For some people, pursuing a career in the military stems from a family history of serving the country — they see parents, grandparents, siblings or other relatives join the military and
follow suit. Mike Matthews did not have this familial influence, but he has still decided to pursue a career in the military. After graduating from Lake Washington High School in 2012, the Redmond native enrolled in the Virginia Military Institute (VMI) in Lexington, Va., where he will graduate from this spring with a degree in mechanical engineering. Matthews said he has always wanted to help others and saw the military as a chance to do that.
“It’s more personal than you think,” he said about what he has discovered during his time at VMI about how the military works. In addition to learning about how the military works, as a mechanical engineering student, Matthews is also learning about how different machines work. Those machines include aircrafts. A pair of lawmakers are behind the wheel of a new bill regarding issues with Express Toll Lanes on Interstate 405 between Bellevue and Lynnwood. Sen. Andy Hill of the
45th Legislative District, which includes Redmond, and Sen. Mark Harmsworth of the 44th Legislative District are proposing changes to improve toll-lane policies and reduce congestion. Last month they announced the bill they’re sponsoring to address issues raised by
thousands of constituents, including traffic safety and technical glitches with paying the tolls, according to a press release. The proposed bill will be introduced at the 2016 legislative session, which is scheduled to begin on Monday.
The Washington State Department of Transportation (WSDOT) launched the toll lanes on Sept. 27, 2015. “While large-scale projects require an adjustment period, WSDOT’s toll-lane implementation has not demonstrated they’re going to make this work for users,” said Hill, of Redmond, who serves as chairman of the Senate Ways and Means Committee. “Drivers simply aren’t getting the service, [ more TOLLS page 8 ]
The holiday season is always a busy one, but this year, St. Jude Catholic Church in Redmond saw the type of activity clergy members and churchgoers would rather not have experienced. The first incident occurred at the church’s 10 p.m. Christmas Mass service on Dec. 24, 2015. Becky Range, public information officer for the Redmond Police Department (RPD), said there was a disruption when visitors initially parked outside the church and yelled out at people as they arrived for the service. “They then went inside and were seated for the service,” Range said. “After the homily, the visitors stood up and begin yelling to disrupt the service.” In a letter to the church’s membership, Father James Johnson, the pastor at St. Jude, described the visitors as “radical protestant fundamentalists.” “Thanks to some very prudent ushers and an off-duty police officer, the disruption was kept to a minimum,” he wrote. Range added that the offduty officer was visiting from another state. Johnson’s letter — which is posted on the St. Jude website — continues, stating that they later learned that a number of other area parishes experienced similar harassment, as well.
“As I did that night, I invite us to pray for those who do not understand how much we love the Lord and truly worship him in His Holy Catholic Church,” Johnson wrote. In addition to the disruption during the service on Christmas Eve, St. Jude also experienced some theft during the holiday season. Range said RPD was dispatched to the church around 9 a.m. on Dec. 29, 2015. Church staff reported that items were missing from a safe. “Staff confirmed the church and parish office were both broken into and various items were stolen, including cash, gift cards and checks,” she said. Range said church staff believe the burglary likely occurred sometime Christmas Day or the following day. RPD is currently investigating the case. In his letter, Johnson said it was the church’s Christmas collection that was stolen, but the weekend collections were not affected. “We ask that if you saw anything suspicious on Dec. 25 or 26 (2015) or have any information regarding the theft, to please report it to the Redmond Police,” he requested of church members. For many people, being out in the cold is just an inconvenience while getting from one point to another — both of which are usually indoors. But for some people, the cold is a reality of life as they have no way to escape it, no house to go home to at the end of the night. As host of the Eastside Emergency Winter Shelter (EWS) from mid-October through the end of December 2015, Redmond United Methodist Church (RUMC) provided a brief escape with a warm and dry place for people to stay as the temperature outside dropped.

