November 15, 1933 ~ August 26, 2019
Fred Terrell Batson, of Canon City, Colorado went to be with our Lord on August 26, 2019. Fred was born on November 15, 1933 in Pueblo, CO to Francis Orlen and Una Fae (Smith) Batson. On March 1, 1957 Fred married Louise Fay Nelms in Raton, NM. He served in the United States Army in the 8125th Sentry Dog Detachment. After retiring in 1996 from DOC, he spent time golfing, served on the Fremont Sanitation District and Colorado Prison Museum Boards. He is survived by wife, Fay Batson; children, Rhonda Batson, Terrell (Brenda) Batson; grandchildren, Breanne, Jenifer, Andrew (Leslie), Bradley (Crystal); great-grandchildren, Mason, Gavin, Easton, Brice, Baylor and
Brennen; sisters-in-law, Melva Batson and Betty LeVesque; along with numerous nieces and nephews. Fred was preceded by both parents, Orlen and Una Fae Batson; brother, Sidney Batson and sister, Ina Mae Bigner. Keith Michael Decker 1953 ~ 2019
Keith Michael Decker, local artist and long-time Cañon City resident, passed away during the early morning hours of August 19th after a two and half year battle with cancer. His mother, Dolores, and his two younger brothers Kurt and Karl were with him during his last days and hours. Keith was a committed artist and created a significant body of work that was recognizably unique. His early background in building and renovation informed his later deliberate, artistic exploration into the profound nature of structure itself; By applying real property construction methods and interior finishing techniques to common household objects such as the bookshelf, wardrobe, table, mirror and clock, Keith's pieces were regarded as fine art while also maintaining both their intrinsic function and strong relationship to the whole structures within which they were placed. The wood, metal, paper and paint he used as the mediums for his work, as well as the hundreds of custom finishes and finishing
techniques he developed, added to the inherited bond of each piece to it's environment. His signature piece, simple boxes of various sizes and finishes, transcended analogous comparisons to a room or a house and were instead, by direct association, a representation of home. Over the years, Keith sold his work to several private collectors as well as showed in galleries and design studios but was just as likely to gift pieces to friends and family or make a trade with a local colleague for electrical or plumbing work to his house or studio. Keith was kind and generous in private but uncompromising and outspoken in his search for truth and meaning. He was an avid reader and led a life of artistic and spiritual exploration. Larry Dean Woolsey August 21, 1968 ~ August 24, 2019
Larry Dean Woolsey, 51, passed away peacefully at home, in Canon City Saturday, August 24, 2019 after a courageous 9 year battle with cancer. Larry was born on August 21, 1968 to Earl E. and Pauline L. (McCartney) Woolsey. Larry attended school in Canon City and worked in the construction industry most of his working career but in recent years he really enjoyed working in the auction business with his brother Alan. Larry enjoyed traveling and spending time with family, especially with his special cousins, Steve, Bonnie, & Bubba Mitchum from South Carolina. Larry married Margaret (Mitchum) Woolsey, December 14, 2014 in Canon City.
He is survived by his wife, Margaret; siblings, Ron (Amy) Woolsey, Linda (John) Sand, & Alan (Sherril) Woolsey; along with numerous nieces, nephews, cousins, and his loveable pet dogs Michael & Aja. Rebecca (Becky) Lynn Ruffini, of Hemet, CA, passed away after a lengthy illness on August 19, 2019. Born to Thomas and Alice Martin, on December 3, 1957, in Florence, Colorado. Becky is survived by her husband of 28 years John Ruffini, of Hemet, CA. Together they raised 3 Sons, Jeramie (Jerry), Jesse, and Justin King, and 3 Daughters, Julia, Cary, and Lori Ruffini. Becky worked in Maintenance, and Janitorial services most of her career. After retiring from Nutri-lite in Lakeview, CA where she was a supervisor, she managed her husband's business, Dovey Electric. She enjoyed spending time with family, gardening, canning, crocheting, and living a healthy life style. She and John spent time traveling back to Colorado to spend time with family, and enjoyed having family come to their home in California. No
one was a stranger, and she had a listening ear for anyone. Surviving are her husband, John; sons, Jerry (Dana) King, Jesse (Wendy) King, Justin King; daughters, Julie Ruffini (Tom Browning), Cary (Shane) Rowe, and Lori (Gerry) Meloni; sisters, Linda (Cody) Innes, Jenny (Jim) Williams, Peggy (Jeff) Dunn; and one brother, Tom (Connie) Martin. Her many beloved Grandchildren, numerous nieces, nephews and greats! Preceding her in death are her grandsons, Jeramie King, Jr., and Michael Meloni; niece, Nikki Mae Innes; and parents Thomas and Alice Martin. City council approves creation of facade improvement program By Carie Canterbury The Daily Record Small businesses interested in a facelift could be eligible to receive a boost from the city to help improve and upgrade existing building facades in Cañon City, especially among the historic downtown and along the U.S. 50 corridor. The Cañon City Council on Tuesday approved the creation of the Building Facade Improvement Grant program to assist businesses and building owners in making improvements to their buildings. The intent of the program is for eligible property owners and tenants to upgrade the appearance of existing storefronts/building façade or primary public entrances in order to help create a positive commercial environment. The council earlier this year approved setting aside $20,000 for this program as part of neighborhood services. Through the program, the city may provide a reimbursement grant of up to 50 percent of the costs of a qualifying project in an amount up to $2,000 per business per year. The grant requires that the recipient invest an equal or greater amount toward the improvement efforts. Mayor Preston Troutman encourages business owners to use the funding. “These funds will be set up so that we can help with buildings so that they don’t sit empty and so that they can get renovated,” he said.
