Redmond Mayor John Marchione first considered running for public office when he was coaching Little League baseball at Hartman Park. The fields were having drainage problems, so he and seven other league managers got to talking and decided that one of them should run for City Council in order to get some money to fix the fields’ issues. It was decided that Marchione would be the one to run as he had seen his mother — who served as Redmond mayor from 1984-92 — run for office. Despite his family’s history in public office, Marchione said running for office was not something he planned on — especially while his kids were still in school. “I did it anyway because

Mayor proclaims October Arts and Heritage Month Mayor John Marchione recognizes the importance of culture in Redmond by proclaiming October Arts and Heritage Month, and encourages residents to increase their local arts participation during the month of October. “The arts shape the soul of a city. It’s important that everyone have the opportunity to contribute to Redmond’s creative vitality,” commented Marchione. “The variety of artistic expression in Redmond is what makes this an interesting place to live and work. We have improved and expanded our cultural services so that everyone has access to quality opportunities to participate in the arts.” In 2009, the city created the position of poet laureate of the City of Redmond to reveal new ways of understanding throughout Redmond’s diverse com-
munity. It was the first city in Washington to support a civic poet. Now, other cities such as Auburn and Seattle have adopted poet laureates. Redmond has welcomed three poet laureates to the city who have has used poetry to celebrate the city’s untold legacies during centennial celebrations, illuminate the links between literature and technology and most recently, bring poets to the parks. This summer, the City Council approved the appointment of Shin Yu Pai to become Redmond’s fourth poet laureate. Pai is the author of several books, including “AUX ARCS” (La Alameda, 2013), “Adamantine” (White Pine, 2010), “Sightings” (1913 Press, 2008), and “Equivalence” (La Alameda, 2003). She is former writer-in-residence for the Seattle Art Museum and has presented poetry to the Redmond community at events for the SoulFood Poetry series curated by past Redmond poet laureate Michael Dylan Welch. “As a Taiwanese-American writer, my work speaks to part of Redmond’s fastest-growing ethnic

Redmond Historical Society event set for tomorrow In May of 1945, an elite unit made up of some of the Army’s best trained paratroopers was assigned to a remote airstrip in Oregon as part of a highly classified mission known as Operation Firefly. This first all-black paratrooper unit’s mission and service involving Washington state made quiet history and is all but forgotten.
Dr. Robert Bartlett will tell the tale of the “555” — The Triple Nickle — from 10:30 a.m. to noon tomorrow at the Redmond Historical Society Saturday Speaker Series. Trained by U.S. Forest Service Rangers, members of the 555 jumped on some 36 forest fires as first responders, including the 1945 Mt. Baker fire. Change Begins with Your Choice
W
hen citizens feel their City is making plans without regard for their perspective, it’s time for a change. A citizen I talked to recently put it this way: “City Hall has its own agenda and if a citizen voices a concern, the typical response is ‘we know what’s best for you – now go away and let us do our thing.” To the Mayor, these people are nothing more than complainers. Consequently, public input has become a waste of good ideas.
With the update to Redmond’s Comprehensive Plan in 2004, we created the framework for a future that would combine prosperity and growth with beauty and character, especially as our population would grow primarily in the Downtown and Overlake urban centers. 1422210
But this well-thought-out plan – built by hundreds of the people who live here – began to drift away in 2008 with the election of our current Mayor. Since then, the City “partnership” with the community has steadily diminished. Our long-term preferences on how Redmond should look are not respected as they once were. Instead, my opponent has turned to out-of-town developers and implemented their vision for how our city should look. The result is a row of hastily built buildings devoid of character that make our downtown center look like a stripzone development. Our shared vision created the expectation that Redmond would become one of the most vibrant cities in the region. This vision will only become a reality if we build a shared understanding of what it will take to get us there. We should never settle for less. Simply asking people to go along with decisions already made through an empty ritual of participation with no power to affect the outcomes is insulting and a waste of their time. I know the effort to develop trust and working together may slow down what looks like progress. But before we let a group of insiders build more of an unattractive city center we need to answer the question: “What is it we want to create together?” Within 30 days of my administration, I will create a public engagement plan that forms a genuine partnership moving us from the city’s current process of “decide, announce, and defend” to collective problem-solving and shared decision-making. This plan will include frequent neighborhood forums and town hall meetings that bring city leadership to where people are and not always make them come to City Hall. In this election you have a choice. You have a choice to elect a Mayor you can trust – one who still loves to listen and who will work hard to put our values into action. I would appreciate your vote.

