By Pam Moore At Home Colorado LONGMONT – For nearly two decades Equity Colorado has provided their clients a full suite of real estate services. Recently, they made an important real estate transaction of their own: The Northern Front Range office has moved from their Niwot office to 710 Kimbark Street in Longmont. Though Equity Colorado was established in 2000, it wasn’t until 2010 that the northern Colorado branch opened its doors. Today, it’s one of four offices that comprise the company, including Denver Metro, Colorado Springs, and Summit County. According to Nancy Umbreit, managing broker and owner, the Northern Front Range office serves Boulder, Larimer and Weld Counties, with some agents covering parts of Adams, Jefferson and Denver counties. While the company has grown over the years, one
thing that hasn’t changed is their commitment to fairness. “The people all the way up the ladder have stayed talented and loyal to our basic concept – to be fair and just to everyone, especially our agents and our clients.” According to Umbreit, Equity Colorado’s clients pay smaller commission fees, while agents have access to the same or better service, tools and technology as their competitors. Plus, agents keep more of their commission, as they’re not supporting large office buildings and other overhead costs typical of bigger companies. Agents, therefore, can afford to take on fewer clients and give each one more time and attention – a win for agents and clients alike. Equity Colorado prides itself on the fact that they seldom use assistants. “Ours is a personal touch,” says Umbreit. Because the company seeks Realtors who possess traits like integrity, initiative, and a positive attitude,
Umbreit feels clients are more comfortable navigating the real estate process. The 80 agents who work out of the Longmont office “are there to help our clients and their families and to personally solve any problems that inevitably occur in a real estate transaction,” says Umbreit. Umbreit feels their new space, a 1500 square foot house built in 1905, has a historic feel and cozy ambiance that will only improve their agents’ ability to serve clients. Since she purchased it she has made some renovations, including adding a large classroom but overall has maintained the building’s original feel, preserving the original windows and the walnut floors. Colorado cities rank in top 10 rising housing markets BOULDER – Real estate prices are increasing across much of the nation and four Colorado cities are among housing markets increasing the BY TOM most, according KALINSKI to SmartAsset.com RE/MAX of Boulder analysis. Leading the Colorado contingent, Aurora claimed the No. 6 spot with population and income growth ranking in the top 40. Other Colorado metros ranked are Denver at No. 10, Thornton at No. 18 and Greeley at No. 19. Denver’s population rose nearly 12 percent from 2013 to 2017, reports SmartAsset. While Denver’s home prices are rising, study data shows incomes are also rising. Median household income increased more than 19 percent from 2013 to 2017. Six of the top 10 on the rising housing markets list are California cities where a housing affordability has reached crisis
levels. Median home values increased by more than 40 percent in Hayward and Jurupa Valley. Here’s a look at the top 10 rising housing markets in the U.S. The period analyzed is from 2013 to 2017. 1.

The Patrick Dolan Team welcomes Karolyn Merrill By Adam Goldstein At Home Colorado BOULDER – A lot has changed in the world of real estate since Karolyn Merrill and Patrick Dolan started working together in 1997. It was the age of fax machines, carbon-copy contracts and bricksized cell phones that plugged into a car’s cigarette lighter. Colorado and the Boulder Valley had yet to see several cycles of booms and busts – the population hadn’t exploded to its current levels, and real estate in the area was in a different phase of development. APP-ETITE FOR INFORMATION: Upgraded app puts the power at the fingertips of Poudre Valley REA members
By John Lehndorff for At Home These days there is a smartphone app for everything, but some apps do more than help you spend your money or time. The app for Poudre Valley Rural Electric Association (PVREA) is all about giving members more. Besides providing reliable power, the cooperative’s mission is to provide exceptional service for members that now include more than 44,000 households and businesses. The PVREA app makes it easy for members to manage their account, request service, find out how their home uses electricity and get critical information about outages. Members can view their energy usage down to the hour, which is handy to help manage energy use. The free online web portal and smartphone app has been steadily upgraded. “The technology has really improved. Now we have the ability to send e-mail or text alerts notifying you about power outages, upcoming bill due dates and 8

other alert types. We send outage alerts specific to the members’ individual home or business, so they always know what’s going on with their power,” said Amy Blunck, Communications Director at PVREA.
