By Ilyce Glink and Samuel J. Tamkin Tribune Content Agency Q: I live in a community in which at least two newcomers bought the biggest house they could afford. Being inexperienced, first-time homebuyers, they estimated their costs on the long-standing real estate principle, interest, taxes and insurance (PITI) calculation. That, of course, left out utilities and maintenance. The new neighbors didn’t think far enough ahead to realize that costs for natural gas, electricity, water, sewage, trash collection, and even long-term costs like replacing the roof, are all expenses that will need to be paid. So please change the calculation from PITI to PITIUM, which is pronounced Pity ‘Em. A: Your letter and suggestion made us chuckle. But after we stopped laughing, we realized how on-target your suggestion is. You are absolutely correct that there are a fair number of buyers (first-time in particular) who underestimate the true costs of homeownership. It’s so much more than simply making that monthly mortgage payment, even if the taxes are included through a real estate property tax escrow. In fact, many first-time homebuyers are used to a rental arrangement where the landlord takes care of most issues relating
to a home, including, pest control, minor repairs, major repairs and other customary and routine items that go along with the ownership of a home. When you buy a single home, you are responsible for all of that; there is no landlord to call. If you live in a condominium or co-op building, you might have a maintenance person who will deal with repairs to the building’s common elements; but you may still be responsible for a share of the costs, or even the whole thing. First-time homeowners are often buying at the very edge of affordability, and that issue is compounded by their never having been to the home buying movie before. It’s not surprising that first-time homeowners find their budgets under stress, sometimes even in the first few months of homeownership, like when the water heater blows unexpectedly or a hail storm damages the roof (and now they have to pay the insurance deductible). Home maintenance can cost a serious amount of money, and sometimes the repair bills are unexpectedly huge. In fact, we often suggest that homeowners find a way to set aside several thousand dollars a year for home maintenance projects, such as blacktopping the driveway, cleaning the gutters, or recaulking windows. Even brand-new homes require maintenance, though those costs may be less in the first few years.
Moving is expensive. Beyond the actual costs incurred for the move itself, homebuyers generally spend a lot of cash on furniture, furnishings and other household goods. But, homeownership is expensive, too, and since 40 percent of Americans families don’t even have $400 in an emergency savings accounts, maintaining the big investment you just made has to be a priority. You should always keep some savings set aside for various home repair issues that will come up. You are right to point out that some first-time homebuyers just don’t understand what they’ve signed up for; and that could hurt them in the long run. And, you, too, because if the home winds up being unaffordable, and the homeowners can’t sell it for at least the amount they owe, it could drag down everyone’s home value. And, that would be an unfortunate result for all. We’d rather not pity them (or PITIUM, as you so cleverly put it), but would rather educate them to become better homeowners and lessen their financial stress. Mod Boulder Street suffixes not only serve as identifiers, they also serve as descriptions. In the United States, there are 211 recognized street suffixes, and Boulder takes advantage of 13: Avenue, Boulevard, Circle, Court, Drive, Lane, Parkway, Place, Road, Street, Square, Trail and Way. Believe it or not, there’s a method to the madness. These suffixes are used to navigate the city easier and to help us find specific street addresses. Cardinal directions for suffixes vary by city; around Boulder, most streets run north to south (there are a few exceptions, like Marine Street, which doesn’t follow the northsouth convention), while avenues

run east to west. In addition to having different names for navigation’s sake, street suffixes tend to indicate specific characteristics. For example, Roads tend to connect two points. A Way is typically a small side street off of a road. Lanes are narrow streets often found in rural areas, and a Terrace will follow the topography of a slope or mountainside. From here, it can get more
complicated. While Boulevards are wide thoroughfares with medians, they’re also designed for slower speeds. Parkways, while their name elicits a breezy woodlands vibe, are actually the ones designed to handle higher speeds. Also noteworthy: the term Parkway has historically implied that the road’s design includes a landscaped curbside or median. Other interesting distinctions include Drives, which take their cues from the surrounding environment; they’re typically winding streets that have their route shaped by nature. Places, on the other hand, are streets that have no throughway or lead to a dead end. As important as street nomenclature is for getting us from point A to point B, it has, by no means, guaranteed permanence. Well-known Mapleton Avenue wasn’t always so named; at the turn of the 20th century, Mapleton Avenue was known as Hill Street. The western portion was renamed to Mapleton Avenue in 1902, with the eastern section following suit in 1915.

