During the 2014-15 school year, students in Washington — including those in the Lake Washington School District — were faced with a number of new state tests. These tests were part of the new Smarter Balanced Assessments (SBA) and in English language arts and math. For science, the students still took tests under the Measurements of Student Progress (MSP) system. The new SBA tests were more rigorous than previous testing.
In football terminology, Redmond’s Medical Teams International (MTI) has a potent strategy along with an offense, defense and special-teams members. When the global relief and development organization steps onto the world’s field, its players serve people affected by disaster, conflict and poverty, regardless of religion, nationality, sex or race. Its offense consists of saving lives and meeting the critical health needs of vulnerable and suffering people in countries like Lebanon, Uganda, Liberia and Nepal. On defense, MTI strives to improve health-care access and the quality of care to those in need. Its special-teams lineup features professional volunteers and provides urgent and preventative dental care to people in Washington and Oregon. That MTI strategy was presented to donors on Aug. 20 at an event at the organization’s Mike and Kathy Holmgren Center in Redmond. The gathering was highlighted by a private

In grades 3-8 English language arts, the percentage of LWSD students meeting the new standards ranged from 79 percent in third and sixth grades, to 84 percent in fifth grade. At the state level, the percentage of students meeting the standard ranged from 52 percent in third grade to 58 percent in fifth grade. [ more TESTS page 9 ]

ANDY NYSTROM, Redmond Reporter “Football 101” chalk talk by former Seattle Seahawk quarterback and NFL coach Jim Zorn, who, along with his wife Joy, has been involved with MTI for many years. Jim did a public service announcement for Northwest Medical Teams, now known as MTI, in 1979, and last November traveled with a volunteer team to a remote village in Guatemala to build 33 latrines for the residents during their weeklong stay.
“The reason we are involved is because of the tremendous compassion, the help, the very intelligent aid they give to so many people around the world. Even in our own back yard, and then many other countries, it’s ongoing work and then they also are ready to jump on any type of disaster,” Zorn told the Reporter before the event, which was attended by people who purchased the auction item at a Field of Dreams fundraiser in June.
Jim and Joy have joined the Holmgrens in continuously championing MTI and donating funds to the charitable 501(c)(3) organization, which was founded in 1979 and sports 2,500 volunteers globally. The Zorns enlisted former Seahawk Steve Largent and his wife Terry and a host of others to travel to the Guatemalan village, which didn’t have any electricity, running water or plumbing, Jim said, adding [ more MTI page 9 ]

It has been a little more than a year since construction on the wildlife crossing has been complete. And since then, a couple of readers have written into the Reporter, inquiring about the bridge’s usage. The crossing is 40 feet wide and stretches 120 feet across Northeast Novelty Hill
Road between Redmond Ridge Drive Northeast and 234th Place Northeast. The bridge was completed in May 2014 and Rick Brater, who is a road engineer for King County, said they have seen a high use of the crossing. Brater said they have situated cameras along the structure and they have seen that animals have been utilizing the crossing on a
daily basis. “It’s being used by a diverse group of wildlife,” he said. The animals that use the crossing include deer, bobcats and coyotes. Brater added that deer have been using the bridge immediately after the crossing was complete. Monday, Aug. 24 Trespassing: Redmond police arrested an individual for trespassing at 9:49 p.m. at a movie theater in the 8800 block of 161st Avenue Northeast. The person appeared to be intoxicated and had been previously asked to leave
Welker’s trial moved to Nov. 30 Christine Welker’s trial has been moved from Aug. 24 to Nov. 30, according to the King County Prosecuting Attorney Office. The Redmond woman was charged with assault in the first degree — domestic violence for reportedly stabbing her husband on the morning of April 28, 2014. At that time, she was 54 years old and her husband was 66 years old. King County Superior Court documents state that Welker pleaded not guilty to the charge at her arraignment on May 13, 2014. She was charged April 30, 2014 and is being held in King County Jail in Seattle on $500,000 bail.
Malsch’s trial set for Nov. 10 Robert Malsch, a 21-yearold man from Lynnwood who pleaded not guilty to vehicular homicide, hit-andrun felony and reckless driving in Redmond in February, has his trial set for Nov. 10, according to the King County Prosecuting Attorney Office. Malsch was involved in a two-car collision early Feb. 28, which resulted in the death of the driver in the other car. The other driver was identified as Michael Ey.

