Recently, we’ve seen a trend in home refinancing as current homeowners seek to take advantage of lower interest rates. What BY MICHAELA homeowners PHILLIPS may not Guaranteed know is that Rate, Inc. refinancing a house often requires an entirely new appraisal. An appraisal is typical during any home sale in which the buyer requests loan approval. The appraisal works to determine the market value of the home as set forth by the property’s location, features, age, and other factors. When applying to refinance your home, the bank will send an appraiser out to assess your property in its current state. Here’s what you need to know about a refinancing appraisal. Revamp the curb appeal Appraisers care about the exterior appearance of your home and consider it when calculating the market value. Ensure your home’s lawn, walkway, front door, and windows are clean and clear of debris. You may consider repainting your home as this is a huge value booster but doesn’t require much money or time.
Replace cracked address numbers or even get a new mailbox. Fix and fence latches, sprinkler heads, doorbells, or porch lights. Make a positive first impression on the appraiser by performing small fixes on your home’s exterior. Repaint and declutter The appraiser will take note of chipped paint, drywall damage, cracks in concrete, or other small defects. They may require that repairs be done prior to closing on the refinancing, so we recommend fixing these issues ahead of time to urge the process along. Be sure to remove unnecessary clutter from the interior of your home; this will better showcase the rooms, closets, and other features. Make sure household items work Over time, small items in the house, like light switches, faucets, outlets, and overhead lighting may develop small issues. A leaky faucet, cracked or missing outlet cover, flickering light, etc. can communicate to the appraiser that you don’t perform routine maintenance on the home. Perform these repairs to ensure your home is in good working order. Spend money on repairs that boost value Upgrading the kitchen and
bathroom appliances and fixtures can greatly increase the value of your home. These rooms see the most use and are easily dated based on their design. If an appraisal is required with your refinance, it’s important to let your lender know that you’re doing repairs or renovations on your home. If you’re in the middle of renovations, the appraiser will usually mark the appraisal as “subject to completion” and you’ll need to finish the renovations prior to closing on the refinance. Most refinancing situations require a home appraisal before the bank will approve. Set yourself up for success prior to the appraisal by performing routine maintenance, replacing broken fixtures, and cleaning your entire home, inside and out. Advise the appraiser of any ongoing renovations prior to their visit so you are both aware of how they’d like to proceed. Don’t fence me in Whether they’re welcoming, ornamental, or downright foreboding, fences are an icon of the American landscape. There’s no hedging about it: fences are a cornerstone of American culture. The word “fence” has origins in the 14th-century Middle French word “defens”, meaning “the act of defending”. As civilization’s concepts of family, property, and agriculture solidified, fences stood as a visual symbol of our collective acknowledgement of private property and intentions. In what’s now the eastern United States, Native Americans used walls of wooden posts to
ubiquitous barbed wire was the new material of choice, used by western ranchers to denote their boundary lines and deter new settlers from encroaching on their pastures. This claim-staking led to the fence wars of the late 19th century, often turning neighbors against each other, sometimes with deadly results. As America looked toward the 20th century, land usage and division began to change. What was once first-come-first-served was now thoughtfully platted and plotted for organized subdivisions. Fences became more than just property lines; they became a visual component to the American landscape. This suburban growth marked the beginning of the modern fence. While the standard chainlink fence was often utilized, many other styles were incorporated to add personality. The simple dog-ear fence was the perfect compliment to the basic ranch-style home, as was the shadow box for the midmod architecture of the day.

