Colorado residents among happiest, healthiest in U.S. Most of us in Colorado feel happy about our life. Our degree of happiness and healthiness is measured annually when Gallup conducts its wellbeing survey. In the recently released 2018 results, Colorado ranked No. 6 on the Gallup National Health and Well-Being Index, BY TOM marking the 11th year in a KALINSKI row in the top 10 across RE/MAX of Boulder the U.S. Colorado and Hawaii are the only two states with an eleven year record in the top 10. Hawaii ranked No. 1 and Wyoming, Alaska, Montana and Utah followed as the top five. Colorado’s long held position as top state for physical wellbeing was nudged out in 2018 by Alaska and Wyoming. Hawaii topped all states in three elements in 2018, leading the U.S. in career, social, and financial wellbeing. Alaska and North Dakota were top states for financial wellbeing, following Hawaii. Gallup reports that its ranking is based on more than 115,000 surveys of adults across the U.S. that measures five essential elements of wellbeing: Career: liking what you do and feeling motivated to achieve goals Social: having supportive relationships and love in your life

National foreclosure rates continued their recovery in 2018 from their peak during the Great Recession. Foreclosure filings were reported on one out of every 215 homes last year. That's down markedly compared with the filings on roughly one in 47 homes in 2010. Last year's rate is the lowest since at least 2005. The 2018 U.S. Foreclosure Market Report shows the national foreclosure rate has been falling steadily for the last eight years, reaching a 13-year-low of 0.47 percent in 2018. However, the foreclosure picture can look different at the state level. Almost a third of states saw the number of foreclosure filings – default notices, scheduled auctions and bank repossessions – against homes climb last year, according to the report from ATTOM Data Solutions. "Plummeting foreclosure completions combined with consistently falling foreclosure timelines in 2018 provide evidence that most of the distress from the last housing crisis has now been cleaned up," says Todd Teta, chief product officer for ATTOM. But some evidence of distress was gradually returning to the housing market in 2018, Teta says. The states with the highest foreclosure rates were clustered in mostly in the Northeast.

New Jersey has had the highest rate since 2015 and had 1.33 percent of housing units with foreclosure filings last year. Delaware had 0.96 percent; Maryland 0.86 percent; Illinois 0.74 percent and Connecticut 0.72 percent. North Dakota was among the places where foreclosure rates increased from 2017 to 2018. But the Roughrider State's real estate economy remains strong comparatively. Alaska's economy has been struggling in recent years after oil prices dipped in 2014, but the state's real estate market has proved fairly resilient, according to Terry Fields, assistant professor at the College of Business and Public Policy within the University of Alaska Anchorage. The data from ATTOM shows homeowners in The Last Frontier may be starting to feel the pressure. A total of 1,145 properties were in the process of foreclosure in 2018 – up from 614 in 2017. The foreclosure rate in Alaska grew the fastest of all 50 states, rising from 0.20 percent in 2017 to 0.37 percent last year, according to ATTOM. While local economists are keeping an eye on Alaska's real estate market, foreclosures are still significantly below the levels they were during the Great Recession and previous bust periods in Alaska, Fields says. What to expect from new conforming loan limits If you’re planning to buy a home in 2019, you’ll benefit from the Federal Housing Finance Agency’s third consecutive annual increase to conforming BY MICHAELA loan limits. prices well above the average conforming loan limit, so higher limits are in place for areas with above average income and/or home prices. For example, the new conforming loan limit in Boulder County is set at $626,750 for 2019, making it possible for more buyers to qualify for a conforming loan rather than having to seek a jumbo loan. Although the conforming limit is higher for

Boulder County, this amount is still well below the average home price of $725,700 for this area. If you plan to purchase a home in Boulder County (or a city with a similar cost of living) that’s above the $626,750 conforming loan limit, you may need to apply for a nonconforming, or jumbo, loan. This simply means that your mortgage won’t be backed by Freddie Mac or Fannie Mae, and lenders will often require stronger credit scores, a more substantial down payment, and additional fees. Megan’s Law and buying a home Megan’s Law is a federal law named after Megan Kanka, who was abducted and murdered by a neighbor. On October 19, 1994, the BY DUANE neighbor, Jesse Timmendequas, DUGGAN was convicted Realtor and Author RE/MAX of Boulder of the crime and sentenced to death. As a result of this tragic event, the Kankas family was determined to create a system to notify the public with information about the residential locations of sex offenders. Under Colorado law, sex offenders have the right to live in any location they wish as long as they are properly registered. There is no authority granted by a police department or city government to control these circumstances. However, there is a duty for local law enforcement to alert the public to the availability of sex offender registration lists, and to maintain reasonable accuracy of the list.