King County by providing shelter, life-skills training, social services and supportive permanent housing — the organization has subcontracted with Catholic Community Services of Western Washington to run the day-to-day operations of the shelter. “They’re basically doing it all,” said Angela Murray, executive director of The Sophia Way. “We just support them through financing.” Bill Hallerman with CCSWW said opening EWS at RUMC has been “an amazing commitment” by pastor Lara Bolger and her congregation in reaching out to homeless women and families in East King County. “Serving 50 women a night, the church has provided a wonderful and welcoming space for (those who) have no place to go in these cold months,” Hallerman said. “The women and families enter the shelter at
8:30 each night, receive a wonderful meal prepared by community volunteers and have the opportunity to rest and refresh each night.” RUMC and Sophia Way have partnered together to provide shelter for homeless women since 2008. Janet Shelton, RUMC coordinator for the EWS since October 2008, said at the time, there was an immediate need for shelter during the winter season, but Sophia Way did not have the capacity to accommodate the homeless women. So RUMC offered their church as a “warm, safe and comfortable place for these women,” Shelton said. That first year, she said it took their church about three weeks to prepare and delegate to volunteer church members. “We started from scratch with our own ideas and direction, and developed a program, which would feed, bed, shower and offer a comfortable and safe environment for these women in need,” Shelton said. “When I look back, it was quite an efficient and successful program our church completed.” In addition to this shelter, the church has hosted Congregations for the Homeless men’s shelter for the past 22 years, which provides shelter for 30 days each year for
about 35 men, she said. Murray said EWS serves single adult women as well as families. The latter is a new change from previous years as it used to be only women and children who were allowed at the shelter. This is the first time, families — meaning fathers, whether they are with a partner or are a single parent — are also allowed to stay at the shelter. “Our congregation has been very supportive,” Shelton said about RUMC hosting the shelters. “Our mission is to ‘love, serve, grow,’ and we strive to live this by opening our doors to the homeless each year.” She said while EWS was at RUMC, church members volunteered to cook meals, provide blankets and clothing — providing help wherever help was needed. Shelton said it has provided an opportunity for people to open their hearts to each other and create community. Bolger added that the help extended beyond the church walls. “This year we saw an outpouring of generosity from the community of Redmond to support the needs of the shelter for which we are grateful,” she said. “Our friends who face homelessness need the support of the entire community and it is amazing what can be done when we work together.”

GROWING NEED, GROWING CONCERNS
Despite community members’ involvement, things are not perfect. “Our concern has been having the capacity to meet the needs of all the homeless families, women and children,” Shelton said. “Since the number of homeless people is growing each year, we were concerned about our capacity limit to meet the demand.” A new addition to the EWS will address this concern. Now that the shelter has left RUMC, it has moved to Bellevue First Congregational Church (BFC). Murray said they will also open a second shelter so they will be able to split the populations with single adult women in one location and families in the other location. The second shelter will be at St. Peter’s United Methodist Church, also in Bellevue. Together, Murray said they will be able to double the number of people they serve from about 50 to about 110. Despite having twice the capacity, she said they do not think they will have any extra room at either shelter. “We anticipate that the shelters will fill up,” she said, adding that the second shelter is scheduled to open around Jan. 15. In addition, Murray said the Red Lion Hotel in Bellevue has donated four rooms to EWS, which can be used for women and families if the shelter reaches capacity. The hotel donated the rooms from December to when the second shelter location is scheduled to open later this month. Both shelters are open
Murder mystery: A new look at an old case On the morning of Feb. 8, 1886, James M. Colman and family friend Wilbur Patten were on their way to Seattle. Patten was going home and Colman was on his way to court to settle a dispute with George Miller of Enatai (Beaux Arts) over a land acquisition. They were ambushed at the south end of Mercer Island. For those seeking additional services, she said Sophia Way’s day center in the basement of St. Luke’s Lutheran Church at 3030 Bellevue Way N.E. offers a place where women can shower, eat breakfast and/ or lunch and see various service providers such as a nurse or a dental van. In addition, the day center also offers limited case services. She said EWS, which opens every winter, typically runs from about mid-November and runs through April. But this year, they were able to secure some additional funding that has allowed them to open in October and they are going to try to keep it open through mid May, Murray said. For those who would like to help EWS, Murray said they could use gift cards — as opposed to actual items — to places such as McDonald’s, Starbucks or anywhere clients can sit down and have a meal. The cadets enrolled in the 400-level class were asked to take on the role of Soviet intelligence officers who are considering an invasion of Iran in 1979. As part of their preparation, the Soviets would have sought as much data as possible about the United States’ then-new fighter wunderkind, the F-16, which entered service with the U.S. Air Force in January 1979. Part of the assignment included the students testing a 1/48th-scale model of the F-16 fighter jet in a small sub-sonic wind tunnel. According to a VMI press release, the wind tunnel was frequently inoperable due to maintenance issues. This year, thanks to the efforts of Mike Cullen, the department’s lab mechanic, the tunnel became a viable option, the release states. Col. Joe Blandino, who teaches the flight mechanics class, added that as is often the case with higher education, acquiring the funding for such equipment can also be difficult. He said previously, his students were limited to paper studies so the chance to use a real-world scenario is too good to pass up, the release states. “The tools that our students have coming out of this flight mechanics class,

Matthews said the reason he chose mechanical engineering is because growing up, he always enjoyed more hands-on projects and taking things such as cars and motorcycles apart. Initially, Matthews considered becoming a mechanic, but after fixing up a car for his senior project in high school, he realized he was more interested in the design end of things and coming up with ideas. Matthews said at VMI, “you get out what you put in.” He said the school is a great place to be. Following graduation, Matthews will join the U.S. Army. He will join the military police and enters basic officer training at the beginning of June, giving him only about two weeks off after he completes his time at VMI. Matthews said as he is about to finish up with school, he is looking forward to the variety that awaits him. “It’s something different,” Matthews said about the military lifestyle. “You never know what to expect.”