Utilitarian materials like concrete, metal, and cinder blocks were used to up the artistic ante. The breeze block — cinder blocks stacked and designed to create a mosaic or other pattern — has found its footing in modern fence design, with quite the underground following. Another popular and attractive fence that’s gained popularity is the gabion wall — a wire cage, cylinder, or box filled with rocks or concrete. Fences have come a long way from their origins as a form of defense and protection to a defining aspect of architectural design. Three Boulder-area cities ranked best places to raise a family There’s no place like Colorado to raise children. With beautiful vistas, excellent weather, and a healthy economy, Colorado is the 12th best state BY TOM in which to KALINSKI raise a family, RE/MAX of Boulder according to recent analysis by WalletHub. Three top Colorado cities for families are in the Boulder-area, leading with No. 2 ranked Erie, No. 4 Louisville, and Superior at No. 5. Firestone and Frederick ranked 6 and 7, respectively. Boulder ranked No. 24. Parker led the state as the top place to raise a family. Key factors for creating the best environments for child rearing are ample recreation opportunities, healthy living, good schools, and a diverse economy, according to WalletHub. Within these categories, WalletHub also compared cities across 21 key indicators. In the key indicator of “Most Attractions” Boulder ranked third in the state with its parks, vast open space lined with hiking and biking trails, many sports leagues for children, and great library system. For “Highest Median Income,” Superior and Louisville are third and fourth, respectively. Erie, Frederick, and Firestone ranked 3, 4, and 5 for “Lowest Violent Crime Rate”. Colorado families take advantage of the state’s rich opportunities to be active, leading the nation as the No. 1 most active
and least obese state. The entire state is a haven for recreation, be it for hiking, skiing, biking, camping, or all of the above. Economically, Colorado offers strong finance, real-estate, and health-care industries. In the Boulder-area, high tech and medical companies thrive. Show off your hips this fall
Fall is a time for celebration, with the end of season harvest and cool relief from heat getting us out into the garden to enjoy the autumn sights. BY CAROL We revel in the O’MEARA changing colors, Colorado State marvel at the University Extension, Boulder County sunflowers’ nodding heads, and laugh as squirrels gather nuts. But what really gets us to stop and stare are the big, bodacious hips mother nature can produce. Roses, hawthorns, and crabapple step up the show by setting fruit in brilliant hues and holding the gorgeous globes well into winter. In crimson, gold, and purple, the fruit covers these plants in an autumn glory long past the last falling leaf. Some are delicious, others not edible at all, but look fantastic in a fall table arrangement. Not every plant is lucky enough to flaunt their hips, so when you’re looking to add a sassy show to your landscape, plant now for years of fall flash: Crabapples, the smaller-fruiting cousin to standard apple trees, is popular in landscapes for its showy spring blooms. But the real jewels of this tree can be found later in the season with colorful, edible fruit. Such a large plant will dominate the yard once it matures, so choose a variety that fits into the area. Dwarfs and semi-dwarfs are best for urban and suburban landscapes, while standards can take up to 35 feet of room. Fruit as well as flower can differ by variety. Want to accent the garden with orange-red fall tones? Try Indian Magic, a moderate-
sized tree which starts early in the season with deep pink blossoms. Sun-colored Sir Lancelot drapes itself in gold, and at a petite eight feet wide, is perfect for smaller yards. Fans of weeping crabapples will delight in Molten Lava, a unique variety with yellow bark and hot red berries. Yet most of the modern crabapples don’t have the tastiest fruit; if you want to grow for the kitchen, plant Whitney, with medium sized red and yellow crabapples, or russet-colored Chestnut. Choosing a rose for flower alone means you’ll miss the sizzling finale to their summer. While many focus on perfume and bloom, savvy rosarians design fall hips into the garden. Hips are produced after the bloom fades, swelling and ripening as fall arrives. Shop now
to find the hips that best mach your garden’s décor. In colors from green to yellow, orange to crimson, there’s a hip for everyone and every style. Rosa pulverulenta is a charming sensation, with cranberry-red hips and dainty foliage. For a native touch, try Rosa glauca, a large arching shrub with purple foliage and bronze fruit. Rugosa alba, a continuous blooming white flowered shrub, gets magnificent hips in orange red tones. Rosa rugosa, a cook’s favorite, should be harvested just after the first frost kisses their hips. Fruity with a hint of spice, be sure to remove the hairy seeds before cooking with them. Russian hawthorns (Crataegus ambigua) are a must-have tree for gardeners wanting a four-season plant. With their creamy white flowers, spectacular red berries
and dark, feathery foliage, this is a tree you’ll fall in love with. Not everyone likes a plant with showy hips and a prickly personality. If you plan to work under or around the tree in your garden, look for something a little less thorny. And leave the fruit of this tree for the birds; though edible, the experience isn’t pleasant – they’re pulpy and tasteless. Carol A. Association’s lack of consistency causes construction issue for homeowner By Ilyce Glink and Samuel J. Tamkin, Tribune Content Agency Q: I recently purchased a single family detached home in a 55-plus community, which has a pergola covering my patio. I petitioned my homeowners association to allow the installation of clear roof panels on my pergola for year-round weather protection. They denied the request. Upon receipt of the denial, I appealed to the association asking them to reconsider due to the fact that other homeowners in the community have roof coverings on their pergolas and that I would be happy to install the same type on my pergola. This appeal was also denied, and they responded that the declaration gives the board of the association the right, as it changes, to change their view relating to aesthetic matters, as well as interpretation, application and enforcement of the design
