August housing sales move in lockstep with inventory BOULDER – Boulder area housing sales in August saw single-family home sales dip while condo and townhome sales pushed upward. Both markets BY TOM share a common KALINSKI factor that is RE/MAX of Boulder driving the rate of sales – and that factor is inventory. “As the number of homes available for sale goes up or down, sales follow. It’s a correlative pattern that has shown for some months now,” says Ken Hotard, vice president of public affairs for the Boulder Area Realtor® Association. “In attached homes in August, inventory was up, which supported the increase in sales,” says Hotard. Townhome and condominium sales improved 9.2 percent in August 2017 compared to July – selling 142 units vs. 130. Inventory also improved, rising 21.3 percent with 239 units available this month compared to 197 in July 2017. Meanwhile, Hotard remarks that in single-family homes, inventory was unchanged and sales were down slightly.

Statistically, single-family home sales decreased .3 percent in August 2017 compared to July, selling 436 homes vs. 448. Inventory for single-family homes was virtually unchanged over the same period, declining a modest .02 percent with 1,157 homes for sale vs. 1,183. He says last month followed a similar pattern when sales in both categories declined. July 2017 inventory dropped 4.3 percent in

attached dwellings and was near unchanged in single-family. “While this continued correlation between sales and available inventory is interesting, it is not unexpected,” he says, noting that demand for homes in Boulder County is strong even as home prices continue to rise, albeit at a more moderate pace. “Homes at the higher end of the market are a bit over-supplied, which gives buyers more choice and the ability to negotiate. In the under $1 million price range, demand is strong and homes move quickly.” Year-to-date sales are tracking close to last year’s performance in both markets. In single-family homes, sales in Boulder County are virtually unchanged, falling .013 percent through August 2017 compared to the prior year through August 2016 – 3,069 homes vs. 3,073. For Boulder-area condos/ townhomes, year-to-date sales rose 6.6 percent through August 2017 – 1,002 units vs. 940. “Typically, real estate sales improve going into the fourth quarter. Rent too darn high to save for a home? The Fed has a plan By Rachel Witkowski, Bankrate.com (TNS) Rents keep skyrocketing, making it harder for people to save enough money to make a down payment on a home. The Federal Reserve might have a solution. Fed economists are proposing a new kind of 30-year, no-down-payment mortgage that features a fixed monthly payment. The purpose is to help renters who earn enough to take out a mortgage on a home but who pay so much rent that they can’t scrape together down payment money. The national median rent spiked 3.6 percent in 2016 – the highest annual jump in years – to $841 a month, according to Census data. In major cities like New York, San Francisco and Seattle, renters can pay considerably more. How the plan would work Under the Fed’s proposal, you could buy a home with no money down and would establish your monthly payment with the lender when you first get the mortgage. The monthly amount would be fixed, though the interest rate would be adjustable. However, you’d never feel your rate go up or down because an equity account would act as a buffer against market rate fluctuations. When interest rates fall, any potential savings would go into your equity account, either to pay down the principal of your loan or to keep funds on hand in case rates go up.

“This results in homeowner wealth increases, as the homeowner purchases the home faster,” Fed economists Wayne Passmore and Alexander H. von Hafften write, in their paper laying out the proposal. Borrowers also would pay a somewhat lower initial interest rate versus a traditional mortgage because the Fed proposes to remove a buried cost that homeowners typically pay their lender to cover the risk of defaulting on the loan. Sounds great, what’s the catch? A number of sticking points are keeping lenders from jumping on the Fed’s idea. For starters, the mortgages would not allow

borrowers to refinance, so you wouldn’t be able to cut your monthly payment if interest rates drop. That difference would instead be placed in the equity account. “That’s not the way the U.S. mortgage market works and that would be a difficult selling point,” says Mike Fratantoni, chief economist for the Mortgage Bankers Association. Another concern is that if interest rates continue increasing – as many expect, based on recent Fed movements – the loans’ equity accounts would be drained. “This idea works well with a flat or falling interest rate environment but when rates are rising and the equity account goes negative, the banks have to make up that difference and there would be a loss on the loan,” says Robert Messer, chief financial officer at American National Bank of Texas. The lower interest rates and related risk matters also are an issue. “Anything that has nontraditional risks, which this mortgage product does, raises significant issues,” said Karen Shaw Petrou, co-founder and managing partner of consulting firm Federal Financial Analytics. The Fed acknowledges in its report that its alternative mortgage proposal isn’t meant for everyone. The goal, it says, was to spark discussion of affordable housing and “help some renters gain access to homeownership.” Visit Bankrate online at bankrate.com.

