Where are all the people coming from? There is no question that population in Colorado is increasing. You can experience crowding on the roads when you’re commuting, and BY DUANE in even daily DUGGAN life when you Realtor and Author visit the grocery RE/MAX of Boulder store or go to restaurants. In fact, the Colorado Department of Public Affairs estimates that the population in Colorado will grow to over eight million by 2050. This is up from approximately 5 million in 2010. Currently, according to the U.S. Census Bureau in an article by the Denver Post, the Colorado population is approximately 5,695,564, nearly 700,000 higher than in 2010. This translates to 13.2 percent growth, the fourth highest in the nation during that time period. As I took my 95-year-old mom to the airport the other day, we passed the Riverdale exit on I-470 where my Aunt Beth and Uncle Earl used to have a farm. Taking a look at the countryside filled with houses and golf courses, my mom said, “Wow, where are all the people coming from?” It struck me that this sentiment would be a good topic for this week’s article. Colorado is the seventh-fastest growing state in the U.S. with 80,000 new residents, reports The Denver Post from U.S. Census

Bureau statistics, and Colorado’s population grew by 1.4 percent between July 1, 2017, and July 1, 2018. The largest source of this growth is in migration from other parts of the country. According to the Colorado State Demography Office, which released a migration summary in January 2015 based on 2013 data (see link at the end of this article), the top sending state for migrants to Colorado was California. If you see lots of California license plates on our roads or seem to regularly meet new people here from California, you now know why. The runner up sending state is Texas, y’all. Ranked number three is Florida. For some reason, I thought everyone was moving from snow country to sun country, but Florida indicates the opposite.

The Colorado State Demography Office has a wealth of information, but one of the most interesting graphics on its website I found was an active flow map of people moving to and from Colorado. The image below is a stationary view of the flow map. Check out this very cool moving map of migration flows at demography.dola.colorado.gov/migration-bubbles.

Hitting number four on the list of top sending states is Illinois and rounding out the top five transfer states in is Arizona! Now, let’s not forget about outflows of migration from Colorado to other states. Where do people move to when they pack up? The top state Coloradans leave for is Texas. The number two state they move to is California. (So, they loaded up their truck and moved to Beverly Hills. I think there was a TV show about that!) Coming is at number three is Arizona with all those sun worshipers escaping the snow. There must be a lot of those sun worshipers because the number four state Coloradans transfer to Florida. Tips on converting a primary residence to a rental property Furthermore, if a section gets damaged, you can replace just that section rather than the whole room.

To minimize the cost of carrying and maintaining the property, you may want to do the following:

Use low maintenance options In addition to durability, consider low maintenance products. For example, wood decking may need repair and painting every few years. Composite decking, on the other hand, wouldn’t require any ongoing maintenance. Although you may spend more money up-front for some items, you will spend less money and time in the long run. Simplify landscaping Landscaping can be a very timeconsuming task. It’s a rewarding one when you take care of your own home, but you probably don’t want to visit a rental property every week to work on landscaping there. Reduce the amount of time, energy, and money needed to maintain rental properties by simplifying the landscaping. For instance, select plants that don’t require constant

Select durable materials As you repair or improve parts of your home, select durable materials. Tenants can put a lot of wear and tear on your home. Durable materials will last longer and require replacement less often. For instance, linoleum floor can easily get damaged, whereas tile is more durable and resistant. Laminate flooring may hold up better than carpeting.

