Recent study: Number of homeless people in Fremont County has declined Carie Canterbury The Daily Record

According to a recently released point in time study conducted in January, the number of people experiencing homelessness in Fremont County has declined. In January 2018, the study revealed 195 individuals, and in 2019, there were 128. DeeDee Clement, the executive director of Loaves & Fishes Ministries, who also is the co-chair of the Fremont County Homeless Coalition, said this decrease is because in large part to the opening of Journey Home in June 2018, and also new and additional housing vouchers through the Upper Arkansas Area Council of Governments. Journey Home, a three-story, 30-unit permanent supportive housing project, is home to 43 adults and 19 children. The new housing vouchers went to 17 adults and 11 children. However, since that number tends to increase in the summer months, a second point in time study may be conducted during that time period, as well, so that ofﬁcials can get a baseline for summer and winter months. Rochelle Reiter, the special projects coordinator for the Fremont County Department of Human Services, who also is the co-chair of the Fremont County Homeless Coalition, said there can be upwards of 250 people camping – or living – on BLM grounds in the summer months. Individuals experiencing homelessness were asked in January how long they have lived in Fremont County and where they lived prior; 49 percent have lived here less than one year, 35 percent have lived here four years or more, and 16 percent have lived here one to three years. Of those, 54 percent said they came here from outside Colorado, 40 percent came here from El Paso County, 24 percent came here from Pueblo County and 18 percent came from Denver County. For those who have lived here less than one year, 28 percent said they wanted a fresh start and 23 percent said they have family here. Participants also were asked what caused them to become homeless. More than 25 percent said they have a mental

Most of the individuals – 73 percent – said assistance in ﬁnding a house would be the most helpful to them, and 67 percent have some type of income. “Most of the people we talk to want a job, want a home and want to be back on their feet,” Clement said. There is speculation that homeless individuals are being dropped off by a bus or van at various times throughout the week. Reiter said she believes it’s rumors or speculation, but she’s looking into it. Clement said she has not heard anyone tell her that they have come here on a bus,

and Sgt. Steve Huskey of the Cañon City Police Department said he isn’t aware of people currently being bussed in and dropped off, but he said it could be possible. “It’s been a common practice for years,” he said. “Unfortunately, one community will ship someone from one community to another one to get them out of their hair. I don’t doubt that it’s happening, but I don’t have any information that it is happening right now. It happens all across the country.” He said ofﬁcers are ﬁnding that some individuals that they come into contact with don’t have an address, so they’re listed as homeless on the police blotter, but he said there isn’t any more of a problem with crimes involving homeless individuals than there has been in the past.

Clement said when individuals ﬁnd themselves stranded here and are looking for help in getting back home, Loaves and Fishes will call someone where the person is going to make sure they know that they are on their way so that they are not just shipped off. The Fremont County Homeless Coalition meets from 9 to 10:30 a.m. the third Thursday of each month in the student center at E-Free Church, 3000 E. Main St. The meeting is open to the public. “The whole point of the coalition is for us to come up with solutions and try to ﬁgure out what’s best for our community,” Clement said. “We have several subcommittees where people can get plugged in and drill down on issues.” For more information, visit http://fremontcountyhc.org/.

Fremont County awarded federal funds under the Emergency Food and Shelter National Board Program

Fremont County has been chosen to receive $17,322 to supplement emergency food and shelter programs in the county. The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consist of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The local board was

charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A local board made up of a Catholic Organization; Ministerial Association; Council of Government; Jewish organization; Salvation Army; Loaves and Fishes Ministries will determine how the funds awarded to Fremont County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is

responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-proﬁts or units of government, 2) be eligible to receive federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability

to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organzation, they must have a voluntary board. Qualifying agencies are urged to apply. Public or private voluntary agencies interested in applying for Emergency Food and Shelter Program funds can pick up an application at Loaves and Fishes Ministries, 241 Justice Center Road. Introduction to Genealogy: Tracing Your Female Ancestorsa

The Royal Gorge Regional Museum & History Center will hold a program for anyone interested in learning more about genealogy and how to research their ancestry. The program will be led by Terri Meeks and will explore how to use census, vital, land, and military records and will focus on how to trace female ancestors. This program will be held in the museum’s program room from 1-3 p.m. July 13 at 612 Royal Gorge Blvd. The program is free and open to the public but is a registered event with limited space. History center to host bicycle tour on Tunnel Drive The Royal Gorge Regional Museum & History Center will lead a historic bike tour on Tunnel Drive. Participants will have the chance to take a leisurely bike ride while learning about the area. Highlights include geology and history of Cañon City’s water system. Blue Spruce Gallery will host Second Saturday reception

The Blue Spruce Gallery in historic downtown Florence will host an exhibition of the artwork of Jeanie Truitt and Lori Ann Dickerman who have put together a diverse and entertaining show. Their opening reception from 5 to 7 p.m. July 13 during Second Saturday at 205 W. Main St. in Florence. Truitt believes watercolor can be magical, versatile and fun, but it was difﬁcult when she was ﬁrst learning. One customer told her that he liked her work, but said: “you will have to die to be famous.” She pressed on, learning the rules through practice and through delight in the glorious wonder of color. Her paintings are bright and whimsical. The exhibit hangs through Aug. 6.

Florence library continues its summer reading program

Florence library continues its summer reading program “A Universe of Stories” Summer Reading Program is still running at rocket speed at the John C. Fremont Library, 130 Church Ave., in Florence. Adults are encouraged to sign up and read until July 15, the last prize drawing day. Young readers have until July 24 to turn in their reading logs to enter the prize drawing. At 10:30 a.m. July 9, Mike Fritz with ESTES Rockets teaches about the largest model rocketry company in the world. On July 16, at 10:30 a.m., Ashlee Sack from the Fremont Adventure Recreation will bring the 2019 Trail Guides to ﬁnish up the Summer Reading Program. Bell Tower to offer Children’s Theater Camp The Bell Tower Cultural Center will host a children’s theater camp in July. Children of all ages are invited to attend. The camp is the week of July 22 and the week of July 29. The camp is two hours per session from 9:30-11:30 a.m. with a show performance on Aug. 2. Participants must attend both weeks; the camp will accept 15 students. The cost of the camp is $40 for members and $45 for non-members; second child member $35, non-members $40. neighboring areas along the Arkansas Valley for this occasion. The 2019 event will run from 4 to 6 p.m. July 12 and 8 a.m. to 4 p.m. July 13-14. Friday afternoon will feature distance events, including 400 meter and 1500 meter freestyle races for ages 11 - 18. Boys ages 6 – 10 and girls ages 6 - 12 compete in the Saturday and Sunday morning events. Boys ages 11 – 18 and girls ages 13 – 18 compete in the Saturday and Sunday afternoon events.