Boulder County leaders to convene Affordable Housing Summit By John Fryar Times-Call (TNS) LONGMONT (Sept. 24) – Members of Boulder County’s city councils, town boards and Board of County Commissioners and their staffs are to assemble in Longmont on Friday morning for three hours of discussions about whether a collaborative approach could increase their constituents’ access to affordable-housing opportunities. That “Affordable Housing Summit,” according to the Boulder County Regional Housing Partnership group that’s been promoting such an approach, will try to involve all of Boulder County’s government jurisdictions in addressing countywide affordable housing shortages. Board of County Commissioners Chairwoman Deb Gardner, who is to give the welcoming remarks at Friday’s event, said organizers hope to give the city and town representatives “a good sense” of how local adoptions of a multi-jurisdictional adoption and implementation of a regional plan could ensure a diverse inventory of affordable housing throughout Boulder County. Gardner said another goal of the summit will be to start coming up with a menu of “concrete things that might happen” to accomplish that housing goal. While Friday’s meeting will be open to public attendance, it will not include a formal publiccomment period for people – other than the elected officials and their staff – to express their ideas about the proposed regional approach. Gardner said public-comment opportunities will likely happen later, when the city and town and county officials meet to consider adopting a regional plan and making any appropriate changes

in their local land use, zoning, building and development codes. At this point, the Regional Housing Partnership’s draft affordable housing plan “is a nonbinding plan,” Gardner said. However, “If we’re really serious about building more affordable housing in Boulder County, we need goals and plans for getting there,” she said. Combination of strategies The Boulder County Regional Housing Partnership is a working group formed in 2016 that has included members and input from such agencies as the Boulder County Housing Authority, the Longmont Housing Authority, Boulder Housing Partners, Longmont’s Community Services Department, Boulder’s Division of Housing of Housing, Boulder County’s Community Services Department, the Boulder Community Investment Program and the Boulder Chamber of Commerce. It has recommended setting a countywide goal of having 12 percent of the region’s total housing inventory permanently affordable to low-moderate and middle-income households by 2035 – about 12,000 affordable homes. “This goal requires securing 800 homes a year for 15 years, which would be achieved through a combination of acquisition, redevelopment and new construction,” according to a recent draft of the partnership’s proposed plan. A possible distribution of that year-2035 affordablehousing inventory, the draft plan suggests, would be 100 homes in the Nederland and Lyons and mountain region, 5,000 homes in the northeast county Longmont area, 7,000 homes in the central county’s Boulder, Gunbarrel and

Niwot area, and 3,000 southeast county homes in the Lafayette, Louisville, Superior and Erie area. The partnership has recommended that goals be set for the inventory of both rental and home-owned units, with 30 percent of the homes acquired or built to be for owner-occupancy and the rest for rentals. Another goal would be to bolster financial resources, increasing local funding sources by $20 million a year to invest in community housing and attract additional funding from the private sector and state and federal sources. Current local funding sources produce about $15 million a year to support creation of affordable housing. Act upon values Land for housing is increasingly scarce in Boulder County communities, the draft plan says, and securing land and prioritizing its use for community housing are key requirements to meeting the proposed regional affordable housing inventory goal. The partnership said in its recent draft plan that while each Boulder County community has already acknowledged affordable housing as a community value in its local comprehensive plan, the partnership is encouraging communities “to act upon those value statements by reviewing and aligning their regulatory processes to create a more favorable environment for community housing. “Regulatory alignment includes increasing incentives, reducing barriers and creating requirements through annexation and inclusionary housing policies.” The partnership has reported that increases in home prices in Boulder County have outpaced growth in wages for nearly two