A more recent example is Canyon Boulevard. Until 1962, Canyon was known as Water Street (at times also called Railroad Street, as the narrowgauge railroad leading to mountain communities was laid westward along it). The change was most likely instituted as Water Street was becoming a major thoroughfare across town, and the suffix Boulevard was eventually deemed more appropriate. Street-naming conventions are just that – conventions – they’re not hard and fast rules. And as it goes with most rules, there are plenty of exceptions. (Don’t get me started on Tucson’s famous Stravenue.) But exceptions and confusion aside, street suffixes are here to help us. What to consider before buying a condo Denver Realtor John Stegner, of New Era Group at Your Castle Real Estate, lists the top three questions to ask before buying a condo. The Denver area has one of the tightest housing markets in the country. However, according to 5280, recent data shows the local real estate landscape is starting to even out and inventory is higher. Stegner says this is providing more choices for buyers, but that builders are still coming up short of meeting the demand driven in large part by inbound migration. “Buy now” is Stegner’s advice as he expects property values to continue to climb. “But before getting too excited, there are things to consider before rushing out and buying a condo,” said Stegner. “You need to make an informative decision and not get in over your head. It’s important to carefully weigh the pros and cons of condo ownership before taking the plunge.” Stegner, shares the top three questions to ask before buying:
What are the HOA fees and rules? “Before buying a condo, always research the homeowner’s association (HOA),” stressed Stegner. “Know what the monthly fees will be, what they cover and the rules the HOA regulates for the community. Some HOA’s are stricter than others.” HOA fees are necessary to keep a building maintained and managed properly. Excessively high HOA fees can be the result of past mismanagement and low HOA fees might be a red flag that the condo association is not budgeting for the future. As part of the buying process, Stegner suggests that buyers always review the budget directly with HOA management to have a full understanding as to the reserves the building or complex has in place and that they have a plan for maintaining and replacing major systems and components. “Buyers who fail to take this step may end up facing a significant increase in their HOA dues or a one time ‘special assessment’ of several thousand dollars,”
added Stegner. Are there common areas and outdoor space? Many condos lack private outdoor space such as a yard or balcony, yet Colorado has some of the most wonderful weather in the nation. When buying a condo, it is important to always have future resale in mind so finding a condo with a private outdoor space or easy access to an appealing community space is important for future value. Stegner recommends taking the time to tour the common areas when making a purchase decision. Is there privacy and security? A plethora of condo buildings have their own security systems and come with a secure entry or even security staff, which saves owners the time and hassle of installing a security system of their own. Condo ownership can be fantastic for the Colorado lifestyle as you can simply walk away from them without worry for a ski weekend or that tropical
vacation. However, each property is different. Beware of common issues such as buying a condo with one parking spot when there is a need for two. Many condos are located in very dense areas and finding available parking for that second car could be expensive. “Condos are also much less private than single-family homes. Common home inspection issues Most real estate transactions are contingent upon an the completion of a home inspection. A qualified and experienced BY RICK home inspector JACQUEMARD should find Flatirons Home something Inspections that could be corrected, upgraded or repaired in every home that they inspect, even newly built homes. Each inspection report will be different. The following list should help buyers understand some of the more common home inspections findings. Exterior Maintenance: One common exterior maintenance finding relates to the fascia. The most common fascia problems are missing pieces, rotted pieces, or fascia boards with little to no ventilation. Ventilation related issues can affect the life span of a roof. Grading: If there is moisture present in the basement or crawl
space of a home, it may be caused by several things. One of the most common causes for this is improper exterior grading. If moisture/ rain isn’t drained effectively away from the foundation of a home it can cause water intrusion into basements or crawl spaces. Roof Issues: A damaged or poorly maintained roof can lead to serious problems, including water damage. Major roof repairs can be expensive, and should definitely be factored into the price of the home if they exist. Asphalt shingles have a life expectancy of between 15 and 40 years. With age, asphalt roof shingles will begin to cup either up or down. They will blister and have granular loss. Inoperable Windows: All windows should be checked during an inspection. In older homes that haven’t upgraded to newer windows, broken sash cords are common. In addition to broken sash cords, there are times that old windows have been painted shut. Windows with single pane glass should also be noted. Electrical Issues: One of the most common electrical issues is missing
