Hello PCI Team, LETTER FROM THE COO

Hello PCI Team,

With 2025 behind us, I’d like to share my thoughts on the year ahead.

Our community is experiencing change. We see new leadership in local government, and at key transportation and partner agencies. A challenging economic landscape has impacted project costs, prompting new strategies from clients. Funding for infrastructure has been reduced from prior years at a time when we are experiencing tremendous economic development and population growth. These changes call on us to be innovative, diversified, flexible, and to better prioritize those tasks that generate the highest value to the company and our clients.

On a brighter note, we have recently seen an uptick in requests for work. Specifically, we have received Notices to Proceed for several work initiatives over the last few weeks.

We were shortlisted for the Alamo Regional Mobility Authority’s South Texas Parkway, a transformational project in southern Bexar County. Up for grabs is a $12.5 million schematic & environmental contract. Our team scored high on the proposal and the team worked diligently to prepare for the interview which occurred on April 29th. Thank you to everyone who helped us prepare a high-quality proposal and those who worked hard to ensure the delivery of a winning presentation.

In March, we celebrated Engineers’ Week and Surveyors’ week. PCI’s success would not be possible without their expertise, dedication, and contributions to our community. Thank you for all you do to make PCI a sought-after firm.

We continue to invest in marketing efforts that promote the Poznecki-Camarillo brand. In March, we promoted our brand and our services at the Texas Floodplain Management Association Conference and the TxDOT DOTcom conference. These events provided great face time with current and prospective clients and teaming partners.

Spring brings opportunities for community involvement. Our team has already led the cleanup of local waterways at the Basura Bash and PCI had two teams participate in support of the Victoria Camarillo Endowment Fundraiser. We also participated in several Fiesta-related community involvement events. As our clients and key partners host events, we encourage you to attend and be a brand ambassador for Poznecki-Camarillo.

Employees asked for more professional development opportunities, and we listened. We are proud to have formalized and officially launched PCI University. Through this program we will cover company-wide training on topics such as safety, as well as more tailored sessions for each discipline.

With a positive outlook for this year, I leave you with a quote from Henry Ford: “If everyone is moving forward together, then success takes care of itself.” With that, I believe all of us play a critical part in making this a reality.

NINA CAMARILLO MARKETING SPECIALIST

Nina Camarillo joined PCI’s Operations Department as a Marketing Specialist. As a graduate of the University of Illinois with a B.S. in Sustainability in Food and Environmental Systems, Nina is returning to PCI after previously interning with the Environmental team. Outside of work, she’s a self-proclaimed horror movie fan who enjoys shopping, styling her friends and family, reading, hiking, and crafting in her free time.

PUBLIC INVOLVEMENT SPECIALIST

Cynthia Coss joined PCI as a Senior Public Involvement Specialist, bringing more than 20 years of experience in strategic project support and public service. Previously she worked with Bexar County and HNTB, where she supported a range of publicfacing and infrastructure-related initiatives. Cynthia holds a bachelor’s degree in International Relations from Texas State University and a master’s degree in International Economic Affairs from George Washington University. In her free time, Cynthia enjoys spending time with her husband and three children, traveling, birdwatching, and cooking.

ABNER A. MARTINEZ, RPLS

PROJECT SURVEYOR

Abner Martinez has joined PCI's Surveying team as a Project Surveyor. Following in his father's footsteps, Abner brings extensive experience in land development from his previous role at LTRA. He has also earned his B.A. in Political Science from The University of Texas at San Antonio (Go Roadrunners!) and is excited to continue his growing career in surveying at PCI.

Kaylin Bowen

In February, Kaylin earned the Federal Aviation Administration (FAA) Part 107 (Remote Pilot) License! This license allows her to legally operate drones for commercial, work-related, or non-recreational purposes in Texas.

Huge congratulations to the PCI team who interviewed on April 29 for the Alamo RMA's proposed South Texas Parkway! It’s been a long journey to the shortlist and a heavy lift to get ready for the interview, and the team absolutely delivered. With confidence, well-articulated details, and many laughs, PCI brought energy and expertise. A sincere thank you to everyone who contributed to make this effort successful. Winning this contract would be a transformational, showstopping moment for the entire company.

Fiesta Medal 2026

This year’s PCI Fiesta medal, designed by Spencer, draws inspiration from one of San Antonio’s most iconic projects – the Robert L.B. Tobin Land Bridge at Phil Hardberger Park. Through PCI’s On-Call Environmental Contract with the City of San Antonio, our team prepared the categorical exclusion and supporting environmental studies for this high-profile project, which created a safe and innovative crossing for both people and wildlife over Wurzbach Parkway.

