Thus, the answer is no, but that doesn’t mean they wouldn’t if they could. Carol A. Undesirable home inspection report results When you list your home for sale the prospect of a pending inspection can be stressful. A lot of real estate BY RICK transaction JACQUEMARD stress is the Flatirons Home result of Inspections surprises. If your home has some obvious repairs needed when you put it on the market, it’s not a big deal when an inspector confirms what you already knew. However, if you thought it was in great condition and the inspector finds issues, that could lead to undue stress. To begin with, there is no such thing as a failed inspection. There are, however, bad inspection results. These types of results can be intimidating because you have no real way to know how the buyer will react. If they are 14

extremely bad, the buyer will probably back out of the deal. At the very least, you might have to deal with a re-negotiation of price or a request for repairs. Either way, the surprise of it is enough to create a stressful situation. When you receive an inspection with negative results, inspections can seem like a terrible idea. In fact, anything that uncovers an unexpected problem with your home before closing makes you that much less likely to find yourself in litigation over the issue later. If you agree to help the buyer with repairs, it’s very common to have them waive liability for later problems in exchange. You may feel more at peace with bad inspection results when view them as tools you can use to eliminate later lawsuits. If you are hit with surprises in the inspection report, don’t do anything until the buyer has presented you with a request for repairs or a price reduction. You
might find it surprising at how many buyers expect their new home to require some repairs. Some buyers don’t see inspection reports as negatively as sellers do. Even if they do, approach the negotiations expecting to strike a compromise that works for both sides. When a buyer does ask you to help resolve the issues have a meeting with your Realtor to discuss what negotiating solutions might be best. If time allows, get a couple of bids on the big-ticket items. Some contractors may even work with you to take payment at close of escrow. Getting multiple bids can be helpful in other ways too. Sometimes just showing the buyer that the repair may not be as urgent or as costly as they thought can be a catalyst for compromise. There are many compromise options: you can do some repairs, give the buyer a credit, reduce the price or do nothing at all.
Selling a home with a minimum of stress depends on your ability to accept the things you have no control over and your willingness to compromise. If your buyer brings up repairs, be ready with a complete set of facts from your own contractors, be clear on what you can to do and communicate everything to your agent. Then, let your agent try to work it out for you. Another way to reduce the stress of a buyer’s inspection is to have a pre-listing inspection prior to listing your property for sale. 5 ways to freshen up a room this fall By Barbara Ballinger Chicago Tribune Before holiday preparations overload already busy lives, it’s a good time to freshen up our homes for our guests and ourselves – and that doesn’t have to mean breaking the bank. Some simple switches and a few purchases can work magic. That sofa that now looks dated can be spiffed up with an overload of chic pillows. If your wood floors are looking blah, change things up with a coat of glossy paint. We asked the pros for a few ways to breathe some new life into your abode. Add more pillows Because gray has become such a standard color choice in recent years, many homeowners crave lively pops of color. One easy way to do it is to add vibrant pillows in bold graphic patterns and rich textures, says Chicago designer Tom Segal of Kaufman Segal Design. He and others also favor bigger pillows that make a greater visual impact. Chicago designer
Summer Thornton likes pillows to be at least 24 inches by 24 inches and blends a mash-up of patterns in florals, animal prints and bold graphics. Look to CB2, Pier 1, All Modern and Restoration Hardware for affordable readymade pillows. Paint your wood floors Painting your walls is a quick way to freshen a room, but glossy, chic, painted wood floors and stairs can make a huge visual difference. If spilling a bucket of color onto your red oak living room floor seems intimidating, start with a smaller space like an entryway to create a bold first impression, but the look works best when the color runs throughout the house. Andrea Magno, director of color marketing and development for Benjamin Moore, went with a Scandinavian color theme in an entryway where the floor, wall and stairs create that feeling of contentment, known as hygge. Create a focal wall To get instant impact in a room, create a focal wall. Try arranging
a collage of artworks, photos and mirrors on a single wall, which Chicago designer Rebecca Pogonitz of GoGo Design Group did in a master bedroom. To get the composition right, she suggests first mapping out the wall design on paper or the floor. Scenic wallpaper can also transform a room, and doesn’t have to be a major expense or commitment. Retailer Anthropologie has a wide selection of chic wall coverings like their floral Ottoman, Endless Summer Palm or Deco inspired Flapper designs. Install an art ledge Hanging art – and rehanging it – can leave lots of nail holes and chipped paint behind. Picture rails are a chic way to display artworks and create an architectural detail that allows art to easily be moved around for myriad fresh starts. Alice Zimet, owner of Arts and Business Partners in New York City, uses picture rails in her apartment and prefers those that are a deep 4 { inches to 6 inches. Look for them online at Pottery Barn, Crate & Barrel and
Restoration Hardware, where they’re available in different widths and colors. Add live plants Once essential furnishings to fill in “holes” in any room, big plants and trees disappeared for years. Now they’re back as more homeowners understand the value of viewing nature to perk up spirits and health as well as rooms. Chicago designer Laura Tribbett, owner of Outline Interiors, considers fresh greenery the perfect indoor perennial accessory for any climate. “It adds an extra dramatic pop and help complete a space,” she says. So the greenery survives, tap into your favorite garden guru’s expertise – the right plant for your room’s exposure, space, height and decor. In one city loft, Tribbett whimsically went with a “money tree” since her client, a bachelor, had done well in business. The tree adds a strong sculptural accent, as well as softness in the concrete and glass space.