GFCI outlets. GFCI’s should be found anywhere water may be present, kitchen, bathrooms, exterior and garages. A common electrical wiring problem is reversed polarity. Reversed polarity is when the hot and neutral wires are placed on the improper terminal of an outlet. Another common improper electrical wiring finding are double taps in the breaker box. This is when there are two electrical circuits/feeds attached to a single breaker. This can be considered a fire hazard. Plumbing: Leaks in the plumbing underneath sinks and around toilets is a common inspection finding. This can be due to the incorrect type of plumbing material, a broken seal around a toilet, or even rusted/corroded plumbing. Older homes often have a galvanized water main. This can lead to poor water pressure due to the corrosion of the inside of the pipe. Newer homes are now utilizing copper water main lines which eliminates the water pressure issue. Older homes may also have lead water supply pipes which were
banned in the Safe Drinking Water Act in 1986. Heating Systems: Inspectors should remove the cover on the furnace or boiler system. It is recommended heating systems are serviced annually. Many homeowners unfortunately do not have their heating systems serviced annually, so a common inspection finding is a dirty heating system. Home inspectors will normally recommend a cleaning and inspection of the heating system if this is the case. The furnace flame should be blue. A flame with orange/yellow in it could indicate problems with the burner. Home inspections may seem complicated, but they don’t have to be. Just make sure to hire the right inspector, listen to their advice, and do your own due diligence before you decide to purchase a home. New Closing Instructions form for real estate transactions as of July 1, 2019 Due to the passage of Colorado House Bill 191098 known as “the deeds bill,” changes have been made to the Colorado BY DUANE Division of Real Estate’s DUGGAN standard form, Realtor and Author RE/MAX of Boulder Contract to Buy and Sell Real Estate (Residential). In addition to the changes to this contract, House Bill 19-1098 also necessitated changes to the Closing Instructions form used in Colorado real estate transactions. The newly created forms will be mandatory for use by licensed real estate professionals as of July 1, 2019. What is the Closing Instructions form? The Closing Instructions form is a document signed by the buyer, seller and real estate brokers in a real estate transaction. Essentially, it lays out the details of how the real estate closing will be handled, acts as an employment agreement with the title company, and it clarifies many issues that are important to buyer and seller. What’s new in the Closing Instructions form? The new form includes most of the elements of the old one. While there are several “housekeeping” changes, there are three major changes to the document. There are updated sections on the Preparation of Documents by the Closing Company, Wire and Other Frauds, and FIRPTA and Colorado Withholding. Preparation of documents In the past, title companies acted as a scrivener for real estate brokers in the preparation of real estate documents. A scrivener is someone who writes a document,

such as a deed in this case, for another party, in return for a fee. The Closing Instructions form authorizes the title company to prepare three different documents. The first document is the Deed. The Deed is the document that conveys ownership from seller to buyer. The new Closing Instructions form authorizes the title company to prepare the Deed, without being a scrivener to the real estate brokers in the transaction as long as the contract calls for one of the statutory forms of deed. The section in the old Closing Instructions form engaging the title company to act as a scrivener for the real estate broker has been removed. The second document is the Bill of Sale. The Bill of Sale is the document that conveys ownership of any personal property in the transaction. Authorization is given by buyer and seller to the title company to prepare the Bill of Sale. In this case, the title company is acting as a scrivener for the buyer and seller in the preparation of this document. The third document is the Buyer and Seller Closing Statement. The old Closing Instructions also gave
authorization to the title company to prepare the closing statements. The new Closing Instructions provide further clarification that the statement must be prepared in exact accordance to the contract, or an Amend/Extend Contract must be executed. Wire and other frauds In the past few years, hackers have worked hard to steal money being transferred for real estate transactions. The new Closing Instructions form gives all parties involved in a real estate transaction a warning. The warning reminds everyone that any time confidential information is being conveyed, it must be done in person to a known person or in a manner with a secure source and recipient. Withholding of funds for Foreign Investment in Real Property Act (FIRPTA) and Colorado Withholding There is nothing worse than going to a real estate closing and finding that the seller is surprised by the withholding of a large amount of funds they weren’t expecting. The new Closing Instructions
