A scale model replica of the Vietnam Veterans Memorial will be on display through early Sunday afternoon in Anacortes. The American Veterans Traveling Tribute and Traveling Wall arrived at the Swinomish Casino Wednesday afternoon, escorted by tribal dignitaries, police and military organizations and various motorcycle groups. Opening ceremonies were held at noon Thursday, after which the memorial will be open continuously for public viewing. “It’s a pretty solemn thing for people,” said

Event highlights radio-controlled aircraft By MELANIE HAMMONS

The Whidbey Island Radio Control Society is pleased to present its 21st annual Jets Over Whidbey event Friday, Saturday, and Sunday at Naval Air Station Whidbey Island’s Outlying Field in Coupeville. The annual show promises to be a big draw this weekend, said WIRCS event organizer Tom Berry. “We are expecting 25 to 30 turbine-powered aircraft from Canada to California, and as far east as Mont.,” he said. One special highlight of the event will take place at noon on Saturday. “Saturday at noon, we will take a break from flying and line up all the planes on the main runway at OLF,” said Berry. “The guests will have a chance to inspect the planes more closely, and talk with the pilots.” Jets Over Whidbey is held each year on the last weekend of August. Admission to this event is free for guests. Flying will begin at 10 a.m. each day, weather permitting, and end at 5 p.m. on Friday and Saturday, and at 3 p.m. on Sunday. Naval OLF is located approximately three miles south of Coupeville on Highway 20. WIRCS is dedicated to promoting the sport of radio-controlled aircraft modeling. The group is a charter member of the Academy of Model Aeronautics, and hosts several events a year. For more information go to www.wircsrc.com. The Wizards of VAQ-133 have finally begun what they have trained for many months: their first underway deployment in over 19 years. Just 14 months ago the squadron was deployed to Al Asad, Iraq as an expeditionary unit. Now they are a fully capable, carrierproficient force, serving as an integral part of the Carrier Air Wing 9 (CVW-9) and USS John C. Stennis (CVN-74) team. Many challenges accompanied the transition back to carrier aviation, not just for the younger officers and sailors who had never operated on an aircraft carrier, but also for the more senior members who have had to relearn skills and practices that had not been asked of them for some time. “It’s been a reality check for me,” commented Lt. Cmdr. Bill “Slow” Lehner, one of the more seasoned Electronic Countermeasures Officers in the squadron. “I pride myself on my ability to impart my knowledge on the junior officers, but I realized quickly after starting this transition that there were many things I had forgotten or that had changed since I last deployed on the boat. It was a tough pill to swallow, that I had to beef up my own skill set before I could help others hone theirs.” Despite the demanding new work environment, the Wizards have maintained their already extremely high level of per-
formance. VAQ-133 was just awarded the COMVAQWINGPAC semi-annual Safety “S” award, a huge accomplishment considering the transition. The squadron credits its maintenance department, which is consistently recognized as one of the finest within the Department of Defense, as well as the watchful eyes of the Wizards’ safety team, Lt. Cmdr. Hunter “Bozo” Bankart and Lt. Cmdr. Troy “Puddy” Miller. The squadron has also already seen two of its own recognized by the ship’s commanding officer, Capt. Ron Reis, as Sailor of the Week. Aviation Maintenance Administrationman Airman Christopher Taylor, who keeps aircraft and flight crew records organized, and Information Systems Technician Third Class Matthew Ferrell, who works to keep the Air Wing’s network of computers running smoothly, both received mention over the 1MC, a public address system on the carrier, as well as a highly coveted Captain’s Coin presented by Capt. Reis. Now, as VAQ-133 looks toward joining the war effort, with workups complete and readiness at its highest level, the goal becomes maintaining that tactical level of proficiency while managing the stresses that are inherent in any deployment; stresses such as boredom, complacency and home-sickness. If the last 14 months are any indicator though, the Wizards will continue to see nothing but success through this deployment and beyond.

VP-40 joins forces with Royal Australian Air Force Both take part in Talisman Sabre 2011 By Lt. CYRUS ANDERSON

QUEENSLAND, Australia — The United States military and Australian Defense Forces (ADF) gathered in Queensland and the Northern Australian Territories for the 2011 iteration of Exercise Talisman Sabre (TS11). TS11 is a combined, bilateral exercise that trains Pacific Command (PACOM) forces with the ADF in maritime, littoral, and overland combat scenarios. Accompanying them were behind-the-scene ground maintenance and personnel members critical in the execution of these units’ daily operations. Two aviation squadrons participating in this exercise were Patrol Squadron (VP) 40 and Royal Australian Air Force (RAAF) 10 Squadron, also flying the P-3C Orion. These squadrons had the unique experience of working hand-in-hand in
the air and on the ground, continuing to build upon the strong military relationship between the U.S. and Australia. VP-40 sent three highly qualified combat air crews (CAC), two P-3C aircraft, and a maintenance detachment to operate out of RAAF AB Amberley, Australia. TS11 provided real-world training in several different mission sets. Some of the mission sets executed by both squadrons were anti-submarine warfare (ASW), surveillance support and control, anti-surface warfare and intelligence, surveillance, reconnaissance. TS11 began with several flights, during which aircrew from both squadrons executed the Orion’s primary mission: ASW. This provided a great opportunity for both squadrons to see first-hand how each operates tactically in the maritime domain. Also, both Australian and U.S. Orion aircrew had the unique opportunity to fly aboard the other nation’s P-3C. “This experience really solidified the interaction and combined concept executed by the U.S. and Australian forces throughout the exercise. It was an excellent experience to see the way they [Australians] operate the P-3,” said Lt. Jared Stolle, VP-40 Patrol Plane

Some of the specific missions flown by VP-40 were high value unit protection, opposed replenishment at sea, and overhead ISR support for an amphibi-
ous assault conducted by the 31st Marine Expeditionary Unit. “It was really rewarding and it felt like I was really helping as I cleared the areas in front of the ground troops to help them move in safely,” said Naval Aircrewman Third Class Garth Stephen. Overall TS11 successfully grew U.S.

Navy League bids fond farewell to Tom Tack League president, Coupeville town council member and former Naval aviator heads to New York By K ATHY REED

Most of us probably didn’t even know it, but last Friday, Aug. 19, was Tom Tack Day in Oak Harbor, by official proclamation of Mayor Jim Slowik. “We are saddened to lose a valuable member of our community,” Slowik said. Slowik made the announcement during a farewell luncheon for Tack, hosted by the Oak Harbor Area Council of the Navy League and held at the Officers’ Club at Naval Air Station Whidbey Island. Tack, a former Navy pilot, had served as president of the Navy League since Feb., 2010. He announced his resignation at the beginning of the month, because he accepted a job with the Northrup Grumman Corporation in New York. “I just want to say that being a member of this council has been an absolute honor,” Tack told the gathering. “This council is so good and so many people do great things here.” Tack said he will miss Whidbey Island, but promised to be back. “I can promise I’ll be back on Whidbey Island — Northrup Grumman never leaves Whidbey Island,” he said. Another reason he’s sure to return to Whidbey Island is the fact he’s leaving one of his four children behind to finish his senior year at Coupeville High School. Tack said four different families approached him and his wife to extend the same offer of a temporary home to his son. “That’s just Whidbey Island and that’s why we love it so much,” he said. “But Long Island is beautiful, too, and a heck of a lot like Whidbey Island.” Tack’s departure from the Navy League will leave a hole, said acting co-president Dick Devlin. “(Tom) immediately joined Navy League following his retirement (from the Navy) and was elected as OHAC president in February 2010,” Devlin said. “As president of our council his leadership, direct connections throughout the NASWI community, and his appreciation of the men and women of the OHAC was paramount. He will be missed.” “He is one of those people that no matter what they’re doing in the community, they’re contributing,” said Beth Munns, Navy League coastal area president and OHAC co-president. “We will miss his contribution to whatever it is, whether it’s a fundraiser or an idea to help sailors.” Helping sailors is the first thing that came to Tack’s mind when asked what he would miss the most about this particular Navy League council. “You can have a tangible impact on sailors’ lives and their families’ lives,” he said. “And the camaraderie and friendships that have developed within this council — this is a tight-knit group, but so welcoming to new members.” Tack said he hopes to see a continuing emphasis on developing new members. “It’s an imperative thing in this town to have a strong Navy League,” he said. “Membership has been and remains a key focus,” Devlin said. “Our council needs to grow and attract from the civilian community fresh energy, ideas and skills.” Munns and Devlin will serve out the remainder of Tack’s term as president. Both are past presidents of the local council and are still very active in the group. “We just felt like it could be comfortable to share the

presidency and be done in a seamless way for the council,” Munns said. “Beth and I share a passion for citizen support for the maritime services,” Devlin said. “Our priority one will be to ensure we continue doing the big and the little things that support our troops, their spouses and children. “Challenges include selecting and electing a slate of candidates for the presidency and board of directors, with installation set for Feb., 2012,” he continued. According to both Devlin and Munns, the next big project for the local Navy League Council will be the military appreciation picnic, set for Sept. 10. An unscripted “Hip hip!” by Navy League member Helen Chatfield-Weeks was met with an enthusiastic “Hooray” from the rest of the crowd, as the Oak Harbor Area Council sent former president Tack on his way with three cheers.

Take a moment for reflection
Reflection, as they say, is good for the soul. With so much going on in the world today and with our busy everyday lives, sometimes it’s hard to find time for reflection. When we do, it’s hard to focus on things other than the here and now. But sometimes it’s good to take a step back and reflect on the bigger picture. There are a couple of opportunities to do that. First is the American Veterans Traveling Tribute at the Swinomish Casino in Anacortes through Sunday. If you’ve never had the opportunity to see the Vietnam Veterans Memorial, KATHY even this scale model replica REED is impressive. It is a sobering reminder of the high price of war, and to say it is moving would be an understatement. Second, the tenth anniversary of Sept. 11 is approaching. It’s hard to believe it has been a decade since that horrible day. Naval Air Station Whidbey Island, Oak Harbor and North Whidbey Fire Departments will be joining forces for a memorial service at 1 p.m. on Sunday, Sept. 11 at Windjammer Park in Oak Harbor. Guest speakers for the event will include Island County Sheriff Mark Brown, Oak Harbor Mayor Jim Slowik, North Whidbey Fire and Rescue Chief Marv Koorn and NAS Whidbey’s commanding officer, Capt. Jay Johnston. Capt. Johnston was at the Pentagon at the time of the attack; it will be interesting to hear what he shares. The events of that day bound this country together in a way many of us had never experienced. With the political climate in Washington, D.C. being what it is today, I can’t help but wonder — and hope — if pausing to reflect on our national tragedy will help politicians remember what’s really important. -Kathy Reed, editor

Interstate compact helps make school transitions easier By MELANIE HAMMONS

Military families with school-aged children will be happy to hear of this development: School districts across the country are pledging to make the educational transition less burdensome for military children transferring to new schools. It’s called the Interstate Compact on Educational Opportunity for Military Children. According to Brenda Kovach, School Liaison Officer for Naval Air Station Whidbey Island, the legislation’s intent is to lessen the impact of military moves on children’s educational experiences. So far, 39 states have signed onto the compact. “A key provision of this compact requires schools to ship their records within 10 days,” said Kovach. She noted that in the past, that had been an issue for families, with some students barred from participating in honors courses until their qualifications could be verified. This process sometimes stretched into weeks or even months. “Extra-curricular activities such as band and sports are addressed as well,” said Kovach. “Say a student is transferring mid-semester, after tryouts have already come and gone at the receiving school. Schools in the compact agree to either waive these deadlines, or find an alternate way to qualify, such as by accepting submis-

For example, some districts in other states have magnet schools, which do not exist in Washington state. “The schools are not required to create something that doesn’t exist,” explained Kovach. “What they are agreeing to provide is an opportunity and a chance for students to participate and compete.” Kovach said that other provisions of the compact address immunizations, kindergarten/first grade entrance age, and graduation. One important stipulation regarding graduation says that graduation requirements from sending states, such as exit or end-of-course exam results, or national norm-referenced achievement tests, will be accepted by the
receiving school district. The state of Washington signed onto the compact in 2009, said Kovach. In fact, Oak Harbor School District Superintendent Dr. Rick Schulte served on a legislative commission during the 2009-2010 school year that studied the legislation in the proposed interstate compact. Schulte said there were at least four districts statewide, including Oak Harbor, that had high concentrations of military students in the public schools. “These are districts that have had years of experience in dealing with the provisions that make up the interstate compact,” said Schulte. “We took a close look at existing Washington regulations on education in light of the needs of the transferring military families.” Schulte said he believes other schools with fewer military students may actually be impacted more by the compact, because those with high numbers of military are already sensitive to the records transfer issue, for example. Kovach said if anyone has questions about how the compact will affect them, can call her at 257-6863. A Navy wife and mom for 20 years, who raised three sons and also worked as a substitute teacher for a time, she is well acquainted with all sides of the issue. “I’m here to serve military families,” said Kovach.

VP-40 looks forward to participating in future exercises and operations with the Australians.
Community potluck and chili cook-off The annual North Whidbey Fire Open House and Community Potluck Barbecue is set to begin at 11 a.m. Saturday at the Monroe Station on N. Monroe Landing Road. Those attending can enjoy a community potluck, chili cook-off and lunch, car fire demonstration and games for children. Hot dogs and hamburgers will be provided, but those attending are asked to bring a side dish to share. Participants in the chili cook-off should bring prepared chili in a crock pot or similar cookware. The free, public event is hosted by North Whidbey Fire and Rescue in partnership with the North Whidbey Firefighters Association.

The PBY Memorial Foundation will be offering tours of the PBY Catalina aircraft it has on display outside its Naval History Center in Simard Hall (Bldg. 12) on Naval Air Station Whidbey Island’s Seaplane Base. The PBY Catalina was one of the most widely used multi-role aircraft of World War II and was the most successful aircraft of its kind. The tours will be offered Saturday, Sept. 3 from 11 a.m. to 5 p.m. Please note no high heels will be permitted on board. In addition to the PBY outside the building, the Naval History Center features 11 display rooms dedicated to eras in history from World War II through Afghanistan and Iraq which are full of artifacts and memorabilia. Crescent Harbor hiking adventure explores abandoned mining town Register by Monday to participate in the Monte Cristo Backpack hiking adventure with Crescent Harbor Adventures on Naval Air Station Whidbey Island’s Seaplane Base. The hike is scheduled for Saturday, Sept. 3 through Sunday, Sept. 5 and will take participants to Monte Cristo, the site of an abandoned mining town that once was home to more than 2,000 people, but was mostly abandoned by the 1920s. Organizers say this is a good beginner backpacking opportunity. The hike in follows an old road to the town site, and participants will camp at a nearby campground, making it easy to explore other trails in the area. Nichols Brothers’ potential deal with Navy faces hurdles By JUSTIN BURNETT

Nichols Brothers Boat Builders and the Navy appear no closer to striking a deal allowing the Freeland shipyard to set up shop in Oak Harbor. Last month, elected city officials and county business leaders proposed paying for a study that could soothe Navy concerns with Island County Council of Governments’ funds. It has since become clear that state law restricts how the money can be spent and a study is not among the allowed uses. The Freeland boat builder is interested in expanding its existing operations Naval Air Station Whidbey Island’s Seaplane Base. The company needs the extra space so it can help build module sections of a 144car state ferry in 2012. If successful, Nichols Brothers CEO John Collins believes the facility would lead to about 100 new jobs for the company. It’s believed those jobs would bring in between $2 mil-
lion and $4 million in salaries per year. However, before the Navy gives the OK, it wants a feasibility study performed that will make clear any show stoppers, such as insufficient infrastructure or yet-to-be identified roadblocks at the state level. According to Ron Nelson, executive director for the Island County Economic Development Council, it’s expected to run from $34,000 to $61,000. Further studies, including an environmental analysis and an environmental impact study may also be required later on. The problem is paying for them. The Navy doesn’t want to fund them because it can only expect to recover from $10,000 to $30,000 in lease revenue per year, which makes for a potentially poor return on investment. Nichols Brothers doesn’t want to pay for it either because there’s no guarantee the shipbuilder will get the spot, even it does fund the studies. Once complete,
the Navy is required to lease the property to the highest bidder. Collins said he’s not willing to risk investing in a property that could be swooped up by a competitor. But the clock is ticking for Nichols Brothers, as work on the ferry could begin as soon as next March and each of the studies will take time to complete. The feasibility and environmental analysis may only take about three months, which is within the shipbuilder’s window. However, an environmental impact statement will take much longer, though just how longer is unclear. Unknown is whether congressional intervention can expedite the process. Nelson said Washington lawmakers may be able to speed up the process, but just how that would be done he could not say. Collins declined to “draw a line in the sand” for the Navy, saying he understands they have a process to go through and that it
takes time. But, that can only go on for so long, he said. “I have to be realistic from a business standpoint,” Collins said. “At some point we have to make a decision.” Neither Nelson nor Oak Harbor Mayor Jim Slowik, a strong supporter of the project, are ready to give up just yet. Both believe that if the feasibility study can get funded, it may pave the way for the other studies. And, Slowik recently had a promising meeting with NAS Whidbey’s commanding officer, Capt. Jay Johnston, and Navy Region Northwest Commander Rear Adm. Doug Biesel. According to Slowik the project has the support of Navy brass but with time constraints the way they are, that’s not enough to guarantee a future for Nichols Brothers in Oak Harbor. “We have the admiral of the region on board, we have the skipper of the base on board, it’s just a matter of can we get through the process,” Slowik said.

The Walk of Heroes display pays tribute to our country’s history and illustrates conflicts in which America has been involved. The closing ceremony begins at 2 p.m. Sunday, so viewing will stop at about noon or so Sunday.” The mission of the AVTT project is to travel the nation to honor, respect and remember men and women who have served in the Armed Forces, paying specific tribute to those who sacrificed their lives. The mobility of the tribute allows people to pay their respects without having to travel great distances. Shank said the casino is involved in several community events, and this one seemed like a good fit for the area. “We have such a large military population here in Anacortes with (Naval Air Station Whidbey Island) there and since we have a lot of retired military in the area, we thought this would be a nice thing to give to our community,” he said. The centerpiece of the
AVTT display is an 80 percent scale version of the Vietnam Veterans Memorial wall. The model measures 370-feet in length and contains every name etched on the original memorial in Washington, D.C. According to Shank, there will be computer locators available for those who are trying to find a specific name. “Those will be up until 8 p.m. each night, but we may end up keeping them open longer, depending on what the demand is,” said Shank. “We have a lot of volunteers to help with that, but we still need more.” There is more to the AVTT display than just the Traveling Wall. The Cost of Freedom Memorial is a series of stand-up exhibits made from gold dog tags to record the names of those who have given their lives since Vietnam up to present day Operations Enduring Freedom and Iraqi Freedom. Each dog tag bears a permanent record of a service member, including their full name, branch of service, rank and date and location of their death.

As soon as Dad had grown comfortable with the idea of pulling his oldest grandson behind a boat in an inflatable tube, he turned fully forward and smiled for the first time that day. Panetta: Any retirement changes won’t affect serving military By JIM GARAMONE

WASHINGTON — In his clearest statement on the subject to date, Defense Secretary Leon E. Panetta said Monday that if the military retirement system changes, it will not affect serving service members. “I will not break faith,” the secretary said during a roundtable meeting with military media representatives in the Pentagon. Panetta’s predecessor, Robert M. Gates, asked the Defense Business Board to look at the military retirement system and make recommendations. The final report is due later this month, but Panetta said he is familiar with the outlines of the proposal. “I certainly haven’t made any decisions” on retirement, he said. “People who have come into the service, who have put their lives on the line, who have been deployed to the war zones, who fought for this country, who have been promised certain benefits for that — I’m not going to break faith with what’s been promised to
them,” Panetta said. People in the service today will come under the current retirement system, which gives retirees 50 percent of their base pay after 20 years of service. “Does that stop you from making changes?” Panetta asked. “No, because obviously you can ‘grandfather’ people in terms of their benefits and then look at what changes you want to put in place for people who become members of the all-volunteer force in the future.” One aspect of the retirement issue is one of fairness, the secretary said. Most service members do not spend 20 years in the military and therefore do not get any retirement benefits when they leave the service. “They are not vested in any way,” Panetta said. “The question that is at least legitimate to ask is, ‘Is there a way for those future volunteers to shape this that might give them better protection to be able to have some retirement and take it with them?’” Health care is another area that has to be dealt with, the secretary said.
In fiscal 2001, the DOD health care bill was $19 billion. It is more than $50 billion now, he said, and it soars to the neighborhood of $60 billion in future years. Among proposals Congress is contemplating is an increase in some TRICARE military health plan premium payments. “I think those recommendations make sense,” Panetta said. “Especially with tight budgets, it does make sense that people contribute a bit more with regards to getting that coverage.” The Defense Department — which is responsible for a large part of the nation’s discretionary budget — will do its part to reduce the budget deficit, the secretary said. But while Defense has a role to play, he added, Congress has to deal with the more than two-thirds of the federal budget that represents the mandatory spending. “If you are serious about getting the deficit down,” Panetta said, “you have to deal with the mandatory side of the budget and taxes.” DOD has a responsibility to look at all aspects of

MILLINGTON, Tenn. (NNS) — Navy Personnel Command (NPC) published final quotas and guidance for Phase I of the Enlisted Retention Board (ERB) to the NPC website Monday. According to documents posted on the ERB Web page, the board will review the records of 6,243 active duty E-4 and E-5 sailors from 31 overmanned ratings for 4,403 available retention quotas during the first phase. Approved quotas broken down by rating were posted to the ERB Web page along with the ERB precept. The precept is a written order signed by the chief of naval personnel, providing general and specific guidance to the selection board. According to the precept, the primary factor for retention is sustained superior performance. Other factors include: - Deck-plate leadership - Competency/skill requirements - Navy Enlisted Classifications - Education/personal and professional development - Navy Special Warfare enablers - Anti-terrorism and force protection - Special duty assignments - Overseas and arduous duty - Collateral duties The board is charged with reviewing each candidate’s official military personnel file and any correspondence submitted by the member to identify the best qualified sailors to receive retention quotas. After the selection board reviews the records of all eligible candidates and selects the best and fully qualified sailors based on the precept, their results are forwarded to the chief of naval personnel for final approval. Navy announced the ERB earlier this year as a result of record-high retention and low attrition among active duty Sailors. The ERB is designed to ensure the Navy meets its congressionally mandated end-strength while rebalancing the force. “We value every sailor and family, so the decision to establish this board was made after careful consideration,� said Rear Adm. Don Quinn, acting chief of naval personnel. “We simply had to face the reality of the situation. Unlike the drawdown nearly ten years