I’m currently a senior at Lake Washington High School, and I’ve lived in Redmond my entire life. I know Steve through many seasons of Little League baseball, and I can say that he is smart, patient and a good team-builder, and that’s why I’m helping him campaign for office. This is also the first election I get to vote in! The excitement I heard about Steve’s campaign got me interested enough to get involved, and since then, I’ve learned a lot about local politics. Going out with other volunteers to talk to voters, I have heard from many people that the way the city is growing is really impacting their lives, and they are frustrated because they don’t feel like they are connected to the decisions being made. Because they are used to having their concerns ignored, voters have been impressed that we visit them personally. Steve told me that a main part of his message is that better decisions are made by the government when citizens are involved in the process, because it gives a sense of ownership in the community and
encourages people to get active in local government. I know he will inspire others to be active in local politics like he has with me. This election seems like it will be a turning point for Redmond, and I am glad to be a part of it. Make sure to fill out your ballot by Nov. 3 and vote for Steve Fields!

Marchione: Vision, experience, values In recent weeks, I’ve had the usual visits from friends and neighbors pitching both candidates for mayor — I have a ton of respect for anyone who chooses to run for public office, but my vote has to be built on more than just respect. The challenger in this campaign has done a fine job of cataloging all the things he doesn’t like in our town. What he hasn’t done is explain in specific terms what he either supports or would do. To me, a mayor in this community must have vision, as the past four mayors have shown. It is not enough to just say NO — you need to tell me what you would DO. I haven’t heard that from the challenger — no vision, no vote. Experience is another stick-
ing point. While the challenger has had a good career in public service, I see little if any Redmondspecific service in elected office or on Redmond boards or commissions. Redmond service demands Redmond experience, and I’m not seeing it here. I’m not handing the keys to my car to someone who doesn’t have a drivers license, and I feel the same way about the office of mayor of Redmond. Finally, there is the issue of values. This editorial page has seen commentary from a frequent letter writer on the challenger’s behalf bemoaning the delays associated with recent traffic calming projects. Yes, in peak hour it may take 15-20 seconds longer to get downtown from Education Hill on 161st Avenue Northeast (a project initiated by former mayor Ives, by the way), but traffic collisions are being reduced both in number and severity. Vision, experience, values - I’m supporting John Marchione for mayor.

Questioning city’s government I used to vote blindly in favor of every Redmond levy. Town seemed well-run. Look at the skate park: brilliant location, managed with
a light hand by the police. Smart government. Then came Redmond Transit Center. Some developer got some building space, I guess, and we got a parking garage that was over-full the moment it opened. Hmmm. Then businesses were ripped up downtown to make a (almost always empty) square of green grass surrounded on three sides by the worst traffic in Redmond. Hmmm. But the final straw was the destruction of the hill on 166th. This perfectly functional, problem-free road was deliberately turned into a clownish traffic mess dotted with red and yellow meaningless flashing lights. Four lanes cut to two to add bike lanes to a hill so steep that all bicyclists avoid it like the plague. Every time the 221 bus stops, it stops all traffic in that direction; the bus drivers laugh at the absurdity. Insane concrete islands ensure that if more than one driver turns left, that also stops traffic. Rush-hour now routinely creates jams that stretch from the top of the hill to the bottom. Painted lanes tell drivers they should drive as fast as 30 mph with their tires an inch from the curb at the 85th intersection. Someone’s going to get maimed or killed, and when they sue the city, I will support their cause. I cannot find any apology from [ more LETTERS page 5 ]

