On Tuesday, Congresswoman Barbara Lee (CA13) today highlighted $3,756,521,773 in funding available for California child care providers to open safely, keep workers on the payroll and lower costs for hardworking families. “The COVID-19 pandemic has created a child care crisis on top of a public health crisis,” said Lee. “Child care providers are almost entirely women and 40% are people of color. Providing relief to help keep child care centers and schools open is critical for our students, parents, educators, and care providers, and is essential to support our country’s economic recovery and build back better. Mayor London Breed’s statement: “This verdict does not bring back the life of George Floyd. It can’t replace the years of his life that were robbed from him, nor the life experiences and memories that would have been made with his friends and family. What this verdict does reflect is that the tide is turning in this country, although still too slowly, toward accountability and justice. Almost 11 months ago, the world watched as Officer Derek Chauvin kept his knee on the back of George Floyd’s neck. He kept it there for eight minutes and 46 seconds, but it felt like an eternity. use of excessive force. It’s about shifting responses to non-violent calls away from an automatic police response to something better equipped to handle the situation. It’s about reinvesting in communities in which years of systematic disinvestment has made it nearly impossible for people to thrive. It’s about changing who we are as a country. A Diverse Jury Delivers Justice for George Floyd Opinion

All-white jury? There’s no more feared phrase among civil rights lawyers. But that’s not what Minnesota gave us in the Derek Chauvin trial. The jury that decided the fate of the white former police officer who had his knee on George Floyd’s neck was more diverse than the Minnesota county where the trial was held. And that means the odds of getting justice were probably a lot higher than anyone could have imagined. And right up to when the verdict was read the anxiety level was so high, people all over the country were fearful. This case was really the Peo-

ple vs. the Cops. Leave it to diversity. Minnesota’s Hennepin County has 1.3 million people, according to Census data from 2019. The racial breakdown is 74.2% are white, 13.8% black, 7.5% Asian, 7% Latino, 3.3% biracial, 1.1% Native American. How much lower would your anxiety level be with a 12-member jury that had only nine white people?
Not much. But again, praise diversity. The Chauvin jury included six whites -- two male, four female. And there were four Black people (three of whom are male, plus a 60-year-old black woman). The remaining two jurors were multi-racial. But now, what’s in their heads? The questionnaires all the potential jurors filled out asked about policing, protests and criminal justice. the selected was a white man in his 20s, who was the only juror who said he had not seen the cell-phone video of Chauvin with his knee on Floyd’s neck. The man, a chemist, said in his questionnaire, “I rely on facts and logic and what’s in front of me.” To me that sounded like a guy who might want to see some evidence again. That in-
dicated to me the potential for a long deliberation and not a quick one. One of the Black jury members, in his 30s, said he had not seen the cell-phone video in its entirety. In his questionnaire he said he didn’t believe Chauvin “set out to murder anyone,” but noticed how three officers on the scene stood by and didn’t take action. It seemed to reflect a balanced, open-minded jury that could deliberate on the truth. The prosecution skillfully framed its case around the cellphone video we have all seen, the 9:29-long video of Chauvin with a knee to the neck of Floyd. “You can believe your eyes,” said attorney Jerry Blackwell in the opening. In closing, his prosecuting partner, Steve Schleicher, said it again and added, “This wasn’t Continued on Page 10

And our sustained, multi-year efforts to reform our police department has resulted in a 57% reduction in instances of use of force and a 45% decrease in officerinvolved shootings since 2016. While this tragedy can never be undone, what we can do is finally make real change in the name of George Floyd. Nothing we can do will bring him back, but we can do the work to prevent others from facing his fate in the future. That is the work we need to do. Key to Bouncing Back is Being Back By Dr. Margaret Fortune
Reopening school after a year of being in a COVID-19 closure is hard. But I can tell you firsthand, after having reopened my schools on April 5, there is nothing better than seeing students and teachers in classrooms again. The key to bouncing back is being back. What planning goes into reopening and what does it really mean for families? I lead a K-12 public school system of nearly 2,300 students, nine schools and about 300 employees across three cities and two counties in California. My students are 64% Black, 25% Latino and 78% low income. We have been very attentive to the needs of our students, and enrollment has gone up during the pandemic, not down. We have a 96% attendance rate and 94% of our students who were enrolled on the first day of