This information can be especially useful to those who own rural properties or vacation homes that they don’t occupy 24/7. “With the app, you can find out that ‘Hey, the power’s off at the cabin in Red Feather Lakes,’” she

said. This can be important if there are refrigerators, freezers or home security equipment operating. Reporting problems and providing essential feedback about service to the cooperative is also easier. It only takes a couple of taps on a device to send in a report, Blunck said. Farmers, Retailers, Home and Cabin Owners PVREA provides power throughout a 2,000-square-mile expanse of Northern Colorado using more than 4,000 miles of overhead and underground power lines over varying terrain. “We have members up near the Wyoming border, east past Kersey, south to Boulder and west to Cameron Pass in Larimer, Weld and Boulder Counties,” Blunck said. As the cooperative’s name suggests, the main focus back in 1939 when the co-op was founded was providing power to rural customers. “We’re no longer just rural. near cities,” she said. PVREA has members in and around Loveland, Fort Collins, Greeley, Longmont and Boulder. Like a 24/7 Home Energy Audit The free app provides a ton of useful information by displaying members’ use of electricity in detail. “With the app you can look at energy use in your home and drill down in hourly increments. For example, if you notice your bill is a little higher one month and wonder why, you can look back and see it was due to really cold weather. Or maybe that the week your son came
home from college with three of his friends and there was a lot of video game playing,” Blunck said. The focus on feedback has proven effective at empowering members. “Members can see their own energy use data to justify their energy efficiency efforts. For instance, members who switch to LED bulbs notice their savings immediately on the app. With each change they make in energy efficiency they see the results and look for more,” she said. The Rush Hour Rewards program helps lessen demand and cost during peak hours, especially in the summer. Using a Nest thermostat, members enrolled in the program get bonuses for curbing energy use during those peak energy hours. In the app, members can see how simple things like not running all your major appliances and air conditioning at the same time can really make a difference in their “Power Peak,” otherwise known as demand. Smart technology is also important, such as The Nest Learning Thermostat that turns itself down after you leave the house. It can be controlled remotely using a smartphone.
Going Green with PVREA Thirty percent of power provided by PVREA comes from renewable sources. With the co-op’s Green Power Program, members can choose to support renewable energy generated by wind, solar and hydroelectric sources. Members can invest 100 percent of their energy use in renewable energy for about 90 cents per month. In addition, members can subscribe to renewable energy in the Coyote Ridge Community Solar Farm at the Larimer County Landfill. Members can participate even if they don’t own their homes. Members interested in either program can shoot the co-op a message in the app. Getting Comfy with Using the App The app is easy to navigate and detailed information is available by visiting pvrea.coop/app. However, everyone may not be fully comfortable with setting up and using apps on smartphones and other devices. Those who need a technological guiding hand can reach out to the PVREA office and get step-by-step assistance. Members can also still connect
strictly using mail and phone. The app also allows a variety of ways to pay bills including setting up autopay from a checking account. Members can also get a push alert reminding them when the bill is due and view PDF versions of paper bills on mobile devices. “The nice thing about the app is that when members have questions, they can call us and we can both view the same information provided in the app, so we can provide the best service to answer their questions,” PVREA’s Amy Blunck said. What’s so special about Special Tax Districts (and Metro Districts)?
A special tax district or metro district is a tool which has been around for years to finance the infrastructure of new subdivisions for urban services such as streets, water/sewer lines and fire protection.