Megan’s Law requires identified sex offenders to register with local law enforcement officials and the federal law requires states to establish a list of convicted sex offenders. In Colorado, C.R.S. 18-3-412.5 requires the Colorado Bureau of Investigation to post on the Internet identifying information including photos of sex offenders sentenced as sexually violent predators or convicted of a sexual offense involving children. CRS 16-22-112(5) states: “The Colorado sex offender registry includes only those persons who have been required by law to register and who are in compliance with the sex offender registration laws. Persons should not rely solely on the sex offender registry as a safeguard against perpetrators of sexual assault in their communities. The crime for which a person is convicted may not accurately reflect the level of risk.” All states have now adopted some form of Megan’s Law. There are some states requiring real estate licensees to disclose that a known sex offender lives in the neighborhood. Currently in Colorado, there is no requirement

for a seller or a real estate licensee to disclose the presence of a registered sex offender living in a neighborhood. Colorado’s legislation places the duty of releasing the information on the local law enforcement agency. However, a position statement CP-29, issued by the Colorado Real Estate Commission states, “It is the position of the Real Estate Commission that all real estate licensees should inform a potential buyer to contact local law enforcement officials for further information if the presence of a registered sex offender is a matter of concern to the Buyer.” At the state level, state law limits which sex offenders are allowed to be posted by the police department. Misdemeanor convictions or juveniles adjudicated for sex crimes are not allowed to be on the list. This list is maintained by the Colorado Bureau of Investigation. At the county level, the Boulder County’s Sheriff’s Department registers sex offenders that are located in unincorporated Boulder County, Lyons, and Superior. In other areas, such as Longmont and Boulder, your will need to contact

that particular law enforcement agency. In the city of Boulder, the Boulder Police Department can provide a copy of the city’s sex offender list to anyone inquiring about the document. The department allows it to be viewed for free and there is a small charge if you would like to take home a copy. Grapes for the home table To get a backyard vineyard, you need plants that are tough, strong and able to live where the grapes can survive the Front Range. BY CAROL Rollercoaster O’MEARA temperatures Colorado State in spring, blast University Extension, furnace-like heat Boulder County in summer, bone numbing winter chill, and water – or not – in the season, separates the weak from the strong, and not all grapes can thrive in those conditions. Getting full harvests from grapes takes five years or more, yet few European wine grapes (Vitis vinifera) are hardy for extended years here. If you’re lucky to have a protected site, try merlots or muscats; the rest of us will have better success with hybrid grapes that are hardier. A little planning goes a long way before you plant these vines, which can live to be 100 years old. Choose a sunny location with well draining soil, avoiding areas that pool spring frost when the shoots are just emerging. South to southwest facing slopes are ideal. If you’re planting several grapes in rows, run them north to south to take advantage of more sunlight along the vines, and space them seven feet apart. For a Mediterranean look, grapes can be trained to arbor for shade and ornamental decor, especially if combining red, purple and white fruiting plants. But because the vines aren’t pruned as often, fruit production is less than those grown on wire trellises. Consider putting in arbors

carefully, as there are a few drawbacks to them. Anytime you plant a juicy, sugary fruit to dangle over seating areas you risk surprising guests who sit before checking for dropped fruit. Birds can be problematic and if raccoons discover the fruit, you’re in for a battle. Plant one grape at each leg of the arbor and prune them back to have only two buds. Once the vine starts growing, choose the stronger of the two and train it by tying it to the outside of the leg as it grows upward. Nip off the tip of the other shoot, and any other side shoot, to force the plant’s energies in to the main vine. Grapes to try for wine:

• Chancellor, a prolifically fruiting red grape that makes excellent wine, is an ideal choice for home vineyards. Budding out later in spring helps dodge problems from frost, but chancellor ripens later, so protect it in fall. • St. Croix. With Cabernet Sauvignon as its parents, this red grape is a reliable producer of sweet clusters for good quality juice or a nice blending wine. It ripens in September. • Seyval Blanc, for white wine connoisseurs, makes a lovely, light wine. For top quality fruit, reign in this overachiever by thinning the

