Court rules Sailors assist at Canoe Journey for Navy BY ALLISON TRUNKEY and RICHARD WALKER Kitsap Military Times POULSBO — The state Court of Appeals upheld on July 26 the state Department of Natural Resources’ sale of an easement on the west side of Hood Canal to the U.S. Navy. The decision from a three-member panel of the Court of Appeals upholds a May 2015 Jefferson County Superior Court ruling that DNR “had the authority to grant the easement to the United States Navy” and the easement “was not arbitrary, capricious or unlawful.” Navy public affairs officer Sheila Murray said the Navy intends to move forward with an application for a similar easement on the east side of Hood Canal. “The Navy will consult with DNR to determine when to resume processing on this easement application,” Murray told the Herald on July 28. “The Navy uses easements when necessary to meet land-use requirements. The easement was challenged because it removed DNR’s discretion to lease the bedlands to Hood Canal Sand and See NAVY, Page 2

POULSBO — Today, Jeff Sherlock is doing pushups. Four months ago, he was clinically dead. Now, this veteran Marine sergeant and the Poulsbo Fire Department have made it their mission to tell others not to ignore the symptoms of a heart attack and the importance of immediate CPR. Desiree saw his eyes roll up toward the back of his head, his arms flex up into a fetal position, and he lost consciousness. 5:14 p.m. Poulsbo Fire units dispatched “I had been trained in CPR,” Desiree said. “But that was a long time ago. The nice 911 operator , Operator 85, told me how to do CPR. She walked me through it and stayed on the phone and counted with me until [Poulsbo Fire EMTs] got there.”

A new hire, Seitz was a trained EMT who came to the Poulsbo Fire Department from a private ambulance service. Seitz, his mentor Frank Leamer, and six other firefighters took turns doing compressions, hooked up the AED heart monitor machine, administered medication and shocked Sherlock’s heart with the defibrillator. No response. They shocked him a second time. No response. “One of them told me it didn’t look good and I might want to call a chaplain,” Desiree said. She was on the phone, calling his parents when they shocked him a third time. Just three weeks after Jeff’s heart attack, the Sherlocks visited the Poulsbo Fire Department to say thank you. “Because of this incident, doctors discovered I had an underlying heart

condition,” said Sherlock, who received a stent and is now doing cardiac rehab three days a week. Leamer was amazed when he saw the Sherlocks that day. “We don’t see too many cardiac arrest patients make it out as well as [Jeff],” Leamer

said. A recent study by the American Heart Association suggests that more than 1,000 people suffer cardiac arrests outside of hospitals every day in the U.S. Overall, survival rates are approximately 10 percent. Immediate CPR can make the difference.

“His wife is a true hero,” said Chris Morrison, battalion chief and medical officer. “She kept his brain alive [with CPR] until we arrived.” Desiree gives the credit to “911 Operator 85,” who coached her through the CPR process and stayed on the line and counted

The easement will provide new protections for sensitive marine ecosystems, such as eelgrass communities and geoduck tracts, in the Hood Canal. In an announcement of the court’s decision, Commissioner of Public Lands Peter Goldmark

called the ruling “great news for the people of Washington.” “This vital agreement between the Department of Natural Resources and the Navy has been affirmed in every venue in which it has been reviewed. [The] decision protects a priceless marine ecosystem while ensuring public access and preserving the operations of the

Navy and the many jobs that rely on its presence in Hood Canal.” DNR is steward of more than 2.6 million acres of state-owned aquatic lands and is responsible for ensuring environmental protection of the state’s aquatic resources. In July 2014, the Navy paid DNR $720,000 for a 50-year restrictive easement on 4,804 tidelands

and bedlands in Hood Canal. A federal lawsuit challenging the easement was dismissed in September 2015. Glen Milner, a member of Ground Zero Center for Nonviolent Action in Poulsbo, said he remains concerned about “explosives-handling areas that continue to grow and will soon encroach upon at

least 137 homes in Kitsap County and on Hood Canal ... “The Navy’s self-asserted sphere of influence in the western Puget Sound is something that citizens should be concerned about. Once our political leaders cede control to the Navy, we may never have a say in the use of property in Hood Canal and other valuable areas of our state. Areas of Kitsap County are very beautiful and should be protected. Hood Canal should be controlled and protected by citizens and local government — not by a federal agency with much different goals than just environmental protection.” Milner said Ground Zero would conduct a “Boats by Bangor” event on Aug. 9. “We will pass the submarine base in a group of kayaks, powerboats and sailboats,” he said. “It is difficult to access areas in Hood Canal, largely because of Navy control of Hood Canal.

