How to protest your property tax valuation in Boulder County Property taxes are an aspect of homeownership that no one looks forward to. If you’re experiencing sticker shock with regards to your property’s tax assessment notice, and feel that the value is too high, you may find it helpful to file a property tax protest. If you’re not familiar with this process, we share the details here: Why filing a tax assessment protest can benefit you Unless you file a tax assessment protest, you have no say in the amount of property taxes that you owe. Estimates show that approximately 30 to 60 percent of taxable property is overassessed, meaning that you may lose hundreds (or more likely, thousands) of dollars each year. If you feel that your property valuation is too high and you’d like the chance to save on taxes, here’s how to file your protest: After you’ve received your notice of appraised value in the mail, you can disagree with the valuation and contest it via a notice of protest. Many counties have a deadline of May 15, but Boulder County allows protests to be filed from May 1 through June 3, 2019. Once you’ve completed the filing process, the appraisal district in your county will schedule a hearing. Hearings may be formal or informal. Informal hearings are held with an appraisal staffer or representative of the district, while formal hearings are conducted by the appraisal review board. Regardless of whether your meeting is formal or informal, be prepared with the necessary documents. These include photos, independent appraisals, repair estimates and records that show a devaluation of your home. After the district representative or review board evaluates your

documents, they may offer a revaluation of the property. If you’re still unsatisfied with the new value, you can file a suit in the district court. While property taxes are a fact of life for homeowners, you’re not without options when it’s time to pay. Protesting your property tax assessment can be a smart move if you feel that your home is unfairly
valued, and taking the time to file a protest has the potential to save thousands of dollars. Garden tours lift spirits If you’ve been riding around with a gardener lately, you might have found it a hair-raising trip. Fortunately, garden tour season is almost upon us. Check out these in our area: The 17th Annual WhittierMapleton Garden Tour is June 1 from 9 a.m. to 2 p.m., showcasing outstanding gardens in the historic Mapleton Hill neighborhood. Privately owned,
these beautiful gardens are not open to the public at any other time of year. The gardens are selected to show a variety of types: mature, avant-garde, lavish and modest. They feature exotic plants, rare and gorgeous flowers, extraordinary hardscaping, terraced landscapes and gardens that cleverly exemplify ways to implement water-wise and captivating plantings. RE/MAX of Boulder Known as a leader in the tech-sector, Boulder is one of 15 major metropolitan areas with at least nine percent of the workforce employed in STEM – science, technology, engineering and math fields. STEM jobs are in computing, manufacturing, engineering, health care and other area, and come with better pay and job security, says a Pew Research Center study. One area of focus for high tech jobs is artificial intelligence and automation. About a quarter of U.S. jobs could be replaced by advanced technology, reports the nonprofit public policy organization Brookings Institution. To determine metros with the 4

Contracts have consequences – and they can bite By Gary M. Singer Sun Sentinel Q: We are selling our home, and the buyer just canceled the contract stating he was denied for a mortgage loan. Do we have to give the deposit back? – Christine A: One of my favorite sayings is that contracts have consequences. When a seller and buyer agree on the terms of a home sale those terms are binding. The buyer will put up an earnest money deposit, and if that buyer later breaks the contract, the seller will get to keep that deposit. The deposit represents an agreed amount to the seller to compensate for the time and expenses of going through with the failed attempt. Because there are so many unknowns for a buyer going into a purchase, the contract will allow for certain "contingencies" or factors that will enable the buyer to cancel the contract and get the deposit back. The two most common contingencies relate to the properties condition, allowing a certain amount of time for