pruning and trimming. Remove or relocate excess plantings. Mulch and segregate areas in a manner that make it easy to maintain. Be aware of your legal responsibilities There are many laws relating to landlords and tenants. Be sure to get up to speed on the law and your responsibilities as a landlord including what to include in leases, how security deposits should be handled, and who is responsible for shoveling snow in the winter. The best way to preserve your rights and avoid unnecessary headaches is to comply with the law! Require renter’s insurance Our last tip for converting your primary residence to a rental property is to require your tenants to carry renter’s insurance. Your homeowner’s insurance policy will not cover everything. A tenant’s policy would ensure that their property and liabilities are covered in cases

where yours does not or should not. Contact your insurance agent to learn more. Final thoughts Before you decide to convert a primary residence to a rental property, be sure to evaluate the financial impact of selling versus renting. What costs might you incur for a rental property? What risks are involved? How much might you earn when selling down the road? How does that compare to your earnings if you were to sell now? The real estate market is good right now, which means both rental rates and selling prices are high. Deborah Kearns Bankrate.com The last thing consumers should have to worry about is being scammed when they buy or rent a home, or consider refinancing options. Unfortunately, criminals are getting more creative in how they target their victims, leading to major financial headaches for their unsuspecting victims. In 2017 alone, 9,645 victims reported real estate fraud, resulting in losses of more than $56.2 million, according to data from the Federal Bureau of Investigation’s Internet Crime Complaint Center. Many people are too embarrassed to file complaints, making it harder to catch the scammers who repeatedly victimize unwitting homeowners and homebuyers, says Melinda Opperman, executive vice president of community outreach and industry relations with credit.org – a nonprofit credit counseling agency and member of the National Foundation for Credit Counseling, or NFCC. “It’s a huge problem,” Opperman says. “A lot of the time, people don’t realize that using public WiFi connections where they conduct personal business through email or websites opens them up to (these scams) because the communications are not secure.” Here are four common real estate and mortgage scams to keep on your radar – and tips to avoid becoming a scammer’s next victim. 6

AT HOME COLORADO

Escrow wire fraud What it looks like: You get an e-mail, phone call or text from someone purporting to be from the title or escrow company with instructions on where to wire your escrow funds. Fraudsters set up fake websites that appear similar to the title or lending company you’re working with, making it seem like the real deal. Scammers use spoofing tactics to make phone numbers, websites and e-mail addresses appear familiar, but one number or letter is off – an easy thing to miss at first glance, Opperman says. So you follow the wire instructions and assume all is well when, in fact, you’ve just become the latest victim of escrow fraud. The scammers? They’ve withdrawn the funds from an offshore account somewhere and are sailing into the sunset with your hard-earned money. Meanwhile, you have few options for retrieving it. How to protect yourself: Before you send money to a third party, go back to the original documents you received from your lender and call the phone numbers listed there to verify the wiring instructions you received. Never click on e-mail or text links, or send money online, without verifying wire instructions with a live person on the phone from a number that you’ve called and verified, Opperman says. Be wary of any e-mail or text requesting a change to wiring

Loan flipping What it looks like: Loan flipping is when a predatory lender persuades a homeowner to refinance their mortgage repeatedly, often borrowing more money each time. The scammer charges high fees and points with each transaction, and homeowners get stuck with higher loan payments they can’t afford after being duped into borrowing most of their home’s equity, Opperman says. Seniors with memory impairment are especially vulnerable to these scams because they have significant home equity and may not realize they’re being taken advantage of, Opperman says. Predatory lenders convince homeowners they can help them find a better loan product or use a cash-out refinance to pay for home renovations to make their homes more accessible as they age in place, Opperman says. How to protect yourself: Elderly homeowners who have cognitive issues should involve a trusted relative or friend in any key financial discussion, especially about tapping home equity. If you’ve recently completed mortgage refinance, it’s usually not in your best interest to do another transaction right away, Opperman says. If predatory lenders are actively seeking you out and you haven’t requested their help, that’s another warning sign that something is off. Work only with known banks or lenders, and question all fees and penalties presented to you, Opperman says. Lenders are required to provide loan estimates and closing disclosures that list all fees and third-party costs; review these documents carefully, or have a trusted advisor do this, if you are refinancing your mortgage. Foreclosure relief What it looks like: People who fall on hard times and get behind