form clarifies the situations when a seller may have funds withheld. There are two situations when withholding might be required: First, when the seller is a foreign person. In that case, the provisions of FIRPTA apply and 15% of the sales price could be withheld at the closing table. That kind of number can definitely be a showstopper if the seller had not been reminded of that liability before listing and contracting to sell. The second situation is when the seller is an out-of-state resident and selling Colorado property. Unless exempt for some reason, 2% of the sales price would be required to be withheld. Now these warnings are given in both the Contract to Buy and Sell AND the Closing Instructions. This is a reminder for buyers and sellers to discuss these items with the appropriate legal or tax professionals to see if either of these withholdings apply to them. No need to wait until July 1, 2019 Even though the new forms are not mandatory until July 1, 2019, they are available now and can be used. That potentially will create some confusion for the last week of June, but after July 1, all systems will be go for using the new forms. stablished in 1919, the Longmont Association of Realtors® (LAR) is still going strong today. To mark their centennial, they’re throwing a party. LAR will celebrate its 100th birthday with a party on June 25th at the Oak Room at Oskar Blues Brewery. The event is for membership and invited guests. It will feature complimentary drinks, dinner and a live band. In addition to an emcee, there will be longtime LAR members speaking. Decade boards will mark the organization’s highlights over the past century, along with displays showcasing items Realtors have used over the 12

years to conduct their business. Originally named Longmont Real Estate Board, the organization was chartered on June 25, 1919,
according to a report published in the National Real Estate Journal. At the time, Longmont was a much different community than it is
today. According to data from the 1920 Census, Longmont was home to 5,848 residents, most of whom relied on agriculture to make a living. And while residents were largely buying and selling farmland rather than single-family homes, they relied on Realtors to manage those transactions. Though times have certainly changed, the need for competent, scrupulous Realtors has not. “The Longmont Association of Realtors is dedicated to providing services and affiliations to our members necessary to conduct their businesses in an ethical and professional manner,” says Amy Aschenbrenner, chief executive officer of LAR. “We act with a united voice for our members and the public with regard to protecting and preserving the free enterprise system and the right to own, use and transfer real property.” To keep its members at the forefront of the industry, LAR offers extensive opportunities for Realtor continuing education. “These CE classes are geared towards helping Realtors stay current on contractual changes, industry changes and consumer needs,” says Aschenbrenner. Additionally, LAR is committed to staying abreast of legislation affecting owners of residential and commercial properties, at the national, state and local levels. “LAR works closely with the Longmont Chamber, Longmont Downtown Development Authority and Longmont Economic Development Partnership to ensure that Longmont continues to be the best community to live, work and play in.” When the Longmont Board joined the National Association of Real Estate Boards (now known as the National Association of Realtors, or NAR), it was one of just 162 other county and district board affiliates. Today, according to NAR’s website, LAR is one of over 1,200 local and regional associations/boards affiliated with the NAR. In November 1949, LAR’s Board of Directors voted to approve a name change from Longmont Real Estate Board to Longmont Board of Realtors. At the same time, boards across the nation were making similar name changes, reflective of a nationwide organizational shift. According to NAR, the term Realtor® is a registered trademark that identifies any real estate professional who holds membership in NAR and adheres to its Code of Ethics. DAILY CAMERA / TIMES-CALL
1960 marked the first time a woman, Anna K. Tucker, held office as LAR’s president. Tucker’s election was certainly a reflection of a larger national trend. According to a report from the U.S. Bureau of Labor Statistics, in 1950, women comprised about a third of the nation’s workforce, steadily rising to about 35 percent in 1960 and nearly 40 percent in 1970. As the nation changed, so did the city of Longmont and the rules of the real estate business. As Erik Mason, history curator at the Longmont Museum mentioned in a recent interview with At Home, “The first of the Longmont housing booms were in the 1960s and 1970s when tech really came in.”
Between a new federal air traffic control center, built in 1962, and the arrival of an IBM campus in 1965, the area experienced sharp growth. “The population doubled between 1960 and 1970 and almost doubled again between 1970 and 1980.” Mason reports growth had stagnated by 1980 and then took off again in the 1990s. In 1983 and 1992 the LAR’s Board of Directors approved jurisdiction changes. Back in those days, says Aschenbrenner, “a Realtor could only list and sell properties that were located within their jurisdiction.” Today, though, the regulations are much different. “NAR did away with jurisdictions many years ago.”
