ugust marked 71 years since the United States dropped atomic bombs on Hiroshima and Nagasaki. While armed conflict has continued in the world, we have thus far avoided Armageddon and the destruction of the human race (along with most other living things on Earth). A new exhibit at the U.S. Naval Undersea Museum in Keyport provides an objective look at the role the U.S. submarine service plays in keeping the atomic peace. Visually interesting photos and videos provide visitors with a graphic timeline of major historical events from the 1950s to the present — the Cold War, Sputnik, the Strategic Arms Limitations Treaty (S.A.L.T.) — and the continuing evolution of America’s fleet of ballistic missile submarines. The highlight of the exhibit is the Triton multiple independently targetable re-entry vehicle, a ballistic missile payload containing four warheads, each capable of being aimed to hit one of a group of targets. While a good deal of the museum is devoted to submarine warfare and torpedoes (Keyport was an active torpedo testing facility during World Wars I and II), many of the displays demonstrate the peaceful use of technology to explore the deepest reaches of the ocean, rescue others, and preserve the environment.

In fact, general manager Jeff Kaune said they often see groups of up to 20 people from Naval Base Kitsap on lunch breaks. With that in mind, Bremerton Bar & Grill offers a military discount. On their discounted days, which currently are Tuesday nights starting at 5 p.m. and all day Saturday, retired and active duty members of the military get a 25 percent discount on all items. “We’re in a military town,” Kaune said. “Even a lot of people who aren’t military are retired military, and they keep us in business. It’s kind of our way of giving back.” Kaune added that every year on Veterans Day, veterans eat for free. “I think it’s important for the businesses down here to give back to the people who keep us going,” Kaune said. f you are a veteran or are approaching your EOS or retirement date, you are likely looking ahead to a new career as a civilian. The unemployment rate was 6 percent, according to the state Employment Security Department, but the economic outlook is steadily improving. “Kitsap County … is noting increased economic activity in the form of new businesses, business growth and infrastructure improvements,” the state ESD reported. “New manufacturing efforts in the advanced-composites industry are taking hold and the services sector has been expanding.” The Department of Defense is the largest employer in Kitsap County, and DoD’s civilian workforce outnumbers its military workforce. How to manage your grocery bill

don’t know about you, but I hate grocery shopping. Over the years, I have tried everything to make it more manageable. Clip coupons? I did that and put them in a nice, organized stack and then put them in an envelope and promptly forgot them when I left for the store. I checked the newspaper and found all of the food ads and made a list of what I needed. I went to that store and not only did I buy the sale item but at least $100 more that I didn’t need. Oh, and don’t go when you are hungry; everything looks good and you just have to have it. Then, one day I found this list of ways to save when grocery shopping. I tried following its suggestions and I saved $40 right off the bat. How good is that?

5. Buy a reusable water bottle

1. Choose the right store

Plan meals around what you have on hand and grocery shop based on menus you know you’ll prepare. Don’t let veggies rot in the crisper, or cheese mold at the back of the shelf.

I normally shop at the commissary, but I have found some items for less on the outside. Prices at one store may be lower than the competition’s on some items, but higher on others. The key is to find the store that has the lowest prices on items you buy and only buy those items.

2. Stock up during sales

If you have enough storage space and the sale item has long shelf life, buy multiples of items you know you’ll use.

3. Watch out for budget busters

Examine your supermarket receipt closely and circle the most expensive items. Then consider lower cost replacements for them in the future. Think generic brands.

4. Do it yourself

Save big by cutting up your own veggies or assembling your own cheese cracker combos.

Filling your own is far cheaper than buying bottled water. If you don’t like the quality of your tap water, buy a water filter that mounts on your faucet or a pitcher model to store in the fridge.

6. Don’t assume bigger is better

Always check the unit price (cost per ounce or other unit). Sometimes it’s a better deal to buy several small packages instead of one big one.

7. Know what to buy where

Personal care products, cleaning supplies and paper products are usually cheaper at a discount or dollar store than at the supermarket.