on their mortgage payments can become desperate to save their homes. That’s when scammers, who have access to public records of homes in pre-foreclosure, swoop in with offers of foreclosure relief to capitalize on homeowners’ vulnerability, Opperman says. “Scammers will claim that they can help homeowners save their homes and reduce their mortgage payments for a large, up-front fee,” Opperman says, “but they often leave our clients in worse financial shape.” Some fraudsters claim they’re affiliated with the government or government housing assistance programs, and can swindle homeowners out of hundreds or even thousands of dollars in fees, according to the Federal Trade Commission, or FTC. How to protect yourself: The best way to avoid foreclosure is to work directly with your loan servicer to modify your existing loan, request forbearance, or make some other arrangement. Homeowners can first enlist the help of a HUD-accredited housing counselor to see what options they have, then include their counselor on a three-way call to their lender to find solutions, Opperman says. “A scammer will tell you not to talk to your lender, and that’s a huge red flag,” Opperman says. “It’s hard to speak to your lender when you’re in imminent default or become delinquent because you’re afraid it might speed up (losing your home). But you have to open the lines of communication with your lender.” Rental scams What it looks like: Scammers post property rental ads on Craigslist or social media pages to lure in unsuspecting renters, sometimes using photos from other listings. The scammers, who have no connection to the property or its owner, will ask for an upfront payment to let you see the property or hold it as a deposit. In reality, they’re just looking to get quick cash through nefarious means. Rental scams are alarmingly common. An estimated 5.2 million U.S. renters say they have lost money from rental fraud, according to a recent survey from ApartmentList. Younger renters are the likeliest victims, with 9.1 percent of 18- to 29-year-old renters having lost money on such a scam, compared with 6.4 percent of all renters, the survey revealed. And of those who did lose money to scammers, one in three lost DAILY CAMERA / TIMES-CALL


more than $1,000, likely after paying a security deposit or rent on a fake rental property, ApartmentList found. How to protect yourself: Be suspicious of anyone who asks for a cash deposit upfront to see a property, says Nicole Durosko of Warburg Realty in New York City. Ensure you’re dealing with the real property owner before negotiating rental terms or seeing a property in person. You can search the local property appraiser’s website to find out who the current property owner is and look for contact information online. “Avoid doing transactions via e-mail or on the phone,” Durosko says. “It’s best to be face-to-face to confirm the property ownership, sign any required documentation, and (make a) payment.” Use a check (never cash) to make a payment so you have an automatic receipt of it, Durosko advises. Finally, always insist on speaking with the property owner before signing a contract or making a payment if someone says they’re representing the owner. If someone claims to be a real estate agent, ask to see their license and take a picture of it so you can confirm the information

online through your state’s division of real estate licensing, Durosko says. Next steps to take if you’re targeted Trust your gut if something doesn’t feel right or seems too good to be true. Work with only professional lenders associated with local and/or national trade associations, and ask for referrals from family members and friends. If you’re an older homeowner (or a caregiver to someone who is), be on your guard when companies pressure you to tap your home equity. If you suspect a scammer is trying to target you, don’t open any email links or respond to any messages. Instead, report the activity to your local police department. To report fraud, identity theft or financial scams, visit the FTC’s complaint website, click on the FTC Complaint Assistant icon, and answer the questions. What new 2019 loan limits mean for you The Federal Housing Finance Agency (FHFA) raised the baseline conforming loan limit for 2019, and this will have an impact on borrowers for the year ahead. Q: Now that we found our dream home, how can we protect ourselves regarding the purchase contract our agent wants us to sign? – Meg A: The purchase and closing of your new home is one of the most complex and stressful times most people will endure. Buying a house is not something that people do every day and anything unknown can be frightening. The key to getting through the process smoothly is knowledge. It is always a good idea to hire an attorney to help you through the process and to have someone in your corner, but the simple reality is that the large majority of people do not do this. If you decide to go it on your own, there are still some things you can do to make the process easier. The first time most buyers see the purchase contract is after they find a home and their real estate agent wants to send it to the seller right away. With this time crunch, it will be almost impossible to read the long and technical contract, let alone understand it. This is easily avoided because almost all transactions use a fill-in the blanks form contract. Ask your agent for a blank copy and read it before your even start looking at homes. Ask your agent, or research on the internet, any parts of the contract that you don’t understand. Remember that even if there is a “normal” way of doing things, everything in the contract is negotiable. You may be able to get a better price by, for example, agreeing to pay a closing cost