Consult a veterans service officer or VA

itsap Military Times columnist Thom Stoddert’s column in the July edition, “Beware of pension poachers,” was a warning sign for veterans. One, you earned your VA benefits. There is no cost to access them. A veterans service officer at any American Legion or VFW post can help you file — without cost — for benefits to which you are entitled. Two, anyone who offers to move your assets into annuities, an insurance policy, or irrevocable trust in order to obtain a VA pension for you could be breaking the law — and causing you to do so, too. You could be required to repay these benefits to the government. To see if you are qualified for a VA pension or benefit, contact: ■ A veterans service officer. ■ www.benefits.va.gov/pension/. ■ The state Department of Veterans Affairs, 360-725-2200. ■ You can apply for benefits online at www.ebenefits.va.gov/ ebenefits/homepage. The VA helps veterans and their families cope with financial challenges by providing supplemental income through the Veterans Pension and Survivors Pension benefit programs. Veterans and survivors who are eligible for VA Pension and require the aid and attendance of another person, or are housebound, may be eligible for additional monetary payment. Those benefits are there for you when you need them. But make sure you qualify. Stoddert reported, “By using purchases of insurances, annuities, and/or irrevocable trusts that they make available when assisting with the application for a pension, the lawyer or planner repositions financial assets and makes the veteran appear falsely impoverished and financially eligible to the VA. The so-called advocate has the veteran or survivor break the law by receiving federal money not intended for them ... “These so-called advocates will never discuss other VA programs even though they may provide better benefits and service to the veteran. Further, they present the pension program in a manner that is confusing and deceitful.” The VA has several useful web pages with information, instructions, and videos to assist you. Avoid websites not generated by the VA; most are actually advertisements for businesses. You served your country. Don’t get taken advantage of; let a veterans service officer or VA serve you.

‘Spouses’ are female and male W hat is a spouse? Webster’s says it is a husband or wife. Why is it then that every time we go to a spouse club activity, we think female? Everything is set up to encourage the female spouse. Centerpieces, door prizes and items to sell all are targeted to women. So what is there to encourage the male spouse from getting involved in a spouse club? Recently I had the opportunity to listen to a male spouse’s perspective on spouse clubs and thought I would share it with you. This is given by Sean O’Driscoll, Navy spouse: “It was shortly after my wife and I had moved to a new duty station, when I came across a local military spouse club’s advertisement regarding an event that was being held at the local military installation. The guest speaker was someone I had wanted to hear and was excited to have the chance. I contacted the spouse group,

paid the suggested donation, and found myself at the installation for this event. I already knew what was behind those doors, even before entering the building. I have been in this type of situation before. When I walked in, I found what I had predicted was, in fact, true. I was the only male spouse. Upon entering, I was immediately greeted with “the look.” The “look” I’m referring to is the look that says, “What is HE doing here?” After making my way to the check-in table and picking up my name tag, I strolled into the main area to see what else was going on. As usual, it was mostly tables set up with female-oriented items that only women would want to purchase. It took about 30 minutes before someone from the board of the spouse’s club introduced themselves to me and chatted a bit. No one introduced themselves to me. No one thanked me for supporting their group or even

for representing the male military spouse. When it was time for the speaker, I found myself at a table in the back of the room where four female spouses were sitting. Upon making conversation with them, I learned that not only had I found the only open table, I had also found that all four of these spouses were also brand new to the area. Come to find out, I wasn’t the only one who felt left out at this event. “Congratulations,” I thought to myself. “This spouse’s group has not only made the only male military spouse feel unwelcome, but four other new spouses as well.” I listened to the remainder of the speaker’s remarks, was able to ask a few questions, and promptly left, never to return to another spouse function for that organization again.” Let’s make sure we act appropriately and make all spouses feel welcome so that they will want to return. — Joey Price, a military spouse (retired), is national president of Navy Wives Club of America and president of NWCA Kitsap No. 46.