First of all, what is a special tax district or metro district? It’s a tool which has been around for years to finance the infrastructure of BY DUANE new subdivisions for urban DUGGAN services such as Realtor and Author RE/MAX of Boulder streets, water/ sewer lines, fire protection, etc. Back in the 1980s it was primarily used when a subdivision was outside a city’s limits or when a city did not have the ability to provide the infrastructure. On May 9, 2019, our Local IRES MLS (Multiple Listing Service) for home listings announced that in the next
update there will be a field for home informational listings to disclose whether or not a home is in a special tax district or metro district. Special districts and metro districts have been around for years, and now there is suddenly an avenue for disclosing a property’s inclusion in such a district. That’s because in recent years, using such a district to finance infrastructure for a subdivision has proven to be a successful method, and therefore has become more popular. But let’s back up a few years to look at the history of these districts. All the way back to the mid-1980s, the Colorado Real Estate Commission added a clause to our standard residential real estate contract that reads as follows in the 2019 contract:

Estate Commission chose not only to put the above clause in all caps, but BOLD, too! That’s like shouting at the top of your lungs with emphasis. Bottom line, something REALLY BIG must

have happened to be trumpeting such a strident warning to homebuyers. Indeed, something really big did happen. Think back again to the '80s. During the '70s there was a real estate boom in Colorado. The '80s arrived and we had the oil glut, the savings and loan crisis, massive local layoffs and 16 percent home mortgages. Suddenly, you couldn’t give away a house. The real estate market was in the tank. The word “short sale” didn’t even exist in our vocabulary. Developers were banking on a strong real estate market returning, but it didn’t happen quick enough. In Colorado Springs, there was a metro district called the Metex Metropolitan District. The city wasn’t willing to annex the land until seven miles of a four-lane road was built. The developer formed the metro district to fund the improvements with the plan to pay off the financing bonds through taxes paid for by the homeowners lining up to buy. The problem was that homes stopped selling and the burden of paying the taxes fell on the initial homeowners that bought. The mill levy ($1 for every $1,000 in assessed value) soared from 8.75 mills in 1987 to 31 mills in 1990. Homeowners already in the subdivision started walking away from their homes. Other districts even had worse problems. In one metro district, 5 percent of the users were paying 100 percent
of the costs. Metro districts were given very bad press very quickly. It was then that the Colorado Real Estate Commission added the warning to the standard residential real estate contract. The early 1990s arrived in Boulder County and the market was booming. There was an inventory shortage. Along came a new supply of homes: Rock Creek in Superior. The Rock Creek infrastructure was financed via a metro district. Thankfully for Rock Creek, homes were selling like hotcakes, and never experienced the Colorado Springs storyline. This is because once a subdivision is sold out, the risk of being in a metro district is reduced substantially. Could the Colorado Springs story happen again? Yes, it could, and hence the cautionary clause is still in our Colorado standard residential contract to buy and sell real estate. As a homebuyer, your first step is to review the Tax Certificate from the County for the property that you are considering. That tax certificate will tell you all the entities that are receiving funds from your annual tax payment. Then you can investigate the purpose of each entity and determine the financial structure and risk that any entity might impose on the homebuyer. As guests drop in they admire the lush oasis, which, in your dream, you casually shrug off as ‘just a little gardening to keep the green thumb happy.’ The beauty of a container garden adds a special touch to summer relaxation, so building and caring for them shouldn’t take all your spare time. With a little planning and the right plant choices, you can surround your friends with foliage. Container displays can be planted in anything that isn’t copper, from terra cotta or glazed pots to tin cans, old boots or items that hold soil but have drainage. Use your imagination and let the pot become part of the display, reflecting your style: formal, whimsical or color coordinated. When choosing your container, make sure it has drainage holes in the bottom or drill a hole in the center before you fill it. Use fresh potting mix each year for planting to avoid buildup of salts in the

soil. Mix in a granular fertilizer before you plant, and feed your containers two times per month with a balanced, liquid fertilizer. Before diving in and filling up your containers, assess the space where it will reside. Large containers are a bear to move about, often needing a dolly, so place your container carefully with eye to how it fills the space and plan to leave it there. Locate the containers near to a water spigot on the house, or pop in an automatic drip system specially designed for containers and available at local garden centers. These drip systems save you time and water, and can be customized to provide different pots with different amounts of water. Give in and go big and bold for at least one large container, and step down in size for other pots around it. Larger containers