Fun fact: the Hardberger Land Bridge is the largest wildlife crossing constructed in the United States to date, making Spencer’s medal design a meaningful tribute to a project that reflects PCI’s lasting impact on the community.

Another amazing win for our PCI extended family, Brooklyn Lopez, daughter of Jackie Lopez! Brooklyn, didn’t stop at being a State Champion – she went on to compete at Regionals in Oklahoma, facing top gymnasts from Arkansas, Colorado, Kansas, New Mexico, Oklahoma, Texas, and Wyoming. Brooklyn rose to the occasion in an incredible way, earning the title of Regional Champion for her age division.

Even more impressive, Brooklyn achieved the highest overall score across the entire Level 8 meet (across all age divisions) – representing Texas with the top score of the competition!

Our team attended a WTS SATX luncheon featuring leaders from the City of New Braunfels. The panel highlighted the power of cross-department collaboration in delivering smarter, more connected mobility for the community.

ENGINEERS WEEK 2026

PCI engineers celebrated Engineers Week in style: trading hard hats for pickleball paddles, golf clubs, and running shoes! From luncheons to marathons and everything in between, it was a week of connection, celebration, and appreciation for the impact engineers make every day.

Diamond Rios, pictured above, participated in the PI Miles E-Week's Family Fun Run/ Walk and finished 19th out of 160.

NATIONAL SURVEYORS WEEK 2026

Our PCI Surveyors celebrated Surveyors Week in style with fancy new group shots that showcase the great people that make up our Surveying department.

'TIS THE CONFERENCE SEASON

PCI team members attended the Texas Floodplain Management Association Conference in The Woodlands from March 10 - 13 and TxDOT’s DotCom 2026 Conference in Houston from March 30 – April 1. They joined transportation and communications professionals from across Texas to explore the latest trends in public engagement, digital communications, and agency messaging.

The conferences featured sessions focused on innovative outreach strategies, emerging communication tools, collaboration, and strengthening connections with communities across the state. In March, we launched PCI University with our first training course, Introduction to Safety. The session reinforced important safety practices and sparked meaningful conversations about maintaining a safe work environment both in the field and in the office. Thank you to everyone who attended in person and virtually as we continue building a strong culture of learning and safety at PCI.

Our team enjoyed a great evening connecting outside of the office during a recent company happy hour. It was a fun opportunity to unwind, strengthen team relationships, and celebrate the great work happening across PCI!

Texas a&M university - San Antonio 9th bbq cook-off in memory of victoria camarillo

PCI is honored to support and attend the 9th Annual BBQ CookOff held in memory of Victoria Camarillo. The event brought together family, friends, and the community for a day of great BBQ, raffles, silent auctions, and remembrance, with all proceeds benefiting the Victoria Camarillo Endowment Scholarship at Texas A&M University San Antonio.

Congratulations to Kaylin and Megan on earning their FAA Part 107 Remote Pilot Licenses! This certification requires passing the FAA’s aeronautical knowledge exam, which covers airspace regulations, flight operations, weather, safety procedures, and drone laws. With their Remote Pilot licenses, Kaylin and Megan are now certified to legally operate drones for commercial use, allowing them to support PCI projects through aerial photography, videography, site documentation, inspections, and more. We’re proud of their dedication to expanding their skillsets and bringing even more innovative capabilities to our team!

Breaking Down Silos Across Teams

The strongest teams aren’t built within departments – they’re built between them. At PCI, that idea shows up in how we work every day. Rather than operating in silos, our teams consistently step in to support one another, creating a workflow that is coordinated, responsive, and aligned around a shared goal.

This collaboration shows up in meaningful ways across the firm. The Public Involvement and Environmental departments have stepped in to support Operations, while Engineering, Environmental, and Operations have all contributed to advancing Public Involvement initiatives. These efforts reflect a broader culture of accountability and mutual support that extends beyond individual roles or departments.

As Helen Keller once said, “Alone we can do so little, together we can do so much.” This perspective is embedded in how we operate as a unified team. Our one-team approach is what differentiates us from others in the field – it allows us to be more agile, more resilient, and more effective in delivering for our clients.

We see this in action on multi-disciplined projects and pursuits like the South Texas Parkway pursuit, where collaboration across teams allows us to deliver stronger, more thoughtful outcomes.