decades. “Across Boulder County, price inflation has pushed over 30,000 homes out of reach for low- to middle-income households since 2000. Vacancy rates are below historic averages and below what is considered a balanced market,” according the recent draft plan. Added to that has been a loss of residential homes due to the 2013 flood, which put additional pressure on the housing market, as well as the evolution of major employment centers in the cities of Boulder and Longmont in recent years,” which the plan said “has fueled housing costs by increasing the area’s population. “And this in turn has deepened transportation challenges as larger numbers of employees seek less expensive housing and are forced to commute longer distances.” Jim Williams, communications director for Boulder County’s Housing and Human Services Department and a spokesman for the Regional Housing Partnership, said the partnership has made about 40 presentations of its proposed plan to local governments and community and business organizations since last February. The latest update of the partnership’s draft regional plan is expected to be posted online sometime this coming week, he said. “The point of the summit is to bring everybody together” from the county’s elected boards and councils, Williams said, for those officeholders to discuss how Boulder County communities “can come together and work collectively” in addressing affordable-housing needs. Boulder advances public-private development plans at 30th and Pearl By Alex Burness Daily Camera (TNS) BOULDER (Sept. 27) – The City Council is strongly supportive of a proposed public-private partnership to redevelop, with 304 housing units, the 4.3-acre former Pollard Motors site at the northeast corner of 30th and Pearl streets in Boulder Junction. On Tuesday night, the council voted unanimously to authorize city staff to enter into negotiations on an agreement with Denverbased Zocalo Community Development. The plan is not finalized, but Zocalo proposes to make 63 percent of housing units on the site permanently affordable, with that proportion distributed across a number of different income levels, from low-income to moderate-income to middleincome. A little more than a third

of the units would be priced at market rate. “Living cheek by jowl, lowincome to high-income earners,” said Zocalo’s William Shutkin. “We think that is, in a sense, the American experiment, and this becomes a great site to demonstrate that.” A proposed 161 of the units would benefit people making between 30 and 60 percent of the area median income. Another 35 of the units would be dedicated for co-housing. The unusual affordability pitched for this site is achievable to developers because they did not need to buy the land; the city owns it, and is donating it to Zocalo. Council members were effusive in their praise of the proposal. “I’m just really excited about this. This is turning out much better than I ever envisioned it,” Councilwoman Lisa Morzel said.

it’s probably not very easy to repurpose it, because we’ll have sloped ramps,” said Bill Holicky, of Coburn Partners, the architecture firm partnering on the project. He noted, though, that the space could become a “dock” for driverless vehicles in a potential future where there isn’t demand for 280 spaces for individuallyowned vehicles. But several details of the project are yet to be finalized, including, for example, the exact amount and affordability of commercial space, and whether or not the project ends up being net-zero, or close to net-zero, on energy. Denver airport shows off fancy, solar-powered doghouses for sustainability competition By Joella Baumann The Denver Post (TNS)

Councilman Aaron Brockett called it “an exceptional proposal,” and Councilwoman Jan Burton said the project can be a “true partnership” that shows “that we can have a great relationship with a developer.” The developers have stated an intent to make the proposed 21,000 square feet of commercial space on the site permanently affordable. The affordable commercial space, Councilwoman Mary Young, “is timely and much needed.” Zocalo also has proposed building 280 spaces of underground parking, which would be privately owned and managed. Mayor Suzanne Jones asked whether the structure could be converted if and when driverless cars and ride-sharing become more dominant transit options. “Since it’s underground,

DENVER (Sept. 21) – Over the next few weeks, travelers passing through Denver International Airport might instead find themselves at the doghouse. Sixteen deluxe doghouses – complete with solar panels, heated floors, filtered-water systems and other amenities for pampered pooches – are on display through Oct. 9 as part of the Sustainable BARKitecture Doghouse Competition. Fifteen of the structures were designed and built by local firms and are on display on the plaza between the Westin hotel and Jeppesen Terminal, just steps away from the commuter rail station. The other house, designed by DIA staff, sits inside the Great Hall of Jeppesen Terminal. Panasonic donated the solar panels for the competition, and the firms donated their time and materials. These top-of-the-line doghouses, each of which carries