allow for more plants and greater impact, or display a single trophy specimen well. Cannas, such as All America Selection South Pacific Orange, make excellent focal plants in large containers with their big, tropical looking leaves and bright colors. Plant with strong-colored, colorful calibrachoas to tumble out of the pot and sun daisies (Osteospermum), to add drama to semi sunny locations. Colors play a role in containerized plants. Soft colors are soothing and relaxing, while bright, saturated colors brighten the area. When planting, place tall plants in the center, medium sized plants around the sides and vines, such as trailing petunias or vincas, to tumble over the edges. For easy-care beauty, geraniums are excellent choices. There are many wonderful new varieties of geraniums to please every
designer’s eye. Look for geraniums to cascade over pot edges or add depth to centers of medium sized pots, in colors of pink, salmon, rose, white or lavender. If you’ve over-wintered geraniums, return your plants to an outdoors environment after the average last spring frost. Place geraniums in a protected area away from sun and wind. Quickly drag them back inside should frost threaten, or cover them with a blanket. Look for specials at local garden centers for perfect annuals for your containers. Many of our greenhouses and garden shops are ready to help with planting plans for the design-challenged, or ready-made combinations for instant beauty on the patio. Electrical inspections
Electrical systems are an integral part of any home inspection. The electrical system in a home must be inspected carefully, not BY RICK just to make JACQUEMARD sure it works Flatirons Home properly, but to Inspections make sure it is safe. Of all the home systems, the electrical is the most dangerous. A problem with the electrical system can result in fire, property destruction, injury and even death. Additionally, electrical inspections are a good idea whether you are buying, selling or remodeling a home. Understanding your home’s electrical systems and components are critical when it comes to purchase, repair and maintenance decisions. The Electrical Safety Foundation International or ESFI recommends that homeowners have their homes inspected by a qualified home inspector if the home is over 40 years old. You should also have an inspection if
the home is 10 or more years old and has had major renovation, or if you are purchasing a previously owned home. Having the electrical systems in your home inspected will give you peace of mind that not only the heart of your electrical system is operating correctly but also the entire electrical system is safe for you and your family. A thorough electrical inspection should include the type of service, the main panel, any sub panels, all outlets/ fixtures and switches. It should also include all smoke alarms and carbon monoxide alarms. Many older homes don’t have ground wires, which isn’t considered safe by today’s standards. GFCI or ground fault interrupter circuits were introduced in the early 1970s. These interrupt the flow of current in case of an emergency, such as an overload or the presence of water. These outlets are identifiable by their small, rectangular buttons that pop out, indicating current has been shut off. GFCI receptacles should be in used in all kitchens, baths, exterior, garage and laundry locations or
any location within 6 feet of a water source. This is a relatively easy and inexpensive issue to rectify. Some older homes may have knob and tube or aluminum wiring. Aluminum wiring found in homes built in the late 1960s and early 1970s can also be an issue. Aluminum wiring should be evaluated by a qualified electrician who is experienced in evaluating and correcting aluminum wiring problems. There are several ways that this can be addressed. Buyers may want to talk with their insurance agents about whether the presence of aluminum wiring in their home is a problem that requires changes to their policy language. Knob and tube electrical (or K&T) wiring was installed in homes from the 1920s to the 1970s in some areas. Only a hot and neutral wire are provided. A knob and tube electrical circuit has no electrical ground path. Knob and tube wiring connections or splices were made outside of electrical junction boxes. In normal practice knob and tube wiring splices are soldered and also taped.
Ceramic knobs support knob and tube electrical wires passing over building framing surfaces. Where the knob and tube wiring is surface mounted in a building it is attached using a ceramic “knob”. These ceramic knobs are a good insulator provided they have not been damaged or modified. K&T wiring is probably okay if the following conditions are met: • The K&T wire is fully contained within a wall or joist cavity where it is fully protected from being stepped on, being accidently pulled or displaced, or otherwise damaged. • The K&T wire insulation is still intact. • The K&T wire has not been overheated. • The K&T wiring has not been subjected to flooding or soaking.