school are still enrolled. This is a high rate of student persistence at a time when the narrative for many large urban school systems is scores of students gone missing. While large urban schools dominate the headlines, small school systems like mine, with under 5,000 average daily attendance, make up two-thirds of the school districts in California. It was good that Gov. Gavin Newsom and the Legislature
gave guidance for schools to reopen by April 1. At Fortune School, we surveyed parents and found 53% wanted to return their children to in-person learning. That’s up from 46% who asked to return in November 2020 when we had plans to reopen but couldn’t because infection rates increased. As I talk to educators from other states, I am learning that California stayed shuttered for an unusually long time. Was it politics or public health that kept schools closed for so long? I’m not sure. What I do know is that while our buildings were closed to students, my schools put every safety measure in place from expensive, hospital-grade air filtration systems to plexiglass barriers. Our staff got vaccinated, has ongoing access to surveillance testing, and we have systems for contact tracing. On reopening day, a long line of cars wrapped around the corner for morning drop-off. Crews of educators checked kids’ temperatures at the car door and welcomed them to their pre-assigned, small pod of classmates with whom they will spend the rest of the school year. Inside a typical classroom we can fit 10 students and two teachers socially distanced six feet apart. With this configuration, we are able to offer school inperson five days a week from 7:30 a.m. – 1 p.m. The Centers for Disease Control guidance about desks being 3 feet apart came too late to be implemented this school year, but could be a game-changer for the fall. Currently, schools are required to offer families the option for distance learning. It was in the sanctuary of St. James A.M.E. Church in Tennille, Ga. that John McHenry Boatwright (1928–1994) developed a passion for music. He was seven years old at the time and a natural piano player. Boatwright was youngest son of Levi and Lillie Boatwright. His father was a switchman in Tennille’s rail yards. He found himself out of work when the Great Depression struck in 1929. Boatwright’s mother helped to support the family by working as a cook in a private home. The people around young Boatwright who’d experienced his gift knew that his talent would go unrecognized if he stayed in the South. So, his older sister invited him to live with her. By age 12, he’d abandoned familiar surroundings for opportunities in Boston. As time progressed, his talent exploded. Young Boatwright would soon face the conundrum of finishing high school or playing jazz music. His choice was the latter, yet he wouldn’t allow his education to suffer. He completed his high school studies at night. He later attended the New England Conservatory of Music. To afford the tuition fees, he worked as a cab driver, elevator operator, and at other odd jobs. Throughout those times, Boatwright focused on developing and training his voice. Near the end of his studies there, voice became his major. In order to support these lessons, he tutored other students in the art of singing. Boatwright received a bachelor’s of music degree in 1950 and a bachelor of music in voice in 1954 from the conservatory. After his 1956 debut in Boston, he sang the lead role in Clarence Cameron White’s “Ouanga,” presented by the National Negro Opera Foundation at the Metropolitan Opera House. In 1958, he made his operatic debut with the New England Opera Theater in the role of Arkel in Debussy’s “Pelleas et Melisande.” His

Teachers, District Reach Tentative Agreement for 2021-22 School Year OAKLAND (BCN)
The Oakland teachers union and the city’s school district have reached a tentative agreement for full in-person instruction for the 2021-22 school year, district officials said Monday. Under the agreement, which needs ratification by the union and approval by the school board, the school year would begin on Aug. 9 following public health guidelines, district officials said in a brief announcement. A letter announcing the agreement was signed by Oakland Unified School District Superintendent Kyla Johnson-Trammell and Oakland Education Association President Keith Brown. Last week, the district and union announced they were at an impasse over issues related to reopening and had asked the state Public Employment Relations Board to appoint a mediator. On Monday, a district spokesman said the issues had

Wells Fargo has invested in 11 Minority Depository Institutions in 2021 as part of a $50 million pledge and a commitment to foster economic growth in Black and African American communities On Tuesday, Wells Fargo & Company (NYSE: WFC) announced equity investments in five African American Minority Depository Institutions, or MDIs, as part of its March 2020 pledge to invest up to $50 million in Blackowned banks. As part of the equity capital investment, Wells Fargo is also offering access to a dedicated relationship team that can work with each MDI on financial, technological, and product development strategies to help each institution strengthen and grow. “The country’s MDIs are vital to minority communities, but over the last two decades, many have declined or have closed. The capital investment we are announcing is important, but it’s our relationship approach that will make the difference in their futures. We want to be a partner to these important institutions and, in turn, have a positive effect on local communities,” said William Daley, vice chairman of Public Affairs at Wells Fargo. Tuesday’s announcement includes investments in the following institutions: · Carver State Bank in Savannah, Ga. · Citizens Trust Bank in Atlanta, Ga. · First Independence Bank in Detroit, Mich. · Liberty Bank in New Orleans, La. · Unity National Bank in Houston, Texas These investments follow