The owner reported the theft of tools from an exterior closet and some items from a vehicle, including a battery pack and an air compressor. There was no visible forced entry into the closet and the vehicle was unlocked, with one window down.
Shoplifting: Redmond police took a shoplifting report at 4:49 p.m. in the 17200 block of Redmond Way. Grocery store staff members provided information on the suspect’s vehicle, which had been reported stolen out of Renton. Car prowl: Redmond police took a car-prowl report at 3:43 p.m. in the 4800 block of 156th Avenue Northeast. At an apartment complex, a GPS and holder were stolen from an unlocked vehicle.
Saturday, Aug. 22 Theft: Redmond police took a report of a theft of a motor vehicle at 11:22 a.m. in the 10700 block of 158th Court Northeast. Police assisted a Redmond resident, who was informed by Kent police that his car had been stolen from his home in Redmond and recovered in Kent.
Wednesday, Aug. 19 Vandalism: Redmond police took a vandalism report at 8:45 p.m. in the 17000 block of Northeast 115th Way. A resident reported that sometime during the day their cars were vandalized with a permanent marker.

Shoplifting: Redmond police took a shoplifting report at 1:01 p.m. in the 15000 block of Northeast 36th Street. A business staff member reported the theft of several boxes of Microsoft 2013 software from their store. Police officers worked with security to identify the subject and are investigating.
Assault: Redmond police took an assault report at 6:30 p.m. at the intersection of Northeast 83rd Street and 167th Avenue Northeast. The assault allegedly occurred between two males and no weapon was involved. A man who was punched and kicked received medical assistance from fire medics. A suspect was quickly detained and
their warning signs. The class, taught by one RPD detectives and a crime analyst, will also teach attendees about the most common types of fraud and how to protect themselves. RPD’s fraud-preventionclass will be from 6:30-8:30 p.m. on Sept. 23 at the Redmond Senior Center, 8703 160th Ave. N.E., room 109.
RPD participating in National Drive Sober or Get Pulled Over campaign Redmond police officers and other city’s departments will team up with the Washington Traffic Safety Commission (WTSC) and participate in the National Drive Sober or Get Pulled Over campaign, which runs now through Labor Day. In King County, along with Redmond, the Auburn, Bellevue, Burien, Enumclaw, Federal Way, Issaquah, Kent, Kirkland, Lake Forest Park, Maple Valley, Mercer Island, Newcastle, Port of Seattle, Renton, Sammamish, SeaTac, Seattle, and Snoqualmie police departments, the Washington State Liquor Control Board and the Washington State Patrol will be teaming up and participating in the extra patrols, with the support of the King County Target Zero Task Force. Newly released data from the WTSC shows that marijuana is increasing as a factor in deadly crashes. The number of drivers involved in deadly crashes who tested positive for marijuana increased 48 percent from 2013 to 2014.

Burglary: Redmond police took a residential-burglary report at 3:22 p.m. in the 6400 block of 152nd Avenue Northeast. A family member reported that the burglary occurred sometime while the owners were away. A window was open, but police couldn’t determine the exact method of entry. There was a significant amount of jewelry and cash taken. Neighborhood witnesses provided descriptions of a possible suspect.

People affected by fires need our donations Over the weekend, we saw smoke from the wildfires in our state put an eerie haze over the Seattle area. It was a sobering reminder that people are suffering and need our help. These are our fellow citizens, firefighters and business owners that are in need. Response to Reporter story on levy failing in election I don’t know what rock our mayor lives under, but I do know that thankfully he will have to come out from under it come election day. I’ve been living in Redmond for 15 years and I don’t know anyone who voted against the levy because they think “the city is doing a great job.” What preposterous nonsense! People in Redmond are angry. I’m a bleedingheart liberal who always votes for tax increases, but not this time. The city is wasting money on projects that benefit no one but developers while our schools are bursting at the seams. But the levy wasn’t for their gravy train projects; no, the city will fund that first and then ask the taxpayers for more money for the essentials. We can’t get out of Education Hill in the morning (gee, thanks for that great “upgrade” to 166th Avenue Northeast); someone is making money from all these ridiculous speed-indicator signs all over the place (I no longer drive the short distance on Northeast 109th Street, but last time I was there, I think I counted four in rapid succession); and about the only infrastructure “improvements” seem to be uglifying our neighborhoods with hundreds of redundant signs. We will soon be able to throw this council out, but undoing their damage may never be possible.

Redmond facing ‘huge issues’ Redmond has some huge issues facing us. Most of them won’t be solved without strong relationships with our neighboring city and state officials. Mayor John Marchione has built those
relationships over many years. First he took the time to learn about Redmond government as a council member. Even growing up in the city, the son of a former mayor and with years of experience working for King County, Snoqualmie, Kent and Federal Way, he understood that to be a strong leader in Redmond, he’d need to learn how the city and government of Redmond work today. As mayor, he has continued to build relationships in Redmond and in the region, meeting regularly with colleagues and pursuing positions on boards such as Sound Transit, Cascade Water Alliance and the Puget Sound Regional Council. Those relationships take time to build. I am a big fan of political competition. I think it’s healthy to have opponents with differing positions to give the voters the opportunity to really think through how different issues can be addressed. However, when opponents come to the table with no experience and no indication of a desire to gain that experience before day one of a job, I am concerned. Steve Fields is claiming to be the better candidate for the position of mayor, yet he has served on no city commissions and doesn’t even attend council meetings. By contrast, Mayor Marchione built a career around public service, from his MPA (Master of Public Administration degree) to his years of work in local government. He learned the ropes and he gained the experience necessary to make him successful. Fields may have potential as a leader and I’m glad he has a vision for Redmond. But like all effective leaders, he must be willing to take the time to learn about the organization that he’d like to lead. He needs to show me that he has an interest in getting involved in Redmond, that he can lead a commission or at least participate in city politics before he can earn my vote. Without doing his homework on our city and what it takes to lead it, his campaign feels like an
attempt to make a change away from a candidate he doesn’t like, rather than a call to move toward a better option.

Chipping in on the climatechange discussion — redux I see that my July 10 Redmond Reporter letter, “The Marxist-Progressive Church of Climate Change,” compelled an Aug. 10 response from Mr. Doug Chapin, who is defending this faithbased energy policy. Let me respond in kind to Mr. Doug Chapin’s points. First, the 2009 Climate Gate will never be “thoroughly debunked” as Mr. Chapin said. The United Nations/Intergovernmental Panel on Climate Change (IPCC) folks were caught redhanded. If any person were to look all the way back in time to the Precambrian era to now, one can easily see that there is no correlation between concentration of CO2 and temperature fluctuations. A few weeks ago, the measured United States temperature data from the United States Historical Climatology Network (USHCN) shows that the United States is on a long-term cooling trend. But the reported temperatures from the National Oceanic and Atmospheric Administration (NOAA) show a strong warming trend. They accomplish this through a spectacular hockey stick of data tampering, which corrupts the United States temperature trend by almost two degrees. The biggest component of this fraud is making up data. Almost half of all reported United States temperature data is now fake. At the federal level, recently, Environmental Protection Agency (EPA) Administrator Gina McCarthy admitted recently when testifying before the House, Science, Space and Technology committee that the data behind steps being taken to prevent .018 degrees celsius of warming by the year 2100, cannot be shared with the public because, “there is much information we don’t have the authority to release.” Really? What is the EPA hiding? Most likely the truth (IPCC déjà vu). Mr. Chapin assumed that I either have a connection to the oil lobby, or I, as a longtime scientist, cannot think for myself. Both are completely wrong. Mr. Chapin also said “... more than 93 percent of climate scientists believe that the burning of fossil fuels is driving climate change.” The so-called consensus comes from a handful of surveys and abstract-counting exercises that have been contradicted by more reliable research. As Richard Lindzen, Ph.D., MIT professor of meteorology, said, “the alarmists are clearly attempting to establish truth, not by scientific methods but by perpetual repetition.” Mr. Chapin, you’ve grossly under-estimated the knowledge and wisdom of most Redmond Reporter readers, of all ages, from grade school to retirement and living on a fixed income. We are tired of putting up with the failed science of climate change, and the failed results of Socialist, Marxist polices that are trying to take a foot hold in these once great United States.

Huge Redmond garage sale benefits Children’s Hospital Typically when someone holds a garage sale, it’s so they can make a few extra dollars while clearing things out of the house. This is just what Ginger Bryant did at the garage sale held at her home on English Hill in Redmond on Aug. 21 and 22. But she didn’t just sell items collected from around her home and the sale brought in more than just a few extra dollars. The garage sale included items from dozens of Bryant’s
neighbors, members of her prayer group and others within her community. They brought in about $5,000 — though Bryant said they still have a few sales to calculate and add to the total. The Friends & Family Garage Sale — as organizers had called it — was a fundraiser for the Neonatal Intensive Care Unit (NICU) at Seattle Children’s Hospital. Bryant said the garage sale was held in memory of Makai C.J. Bryant, her grandson who was a patient of the NICU at Children’s about four

years ago. Makai was born three months premature and lived four and a half months before passing way. Over the years, the group has held annual fundraisers for the NICU. Bryant said last year, they held a fun run to raise money and at the last minute, held a garage sale to help with the efforts. That garage sale brought in about $850 and combined with the funds raised from the run, they were able to raise about $3,300 for the NICU. Bryant said this year, the garage sale was their main fundraising event. Prior to this year’s garage sale and last year’s run, Bryant said their family and friends had donated more than $2,000 to the NICU in 2011 — again in honor of Makai. She said so many of her neighbors and friends stepped up to help, which is why they were so successful. “I could never have done it without them,”

Historic low river levels, combined with recordsetting hot and dry weather have significantly increased the demand for water. “Since the announcement two weeks ago, there has been (some) rain and the weather continues to be very warm,” said Chuck Clarke, Cascade CEO. “These water use reductions — and continued curtailment of water use — will help the region further maximize its water supply for people and fish.” The voluntary reduction target is met when actual water use is at least 10 percent less than what was anticipated without voluntary curtailments. The amount of water supplied since requesting voluntary curtailments is compared to the 2015 seasonal projection of water supply needs for the same period. These projections assume no water use reductions and continued warm, dry conditions such as the region

Like a standard overpass, the bridge’s clearance is 16 and a half feet. In addition, the county has left room underneath in case they decide to add lanes to the two-lane road. The county has also installed 1,000 feet of fencing on each side of the road — 500 feet in each direction from the bridge — to lead animals toward the bridge in order to cross the road. There is also vegetation planted along the bridge, which creates a barrier between the animals and vehicles as well as a transition from one side of the road to the other. According to the King County website, the Wildlife Habitat Network located just east of Redmond Ridge Drive Northeast consists of 457 contiguous miles of protected habitat throughout the county. In addition, the county is responsible for continuing maintenance of the crossing. Brater said this wildlife crossing is the first ever to be built in western Washington.
In grades 3-8 math, the percentage of LWSD students meeting the standard ranged from 70 percent in sixth grade to 80 percent in third grade. At the state level, the percentage of students meeting standard ranged from 46 percent in the sixth and eighth grades to 57 percent in the third grade. “These initial results are encouraging,” Pierce said in the release. “Principals and teachers in our district have worked hard for the last three years to understand the new state standards and to help students achieve at a higher level.” Science scores continued to be measured in fifth and eighth grades by the MSP. In LWSD, 86.7 percent of fifth-grade students met the standard in 2015, up from 85.1 percent in 2014. At the state level, fifth-grade scores fell from 66.8 percent at standard in 2014 to 63.3 percent
at standard in 2015. In eighth-grade science, 83.3 percent of LWSD students met the standard, compared to 86.9 percent in 2014. Eighth-grade scores also fell at the state level, to 60.6 percent in 2015 from 67.2 percent in 2014.
NEW AND OLD GRADUATION REQUIREMENTS
Students in 10th grade took the SBA English language arts test to satisfy a graduation requirement. About 91 percent of LWSD 10th-grade students met the career and college-ready standard. Those students will not have to take the test again in 11th grade. A total of 94 percent of LWSD 10th-grade students met the graduation requirement cut-off score set by the state Board of Education, a slightly lower score. For 11th-graders, the percentage of LWSD students who met the state standard in English language arts
was 14.7 percent and 13.7 percent in math. At the state level, those numbers were 26 percent and 13.6 percent, respectively. Pierce noted that the numbers for 11th-graders — both at the district and state levels — are skewed and so low because they also include the “scores” of students who did not take the new tests due to unexcused absences, refusals or other reasons. At LWSD, 80 percent of 11th-graders did not take the test in English language arts and 79 percent did not take the math test. These students’ scores were marked as zeroes, Pierce explained, and included in the district’s overall numbers. At the state level, 50 percent of 11thgraders did not take the English language arts test and 53 percent of students did not take the math test. Pierce said many 11thgraders opted out of the SBA test because they had taken

MSP tests as 10th-graders. For these latter tests, they needed to meet the standards in order to graduate. Because the 2014-15 school year was a transition year with the state moving from the MSP to the SBA tests, Pierce said there were no requirements that students had to meet in order to graduate. However, she added, it was a federal requirement for school districts to still administer the tests. Starting this school year, students will need to meet SBA standards in order to graduate. According to the LWSD press release, while the district met the federal requirement that 95 percent of students enrolled in a grade take the state test at all other grades, fewer than 15 percent of 11th-graders took either test. Because of the 11th-grade refusal rate, neither LWSD nor the state met the federal participation requirement.