a $5,000 price tag, integrate sustainable features such as rainwater collection, solarpowered lights and fans, and reclaimed materials. Some also feature treat dispensers for the dogs alongside charging stations and beer coolers for their owners. Each house was designed with a special dog in mind. The Canine Airport Therapy Squad is a volunteer program that consists of 90 privately owned therapy dogs, who with their owners walk the airport and interact with travelers as a way to help relieve stress and anxiety. Sixteen of those dogs inspired the designs, which included consideration of their personalities and preferences. Some houses feature walls made completely of bright-green tennis balls, and others have ramps or space for digging. All of the chosen dogs and the rest of the CATS team can be viewed on the Fly Denver website. DIA spokeswoman Daria Serna said the contest promotes the U.S. Department of Energy’s Solar

Decathlon. “A lot of brainstorming and a lot of thought went into how to support that competition and project,” she said. “Our CATS dogs here at the airport were chosen to inspire the design and particular build of each doghouse.” Solar Decathlon 2017, which will be held at East 61st Avenue and Peña Boulevard from Oct. 5-15, features student teams from 13 colleges around the country. They will design and build full-size, energy-efficient, solar-powered houses designed for humans. Voting in the doghouse competition will continue online through Oct. 5, and an awards ceremony will be held at the airport plaza from 4 to 6 p.m. Oct. 9. Dog lovers can also take home the house of their dog’s dream through an online auction. All proceeds will support the Dumb Friends League’s mission to end pet homelessness and animal suffering. McModerns: The new kids on the block BOULDER – Throughout America’s suburbs, the oft-ridiculed McMansion has been an architectural mainstay for the past 40 or BY SEAN so years. With MCILLWAIN their sprawling Mod Boulder square footage, Real Estate mismatched architectural styles and vinylmeets-foam construction, McMansions are quickly built, easily identified and regularly mocked. Within the past decade, there’s been a slow-yet-seismic shift in our suburban architectural trends. The McMansions have fallen out of fashion – perhaps, let’s face it, because they’re falling apart – and a new kid on the block has emerged: the McModern. Before you unfriend me, hear me out. While McMansions and McModerns share a few of the same traits – mass-produced design, streamlined construction, approachable asking price – they’re dissimilar in more respects; perhaps they’re derivative of the

same genus, but they’re not the same species. Concentrated in bi-coastal liberal enclaves, tech hotbeds and millennial-centric cities (think NPR-listening, Warby Parkerwearing, Apple Watch-glancing multi-taskers), the architectural philosophy behind McModerns isn’t “more is better.” Unlike McMansions, which cherry-pick

from an indulgent hodgepodge of architectural styles, McModerns borrow their style from a smaller pool: modernist architects of the early 20th century like Frank Lloyd Wright, Le Corbusier, Charles Eames, Philip Johnson and others. McModerns thrive on simplicity and minimalism, lacking the McMansion’s gaudy

ornamentation and slapdash patterns, opting instead for simple, coplanar forms and smooth visual lines rooted in American Modernist style. The results? Ample natural light, an emphasis on horizontal and vertical lines and a clean aesthetic. It’s true, McModerns are not usually designed by individual architects like their luxury, high-brow counterparts – but it begs the question, “does it matter?” And therein lies the key differentiator between McMansions and McModerns: a McMansion is not a replica of a more expensive, more exclusive original; it’s a mishmash of styles and stands alone as its own architectural statement. McModerns, on the other hand, are inspired by a specific, established and celebrated genre of architecture, and offer the modern day family affordable access to an otherwise unaffordable home. Negotiate major issues that are safety concerns or that impact your bottom line. Consider disregarding minor ones. For example, you may not want to negotiate tightening a loose door knob if you’re asking for a roof repair. You can easily take care of tightening a door knob yourself after closing. Sellers are more likely to agree to requests when you appear reasonable in your approach. Being inflexible or difficult Maintaining a good relationship with a seller will get you much further than taking a hard stance in negotiations. Buying and selling a home can often be an emotional process. Having