Wells Fargo’s Feb. 8, 2021, announcement regarding its investments in six African American MDIs and takes the Company’s total investment to 11 MDIs to date. In addition, Wells Fargo will be making its nationwide ATM network available for customers of these 11 MDIs to use without incurring fees. “Guided by our founding principles to promote financial stability and equality for all communities, Citizens Trust Bank is proud to partner with Wells Fargo in expanding these efforts. The partnership enhances our ability to deploy more capital in our markets and beyond. Wells Fargo’s financial commitments are in the form of critical equity capital, which is foundational to the MDIs’ ability to expand lending and deposit-taking capacity in their communities. The investments, primarily
non-voting positions, are designed to enable the banks to maintain their MDI status. Wells Fargo is also supporting each MDI’s development through a banking relationship in the form of a single touchpoint coverage model that will help them access Wells Fargo’s expertise and pursue strategic priorities like entering new markets, expanding locations, designing new products and hiring staff to support loan growth. Wells Fargo’s financial commitment announced Tuesday complements additional initiatives that aim to serve all of our customers and communities: · On March 30, Wells Fargo closed on a $5 million patient capital loan to Hope Enterprise Corporation (HOPE), a 501(c)(3) and a certified Community Development Financial Institution that is dedicated to strengthening communities, building assets, and improving lives in the Delta and other economically distressed areas of the Deep South. HOPE plans to use the funds as secondary capital for its credit union, providing financial services to underserved markets and people in the Deep South.

The USS OAKLAND (LCS 24) was commissioned at Berth 22, the Port of Oakland, Saturday, April 17, 2021. This is the third U.S. Navy ship to bear the name of Oakland. Oakland city officials, Navy leaders and representatives from the shipbuilding community gathered in a socially distanced audience for a ceremony that was broadcast live. Oakland Mayor Libby Schaaf gave the welcoming remarks. “We could not be more proud to have this ship carry the name of our beloved city,” said Schaaf. “It is such an honor to have this ship named for Oakland, California.” “Our city is known for having great passion for those American values of freedom and justice,” she continued. “Those are the values that feed your dedication to public service,” she continued. Schaaf presented the flag of the City of Oakland to the USS OAKLAND Commanding Officer Francisco X. Garza, U.S. Navy. The Oakland flag will fly alongside the flag of the USS

As it currently stands, there are cities where the law mandates there be a certain amount of parking spaces for housing units or other residential properties. These parking space requirements take up space that some experts believe could be utilized for affordable housing. For example, in San Diego,
there must be at least one parking space per bedroom or housing unit by law, which could cost up to $90,000 per space. That was until the San Diego City Council voted to remove these parking requirements on March 4. AB 1401, which Assemblymembers Laura Friedman (D-Glendale), Alex Lee (DSan Jose), Nancy Skinner (DBerkeley) and Scott Weiner (D-San Francisco) co-sponsored, would make that mandate statewide. In the upper house of the state Legislature, Senate Bill (SB) 15 would incentivize local governments, through grants, to rezone idle building sites intended for retail or commercial projects to instead be used for housing. The bill also goes into detail about how cities would qualify for the grants.
“In order to be eligible for a grant, the bill would require a local government, among other things, to apply to the department for an allocation of grant funds and provide documentation that it has met specified requirements, including certain labor-related requirements,” the bill reads. “The bill would make the allocation of these grants subject to appropriation by the Legislature in the annual Budget Act or other statute.” There is no doubt that California’s housing crisis is dire, justifying these bills, and the many others, being presented to handle this behemoth. While a house is not always a home, a roof is always a blessing, and it is the hope of many that sweeping legislation might go a long way in securing that blessing for more Californians.

Last week, the California Legislative Black Caucus (CLBC), a group comprised of African American elected officials serving in the state Legislature, was preparing to welcome its newest member, former La Mesa City Councilwoman Dr. Akilah Weber. With a solid lead, the younger Weber, who is African American, declared victory in the 79th Assembly District race for the San Diego seat her mother, Dr. Shirley Weber, previously held for almost a decade, from 2012 to 2021. After she is sworn in, Weber will be the newest member of the CLBC. Weber won with 51.97% of the vote out of a pool of five candidates. Marco Contreras, the only Republican running for the position, trailed her with 33.4% of the votes. Gov. Gavin Newsom nominated the elder Weber to serve as Secretary of State in December, succeeding Sen. Alex Padilla (DCA), who is currently California’s junior Senator in the United States Congress. “Can’t wait to have you in the CABlackCaucus,” Sen. Steven Bradford (D-Gardena), chair of the CLBC, said earlier this month when he heard Weber was leading the race in a special election held in April to replace her mother. Last week, the CLBC also threw its support behind another woman of African descent who is also familiar to that body, Mia Bonta of Oakland. She could also join the group’s ranks in the next