Evaluating Inslee as he begins last year of term Gov. Jay Inslee is beginning the last year of his first term with every expectation of winning re-election in November. But challenges stacking up for his administration will test his executive mettle and political skills as he pursues a second term. • His Department of Corrections is trying to pinpoint why a software error allowing convicted criminals to be released too soon went unfixed since its discovery in late 2012. A fix, delayed 17 times, is supposed to be completed Jan. 13. Meanwhile, officials have tied the deaths of two people with criminals mistakenly released early. • His Department of Social and Health Services is struggling to comply with a federal court order requiring the state’s psychiatric hospital reduce wait times for mentally ill inmates held in county jails. The agency leader — who announced his resignation Tuesday — was due in a Snohomish County Superior Court on Thursday where a judge wanted to hear when the hospital intends to be in compliance. • His Department of Transportation is endeavoring to iron out wrinkles in the operation of the new express toll lanes on I-405. The most recent involved an error in toll collections that resulted in readjustments and credits on bills sent to thousands of drivers. • His Department of Ecology is continuing to draft clean water rules predicated in part on fish consumption that will meet federal mandates. The Environmental Protection Agency tired of waiting, wrote its own rules last year and is advancing to impose them if the state fails to act. education: The state is still in contempt of a state Supreme Court directive in the McCleary school funding case and getting fined $100,000 a day. The threat of closure looms for several charter schools and parents are appealing for help from the state. Although Inslee’s authority in these is limited, he can influence the outcome as chief executive. Overall, this is not the kind of list on which a strong resume for re-election is built. At the same time, it’s too soon to calculate their potential impact but not too soon to be concerned. An Elway Poll released Wednesday shows Inslee leading Republican challenger Bill Bryant 39 percent to 30 percent with the rest undecided. The survey of 500 voters was conducted at the end of December. Bryant is widely unknown around the state and the survey makes clear he’s got an uphill battle to find enough votes to win. Inslee isn’t sailing along either. His job performance rating dipped since the last Elway Poll in July and has declined a little every six months since January 2014.
There are other findings that hint at Inslee’s potential vulnerability and need to shore up his support. To that end, Inslee has started directing the conversation away from the challenges engulfing his administration to the changes he’s looking to bring to Washington. On Wednesday, for example, he announced the launch of a statewide initiative to reduce gun-related deaths and injuries. On the same day, he put out the draft of new clean air rules that could force the state’s largest polluters to eventually reduce emissions. And last month he proposed closing some tax breaks and using the money to give public school teachers a pay hike. Those are among the policy pursuits he’ll put in bold on his resume for the coming campaign.

More thoughts on the Nokomis building
Don’t encase your heart in fear, open your heart
I was reading the letter to editor from my friend, Patsy Rosenbach, about the outcome of the Nokomis building. Patsy raised several questions about the legal and ethics of the project to construct a dormitory-styled building in place of the Nokomis building, built in 1933 during the Great Depression by the Works Progress Administration for intended use as a library and use of the community. While much of the debate is about the historical significance of the Nokomis building, I was thinking about the proposed replacement dormitory-styled building. The architecture of such a building seems to be completely wrong for this neighborhood, located next to Redmond Transit Center. Redmond city planners are hell bent on driving the population density upwards to total gridlock without considering the impacts on Redmond’s residents.
In this time of heated rhetoric, political posturing and heart-breaking violence, we have a choice. We can succumb to fear. We can build walls, fences and make policies that protect us from the outside, from those who are different than us. We can raise our voices and shout, “Keep out! I’m afraid.” But the real cost of a defense built out of fear is not in dollars or even in lost opportunity to expand our diversity; it is in the callousness, cynicism and hatred with which we embalm our hearts. The other choice is one of love and generosity of spirit. It is the opposite of scarcity and fear. Love says our hearts have the capacity to be challenged, to risk being welcoming and to dare to live in a world filled with people who are diverse not only in race, ethnicity, gender, sexual orientation, income, ability, but also in religious beliefs. Our country was founded on the belief in religious freedom; it is enshrined in our founding documents. The Statue of Liberty sits in the harbor welcoming all. There is no

religious litmus test. Love is not an esoteric term. Beyond opening our hearts into ways of generosity and compassion, love is just and kind. To those who terrorize, cause harm, or use violence (in word and deed), there must be justice. But love does not slander a whole group of people who might be different than us. Love says you are my neighbor and a fellow human being. What we can do is reach out – speak up when you hear hateful speech. Say hello instead of walking by or ignoring. Have coffee with someone you don’t know. Attend a service of a religion that you are unfamiliar with. Do something out of your comfort zone that helps you understand or learn. In this season when many celebrate the birth of a savior, let us remember what we are being saved from. No longer do we have to encase our hearts in fear, we can choose instead to open our hearts and walk the path of loving our neighbors as ourselves.