negative feelings towards another party will therefore change how you negotiate with them. Thus, both parties being “nice” and accommodating to one another can go a long way. Could gardening lower your risk of cancer? A Colorado researcher aims to find out By Danika Worthington The Denver Post (TNS) DENVER (Sept. 21) – A green thumb may lower your risk of cancer. Don’t believe it? You’re not the only one. Which is why a University of Colorado Boulder researcher is setting out to find hard evidence during a three-year clinical trial that will measure a variety of health factors in 312 participants who will be introduced to community gardening for the first time. “We tend to intervene from the top down,” CU Boulder professor Jill Litt said of programs to improve physical inactivity and poor diets. “You need solutions from the ground up to meet people where they’re at.” Litt said that throughout more than a decade of researching community gardening, people regularly say they there’s something about it that makes

them feel better. Her previous observational surveys found that gardeners eat 5.7 servings of fruits and vegetables on average per day compared to 3.9 for nongardeners. They tend to have lower body mass index. They also report an average of 2.6 days of poor mental or physical health in the past month compared to the national average of 6.2 days. She said it’s likely because gardeners are less sedentary, often spending an average of two hours not sitting during the activity, and because they’re eating the organic food they produce. There’s some research to suggest that exposure to the microorganisms in the soil also benefits mental health, she said. Additionally, the best ways to create a permanent shift to healthier behaviors is to get people in contact with nature and to have them build meaningful relationships, she said. Both of those are intrinsic to community

gardens. But it’s unclear if people who are involved in community gardening are more likely to already have those traits or if community gardening itself facilitates a change in people. To put some data behind it, Litt is measuring the body mass index, consumption of fruits and vegetables, stress and anxiety levels and other health measures of participants before planting, during harvesting and the following spring at community gardens mainly located in Denver and Aurora. The study will also use accelerometers worn by participants to measure physical activity levels. There’s been growing interest in this type of research with a handful of similar studies also receiving grants this year, she said. But Litt said her study is distinguished from the rest due to its gold standard for measurements, noting the accelerometers.

The results of these studies could have a great impact. First, data from it could be used to help convince clinicians about the benefits of community gardens. It could also help the gardens themselves. In 2005, when Litt first started researching gardens, there were about 42 gardens in the Denver area. Now there are 165 gardens with 10 to 12 being built a year, she said. The demand to build more gardens and the necessity to update old gardens are both pulling on already limited funds, she said. More people may be willing to put money toward community gardens if they realized the health benefits, she said. The study is looking for people to join its second wave. Is the cost of gutter guards worth it? By Cynthia Wilson Angie’s List (TNS) Is it worth spending money to install gutter guards if you still have to clean them sometimes? For many homeowners, the answer is yes, especially for those who want to climb a ladder and a scoop leaves out as few times as possible each year. However, “worth it” is a subjective term, and in the case of gutter guards, it means picking the right type for your roof. That starts with understanding how gutter guards work. How do gutter guards work? Gutter guards and covers form a filter over your gutters, catching debris – or redirecting it over the gutter – to prevent to clogs. At the same time, they allow water to continue running off your roof and into the gutter. Although gutters guards are often advertised as a cureall solution, it’s important to understand that: 1. They don’t all work the same 2. You’ll still probably need to clean your gutters, though not as often. What types of gutter guards are there? There are many types of gutter guards – screens, inserts, reverse curves – and all perform differently. For example, some may block large debris, such as broad leaves and long pine needles, while allowing seedpods and other small bits to enter the gutter. Therefore, you need to know the unique conditions of your roof when shopping for gutter guards. Start with identifying the types

of trees growing around your home, and what debris they drop throughout the year. So how much do gutter guards cost? It depends on two factors: the length of your gutters, and the type of guards you need. And, of course, if you want professional installation, or if you feel comfortable installing the guards yourself. Gutter guards and covers typically cost between $7.50 and $10 per lineal foot installed. Given that the average home has about 200 feet of gutter, many homeowners can expect to pay about $1,500 to $2,000 for professionally installed gutter guards. The price goes up from there for more complex gutter guard systems.

underwhelming furniture can get in the way of complete relaxation. Think it’s time to give your bedroom the makeover it deserves? We’ve outlined a few master bedroom ideas that will help your space feel more layered and comfortable – it may even make it feel larger. No, you don’t need a giant room or perfectly pressed linens to achieve pure bliss at home.