Bonta, who is currently Alameda Unified School District president, announced her candidacy April 12 for the state Assembly seat in District 18 that her husband, Rob Bonta (D-Oakland), currently occupies. The district covers an East Bay area that includes the cities of San Leandro, Alameda and Oakland. In March, Newsom appointed her husband, who is FilipinoAmerican, as the next California attorney general, pending Senate confirmation. “The California Legislative Black Caucus proudly endorses Mia Bonta for Assembly,” said Bradford. “Diversity in leadership is critical to ensuring equity in policymaking, and as an Afro-Latina woman, Mia offers a perspective that has long been underrepresented in Sacramento. Congresswoman Barbara Lee joined a federal lawsuit on April 7 filed by the NAACP and Mississippi Congressman Bennie Thompson accusing Donald J. Trump, Rudy Giuliani, the Proud Boys and Oath Keepers of conspiring to incite a violent riot at the U.S. Capitol on Jan. 6, with the goal of preventing Congress from certifying the 2020 presidential election. The lawsuit, initially filed in February, alleges that by preventing Congress from carrying out its official duties, Trump, Giuliani and the hate groups directly violated the 1871 Ku Klux Klan Act. What Oakland’s Homeless Audit Says About Evictions, Policing, and Fire By Zack Haber
On April 14, Oakland’s City Auditor Courtney Ruby released an audit of the city’s homeless encampment management interventions and activities for the fiscal years 2018-19 and 2019-2020. The 95-page report includes data and estimations about interventions, populations, costs, and availability of services related to homeless people and their communities. Claiming that the city “lacked an effective strategy… and did not provide sufficient policy direction or adequate funding,” Ruby also included recommendations for better addressing homeless communities. Although the audit was vast in its analysis, this guide attempts to outline key points from the audit related only to evictions and hygiene services, police response and costs, and

homeless individuals return to a previously closed [homeless community].” In the fiscal year 2018-19, about 60% of evictions were re-closures. From July 2019 through February 2020, this ratio increased, and about 77% of evictions were reclosures. The audit reports 1,599 interventions classified as “hygiene and garbage services,” and defines such interventions as “providing portable toilets, hand-washing stations, regular garbage service, and/or traffic barriers.” For each of these services performed per homeless community, the audit counts one intervention. These interventions are lumped together and lack individual data, meaning that the audit did not report precise data on how often the city provided trash pick-up to homeless communities.

Newsom said in an April 20 statement, “is that if George Floyd looked like me, he’d still be alive today.” Newsom made the remark after a Hennepin County jury found Minneapolis police officer Derek Chauvin, 45, guilty in the murder of George Floyd. The jury convicted Chauvin on two counts of murder, homicide and one of manslaughter, for pinning his knee on the neck of Floyd for nine minutes and 29 seconds on May 25, 2020. gee airmen, a group of African-American airmen who fought in World War II at a time when racial segregation was practiced in the military and much of society in general. Their extraordinary legacy as dauntless trailblazers is captured in the Air Force anthem refrain that challenges “souls dreaming of skies to conquer, (to give) us wings, ever to soar.” In their spirit, this scholarship is offered to Air and Space Force personnel and their families to pursue and conquer their challenges. The $1,000 award is open to current and former members of the Air and Space Forces to include active duty, Air National Guard, and reservists as well as their spouses, children and dependents. The scholarship may be applied to undergraduate or graduate degrees at a college or university or to pilot training toward a private pilot’s license at a flight training facility. Only one scholarship will be awarded in the amount of $1,000. Requirements 1. Applicant must submit a complete application online by April 30, 2021. 2. Applicant must include an essay of not more than 600 words describing how this scholarship will assist in achieving their educational goals and how these goals support the legacy of the Tuskegee Airmen. 3. One letter of recommendation written by a teacher, a supervisor, a counselor, or the director of an organization in which the applicant participates. 4. If the applicant is a current or recent high school, college, or university student, an unofficial transcript is required. Cumulative GPA must be at least 3.0. 5. Acceptance or enrollment into an accredited college/university unless pursuing pilot training. 6. A copy of the DD214 of the applicant or the applicant’s spouse, parent or guardian or proof of military service, such as a front and back copy of a military ID card.