8. Eat what you buy

9. Understand coupon policies

Find out if your store offers double (or even triple) value for coupons on certain days, accepts competitors’ coupons, takes coupons on your cellphone, or has a grace period for coupon expiration dates.

10. Get in and get out Shopping as quickly as possible can help you avoid adding unneeded items to your cart. Milestones reached for enlisted women on submarines BREMERTON — One of the first enlisted women to serve aboard a Navy submarine earned her submarine qualification, or “dolphins,” on Aug. 2 and is preparing to deploy aboard USS Michigan (SSGN 727), the U.S. Navy reported. Chief Culinary Specialist Dominique Saavedra, a native of Los Angeles, became the first female enlisted sailor to earn her silver dolphins in a pinning ceremony at Puget Sound Naval Shipyard. Though assigned to Michigan, Saavedra embarked aboard USS Ohio (SSGN 726), which is currently deployed, to earn her basic, advanced and underway watch qualifications. “I couldn’t be more proud to wear the ‘dolphins,’ ” Saavedra said. “To have earned the respect of my fellow submariners is more rewarding than expected. I am honored to serve as a qualified member in such a prestigious community.” The Ohio-class guided-missile submarine is conducting a major maintenance period at Puget Sound Naval Shipyard and Intermediate Maintenance Facility. The submarine completed its time in dry dock and is wrapping up the maintenance period later this summer. This will bring the ship one step closer to setting sail for the first time with female submariners. Work accomplished during the maintenance period will include

Sailors of the USS Nimitz care Community service ‘lets them know that we still have a loving heart and we can do more for the community’ BREMERTON — For months, the aircraft carrier USS Nimitz has been in an extended planned incremental maintenance availability where sailors work throughout the week to bring the ship back to fighting condition, the Navy reported. With the hefty amount of work being done, some Nimitz sailors want to unwind and relax during their free time. But many

others are spending their off time being a positive force in their communities by volunteering with local organizations. “If we can take care of our home while we are here, we can definitely take care of the world while we are out there,” said Aviation Boatswain’s Mate (Fuel) Airman Jasmine Oliver, a native of St. Louis, Missouri. She is community rela-

tions event coordinator for the Religious Ministries Department. “We still have groups that call the ship to fulfill their needs and they usually treat us well because they know that we work hard.” People who work in the community also benefit from the work that Nimitz sailors do. Recently, Nimitz sailors assisted the staff at a local YWCA by painting rooms, replacing safety ramp railings, and cleaning and reorganizing the facility’s storage garage. “It’s extremely helpful,” said Cassie Israel, a YWCA

Joe Turk, commanding officer of USS Michigan. “Drawing from talented individuals like Chief Saavedra helps us maintain the world’s best submarine force.” In June 2012, the first female supply officer earned her submarine qualification and the first three unrestricted line officers earned their gold dolphins the following December. Structural changes to the submarine weren’t necessary at the time. Because officers bunk in threeman staterooms, the new female officers’ living space was already separated from the common areas of the ship. Since the first selections were made in 2015, female enlisted sailors have attended the Basic Enlisted Submarine School at Naval Submarine Base New London in

Our jobs are very time consuming, so the fact that community members such as sailors come out and spend time on [their] day off to do all these projects is amazing. Without that kind of support, we can’t do what we do.” On Aug. 7, Nimitz sailors removed a tree stub while volunteering at One Heart Wild Education Sanctuary in Silverdale. These acts from sailors can help create a better relationship with community members and even make a lasting impression on a person’s life. “You’ll never know what people are going through,” Oliver said. “The smallest

It’s the little things that matter.” Oliver has been volunteering at a local retirement home for almost a year. “There was a patient that I used to have that had a stroke on my first day there,” Oliver said. “I’ve been volunteering there since September of last year. After her stroke, she worked on her speaking because she couldn’t talk. Recently, she was able to say her first words, and she told me that she loved me. She kept holding me and I broke down crying. I was so emotional.” The contributions of sailors can have a resounding impact on their community. “Hopefully, they are

more comfortable and at ease knowing certain things are fixed,” said Aviation Boatswain’s Mate (Equipment) Airman Ashley Brown, a native of Chicago. “They can continue to grow and move past the hardships. For us, it’s all about giving back.” Sailors communicating and building relationships with people in their community can give Nimitz a personal face that people can relate to. “Overall, it puts our name out there for people who don’t know USS Nimitz or for those who only know us as a warship,” Oliver said. “It lets them know that we still have a loving heart and we can do more for the community.”

