LETTER FROM THE CEO

Last week, the Texas Hill Country experienced flooding that reminded all of us how quickly weather can test the infrastructure our communities depend on. One of those tests came at FM 3351 (Ralph Fair Rd.) over Cibolo Creek, where a recently completed bridge project performed exactly as it was intended to perform: it kept people connected, supported emergency access, and helped protect mobility when it mattered most.

The new Cibolo Creek bridge is more than a structure of concrete and steel. It is approximately 1,200 feet long and about 25 feet above the creek, but its true measure is found in what it makes possible for the people of Fair Oaks Ranch, Boerne, and the surrounding communities. During major rainfall events, Cibolo Creek has historically created access challenges for public safety and emergency response. This project was developed to address those very challenges, and seeing it perform during a real flooding event is a powerful reminder of why our work matters. PCI’s involvement began years ago in 2019 with the FM 3351 feasibility study from I-10 to SH 46, a corridor that traverses Bexar, Comal, and Kendall counties. From that broader effort, TxDOT San Antonio District identified the Cibolo Creek bridge as the first project along the corridor to move into implementation. FM 3351 as a whole is a critical part of the regional transportation network, with improvements needed to enhance safety, mobility, and access. The Cibolo Creek bridge project was environmentally cleared in 2022, with construction beginning in 2024 and completed in 2026.

This project also represents the kind of work that requires patience, trust, and respect for the communities we serve. FM 3351 is a corridor where roadway improvements affect real people, real property, and long-held concerns about private property rights. Our team met with city leadership, county commissioners, residents, and property owners who were being asked to consider difficult impacts for the sake of a safer and more reliable roadway. Not everyone welcomed the idea at first, and we should never take that lightly. But through listening, clear communication, and a commitment to explaining the need, many came to understand the purpose of the project and ultimately worked with TxDOT to make these improvements possible.

Carolina Garcia

Kudos to Carolina Garcia for completing her 24-hour HAZWOPER training! This training strengthens Carolina’s ability to safely support hazardous materials investigations and field activities where potential environmental hazards may be present. It is another valuable technical credential that expands both her capabilities and PCI’s environmental services.

Additionally, huge kudos to Carolina for her outstanding work and dedication to our TxDOT Fort Worth District Spur 170 project!

Carolina was given what could only be described as an EXTREMELY ambitious task: completing a full Traffic Noise Analysis from start to finish – including a site visit with noise validation measurements, existing and proposed modeling, and reporting – in just 15 business days. For context, this type of effort typically takes around 60 calendar days, and this project was especially complex due to the interchange configuration, proposed direct connectors, and multiple roadway elevations requiring extensive noise modeling.

Carolina rose to the occasion without hesitation. She worked nights and weekends, pushed through a challenging schedule, and delivered the analysis not only on time, but 1 day ahead of the deadline!

Thank you, Carolina, for your hard work and commitment. You knocked this one out of the park and made PCI shine!

Please join us in congratulating PCI’s Travis Sterne for completing the Texas Water Safari this past weekend in the Solo Man bracket!

The Texas Water Safari is a legendary 260-mile race from the headwaters of the San Marcos River to Seadrift on the Gulf Coast. Known as “The World’s Toughest Canoe Race,” the course challenges competitors with whitewater rapids, multiple portages, long hours on the water, and the relentless Texas heat. This year, there were 37 single-man teams in Travis’ bracket, and 18 teams bailed before reaching the finish line. Travis pushed through and completed the race in an incredible 54 hours and 47 minutes!

As Larry Rice wrote in Canoe & Kayak Magazine, “They don’t call the Texas Water Safari ‘The World’s Toughest Canoe Race’ for nothing.” There may be no prize money for finishers, but there are definitely Texas-sized bragging rights. Congrats, Travis, on this amazing accomplishment!

PCI HAPPENINGS FIFA WORLD CUP 2026

Mussel Surveying in the Texas Hill Country

Travis Sterne recently joined Oaklight Environmental near Mason, Texas, to conduct freshwater mussel surveys and gain additional hands-on experience with protected species The team documented numerous Texas fatmuckets, a federally endangered and state-threatened freshwater mussel species. These observations will help Travis meet the field experience requirements needed to obtain authorization to independently conduct surveys for listed mussel species. Way to go, Travis!

Just a few quick talking points to address safety practices in the occurrence of emergency evacuation or sheltering:

EVACUATION PLAN

In the event of a fire, building/office violence, gas leak, or any other serious event that requires our office or the building to evacuate, this is a reminder for the protocol that is already in place. Our office has a designated spot to gather for rollcall and safety. PCI's primary congregation area is the parking lot abutting Baywater Drive next to the old Mambo's restaurant. Please see the red highlighted area on the below diagram. If this area is otherwise occupied for any reason, our secondary spot is the parking area behind the building off Fred May Drive. Please see the blue highlighted area below.

Safety personnel with signs and vests will jump into action guiding and directing the process.

If a tornado or other inclement weather arises that requires immediate sheltering in a windowless area, the below spaces are recommended for congregation:
