BARRIERS TO SUICIDE: The Port Angeles City Council has directed staff to prepare design concepts for permanent safety barriers on the Eighth Street bridges. The council is taking action on both long-and short-term measures to make the Eighth Street bridges less accessible to suicides after three people had jumped from the bridges since June.

Safety barriers will be put in place/CONTINUED A total of seven have jumped to their deaths from the 100-foot-tall bridges above the Tumwater and Valley creeks since they were built as replacement spans in 2009 with 4-foot, 6-inch railings. The old bridges had 7-foot, 8-inch fences that were added after they were built. Public outcry increased after the latest — 15-year-old Ashley Wishart on Nov. 13. Safety barriers could be installed on both sides at the highest point of the two Eighth Street bridges as early as April, Public Works Director Craig Fulton has estimated. A combination of a chain-link fence and wire mesh “vertical architectural screening” would likely be finished in July or August, Fulton said. The council also directed staff at a Dec. 19 meeting to develop a maintenance plan and financial analysis for the estimated
$1 million chain-link option and $1.7 million blended barrier. The city is accepting donations for the barriers. Donations can be made at the cashier’s office at City Hall or mailed to the city at 321 E. Fifth St. As of Dec. 19, the city had received more than $112,000 in donations and pledges for the safety project. “The community has stepped up in a way that’s been pretty incredible in this,” City Manager Dan McKeen said. “I believe that is going to help us leverage state funding.” KEITH THORPE | PENINSULA DAILY NEWS

Several searches unfold in park/CONTINUED N.J., who had just started his freshman year at The Evergreen State College in Olympia, was scheduled to return from a solo camping trip from the nearby Staircase Campground in early April. A massive search was made for him. While the results of an autopsy were inconclusive, Stockwell said Krull most likely died from hypothermia or the loss of core body temperature. The body of Kathryn Grace Kennedy, 57, was discovered with a minivan about 200 feet below Obstruction Point Road near Hurricane Ridge on July 2. She had been reported as missing from Issaquah, according to park spokeswoman Penny Wagner. The body of William “Dave” Woodson, 60, of Kingston was discovered in a boulder field near the Norwegian Memorial on the Pacific coast June 1. The preliminary cause of death was accidental salt water drowning with a contributing cardiac condition. Despite searching for months, no sign has been found of hiker Jacob Gray of Bellevue. Gray, 22, was reported missing after his bike and camping gear were found in brush on the side of Sol Duc Hot Springs

HIKERS FOUND DEAD: The bodies of three people were found in three different areas of Olympic National Park over the spring and summer, while no further sign has been found of another hiker reported missing.
Zach Krull’s body was found July 1 in Olympic National Park by a creek near Flapjack Lakes, about 2 miles north of Lake Cushman, according to Mason County Coroner Wes Stockwell. Krull, a 20-year-old from Livingston,

His father, Randy Gray of Santa Cruz, Calif., and other family members and friends, kept searching after the park officials and Clallam County Sheriff’s Office scaled back, but did not find the missing hiker. Jacob Gray is 5-foot-11, weighs 145 pounds and has brown hair and brown eyes. His family has urged anyone with information to contact the Santa Cruz Police Department at 831-420-5820. VOTERS SAY NO: Port Angeles voters said no to fluoride in municipal water and rejected a second-class city proposal in separate measures on the Nov. 7 ballot. The fluoridation measure was an advisory vote that the Port Angeles City Council said it would keep in mind as it decided whether to resume the practice of putting fluorosilicic acid in the water to help prevent dental disease. The practice had been curtailed in August 2016, with a final decision to be made after the advisory vote.

and Deputy Mayor Cherie Kidd opposing it. Both supported the public vote to not resume fluoridation but had other concerns about the new law. Fluoridation foes Our Water, Our Choice!, proposed the downgrade of the city’s status from a code city with home-rule powers to a second-class city without those powers. The measure was prompted by disappointment in a council vote to continue fluoridation, a decision the council reversed in August 2016. It would have been enacted, it said, to elect a new
seven-person Port Angeles City Council, including the four new members chosen by voters in the last general election. NEW USE FOR PAPER PLANT: McKinley Paper Co. has December 2018 as a target date for starting up the former Nippon Paper Industries USA plant on Ediz Hook after it has been retooled from a paper plant to one that makes cardboard liner. McKinley Paper Co. purchased the mill on Ediz Hook from Nippon Paper Industries USA for $20.6 million on March 31. It closed the plant in April. City Manager Dan McKeen has said the retooling of the mill will cost the city about $315,500 in revenue this year and another $440,000 in 2018. When operational, the mill consumes nearly half of the electricity used in the entire city, providing tax revenue for services such as public safety, parks and streets. Nippon employed 264 hourly and salaried employees in 2003. It had 200 employees in 2011, generating a $25 million annual payroll, and 160 as of June 2015.

Sill said the salary of the treasurer who is selected would be $63,624 annually — not including an additional approximately $13,000 in benefits — to $77,520 — not including about $16,000 in benefits. Barkhuis was elected in 2010 over incumbent Judy Scott, who was treasurer when then Treasurer’s Office cashier Catherine Betts was found guilty in 2011 of embezzling $617, 467 to $795,595 in real estate excise taxes. TREASURER RESIGNS: Selinda Barkhuis quit the elected position she has held for seven years on Dec. 15. In a one-sentence resignation letter the day before to county commissioners, Barkhuis cited “health issues resulting from workrelated stress” with no further explanation. Her present term would expire in November 2018. Teresa Marchi, chief deputy treasurer, will serve as acting treasurer until county commissioners name an interim treasurer, which could happen by the end of January, according to commission Chairman Mark Ozias. The transmitters are to engage in targeting exercises with radar-jamming EA-6B Prowler jet pilots from Naval Air Station Whidbey Island. The Navy also announced in September that it has delayed the final Environmental Impact Statement on stationing additional EA-18G Growler aircraft on Whidbey Island, a proposal opposed by many on the North Olympic Peninsula who are concerned about noise. The deck for a combined Navy pier and trestle that will jut 425 feet into Port Angeles Harbor was finished by September.

NAVY ON THE PENINSULA: The U.S. Forest Service issued a special use permit to the Navy on July 31 to allow electronic warfare training exercises in Olympic National Forest. Forest Service Employees for Environmental Ethics, a Eugene, Ore.-based nonprofit, field suit on Sept. 15 asking a federal judge to vacate the permit, saying the exercises would “degrade the backcountry recreational experience.” The five-year permit allows the Navy to drive three mobile electronic transmitters onto

TPS project expected to be done by July/CONTINUED The $25.6 million Transportation Protection System (TPS) project, located just inside the entrance gate to Coast Guard Air Station/Sector Field Office Port Angeles, is being built to accommodate up to seven escort vessels for Bangor Naval base submarines and their crews. It is expected to be finished in July. TRAFFIC DELAYS: Work began in the spring on the $27.5 million project to rehabilitate 12 miles of U.S. Highway 101 around Lake Crescent and East Beach Road, causing delays and closures of the primary highway to and from the West End. The work is on hold now, but it is expected to resume in March

and continue until mid-November, with the same schedule planned in 2019. West End residents objected to an initial proposal to close the highway for a year.The National Park Service and Federal Highway Administration are managing the project. The Highway 101 bridge over the Elwha River was discovered to be undermined by erosion since the removal of the Elwha and Glines Canyon dams. The state Department of Transportation plans to replace the 1926 bridge on a new alignment. The estimated cost is $29.53 million, officials said. A replacement bridge is fully funded and should go out to bid in early 2019, state Rep. Mike

Cooke Aquaculture Pacific’s Atlantic salmon farm off Ediz Hook on Dec. 15. The lease to operate in Port Angeles Harbor had been good through 2025, but DNR officials said they found that Cooke was operating the fish farm 500 feet outside its authorized area, was maintaining an unsafe anchoring system and was failing to prevent nonbiodegradable, petroleum-based Styrofoam it uses in flotation material from leaching into the water. The Port Angeles fish farm comprises 14 connected, floating pens that can hold up to 700,000 salmon. Cooke had planned to replace the Ediz Hook farm by building a new, larger $9 million facility east of Port Angeles near Morse Creek to make way for construction of the Navy’s pier and trestle.

Port Angeles finished in the upper third in attendance in the 11-team West Coast League. The Lefties also were selected to host the league’s All-Star game celebration featuring a concert, home run derby and allstar game, on Monday and Tuesday, July 16-17. Lefties fans also can look forward to an improved public address system at Civic Field in 2018 when Port Angeles opens its home slate against rival Victoria on May 31. Trail users, elected officials and conservationists celebrated the 3.4-mile of paved trail in the southwest portion of Discovery Bay and the opening of a section of trail in Diamond Point. The Discovery Bay project was led by Jefferson County’s Department of Public Works and included the Peninsula Trails Coalition, the North Olympic Salmon Coalition, the state Recreation and Conservation Office and others. The Diamond Point section is just under a mile long and parallels U.S. Highway 101. That project was led by the Jamestown S’Klallam Tribe. The Spruce Railroad Trail reopened on July 16 after crews had nearly completed a half-mile trail segment leading to and through the century-old McFee Tunnel on the north shore of Lake Crescent, which was blasted during World War I. The project also will put in infrastructure that will see overhead utilities such as power lines moved underground by 2020. Businesses are expected to remain open during construction and the goal is to keep at least one lane open downtown at all times, officials said. The Port Townsend Main Street Program plans a campaign to keep visitors coming despite the disruption. The theme is Paving the Way to a Brighter Future, and the plan includes numerous events set for each month in an effort to attract more people to downtown. Main Street is also printing coupon books with special offers, said Mari Mullen, executive director. First major development step done/CONTINUED The new construction follows the completion of the first major step in developing the Howard Street subarea. Rainier Street — formerly Howard Street — was opened in November to connect Sims Way and Discovery Road. The $6.5 million project was to help reduce traffic along Sims Way and allow more commercial development in the area. “Basically what we’re looking at is a crafts, manufac-
turing and artisan district,” City Manager David Timmons has said. Subarea plans will continue to be developed this year. NAVY ON THE PENINSULA: The U.S. Forest Service issued a special use permit to the Navy on July 31 to allow electronic warfare training exercises in Olympic National Forest. Company rejects fault in Ferris wheel fall/CONTINUED Groth and her son suffered minor injuries and were treated at Jefferson Healthcare hospital in Port Townsend and released the same day. Swartwood, who fell from the gondola first, had the most extensive injuries, including facial fractures and two broken ankles, according to the family’s attorney. She was airlifted to Harborview Medical Center in Seattle for treatment, followed by a stay in a rehabilitation center, and is still recovering, their attorney said. The lawsuit alleges that the cause of the fall was due to negligence on Funtastic’s part in both the operation of the Ferris wheel, employee training and the lack of an adequate number of employees monitoring the ride while it was in use. Funtastic, which is based in Portland, Ore., said that the fall was caused by family members moving around in the gondola

and possibly standing in it after being instructed not to, according to its attorney. The company requested the shift to federal court because, its attorney said, it expects the plaintiffs to ask for more than $75,000 in damages even though the complaint does not specify an amount. POINT HUDSON: Port of Port Townsend officials took public comment on possible development of Point Hudson while also scheduling repairs on its two breakwaters. The two Point Hudson breakwaters are failing and in need of replacement. Point Hudson serves as the hub of the maritime center’s biggest annual events, such as the Wooden Boat Festival and Race to Alaska, which bring in tourists and community members.

Upgrade considered for marina/CONTINUED The south jetty project is estimated to cost $3,067,000. Construction is scheduled for July 2018, according to the port’s capital projects plan. The north breakwater at Point Hudson project is estimated to cost $2,253,000. That project will not start until 2019. The project is only one of more than $9 million in capital projects scheduled until 2020. QUILCENE’S HERB BECK MARINA: Port of Port Townsend officials also are considering an upgrade of the Herb Beck Marina after Quilcene neighbors complained of conditions there. A committee of Quilcene residents told port officials that facilities, especially the bathrooms, were in disrepair and said that the boat launch was unsafe. Port officials continued to quell a rumor that the port was considering selling the marina. Port officials have said they have no such plans. In February, the port terminated the contract with a year-round caretaker, saying that the caretaker’s home was at risk of flooding or being damaged by a landslide. It will be expanded from the present school to include kindergarten-through-fifth-grade students. ‘The maximum cost of construction will be $28.1 million, the Port Townsend School Board decided in June. Voters approved by 73.2 percent a $40.9 million construction bond in February 2016 for the school at 1637 Grant St. The present school will stay in use until the new one is completed so that students will not be displaced during construction. OLYMPIC DISCOVERY TRAIL GROWS: New sections of the Olympic Discovery Trail, which is destined to eventually span 126 miles from Port Townsend to the Pacific Coast near La Push, were opened on Dec. 15. Trail users, elected officials and conservationists celebrated the 3.4-mile of paved trail in the southwest portion of Discovery Bay and the opening of a section of trail in Diamond Point. The Discovery Bay project was led by Jefferson County’s Department of Public Works and included the Peninsula Trails Coalition, the North Olympic Salmon