BUILT UPON A HISTORY
Abram came by her profession after wanting to fill a void she saw in how history was being taught in schools. She said there was a lack of African American stories and so she decided to do something about it. Abram said in the past, the talks and conversations she has given have been more about sharing those stories and combining that with history to give them context. She I worked as his executive assistant, and every application for commission appointments crossed my desk. First, every candidate was screened by the appropriate department, to check for the relevant background and interest. Ideally, for example, the Arts Commission would consist of members spanning the spectrum of the arts, and the Planning Commission members would represent different areas of the city. Once this screening was complete, John made a recommendation to the council, which has final approval. John didn’t handpick candidates, though he did encourage people to apply because there is usually a dearth of candidates. He has also encouraged commission members to run for council because, again, there are so few people willing to run and serve. This isn’t unusual or unique; most candidates for
city councils come from commissions because that’s where they gain experience and knowledge about the city. Certainly there can’t be much argument about the lack of candidates for council here, given that all of the current races are uncontested. There were some applications from people I would characterize as “frequent flyers,” people who have lots of complaints but never offer anything constructive. While our mayor might not have found these people to be ideal candidates, he wouldn’t have blocked them from serving. If you don’t think our commissions are diverse enough, it’s not because John Marchione is conspiring to pack them with “his people.” It’s because there aren’t enough people willing to put in the work.

REAL WORLD IMPLICATIONS
Wong added that he wanted to have this discussion before a major issue came up or incident occurred. But while such occurrences have not happened in Redmond, they have in other places throughout the country. One recent incident happened in Irving, Texas, where Ahmed Mohamed, a 14-year-old high school freshman, brought a homemade clock to school to show his teachers. One of the teachers mistook it for a bomb
and Mohamed was arrested. The incident made its way onto social media and Mohamed’s school was accused of racial profiling and Islamophobia because the teen is Muslim. Moumin Gani, who attends the Muslim Association of Puget Sound (MAPS) mosque in Redmond, said he has grown used to hearing such stories. But the 16-year-old