Is it really so bad to wear shoes in the house? By Jenna Schuster Angie’s List Mom always said to leave your shoes at the door – and for good reason. Although you may love your footwear, it’s usually best to take your shoes off when you walk inside your home. Otherwise, you risk damaging your floors and tracking in bacteria and toxins. Need more convincing? Here are a few reasons why it’s really bad to wear shoes in the house. The floors get dirty quickly. Even if the bottoms of your shoes don’t look dirty, they’re probably tracking in more debris than you realize. Wearing shoes in the house can mean more frequent sweeping, vacuuming and mopping. Avoid tracking in things better left outdoors by simply leaving your shoes in the mudroom or by the door. If you just can’t stand being barefoot inside, a maid service might be able to help you with the extra cleanup. Like, really dirty. Aside from carrying in visible debris, your shoes are experts at

picking up microscopic bacteria and toxins. Studies show that germs linger long after you’ve taken your last step of the day – including nasty bugs like E.coli. Toxins like motor oil, pesticides and antifreeze can also be tracked through your home. Shoes wear out your carpet. If you want your carpet to last as long as possible, avoid wearing shoes indoors. The soles of your shoes are often harsher than the bottoms of your feet and can cause carpet fibers to break and wear down prematurely. Over time, you may notice that you’ve
worn paths into your floors in frequently-walked areas. Carpet installation professionals can help you figure out if there’s still hope to save your shag! Tip: Beware DIY deep cleaners. While some blogs sing the praises of white vinegar as a carpet cleaner, there’s still a bit of debate as to whether or not it’s an effective solution for cleaning out dirt and soil. To protect your carpet from discoloration or damage, most pros recommend consulting with an expert before doing any deep-cleaning. Footwear can cause dents,
scratches and scuffs. Hardwood floors are particularly susceptible to shoe damage – especially when it comes to high heels and stilettos. The pressure of a pointed heel can create dents in wood that are difficult to repair without professional help. Sportswear like cleats and tap shoes are also common culprits. Softer soles like those on sandals and sneakers probably won’t dent the floor, but they can cause scratches and scuff marks if you’re not careful. Tip: Use a walnut to fill in scratches. If you’re noticing small scratches in your hardwood floor, don’t panic! You can fix them fairly easily using a walnut. Just break open the nut and rub the inside on the marred floor. Rub the nutty oils into the scratch with your finger and watch how it disguises the damage.