guidelines in the homeowners association documents. Based upon the aforementioned, do I have any recourse with the association or should I consider the matter closed? A: Well, that doesn’t seem quite right. From where we sit, we think your homeowners association should have some consistency in the design and construction guidelines for all pergolas in the development. While we understand that one board of directors can differ from the next on what they think is nice and aesthetically pleasing, if the look of the pergola is consistent with others on the property, it shouldn’t matter what materials are used under the covers, so to speak. And, we wonder why they’d no longer allow what most everyone has already done. Most association documents contain language that gives the board some cover, but typically association boards have a duty of
good faith to their fellow owners and can’t act in a discriminatory or capricious manner. The curt tone of the letter makes this seem like a capricious denial. You may want to wait until the next election of association board members and make your request again. (You might even want to run for a board seat, so you can see what is really going on.) You could hire an attorney to review the issue, but we don’t know how far that will get you, whether you’ll make enemies or friends, or how much it will cost. You should also research the rules of the association to see if there is any document that describe what can and can’t be built. We assume that your association documents allow people to modify or add on different items to the homes. Some of these may be structural changes and others aesthetic. If you can figure out what standard the board must use legally to evaluate construction
and aesthetic changes to the buildings, you’ll have more insight on how to plead your case. You may also be able to review some of the older meeting minutes to figure out what other owners said to get those boards to grant the approval and see if your request is similar (or different enough) to instruct your appeal. Finally, we suggest you make friends with the owners of the other pergolas and solicit their suggestions on how to get your petition through the board. The buzz about sustainable housing
Is sustainable housing just a real estate buzz word or is it actually happening in the real estate industry? Sustainable BY DUANE housing is a DUGGAN multi-faceted and Realtor and Author evolving term RE/MAX of Boulder encompassing eco-friendly construction and design with low environmental impact and higher energy efficiency. It also entails lasting economic, health, and social benefits to households and the community. Many home builders are now very conscious of constructing dwellings that incorporate sustainable features. In 2015, the National Association of Realtors® conducted a study of features that constitute a green, healthier home and community. They are as follows: • Solar panels for electricity to power the house and charge your electric car • Solar panels for hot water and space heat • High walk score, transit, Sept. 20-21, 2019

and biking score to lower commuting costs and day-today travel (reducing carbon emissions) Energy efficient utilities, appliances, and lighting Smart/connected home Green community with bike lanes and paths, open space Landscaping for water conservation, rooftop gardens Efficient domestic water usage by using low flow shower heads and smaller capacity toilets Interior air quality/radon mitigation
Now in 2019, the National Association of Realtors surveyed its Realtor® members to assess how far the industry has progressed in housing sustainability. Results indicate that we are making strides in the sustainability housing world. Helping buyers choose homes with sustainable features is an important part of the home buying process. The survey found that 41 percent of Multiple Listing Services across the county now have data fields to identify features such as energy, green certifications, and more. Having these data fields enables home buyers to search for
homes with desired sustainability features. The desire of the home buying public to pay for sustainable features is critical to building a sustainable housing stock. 59 percent of those surveyed said clients were at least somewhat interested in sustainability. This shows that home buyers are becoming increasingly aware of the features that constitute a sustainable home. Solar panels are a hot item. 83 percent of the respondents said properties with solar panels were available in their market. 36 percent said that solar panels increased the perceived value of the property. Home buyers are also becoming more aware of what it means to have a “high performing” home. Sixteen percent of respondents said that a “high performance” home (defined as a systematic building science approach to home improvements that increase indoor comfort, health, operational efficiency, and durability) is becoming more important to them. Housing sustainability will be a buzz word in the real estate industry for years to come. The above National Association of

Pogue Angie's List If you intend to hire a contractor for repairs or home improvements, it’s important to brush up on the lesser-known contract option known as a contractor lien waiver. Liens are a powerful tool contractors can use to enforce their debts. While no contractor wants to resort to using a lien, sometimes they’re a necessary outcome. Contractors have an interest in your home until they’re paid – especially suppliers and subcontractors. Since they can’t repossess bricks or other products once they’ve been installed, they need this legal avenue to recover their investment if they’re not paid. Though particulars vary by state, mechanics’ liens give a supplier, subcontractor or contractor a partial legal claim to the property for unpaid work or materials. A lien can wreak havoc on a project by tying up bank loans, clouding title ownership and scaring away potential

DIY Home Improvements It is often said; “If you want the job done right, then do it yourself.” This is not always the case. Don’t forget your own hourly rate either. If you spend hours watching videos and then several more getting the job done, you might be better off hiring someone else to do the work. Be realistic about what you can do yourself. Replacing sheetrock is an example of something that many people can do themselves. However, it’s best to stay away from anything structural, as an engineer might need to be involved. As a home