Throughout the decades, LAR has maintained a commitment to serving the community. In 1979, LAR, then known as the Longmont Board of Realtors, spearheaded a campaign known as Project Access. “[That] stands out to me as one of LAR’s greatest contributions,” remarks Aschenbrenner. The project, whose tagline was “Help un-handicap the handicapped,” was a collaboration between members of the community and the Longmont Board of Realtors. Their goal was to make the city more accessible to residents and visitors, by creating curb cuts in the downtown Longmont area. Currently, LAR assists organizations including the
Inn Between, the OUR Center and Habitat for Humanity. LAR members spend hundreds of hours helping these organizations every year through volunteering and sitting on their boards, in addition to offering financial support. Says Aschenbrenner, “Giving back to the Longmont Community is a very important aspect of… LAR [membership].” For one hundred years, LAR has been an integral part of the fabric of Longmont’s community. Despite a changing city and rapidly advancing technology, it’s always sought to protect and preserve the right to own, use, and transfer property. Where does Aschenbrenner see the organization a hundred years in the future? “There is no doubt that 100 years from know the real estate industry will have a different look.” No matter what changes are on the horizon though, Aschenbrenner hopes people will continue to prioritize the goal of homeownership. And she is confident that LAR will help make that goal a reality. “I see LAR 100 years from now continuing the protection of private property owner rights and ensuring Realtors conduct their business in an ethical and professional manner.”

Farmhouse chic: Designing the wagon wheel By Katie Laughridge Tribune News Service With summer off to a busy start, I have been craving a retreat, an oasis where I can relax and renew. That is why when I had the opportunity to go tour the lovely weekend home of long-time customers Susan and Joe, I jumped at the chance. I adore touring beautiful homes and had heard wonderful things about the newly renovated farmhouse property, named The Wagon Wheel Farms. After huge renovations and working alongside our designers, the couple transformed their property into the weekend home of their dreams (and mine!). When they first discussed the idea of buying the little farmhouse in the country, the task of a
fixer-upper seemed somewhat daunting. However, when the demo revealed vaulted ceilings and wonderful open spaces, the concerns quickly melted away. With some encouragement and advice from Susan’s close friend Meg, they were soon embarking on an adventure that led to the creation of a peaceful getaway in the country. This didn’t happen overnight. The couple stripped the house down to the studs and rebuilt it completely to get the perfect balance of rustic and elegant. By raising the ceilings, adding wooden beams and skylights, and switching out the darker tones for blonde wood and white accents, the home was completely transformed. My first thought upon entering
the home was "WOW." Susan truly succeeded in creating a light, bright and open space that immediately makes you feel at home. The removal of the original dark wood accents and the addition of natural light drastically changed the space, making the rooms appear more spacious and the ceilings much higher. With all the light shining through the windows, it’s almost as though you haven’t gone inside at all. While Susan’s color scheme trends heavily toward blue hues, they are balanced nicely by the white and red accents found throughout the home. The pops of vivid color against the soothing and peaceful shades of blue give the home a playful atmosphere. Rustic elements like
her dining room table, fitted with goodies such as juicy-looking tomato bowls and white-andred checkered tins, enhance the farmhouse flair Susan and Joe wanted to bring to the space. The true magic of Susan and Joe’s home comes from the personal touches. From her impeccably decorated bookshelves that feature a perfect mix of traditional shapes, updated patterns and natural elements to her kitchen banquette that ties beautifully into her mudroom cabinet, not one detail was left unaccounted for. Susan also incorporated cherished memories from her past into her present home. The ledge above her kitchen sink has a personal significance I find beautiful – growing up her mother had a sink ledge that housed treasured seasonal decor, and she had always wanted one of her own to decorate. Little additions like that to the new space truly take the energy in the home to the next level. I had a wonderful time learning about the journey Susan and Joe embarked on to create this wonderful getaway. After spending just an afternoon at the lovely property, I felt re-energized and ready to take on my to-do list. Being able to experience the love and hard work that goes into creating a dream space is truly a pleasure, and I am so glad to be able to share this home with all of you. How can I ensure my family will be safe in an emergency?

Assemble an emergency kit The Federal Emergency Management Agency strongly urges homeowners to maintain an emergency kit with enough supplies to sustain them for up to 72 hours without help following a disaster. Assemble it well in advance of an emergency and store it in an easily accessible location. A kit should contain at least the following items:
June is National Safety Month, making it an excellent time to review your family’s safety systems and procedures. Do you know how to turn off your utilities? An emergency may require you to shut down your water, electrical or gas lines in a pinch. None of these are difficult to do, but you don’t want to be fumbling around to figure it out when seconds count. Learn where your home’s shutoff points are, and how to access them. Prepare for home fires At least twice per year, inspect your smoke alarms and check that their batteries are still working. Do you have a fire extinguisher in your home? Equally important, is it up to date? Fire extinguishers lose pressure over time, so periodically check its meter to make sure it’s retaining the correct pressure level. A professional can usually recharge your extinguisher