that the seller would traditionally pay. You also need to understand the various contingencies and time periods in the contract. Just because your agent feels your offer will be “stronger” to the seller if you enter into an “as-is” contract, it may not be a good idea if you don’t have the extra cash to make the repairs. You also want to make sure all of the deadlines, such as for getting a loan approval, performing inspections, and getting association approval, are long enough to actually accomplish those things. Once everything is to your liking and understood, you can sign the contract – not before. After the contract is signed, you should write down all of the various deadlines in your calendar. These are very important and you can lose your deposit if a deadline is missed, even by a day. Remember that what you agree to has consequences and the fact that you did not read or understand what you signed will not get you off the hook. Gary M. By Paul F.P. Pogue Angie’s List You get what you pay for, as the saying goes, and there are some areas where you shouldn’t skimp on quality – building materials and contractor services, for example. When you cut corners in important areas, you’ll typically end up paying a lot more in the long run. You might have higher

operating costs, have to pay extra to fix the mistakes made the first time around or replace something years before you should have to. Insulation. Properly insulating your home improves comfort, increases energy efficiency and reduces heating and cooling costs. According to the Energy Star program, 9 out of 10 American homes are under-insulated, so this is an easy way to boost efficiency. Aim for the highest R value achievable within your budget. Caulk. Less expensive caulking materials aren’t as flexible as higher-quality options, and they typically won’t adhere to surfaces for as long. For a lasting result, use the best possible caulk for the job. The higher quality makes a big difference; premium caulk can last 10 times longer than cheaper options. Windows. Windows are expensive and labor-intensive. You also don’t tend to replace them for many years after you install them. So, this is a job you definitely want to get done right the first time. Choose the most efficient

windows you can afford specific to your climate. You can cut heating and cooling costs by as much as 33 percent by paying extra for low-e storm windows. Paint. Not all paints are created equal. Lower-quality paint tends to fade faster and require more volume for coverage than higherquality options, particularly in highly saturated colors. This is one area in which the benefit is immediately obvious. Economygrade paint may require two to three additional coats to achieve the same effect. Roof replacement. Roofing is one of the biggest and most expensive jobs you’ll do on your house, and the consequences of a poor roofing job can be catastrophic. So, hire a reputable roofing contractor to install the best quality product you can afford. Also, higher quality materials generally have longer warranties, sometimes 50 years or more, so you’ll likely only have to pay for this project once. Kitchen appliances. You’ll be putting appliances through heavy

use for years, especially the bigger ones like a refrigerator or oven. Higher-end models are likely to last much longer, and you’ll get a longer warranty. Space matters, too. You might save a few bucks by reducing the storage space of a fridge or the usable area of an oven, but over the years you might regret the small savings at the cost of convenience. Hiring a qualified professional. The lowest bid won’t necessarily be the cheapest. Check references carefully and always be sure you’re working with a contractor who’s licensed, insured and experienced. You want someone who has done your specific kind of job before and knows what they’re doing. Also, never skip important permits and inspections. If a contractor waves off the permitting process as no big deal, that’s a red flag. Paul F.P. Preparing your home for an inspection When your home goes under contract for sale there is almost always an inspection scheduled by the buyer. The first thing you should do to get your home ready for an inspection is clean it. It sounds so simple but homeowners often overlook this one. Home inspectors are people first and inspectors second. As people, they may carry preconceived ideas of how well a home has been maintained. It’s a good idea to make a good impression. A clean house says you care about and take care of it. An inspector will need access to all areas of a home. Remove January 25-26, 2019