Machinists Union members raised nearly $14,000 for charity with their annual Guide Dogs of America Charity Golf Tournament, which was held last month at
Willows Run Golf Complex in Redmond. Nearly 200 golfers turned out for the tournament on the Coyote Creek and Eagles Talon courses at Willows Run. The team of Bruce Adams, Kevin Adams, Michael Umbach and Peter Umbach took the title after a one-hole playoff. “We had a great group of golfers, a lot of volunteers and the folks at Willows Run were, as always, really great to work with,” said Mark Clark, who was the tournament’s lead organizer. “Everyone worked together so we could have a

fun day raising money for a great cause.” The tournament is sponsored each year by Machinists Union District Lodge 751, and it benefits Guide Dogs of America, a California-based charity that provides service dogs and training in their use free of charge to people who are blind or have impaired vision from across the United States and Canada. District 751 is the top fundraiser for Guide Dogs of America. Over the past six years, the union has raised nearly $1.8 million for the charity.

Bicycle Adventures rolls into Redmond CLAIRE PERRY Special to the Reporter
“Chase adventure” promises one of the brochures for Bicycle Adventures. Widely regarded as the premiere bicycle tourism company in North America, Bicycle Adventures strives to live up to that expectation. They promise customers the opportunity to explore the world through the eyes of a cyclist. Local residents and coowners Brad Barnard and Todd Starnes live a cyclist’s dream. Starnes raves, “I don’t feel like it’s coming to work every day.” Starnes and Barnard bring their enthusiasm for biking to their business, each participating in multiple tours every year to monitor quality for the customers. Their Redmond central office feels nothing like a typical office space. Rather than cubicles, it is filled with bikes and canned food. The duo purchased the company in 2008 and have since expanded to include destinations across the world from Taiwan to the Hawaiian

to giving “really good rides every day.” While the company may have locations spread across the globe, they are still focused on the Northwest. Starnes believes that some of the best cycling in the world can be found in the Seattle area.
Relocating the company headquarters to Redmond has been like coming home for Starnes and Barnard. Both got their start in cycling watching races in Redmond and riding on the Marymoor Velodrome. They are excited to join the Redmond community. So far, the company has only positive things to say about their move. Starnes raves about Redmond’s “fantastic walkability” with easy access to “coffee, beer and bikes.” The Bicycle Adventures team is also eager to be involved in the local community. They recently partnered with Obliteride, a Seattlebased bike fundraising event for Fred Hutchinson Cancer Research Center. Anyone can sign up for an Obliteride race, ranging from 10 miles to 150 miles, but they must provide their own bicycle. Unfortunately for people who do not live locally, this makes participating in the event nearly impossible or at least extremely expensive. But the owners of Bicycle Adventures saw a way to
solve this problem. They created the Borrow-a-Bike program which enabled Obliteride participants to use one of the company’s bikes for free for their race. The program was an instant success in the 2015 race. More locally, Bicycle Adventures recently offered a free event at Postdoc Brewing in Redmond. They were pleasantly surprised by the number of people who showed interest in the event and came to hear about Bicycle Adventures. Starnes says it was a “wonderful night for everyone.” When asked about the company moving to Redmond, Starnes said, “We didn’t know we were excited” until their arrival in Redmond. But experiencing the friendly atmosphere and strong biking community has reassured Starnes of the validity of the move. Looking ahead for Bicycle Adventures, Starnes hopes the company will continue to expand since there are still “so many great places to see.” Further plans with the Redmond community involve a possible collaboration with Marymoor Park to establish a bike rental program allowing people to easily rent bikes for the day and enjoy all

Participants can run alongside current team members and returning alumni through the trails of Hartman Park. After the 5K Race, younger kids can participate in a 1K Fun Run. The race, which is sponsored by the RHS Cross Country Boosters Club, is a fundraiser for the program. A donation of $15 for an individual or $40 for a family is suggested.