With major construction and development occurring throughout the city on a regular basis, it’s safe to say Redmond is changing. But it is not just the city’s landscape that is changing. Redmond’s demographics are changing and the population has become much more diverse. “The city from the last census has seen the changing demographics of Redmond and we want to be proactive in how we support our residents,” said Ken Wong, teen programs administrator for the City of Redmond. Some of that support will come Thursday as the city will be host storyteller and speaker Eva Abram. Her talk — “Defeating Racism Today: What Does it Take?” — is a conversation about institutionalized racism and what can be done to eradicate it. Abram will be giving two talks, one at 3 p.m. for adults and one at 6 p.m. for teens. Both talks will be held at the Old Redmond School House Community Center, 16600 N.E. 80th St. “As the hot topics are bubbling up in the headlines with Ferguson
said they touched on racism in a roundabout way, but next week’s conversations will be the first time she will “just get to it” and talk about how past events and policies have shaped racism today. For example, Abram noted that the frequency of unarmed black men and women being shot and killed by the police stems from laws and policies from the past that allowed police — or anyone — to shoot a black person and get away with it. “That mentality has persisted,” Abram said. “Things just don’t pop out of the blue. We build on what has happened before.” In other words, she said, the group in power still believes they have certain privileges and act accordingly. “We wanted to place the race card on the table first so we don’t have to dance around it and Eva, with her sharing of the historical perspective, will work on putting it into context,” Wong said. “Doing work in our community has changed in the last 10 years, and as a city, we would like to be proactive and celebrate our diversity and we do that by creating a community that can help us do that. Abram agreed with the teens. She said the more informed people are about each other, the better we can understand the world we live in today. And while Abram is doing her part to further the cause, she acknowledges it will take time — just as it took time
to build up to the way things are today. “It doesn’t happen fast,” she said. Wong added, “Redmond is changing and we need to be proactive in what we do. (Abram’s talk) is one of the many things that will bring our community together because we have a vibrant and diverse city and to keep it that way we have to learn from our citizens.”
VALA is hosting “The Honor Your Purpose Journey” art workshop Oct. 21 and 22. He said the city had also fallen behind in its infrastructure — there had been no new roads in the city in 12 years at that point. Prior to Marchione becoming mayor, he said the growth in Redmond was on the edge of the city and the downtown was hollow. In the last three years, he said, nine restaurants have opened in downtown, ranging from a sandwich shop to a steakhouse. Marchione said the restaurants would not want to open in downtown if the area was not interesting or attractive to them. And while there have been successes during Marchione’s first two terms, there have also been challenges. Marchione said in 2009 when the recession hit, they had to lay off 10 percent of city employees to meet the budget. “It was the right thing to do, but it was a difficult thing to do,” he said. Marchione said what he brings to the mayoral position is eight years of experience as mayor as well as 10 years as CFO. In addition, he has a master’s degree in public administration from the University of Washington.
FINISHING WHAT HE STARTED
Marchione is seeking a third term because he wants to finish the invest-
ments in downtown that were started in his first two terms — specifically converting the one-way couplets in downtown to twoway streets. He also wants to help prepare Overlake for light rail when it comes to that neighborhood, slated for about eight years from now. Another reason Marchione is running is because since he first entered office, he has worked to create a culture of customer service — something he learned while working at the Meydenbauer Center — at the city in which, as an organization, the city’s business processes are more aligned with the customers rather than the city bureaucracy. For example, he said, when someone comes in to fill out paperwork for any type of permit, they would only need to write their address on one piece of paperwork instead of three. So the city would be the one to duplicate that information and distribute it to the necessary departments and divisions — rather than the customer.
MANAGING GROWTH
If elected, Marchione said he would also work on increasing affordable housing in Redmond. He said part of managing growth well is providing housing for all levels. Redmond is a desirable place to live, Marchione said, and as a result, that drives competition and housing prices and rents higher. Marchione said 10 percent of new housing is to be affordable — mean-

ing the price of housing is 80 percent of the average income in King County. He added that low-income housing prices are 50 percent of the average income in the county. Marchione said the city works with A Regional Coalition for Housing (ARCH) to find organizations to partner with to provide housing in this price range. Marchione said his vision for Redmond is a city where people can live their entire lives. This means in addition to providing housing for all income levels, providing housing for all stages of life, as well. It is also vital for the city to be part of the conversation on the regional level, Marchione said. “We need to participate in regional transportation,” he said. “We need to participate in growth management, regional housing.”
HEALTHY COMPETITION
Marchione said the campaign trail has been going well and it has been a great chance to confirm the city is on the right track. He said having an opponent allows residents to focus on what their priorities for Redmond are and discuss what is important to them as they learn where the candidates stand on various issues. To date, Marchione has been endorsed by the Cascade Bicycle Club, Affordable Housing Council, Seattle-King County Realtors, Eastside Business Alliance, Washington for Transportation and the Seattle Times.

He added in an earlier story that Redmond is starting to become too costly to live here, and if elected mayor, Fields said he wants to maintain the city’s livability as it grows. “I love Redmond,” Fields said, adding that the city has been a great place for him and his family to live.
WORK EXPERIENCE
Currently, Fields is the co-owner of Down Pour Coffee Bar in Redmond alongside his wife. Prior to this, Fields — who grew up in the Central Valley in California — worked in both the private and public sector. His initial career path after graduating from San Diego State University was working as a business manager in the aerospace industry. He worked at two companies — the first being in Redmond, the second in Denver. Fields said he ended up leaving the Denver job to return to the Redmond company because he loved Redmond. Through his work in the aerospace industry, Fields worked with and negotiated with various government agencies, including the Environmental Protection Agency. Following his stint in the private sector, Fields moved on to the public sector. For 10 years, he worked in the Performance, Strategy and Budget division