Applicants must be the building owners or tenants with a building owner consent letter, the building must be located in the city limits and businesses must be in good standing with the City of Cañon City. Types of exterior upgrade improvements that are eligible for the reimbursement grant include painting of building façade; gutters and downspouts; replacing or upgrading exterior deteriorated materials, awnings or canopies; adding, repairing or replacing parapet walls and/or the addition of architectural details such as cornices; replacement of deteriorated doors and windows; adding, repairing or replacing arcade/canopy façade, display window lighting, and decorative exterior lighting; landscaping and fencing; permanent bike racks; replacement of existing non-conforming or deteriorated freestanding monument signs only; rooftop mechanical screening; and exterior lighting. Abbey Winery, Bridge & Park to host 17th annual Winemaker’s Dinner
The 2019 Winemaker’s Dinner will be at 6:30 p.m. Sept. 27 at the Royal Gorge Bridge & Park’s Café 1230, spectacularly situated 1,230 feet above the Arkansas River. The dinner, set up as a progressive food and wine tour, will feature nine different courses of the innovative Colorado cuisine of Executive Chef Beau Green. Each course has been paired with a specially selected, award-winning Abbey wine crafted by winemaker Jeff Stultz. This is the 17th year for the dinner and the fifth year that it has been held at the Royal Gorge. Chef Green and winery owner Larry Oddo decided to let the people vote on the menu items that had been served over the last four years. They selected two of the most popular items in each category and conducted an online survey. Many participated in the survey, and the menu is truly a “Peoples Choice.” Chef Green has maximized the use of Colorado produce, meats, fish and cheeses in the creation of all his menus. Miso Trout, Black & Blue Bison Burger and the Cripsy Duck with Brown Butter Sage Gnocchi are all Colorado. There are nine stations this year with two hors ‘dourves passed at the entrance. All the wines being served are made primarily from Colorado grapes. The cost of the dinner is $125 per person, inclusive of tax and gratuity. City of Cañon City plans work on Forge Road
Beginning the first week of September, Forge Road from Shiloh Drive to Bellows Court will be restricted to one-lane local traffic only for road reconstruction and paving. Local traffic will be restricted to residents of Wolf Park, Kodiak Circle and Bellows Ct and the businesses on Forge Road. Construction is scheduled through late November. Please use caution and anticipate traffic delays during this time. Crews will attempt to complete all work in a way that minimizes disruption within all means possible. Meet the immigrant who shaped Cañon City’s Main Street, first lived in Peabody Mansion By Brooke Johnson The Daily Record At the corner of Fourth and Royal Gorge Boulevard stands a beautiful home that presently houses the Cañon City Chamber of Commerce. Known as the Peabody Mansion, the home was once inhabited by James Peabody, a notable member of the community who later went on to be governor. However, it was not Peabody who first called 403 Royal Gorge Blvd. home, but his fatherin-law, James Clelland. Clelland was born Sept. 23, 1823, in Glasgow, Scotland. A graduate with engineering training from Glasgow College, he set sail on the Madagascar in 1848 for America. James landed a job with the Baltimore & Ohio Railroad in Philadelphia as an engineer and paymaster working the construction of their line west. In 1865, Clelland, along with his wife, Anna (Bayne), and their two children, George and Frances, moved to Denver, where he had obtained a job working for the firm Stebbins and Porter, a wholesale grocer. In the fall of 1871, Clelland moved his family to Cañon City and according to reports in the Royal Gorge Regional Museum and History Center, he quickly became one of Cañon City’s most substantial and valuable citizens. A born leader and natural businessman, Clelland became involved in multiple roles in the community and helped shape Cañon City into what it is today. Soon after his arrival in Cañon City, Clelland obtained real estate and opened the Clelland Grocery and Merchandise at 404 Main St., hiring his future son-in-law, James Peabody to run the store for him. The fourth block of Main Street would be later known as the Clelland-Engleman Block with Clelland owning business located in the 402-406 section. Clelland founded the Cañon City Loan Company, which opened the doors for

the Cañon City & San Juan Railroad. Smith then put Nesfield in the flatbed area of his truck and drove to his residence in Colorado Springs, Rasmussen said. When he arrived home, he covered the body with snow to conceal it.