Resource Central transforms local yards into power plants After an abnormally dry year with much of Colorado in a drought, a local nonprofit is challenging Boulder County homeowners to rethink their grassy landscapes to help conserve water. Local water providers have partnered with Resource Central, a nonprofit based in Boulder, to help families transition to drought-tolerant plants that can reduce outdoor water usage by up to 60 percent. The nonprofit’s Garden In A Box xeriscape program will be available to the public starting on March 6 with garden kits of up to 30 plants ready to pick up and plant in May. They include plant-by-number maps for easy planting and the gardens are professionally designed and tailored to Colorado soil and dry climate. “With most of Colorado still battling a drought it’s time to start thinking about whether all that grass is really worth using so much water,” said Neal Lurie, president of Resource Central. “Just because we have a dry climate doesn’t mean you have to have a boring yard. With the right mix of power plants, Garden In A box helps families transition to a yard that is drought-

electrical wiring. Many inspectors, about 20 percent, found this to be the most common home inspection problem. Another common electrical wiring problem that is found is an outlet with reversed polarity. Reversed polarity is when the “Hot” and “Neutral” wires are placed on the improper terminals. Older and damaged roofs. About nine percent of inspectors cited this as the most-common home inspection problem. Deficient and older heating systems. Problems include broken or malfunctioning controls, blocked chimneys, unsafe exhaust flues and cracked heat exchangers. Poor overall maintenance including cracked, peeling or dirty painted surfaces, crumbling masonry, makeshift wiring or plumbing.

Damage to structural components such as foundation walls, floor joists, rafters or window and door headers. Plumbing defects including the existence of old or incompatible piping materials, faulty fixtures and waste lines and improperly strapped hot water heaters. Exteriors items such as doors and wall surfaces, inadequate caulking and/or poor weather stripping. Fan ventilation systems should be vented to the exterior of a home. A common finding relates to bathroom vent fans. An inspector should access the attic or crawl space. It’s common that when bathroom vent fans are installed, they are not vented to the exterior of the home, but rather into the attic or crawl space.

The moisture from the bathroom vent fan into the attic can potentially cause mold problems. 10. A common finding from inspections are issues with the chimney flashing. This can lead to water intrusion into a home. Other common findings are missing mortar, missing chimney caps, or cracked tiles in the chimney flue. Be sure your inspector has thoroughly covered all these areas in their report. Your inspector should walk you through the inspection with explanations of all entries. It is recommended you have a list of questions ready for the inspector. Practice self-care in style By Katie Laughridge Tribune News Service Is it just me, or has everyone been battling a cold that feels like it has stretched on this entire winter? With spring (and hopefully spring weather) just around the corner, I knew I needed to do something to get myself through the home stretch of this snowy season. Self-care is something we often overlook as life gets busy, but it's important. To be at our best for our loved ones and ourselves, we need to treat ourselves occasionally, especially when we feel under the weather. Today I want to highlight some of my must-have pick-me-up items that are helping me get through a lingering cold and these last official weeks of winter. Few things make me feel better than curling up with a book and a cup of my favorite tea, except doing just that under a cozy blanket surrounded by delicious candles. When it comes to candles, I am obsessed with Pickwick

Candles. Instead of my usual go-to scent (Front Porch) I have found myself gravitating toward the warm and sharp Black Pepper scent. A mix of black pepper, lemon, coriander and jasmine leaf

on top of oakmoss, amber and patchouli leave a lingering scent in the air that is the perfect blend of masculine spice and gentle floral tones. The perfect mix as we leave a tough winter for a (hopefully)

light and fresh spring. Once I am enveloped in the scent of my candle, it's time for the perfect blanket. That means not only is it as cozy as possible, but it also looks good artfully draped over the sofa or bed. I use a lovely Santorini throw the most frequently. Not only is the style and color amazing, it is versatile and can easily go from cold to mild weather. In a bid to remind myself that spring is around the corner, I love to create a silk floral bouquet to sit by my side. The perfect addition to any desk or tray, it really brings up my spirits. I love to use everlasting flowers that stay bright and colorful despite the changing weather. When I need an extra boost, Rootdown loose leaf tea from Headrush is my pick-me-up of choice.