within the King County Executive’s office. Fields managed the budget for the county’s Department of Transportation and Department of National Resources and Parks. The job was a special project for Seattle and Fields was there from 2013-14. Fields has also been involved in the Redmond community. He said he has coached basketball, soccer and has been a baseball umpire through the City of Redmond’s Parks and Recreation programs for close to eight years.
A FRESH NEW VOICE
Fields acknowledged that his running for Redmond mayor is the first time he has sought public office, but through his work with the county and City of Seattle, he has worked with a broad range of people in government, ranging from staff to elected officials. “I know government from the inside out,” he said. Fields added that there are many ways to get to leadership positions in government such as going through city commissions and the council. He is just choosing a different path. With him being new to public office, Fields said

THE CAMPAIGN TRAIL
During the campaign trail since he announced his candidacy in May, Fields said he has taken this opportunity to go door to door and meet with Redmond residents. “The campaign has been great,” he said about his experience so far. Fields has visited the homes of about 5,000 voters and said it has been fun to meet the people. Through these visits, he has learned that people go to great lengths to try to get their voices heard. Fields said he also learned that it costs a lot for people to preserve and protect what is important in their communities. And in discussing the issues people are concerned about, he said a number of communities have actually set up meetings for him to meet and discuss with their entire neighborhoods. Fields said he has learned a lot about how people view the city and the many changes it has undergone in the last few years. To this date, Fields’ endorsements include the 45th Legislative District Democrats, 48th Legislative District Democrats, King County Young Democrats and King County Democrats.

It’s home and shouldn’t it be all of these things? What are some of the issues in and around the city that you are most concerned about and why? While there have been some
strides made on Redmond’s homeless situation, I remained concerned about residents feeling safe when they are in downtown and Overlake. I know from my own circle of friends that this has deteriorated and that we need to take action. We also have some challenges in the area of transportation and I continue to advocate for more of the general fund going to capital improvements to alleviate our congestion problems around town (Willows Road and West Lake Sammamish Parkway come to mind specifically).
Two goals would be making significant progress in the areas of concern mentioned in the question above. Those are my primary goals and I have another related to my work on the Lodging Tax Advisory Committee. This would be to put together a festival to highlight and promote the various products made in the local region with specific focus on the many breweries, wineries, distilleries and food producers we have. There’s such an abundance of these and it’s a shame that we don’t show them off properly.

What are your goals for this upcoming term on council? As I will be new to council I have a lot to learn. I am hoping to restore our budgeting process to the precepts of “The Price of Government” and reduce our price of government to the lower levels of our neighbors. Recently, more than 120 individuals attended the Annual Summer Potluck Picnic of the King County Family Coalition for Developmental Disabilities, a program of The Arc of King County. Eight legislators, including 45th District Rep. Larry Springer, were awarded for their efforts during the 2015 legislative session. This annual award is given to legislators who go above and beyond to champion developmentaldisabilities issues. Addressing the unmet need for waiting families whose children qualified for state respite and other state Developmental Disabilities Administration services, the Legislature added 5,000 individuals with developmental disabilities to services. Just like the shovel that hangs from the fence near the Redmond High boys tennis banner, the Mustangs aim to dig deep and notch success. Bringing the shovel to matches has become part of the team’s 4A Kingco match ritual, and they also used their tennis rackets to the fullest during Tuesday’s 5-2 home victory over Woodinville High. Coach Stephen Thornsberry wants his players to be focused on their techniques during matches, setting themselves up for proper swings and follow-throughs. If that’s achieved, the score will take care of itself, he said. Thornsberry also encourages the Mustangs to always be aggressive. Redmond victors on Tuesday were: Van Kim (6-2, 4-6, 6-3) and Noah Yeo (7-6, 6-3) at Nos. 3 and 4 singles, respectively, and Nos. 1-3 doubles teams of Ethan Raffman/Adarsh Karnati (6-4, 6-3), Petar Nikolic/Keenan Ganz (6-4, 6-2) and Richard Zhang/Dalai Chadraa (7-6, 6-1). The victory raised Redmond’s league record to 2-4. Karnati, one of Redmond’s senior captains, said that while practice is key, players also have to improve on the mistakes they’ve made to turn things around. “You have to analyze what you’re doing and make the corrections,” said Karnati, who began playing tennis in sixth grade, and thrives in his spot on doubles teams. People don’t often perceive tennis as a team sport, but in doubles, there’s teamwork, strategy and movement that takes center court, the fourth-year Mustang added. “It’s really the communication with the other person that I enjoy. I like making a connection with my teammate,” he

He began playing competitively in eighth grade, but initially latched onto the sport at age 4 or 5. “We used to take family lessons, and over the years it was just something I always enjoyed, especially during the summertime, just on a nice sunny day,” said Ong, who added that he thrives on the Kingco competition. “I always look forward to high school season. It’s my favorite time of the year. It’s what I train for in the offseason to just go out here with my friends and play against some of the best players in Kingco and just have fun.” Ong recalls a grueling, three-set victory against his Inglemoor High opponent this season, during which he lost the first game, won the second and then gutted it out to take the tiebreaker. His keys to victory: “I think the mental game is a huge part in tennis. It’s easy just to get down on yourself, but (you) just gotta keep grinding, keep working at it, and just move on from match to match with the same attitude: You can win.” Thornsberry noted that Nikolay Bykov and Simon Liu are also key Mustangs who are shining this year and should lead the team in the coming years. While Redmond is without the services of last year’s No. 1 singles star and No. 2 state placer Adam Guo, who is now at Sammamish High, coach Thornsberry puts a positive spin on the situation: “We hated to lose him, but it’s allowed other people to play tougher matches than they normally would. They’ve had to move up and I think that’s good for them. It makes them better players, and at the end of the day, it’s all about building character,” said the coach, adding that the Mustangs are also academic stars in the classroom.

King County Sheriff’s Office warns of jury scam According to the King County Sheriff ’s Office, there have been a large volume of fraudulent calls that are allegedly coming from the Sheriff ’s Office saying there is a warrant out for your arrest for not showing up for jury duty, or nonpayment of back taxes. The Sheriff ’s Office does not solicit for funds over the phone under any circumstances, said Sgt. Cindi West, the Sheriff ’s Office media relations coordinator, in a press release. Criminals are able to use false or “spoofed” numbers to make it appear that the call is coming from the Sheriff ’s Office phone number, or from the courts. West said if someone contacts you and tells you there is a warrant out for your arrest because you missed jury duty or that you owe back taxes, this is a scam. Discontinue the call immediately. West added: “In this scam, the caller says that they are from the King County Sheriff ’s Office, or from the Courts of King County, stating that because you missed jury duty and there is a warrant for your arrest. They will tell you to pay hundreds of dollars to avoid being arrested. They use high-pressure tactics to get you panicked and are very professional sounding.” If they get you to agree to pay the money, they will tell you to purchase a cash card from a well-known store. Once you purchase the card, they will have you call them back with the special
pin number on the back of the card. Within seconds, the funds will be transferred to their account. They will then tell you to go down to the King County Courthouse and sign up for jury duty and that King County will reimburse you with a cashier’s check for the amount you paid them. “The King County Sheriff ’s Office or the courts will never call you for money on a warrant or tell you in advance they are coming to arrest you,” West said. If you are a victim of this scam, you may file a complaint with the Federal Communications Commission at http://www.fcc.gov/ complaints If you received a false call and actually sent/confirmed funds and wish to file a complaint with the Federal Trade Commission, you can do so at http://www.ftccomplaintassistant.gov/

People flock to World Dance Party Eastside The first-ever World Dance Party (WDP) Eastside was held on Sept. 19 at the Old Redmond Schoolhouse Community Center. People of all ages — families, individuals and groups of friends — attended, showing their enthusiasm for dancing. Those who initially come to watch also joined in on the fun.