anything that may be blocking access to your furnace, air conditioner and water heater. The inspector will need three to four feet of working space to inspect these items. Provide easy access to your basement and/or crawl space and attic as well. Leave all utilities turned on even if the house is vacant. The inspector will need to turn on the stove, run the dishwasher, test the furnace and air conditioning. Without the utilities on, the inspector may have to reschedule, which could delay the closing of your transaction. There should be easy access to all exterior areas of the house. In the summer, cut down dead tree branches and clear brush from the foundation. Move items such as trash cans and BBQ grills away from the house. Leave the remote controls for your garage door opener or a key if the garage is unattached. Unlock the covers for your electrical box and sprinkler system. If there are any out

buildings be sure to leave keys. In winter clear snow from driveways, walkways, decks and patios as much as possible. Be on time, most all inspectors will be. Sometimes, home inspectors are early. If an inspector makes an appointment with you for 9 a.m., have the house ready for inspection at 8:30. It’s also common for inspectors to start on the exterior of the home, so leave the shades down or drapes drawn until you are dressed. More than one unprepared seller has been “surprised” by a stranger in the backyard. Buyers will often meet the inspector for a walk through towards the end of an inspection and would feel uncomfortable asking questions if the owner is present. Try to schedule a time for the inspection when you can be out of the house for at least three hours. If you have pets, take them with you if possible. If you are aware of anything

that may be red flagged during an inspection, have repairs done prior to an inspection. Taking care of the situation prior to the inspection can eliminate frustration for both the seller and buyer. If repairs are not possible prior to the inspection be sure to list any repair issue in disclosures. Finally, all invoices and documents regarding remodeling projects or new items such as a roof or furnace should be available to the inspector. If you’ve upgraded the electrical from ungrounded to grounded, installed a new roof, replaced a furnace or simply replaced a leaky faucet, find the paperwork. Any work done that required a permit should be documented. It will give the buyer peace of mind to know those items were re-inspected. Joan Connors, a retired greenhouse manager of the American Orchid Society, has a few tips to help keep plants healthy, happy and blooming. “I love growing orchids, because there is always a new flower to surprise me,” says Connors, of Deerfield Beach, Fla. “They give me joy every day.” Connors, who retired in 2011 when the AOS headquarters moved to Fairchild Tropical Botanic Garden in Coral Gables, also was past president and is a trustee of the Fort Lauderdale Orchid Society. She helps organize the club’s annual orchid show and sale. Q: What is the easiest orchid to grow? A: Phalaenopsis. It requires little maintenance. Just water it once a week and it should flower. Phals

will be in full bloom now through March, and hybridized versions of the plants bloom a few times a year. Also, ask the grower you purchase plants from for culture instructions and visit AOS.org for more tips on commonly grown orchids. Q: What is the biggest mistake most gardeners make with orchids? A: Over-watering will kill a plant faster than anything else, because the roots rot. Generally, water plants once a week and keep them in indirect light, and they should do well. Q: Is fertilizer necessary? A: Orchids get hungry, and fertilizer is their food. They expend a lot of energy producing those beautiful blooms. Try generic Miracle-Gro plant food. You must be very careful to follow package instructions when fertilizing so you don’t burn the leaves, roots and blooms. There is one rule: Water with fertilizer,

One key design tip to remember is that it isn’t taboo to mix shades and tones of red. So where to begin? Here are some design recipes tips to help get you started. Dos • Do utilize a technique called “color mapping”. This involves repeating the same or similar color, in this instance red, throughout a space. • Do mix different shades and tones of red in the same room. • Do use red as an accent color. • Do layer your color, by creating different “color opportunities” throughout a space. • Do infuse color in a space through the use of accessories such as artwork, toss pillows, blooms and books.