inspections, and the buyer's ability to get a loan approved, again, within a certain time frame. If the contract contains these contingencies and the property is in unexpectedly poor condition, or the buyer cannot get approved for a loan, despite diligent efforts to do so, the deposit will have to be returned to the buyer. Usually, this works out just fine, and the property is sold. Occasionally a problem occurs,
the buyer notifies the seller by the deadline, and the contract is canceled. Unfortunately, once in a while, a qualified buyer will want to get out of the contract without losing the deposit and will manufacture an issue to get the loan denied. This is usually done by withholding necessary information from the lender. Because of this, standard contracts contain a clause requiring that the buyer
fully cooperates with the lender at the risk of losing the deposit. The first thing you need to do is carefully read the financing section of your contract to see what the deadline was and what the buyer was required to do. Once you have done that, you need to find out why the buyer's loan was denied making sure that it was not done purposefully. If the buyer was denied despite his best efforts and notified you by the deadline for doing so, you will need to return the deposit. However, if the deadline was missed, or if it appears the denial was manufactured, you will have a claim for the money. Gary M. The annual migration of the snowbirds A “snowbird” is defined as a Northerner who has two homes. Snowbirds move to a warmer southern state BY DUANE in the winter. DUGGAN Then when Realtor and Author things heat up RE/MAX of Boulder down south in the summer, the snowbirds migrate back to northern climes. For Colorado snowbirds, Arizona is a favorite destination since it’s such a short trip by car or plane. During May, snowbirds return from Arizona and other sunny spots to roost in Colorado for the summer. If you’re thinking about becoming a snowbird, here are a few tips for making the most of the snowbird experience. Pick the right place to buy your snowbird home Assess what you like to do. If you’re a beachgoer, Arizona won’t work, but it’s a great place for golf and the Rockies Spring Training. Is your part-time home easy to travel to? You don’t want to go bankrupt with pricey airfare back and forth. Make sure you can travel without breaking the bank. Are the medical services you need available in the second location? If not, plan your medical appointments while you are at your primary location. Is it affordable? Can you either pay cash for the second home or have enough down payment to keep the mortgage payments within your budget? Before you go shopping for the snowbird home, get pre-qualified if you need a mortgage loan and check with your tax advisor regarding any tax issues.

Leaving your home in Boulder (or any northern location) while you travel down south If you are leaving your home in Colorado unattended, check with your insurance agent to make sure you have coverage if you will be gone for six months. Winterize your home, so if there is a power failure, there won’t be any danger of the pipes freezing. Consider hiring a friend or a service to check on the property, shovel snow, and help with home maintenance while you are gone. Some people will hire a trusted house sitter to keep your home warm and well maintained. It might be possible to leave your home with a property manager and rent it out for the months you are away. You can check out each municipality’s rules on short term rentals and see if it would be feasible to bring in rental income while you aren’t there.
Leaving your southern home to escape the heat Most of the items are the same for your southern home as for your northern home. Again, check with your insurance agent to make sure your home is covered if you are gone for six months. “Summerize” your home! A vacant home can get very hot in sunny climates when it is 120 degrees outside. Determine if you should leave the air conditioner or central air on in the home to keep it cooled to a reasonable level. Make sure the home is well sealed and insulated to avoid critters getting in and taking up residence while you are gone. Consider the same rental possibilities as above, such as a house sitter, short-term rental, or a friend or service to check in on the property. But people tend to look in the wrong direction when it comes to fighting germs in the kitchen. Disinfect these seven germ sanctuaries as soon as possible. Your refrigerator Your refrigerator harbors bacteria in some surprising places. Ice and water dispensers, vegetable crispers, meat drawers and door seals are some of the germiest! To do: Use a disinfectant when you clean the fridge, do a white vinegar flush of the water dispenser, and clean and sanitize the ice maker and ice bin. If your fridge needs extra care (and elbow grease), consider hiring a cleaning service that offers appliance cleaning. Countertop appliances Countertop appliances need more intensive cleaning than you might think. In fact, not doing things like flushing your coffee maker and

