Charles (Chuck) Reinhardt 1/21/1941 - 11/29/2018

Charles "Chuck" Reinhardt of Canon City, Colorado passed away in his home on the evening of November 29th, 2018. He is survived by his children Renee, Kelly, Mike, Eric, his nieces Elizabeth and Debbie, His nephew Bill, and his many grandchildren. Chuck grew up in southern Illinois and attended University High School and Southern Illinois University in Carbondale Illinois. He was an outstanding athlete during his time there playing football,

baseball, basketball, and track. He was also a talented artist and musician. Chuck worked in construction for many years before moving to Canon City, Colorado in 2004 where he became a member of the First United Methodist Church of Canon City and worked as the property manager for the Park Avenue Apartments up until 2017. He he was a kind hearted man and was loved dearly by his family and friends. He will be missed by many, and forgotten by none.

The revisions allow administrative approval of renewal applications for facilities after three years of compliant operation. They also allow no more than one application for major

modification of premises in any 12-month period, but requests for minor modifications would not fall under the 12-month limitation. Commissioner Debbie Bell said the board has made modifications a couple of times since putting the medical marijuana regulations into effect “This is something we’re still trying to sort out, not only here in Fremont County, but in every county across Colorado,” she said. “... We have discussed over and over how best we can modify our current regulations to help them meet what the actual need is for today.”

Fremont County’s Resolution Run 5K/10K set for Jan. 1

This year, start the year off with a healthy resolution, a fun group of people, and the first race of 2019. Fremont Adventure Recreation and St. Thomas More Hospital are proud to present the first Resolution Run 5K | 10K on Jan. 1st, 2019 . This event will start at the Pueblo Community College Fremont County Campus (on U.S. 50 in Cañon City). Runners and walkers of all ages and abilities will then head toward Tunnel Drive, where they will then join the Tunnel Drive trail for a 5K or 10K course. “Every minute we spend outside is an investment in our mental and physical health,” said Brian VanIwarden, FAR director. “This event is perfect for first-time runners or seasoned athletes.” Prizes will be awarded not by age, but by varying groups, including stroller pusher, new mom, military veteran, and Ainsley’s Angels participant. “Age isn’t the only determining factor for achievement,” VanIwarden said. “We’re all overcoming different challenges in our training.” St. Thomas More is proud to partner with FAR for this first-ever event. This event not only celebrates the dawn of 2019, but also our region’s connection to the outdoors. The City of Cañon City has made recreation a high priority this year with the development and expansion of a number of trails and park facilities. These amenities contribute to the overall health and wellness of a community. Trahern notes that, “Whether that’s hiking in the great outdoors or participating in a yoga or mindfulness class, there is something for everyone in our community.” To register, visit joinFAR.org. Director: Pool likely to close within next three years By Carie Canterbury The Daily Record

Hundreds of children go to the R.C. Icabone Swimming Pool every summer, either to spend their hot summer afternoon cooling off, to take swim lessons or to attend a private swim party. Additionally, more than 30 teens count on the pool as their part-time seasonal job during summer break. The Cañon City Area Recreation and Park District plans to open the pool in the summer of 2019 as it has every year since it was built in 1966, but there’s no guarantee it will stay open. “The pool has served the community well since 1966, and now we’re looking at a time where the chances are we are going to close that pool within the next one to three years, and (a recent) site audit conﬁrms that,” said Kyle Horne, the executive director of the Cañon City Area Recreation and Park District. “It’s not a matter of ‘if,’ it’s a matter of ‘when’ the pool will close.” The Pool The pool opened in 1966 with a life expectancy of about 25 to 30 years, but it has served the community for a full 52 seasons. Horne said because the pool has been so well maintained, it has outlived its life-span by about 25 years. “We’ve gotten every bit of use, life, mileage, everything that we can get out of that pool, we have,” he said. He said the district is at a point where it can’t keep the pool functioning as a modern pool should. All of the mechanical systems will need to be replaced in the next three to 10 years, at an estimated cost of more than $700,000 at today’s price. Factoring