While taking a break from study hall on Monday afternoon, Redmond High seniors Kevin Carpenter and Sava Trifunovic kept their brains in analyzation mode by discussing their basketball squad. The Mustangs encountered some tough competition last week at the Cactus Jam tournament in Tempe, Ariz., and they were ready to jump back into 4A Kingco play on Tuesday evening. By knocking off Skyline, 46-40, Redmond upped its record to 5-3 in league and will next host Eastlake at 7:30 p.m. tonight. “There were some challenges during the games, but it was a lot of fun,” Carpenter said of the Tempe tourney, during which the Mustangs went 1-2. The point guard said it was a growing experience when they lost their first two games and then dug their feet in and rebounded to win their last game. “I definitely think we’ve matured a lot as a team. We had a ton of juniors last year, so with all the seniors now, I think we’ve all grown up a little bit together,” added Carpenter, who leads Redmond with an average of 17 points per game. “It’s been a pretty solid start for us. I think we’re confident (against) any team we play now and we’re just ready to get after it.” Redmond has fed off last year’s stellar

According to Ethan Bergerson, WSDOT spokesperson, the toll lanes are the result of more than a decade of planning and coordination between the state and local communities along the I-405 corridor. “The project reflects the input of the local communities, the public and many other stakeholders who participated in this public process over the years,” he said. “There is already a plan in place that will hold the I-405 Express Toll Lanes accountable. If, after two years, the system is not meeting state requirements for speed and reliability, the state Legislature would determine whether to remove the lanes.” Based on the experience WSDOT has heard from other cities across the country with similar toll lanes, they expected a learning
curve of about six months to a year for drivers to adjust, Bergerson said. He added that some drivers using the toll lanes have experienced a more reliable trip and WSDOT has heard positive stories from them. WSDOT has also heard concerns from other drivers regarding traffic congestion and they take those comments seriously. “While its performance so far has been promising, more time is needed to demonstrate the success of Express Toll Lanes,” said Bergerson. “We will continue to work closely with the Legislature to share information on operations of express toll lanes and what improvements we plan to make.” This includes making striping changes at certain locations to improve access and reduce confusion. One of the changes lawmakers are focused on is requiring WSDOT to use only one toll lane each way throughout the corridor and open all lanes to unrestricted use not subject to tolls between 7 p.m. and 5 a.m. and on state holidays, the press release states. Toll rates start as low as 75 cents, but increase up to $10 depending on congestion in the general purpose
lanes. The Washington State Transportation Commission had originally proposed a $15 maximum toll, but Hill and three Senate colleagues worked with the commission to reduce the top price to $10. On the toll-fee front, last week it was discovered that a glitch in the I-405 toll lanes incorrectly charged all drivers using the lanes between Dec. 17 and Dec. 25, according to WSDOT. All drivers who took the toll lanes on both north and southbound lanes were either under or overcharged, said Bergerson. “Once the problem was identified, Schneider Electric immediately fixed the problem,” he said. Schneider Electric is the tolling company responsible for operating the lanes and equipment. In a statement, the company said all drivers who were charged during the system glitch will be charged the base rate of 75 cents per trip. The company will cover the cost of any lost revenue to WSDOT. On average, drivers were charged between 56 cents more, or almost $2 less than they should have been, the department said. In other toll-lane news, Woodinville-based Stop405Tolls.org launched a petition last month and noted in a Dec. 23 blog entry that it received 26,000 signatures. They received statewide and national attention, including people in Los Angeles, where Express Toll Lanes have also been implemented, and Tampa, Fla., where lanes are being considered.

It’s great because of the community aspect of it,” said Rubin, whose Mustang team won the Kingco title in 1999 along with the state academic title. “They’ve struggled the last several years, so we’re trying to change the mindset of what the expectation is.” Carpenter and Trifunovic said Rubin is knowledgeable about the game and knows how to motivate the players, get them fired up and set for action. Rubin said that he’s confident, detail oriented and passionate about the game and his team, and that will help pave a clear path from taking a team from good to great. The team’s metaphorical motto, according to Carpenter and Trifunovic, is “Toss the ‘chute,” as in parachute with a nod to banzai skydiving. Before jumping out of a plane, the skydiver throws the parachute outside and catches up with it to complete the jump. (The diver wears a harness attached to a cord extending from the parachute.) Carpenter applied that process to the Mustangs’ basketball team: “You throw the goals out there and go get them. Lay it out on the line.”