any women who served in Vietnam were not just overlooked, at times they were deliberately ignored. The nurses have their statue, yet there were more than 1,000 women who were assigned to that combat theater who were not nurses. Some were even in firefights and many volunteered to stay longer than the 12-month standard tour. They came from all of the armed services. Donna Lowery, sergeant

VETERANS ADVOCATE | THOM STODDERT major, U.S. Army retired, was one of them, serving in Vietnam from January 1967 to August 1968. Her tour of duty began when her flight into Nam was delayed for

almost an hour because of ground fire. The following year, she was confined to her office during the 1968 Tet Offensive until it was safe. During that time, in her friend’s own words, “[she] went from a scatterbrained woman … to a committed leader.” Donna recounts that she was the first soldier in her Nam unit to be promoted to staff sergeant (E-6), supervising men and women. After Nam, she was assigned to Landstuhl,

Germany and was promoted to first sergeant at the age of 21. Eventually retiring as a sergeant major (E-9), Donna’s personal story and hundreds of others are entwined in the book she authored, “Women Vietnam Veterans, Our Untold Story.” At night, she endured the incoming rockets, mortars, and snipers. During the day, it was class “B” uniforms, heels and typewriters. If their base was overrun, she and the oth-

ers were expected to fight, though they never had weapons. The book she wrote, with the assistance of a few other women Vietnam veterans, is an exhaustive compilation of hundreds of stories shared by those vets. Sadly, almost a third of those who served in Vietnam have passed away, a much greater percentage than that of the men they served in Vietnam with. After leaving the Army, Donna’s life continued in service to others. Now, she is a member of the Thurston County Veterans Advisory Board and the Lacey Veterans Outreach

BREMERTON — The U.S. Navy reports that 16 stateside Navy College Offices are scheduled to close Oct. 1, and the remaining four, which includes Naval Base Kitsap, will discontinue by Oct. 1, 2017. The closures have raised concerns of how sailors at NBK will begin, continue and finish their education. After Oct. 1, the majority of Voluntary Education services in the continental United States will be provided by the education counselors at the Navy College Program’s Virtual Education Center. Ernest D’Antonio, director of the Naval Education and Training Professional Development Center’s VOLED program, said providing sailors the educational tools and information when and where they need it is the goal of restructuring service delivery. “This new VOLED structure will make educational programs, including counseling, Tuition Assistance, and testing services acces-

sible for all sailors in the continental U.S. through a combination of self-service and virtual services,” he said. “The colleges will still have access to bases for teaching courses and counseling students.” The remaining Navy College Offices will continue to provide full services, including counseling and testing, until October 2017. After that, academic institutions with partnership agreements will continue to provide services as they have in the past. NBK is served by Brandman University, Southern Illinois University, and Vincennes University. Most of the steps in the voluntary education (VOLED) process will not change under the new service delivery model. Sailors are expected to go through their chain of command in regards to: ■ Pursing an education program. ■ Researching education programs through the Navy College Program and Defense Activity for Non-Traditional Education Support (DANTES) websites. ■ Receiving Navy College Program education counseling. ■ Working with an academic institution to develop an education and degree plan. ■ Meeting Navy Tuition Assistance requirements, including Navy WebTA training.

■ Completing academic courses. The Navy College website MyEducation portal is available 24/7 for sailors to establish and manage their accounts, ensure their degree plans are current, and verify they’ve received education counseling. The VEC call center hours are from 6 a.m. to 9 p.m. Eastern time (3 a.m. to 6 p.m. Pacific time), Monday through Friday. NBK sailors may reach the VEC at 877-838-1659, or VEC@navy.mil for assistance.