The district only receives $733,000 from the mill levy. “In the next one to three to years, it is assumed that there will be some sort of a repair for at least $50,000 or more,” he said. “We are currently subsidizing the pool already to the tune of 48 percent. We will have to address something in the next one to three years that is big, the only question is it too big to where we can

no longer keep the pool open.” The Assessment The Recreation District board has known that the pool has outlived its useful life, but a recent facility condition assessment by Terracon Consultants, Inc., has made that official. The findings from the assessment were presented to the district’s board of directors during Tuesday’s meeting. “It was an eye-opener,” Horne said. “The areas they looked at, they found multiple deficiencies.” Horne addressed the out-

dated recirculation system. The Code of Colorado Regulations requires a pool to have a minimum turnover of six hours, but this pool’s turnover rate is about 12 hours. “We were grandfathered in, so we are only doing half of what we should,” he said. “Actually, most pools now that are our size are recirculating every three to four hours. We’re running way behind.” He said the current pipes aren’t big enough to support a six-hour recirculation, and the cost to replace

the pipes would be significant. Additionally, the current standard for the diving area is a depth of 12 feet of water, and this pool’s diving depth is 10 feet. The water slide was shut down toward the end of June because its steel-frame structure had been compromised from corrosion after years of pool water spilling over the top. “The water slide was expected to have a life-span of 15 years, it lasted 27,” Horne said. “It has to come down.” He said the estimated cost to replace the water slide is $191,000, not including demolition of the current slide. The suction fitting for the water slide pump does not meet the Virginia Graeme Baker Pool and Safety Act standards, which is federal law. All pumps must meet certain safety requirements for suction grating. “Our main drain system is VGBA compliant, however, the compliance is at 10 years, and that now has expired,” he said. “We just finished up year number 10 or 11, so now we are starting to get out of compliance on the VGBA on the actual pool.” The pool filters were installed in 1966, with an assumed life of 20 years, and the pool pump is missing a variable frequency drive. The current liner was installed in 2002, with an assumed lifespan of 10 years. The cost to replace the liner would be about $89,000. “If the pool liner fails, we can not absorb that within the budget and the pool closes,” Horne said. “If there is a major breakdown on the recirculation system, the piping, the liner, something in the mechanical room, odds are we’re looking at a pool closure.

The equipment is just that old.”

The Future The cost to replace the entire facility, including the bathhouse, Horne said, would be between $3 and $6 million for an outdoor seasonal pool. “We don’t have the resources for that,” he said. Horne said the board plans to open the pool in 2019, but they have a ﬁduciary responsibility to the community to make sure they’re using tax dollars wisely. “Throwing money into a 53-year old facility that we already know we’re probably going to have to close within the next one to three years is not a wise decision,” he said. “We have to be smart where we put our dollars in that pool. We are going to do everything we can to open that pool, but the community needs to understand the pool has outlived its life.” The recreation district has partnered with the City of Cañon City, Fremont County, the Golden Age Center, St. Thomas More Hospital and a citizen’s group to have a feasibility study done to determine if a community recreation center would be a worthwhile project. “Now the taxpayers need to decide, do they want to put their money into a seasonal pool, or are they looking for something year around,” Horne said. Citizens may submit their feedback and comments to Horne by dropping them off or mailing them to 575 Ash. St., or emailing khorne@ccrec.org. “We as a community are going to have to say this is what we want and this is what we are willing to pay for,” Horne said. “If you’re not willing to pay for anything, there is no pool. If you’re willing to pay for something, what is it? What are you willing to pay for?”

Holiday Food Safety Tis the season for the gathering of friends and family, holiday parties and annual work shindigs. Although each event is different, they all have one thing in common; food! Fremont County Department of Public Health and Environment (FCDPHE) wants to share a few safe food handling tips with residents as they prepare dishes to share.

• Wash hands with warm water and soap for 20 seconds before and after handling any food. • Do not prepare food if you are sick, you can transfer viruses and bacteria to the food and those who eat it. Pregnant women, the elderly, and young children are at a higher risk for foodborne illnesses. • Wash fruits and vegetables before use. • Do NOT thaw frozen meats by setting them out at room temperature. • DO thaw meats in the refrigerator ahead of time, but keep in mind that this can take a few days depending on the size. You can also quick-thaw in cold water; leave meat in the wrapper and cover completely with cool water, change the water every 30 minutes, using this process is about 30 minutes per pound. • Do not use the same cutting board for raw meat and then items that aren’t going to be cooked, such as ingredients for a salad. Thoroughly wash the cutting board in hot soapy water then rinse between uses, or if possible use separate cutting boards. Do not put cooked meat or other food that is ready-to-eat on plates or pans that held raw eggs, meat, poultry or seafood unless those plates or pans have been thoroughly washed in between uses. Also wash counter tops and other utensils when switching from raw foods to ready to eat foods. • Use food thermometers to check temperatures of cooked food to ensure they have been cooked to a safe temperature: • 165°F for poultry • 155°F for beef • 145°F for pork • If keeping food warm before serving, hold at 135°F or above. • Reheat all leftovers to 165°F • Put leftovers in the refrigerator within 2 hours. If guests are taking food home with them, put those packaged leftovers in the refrigerator until they are ready to leave. Use leftover within 3 to 4 days.