inspector it is often easy to spot improvements or renovations done by the homeowner. The following are just a few things you might want to steer clear of. Electrical Repair: DIY electrical work can be nerve-wracking. A wrong decision could result in a house fire or even worse, serious injury or death. In addition, when it’s time to sell your home an inspector may find that your DIY work is not up to code. This could decrease the value of your home or cost a lot to repair. Roofing Repair: Being up on a roof is dangerous. That’s why it’s best to leave roof replacement or repair to a professional. Not only are they experienced, they possess the proper tools for the task – when you’re replacing your roof, you not only need the materials for the new roof, you need the tools to be able to complete the task itself. In addition, most home warranties require that a certified roofer perform repairs. Fencing: Hiring a professional to install a fence in your yard, rather than doing it yourself, could be the difference between enhanced curb appeal and disaster. Installing a fence is a lot more time consuming and expensive than typically
perceived. You need to be able to dig holes for your posts and install a fence that rises and dips with the contours of your lawn. Also, most municipalities require permits. Often, this is a job for a professional Instead of wasting your time installing a poor fence, consider hiring a reputable company. Plumbing: There is a lot of knowledge and expertise that goes into this. From broken pipes and leaks to installing a water heater, toilet or disposal, you’ll want a professional to do the job. It can be easy to start a plumbing project believing all you have to do is tighten a fitting or install a gasket and end up causing water damage, still hiring a plumber. Much like electrical work, your plumbing also must follow codes to ensure everything works properly. Not only will a professional plumber know the codes, they’ll know the correct size of pipes, connections and valves for all the different purposes of water use. Structural Work: Whether adding on or changing the existing structure of your home, structural work is no easy feat. Before you start swinging a sledgehammer, you should know that demolishing a load-bearing wall could compromise the structural
integrity of your home. A professional contractor will be aware of any wiring, gas or plumbing in the walls of your home prior to beginning any demolition. Contractors will be aware of specific permits you may need before you make any structural changes. A general contractor will also know which sub-contractors will be needed for your job. It may be tempting to engage in this type of DIY project. However, a project at this magnitude may compromise the structural integrity of your house and have expensive consequences. To avoid any problems with the framing or foundation of your home, contact an engineer or a certified contractor before you remove a wall or add a room to your house Most inspectors will be able to spot poorly done DIY projects. This can lead to more expense and time invested in your home in the long run. These type of issues result in postponed sale or even a cancelled contract. By doing wildfire mitigation, BY RICK homeowners JACQUEMARD can increase Flatirons Home their safety Inspections and reduce the risk to life and property. However, given the unpredictable nature and behavior of wildfire, it should be noted that there are no guarantees. Fire mitigation is a series of steps that you can take to reduce the risk of a wildfire damaging or destroying your property. It includes assessing the risks around your property and your responsibility in mitigating them, thereby creating a defensible space. Due to Colorado’s arid climate and many forests, homeowners and landowners may be particularly vulnerable to wildfires even in normal or heavy snowfall years. It is important to keep this threat
in mind when buying or building a home. Homes in many areas of Colorado are threatened, damaged or destroyed each year by wildfires. Anyone who is thinking of purchasing a home in forested or otherwise fire-prone areas should consider the hazard presented to the property by a wildfire and should attempt to mitigate its effects. By doing wildfire mitigation work, homeowners can substantially increase their safety and reduce the risk to life and property. In Boulder County, land use
codes require individuals who are constructing a new home in forested areas, or remodeling some existing homes, create and implement a Wildfire Mitigation Plan, which includes the creation and maintenance of effective defensible space. Other homeowners are encouraged, but not required, to create and maintain effective defensible space. Defensible space is an area between a house and an oncoming wildfire where the vegetation has been managed to reduce the wildfire threat and allow firefighters to safely defend the house. Use materials such as asphalt shingles, slate or clay tile, or metal roof coverings. Ensure roof-covering assemblies do not contain openings that allow firebrand entry. Install fire-resistive or noncombustible construction materials on siding and walls. Eaves should extend beyond exterior walls with fire-resistive materials. Cover all vent openings to internal structure areas (attic, eave/soffit, foundation, etc.) with a corrosionresistant, non-combustible wire mesh or screen that prevents firebrands from entering structures. Concrete block, cement walls, or other fire-resistive materials should be used for foundation
walls. Construct overhanging projections (decks, balconies, unenclosed roofs, etc.) of heavy timber, non-combustible or ignition resistant material. Minimize the size and number of windows on the downhill side of the house or the side most likely to be exposed to wildfire. Both the size and the type of materials used are crucial in windows and sliding-glass doors. Multi-paned glass or tempered glass is recommended. Wildfire does not recognize property lines. If you effectively mitigate your property, you may help save your neighbor’s home and vice versa. Wildfires can impact entire communities. Linked defensible spaces are a key community protection strategy. Having a defensible space around your home may also lower your insurance premiums.