To do: Run a cycle of white vinegar and water through your coffee maker, and tackle scum on slow cookers with white vinegar and baking soda. Disassemble your blender and wash every component with soap and water. And remember to unplug appliances before cleaning. Countertops Think of all of the hands, bags and containers that land on your countertops throughout the day.
A quick wipe-down won't be enough to fully clean the surface and prevent cross-contamination. To do: Disinfect your countertops daily and let them air dry. And consider installing a nonporous countertop material like engineered quartz to reduce germ accumulation! The sink Sinks require daily care to fight bacteria. Disinfecting them regularly will reduce the risk of contaminating foods and dishware, and will make your sink less appealing to pests. To do: Flush sink drains weekly or bi-weekly with hot water and bleach or vinegar and baking soda. And disinfect your sink basin every night. If your sink is slow to drain or produces a smell, it might help to connect with a local plumber. Cooking utensils Utensils like rubber spatulas and can openers rank in the top 10 for bacteria content – and studies have found harmful strains like E. coli and Salmonella on them!
To do: If your utensils can be disassembled, take them apart to clean them (bacteria gathers in the creases). And deep clean your can opener in a vinegar bath. Reusable containers Food storage containers and reusable grocery bags aren't just storing dry goods or tomorrow's lunch – they're also holding germs. This is especially true if there is a rubber seal involved, as these tested positive for yeast and mold. To do: Wash your reusable shopping bags weekly. And clean food storage containers as soon as you're finished with them, removing the seals for their own cleaning. Knife block Knife blocks rank among the 10 germiest items in the kitchen. Wooden knife blocks, in particular, harbor yeast and mold _ especially if you put semi-wet knives back into the block. To do: Remove the knives and clean the block with soap and water, scrubbing the slots with a narrow brush or pipe cleaner. Then, submerge the block in water containing one tablespoon of bleach to each gallon (or wipe it with a similarly portioned mixture). Let the block air dry upside-down. The reign of bacteria in the kitchen doesn't end there. Knobs, handles, buttons, sponges and washcloths need more attention than they're given. Fire mitigation It is getting to be the time of year that foothill and mountain residents should begin to think about fire mitigation. By BY RICK doing wildfire JACQUEMARD mitigation, Flatirons Home homeowners Inspections can increase their safety and reduce the risk to life and property. However, given the unpredictable nature and behavior of wildfire, it should be noted that there are no guarantees. Fire mitigation is a series of steps that you can take to reduce the risk of a wildfire damaging or destroying your property. It includes assessing the risks around your property and your responsibility in mitigating them, thereby creating a defensible space. Due to Colorado’s arid climate and many forests, homeowners and landowners may be particularly vulnerable to wildfires
even in normal or heavy snowfall years. It is important to keep this threat in mind when buying or building a home. Homes in many areas of Colorado are threatened, damaged or destroyed each year by wild fires. Anyone who is thinking of purchasing a home in forested or otherwise fire-prone areas should consider the hazard presented to the property by a wildfire and should attempt to mitigate its effects. By doing wildfire mitigation work, homeowners can substantially increase their safety and reduce the risk to life and property. In Boulder County, land use codes require individuals who are constructing a new home in forested areas, or remodeling some existing homes, create and implement a Wildfire Mitigation Plan, which includes the creation and maintenance of effective defensible space. Other homeowners are encouraged, but not required, to create and maintain effective defensible space. Defensible space is an area between a house and an

oncoming wildfire where the vegetation has been managed to reduce the wildfire threat and allow firefighters to safely defend the house. Use materials such as asphalt shingles, slate or clay tile, or metal roof coverings. Ensure roof-covering assemblies do not contain openings that allow firebrand entry. Install fire-resistive or noncombustible construction materials on siding and walls. Eaves should extend beyond exterior walls with fire-resistive materials. Cover all vent openings to internal structure areas (attic, eave/soffit, foundation, etc.) with a corrosionresistant, non-combustible wire mesh or screen that prevents firebrands from entering structures. Concrete block, cement walls, or other fire-resistive materials should be used for foundation walls. Construct overhanging projections (decks, balconies, unenclosed roofs, etc.) of heavy timber, non-combustible or ignition resistant material. Minimize the size and number of
windows on the downhill side of the house or the side most likely to be exposed to wildfire. Both the size and the type of materials used are crucial in windows and sliding-glass doors. Multipaned glass or tempered glass is recommended. Wildfire does not recognize property lines. If you effectively mitigate your property, you may help save your neighbor’s home and vice versa. Wildfires can impact entire communities. Linked defensible spaces are a key community protection strategy. Having a defensible space around your home may also lower your insurance premiums.
