Langley Passage reemerges after four-year hiatus By BEN WATANABE South Whidbey Record A plan for a hotly debated 20-home development in the Edgecliff neighborhood of Langley has resurfaced. More than four years after receiving a controversial approval from the city council, Langley Passage is again on its way to becoming a reality. Director of Community Planning Michael Davolio told the council at the July 20 meeting he had received an application for a clearing and grading permit on July 6 from the property’s developer, Whidbey Neighborhood Partners. The paperwork and some subsequent meetings signal new life in a long-dormant project once mired in criticism and threats of legal action. Reached by phone Tuesday morning, managing partner Gary Roth said the development group waited for the housing market to recover, and he felt that now was a lucrative time to build. “Now that it’s on the upturn we feel the timing is right and more lots are needed,” Roth said. For the third time in less than five years, the Holmes Harbor Golf Course is for sale. The fairways, the clubhouse, the waterfront property, the dock, all of it is up for grabs for anyone with a spare $2 million. At least that’s the sum of the two property owners independent listings: the Holmes Harbor Sewer District’s rock-bottom price for about 50 acres of fairways is $450,000, and Holmes Harbor, LLC, which owns just about everything else, is asking $1.6 million. The two entities have been partners at odds since 2013 when the district bought the fairways from LLC owners Kevin Hanchett and Mike Hooper for $200,000. It’s been a challenging relationship, one that’s resulted
in at least one lawsuit concerning property rights. While a settlement has been reached concerning the latest squabble over parking at the clubhouse, both parties agree that selling the entire facility to a single owner would not only solve the problem of two owners continually butting heads over competing interests but also negate the need for the settlement and the associated legal fees to formalize it. “It would just go away on its own,” Hanchett said. Commissioner Stan Walker, president of the sewer district’s board, said he agrees but made it clear that the decisions were made independently. The Island County commissioners on Tuesday changed the county’s Conservation Futures Fund program to allow considering economics when contemplating conservation and to streamline the conservation review process. “These changes were overdue,” said Commissioner Richard Hannold, who along with commissioners Jill Johnson and Helen Price Johnson voted in favor of the changes. “We have fine-tuned the CFF over eight months of deliberation, and we paid close attention to many of the comments we received.” The program now funds “projects that jointly protect economic and conservation resources,” according to the commissioners’ 2015 goals resolution. The prior statement of its purpose omitted any reference to economics. And proposed conservation projects under the CFF now will be sent to the county planning department before they are reviewed by a nineperson Citizens’ Advisory Board (CAB). Kudos Langley United Methodist Church awards education scholarships A total of $3,500 in scholarships was recently awarded to five South Whidbey students. The Langley United Methodist Church awards education scholarships to members of its congregation each year, which include recent high school graduates and those continuing their college education. This year’s recipients of $2,000 scholarships are South Whidbey High School graduate Isla Dübendorf and Rachael Arand, a graduate of Waldorf School in Seattle. Continuing college students Gavin Imes and Austin Drake were awarded $500. Terra Bullock was awarded $1,000.

Test-grading firm flunks “Twelve boxes of test papers produced by South Whidbey students have disappeared in the hands of the company that was supposed to grade them. “‘The dog ate our test scores,’ is how Superintendent of Schools Lisa Bjork described the situation, using levity to mask her annoyance that all that testing may have gone to waste. “This spring, students in grades three and six were administered what is referred to as the Iowa test, the results of which are used to compare student achievement on a national basis. But it looks like this year, South Whidbey wont have any test results to compare. “The test grading company, Riverside Publishing Co., sent a letter to Bjork admitting that all 12 boxes of South Whidbey tests are missing.”

South Whidbey School Board approves $19.4 million budget The South Whidbey School Board held a public hearing and approved a $19.4 million budget Wednesday for the upcoming 2015-16 school year. According to budget documents, the district’s general fund will be $16.5 million, up from $15.4 million in the 2014-15 budget. Similarly, total expenditures are expected to increase to $19.4. million from $18.4 million. The district’s capital projects fund is $2,575,200, which matched last year’s budget. Town Picnic set to return as free event The second annual Clinton Town Picnic is poised to return in September.
A free event with food, music and a squashchucking, giant slingshot is tentatively set to take over Dan Porter Memorial Park on Saturday, Sept. 12 in the heart of Clinton. Organized by the Clinton Community Council, a nonprofit comprised of volunteers looking for ways to improve Clinton and create community, the event was a squash-smashing success in its first go-round in 2014. “This is our primary thing,� said Jack Lynch, president of the council. The group plans on drumming up interest possibly through a mailer. Volunteers are needed to help set up and take down tables, chairs and shading tents, cooking, running a sign-up table and for a possible bake sale. Freeland neighborhood rallies to help one of its own A neighborhood effort is underway to help a Freeland woman in her battle against cancer. Rikki Moress was diagnosed in March with ampullary cancer, a rare, deadly and fast-moving form of pancreatic cancer. Moress is working with a naturopathic oncologist and undergoing non-toxic alternative cancer therapies performed by a clinic outside the U.S. The treatments are not covered by insurance, however, and a group of supporters, TEAM RIKKI, have banded together to help raise money for Moress’s mounting medical bills. TEAM RIKKI, which numbers about a dozen strong, is composed of family and friends but largely of neighbors — about 10. Moress lives in a small but tight community near
Goodell Road and White Fir Place in Freeland. “Everyone is equally special, loved and valued in our ‘hood. We look after one another, do projects together, hang out together,” said Sue Averett, in an email to The Record. Moress said the area and its people was more than just a special place. “I feel that this is my Eden, my home on Whidbey Island,” she said. “And all of my amazing friends, neighbors, and family are my angels. [They are] watching out for my well-being and bringing me love, joy, and hope.” Moress has called Whidbey home since 2004. She is a former schools volunteer and was a regular fixture at Marguerite Brons Dog Park in Bayview with her recently

“We’ve been very willing to cooperate with the surrounding neighborhood and the city,” he added. The project has a long, contentious history. The city council initially and unanimously rejected the proposed development years ago, but further meetings between the city and developer led to revised terms and a list of 35 conditions of approval, which were approved in April 2011. Only one council member, Rene Neff, is still serving from the group that green lighted the preliminary plat. “This was a tough, tough project to get approved,” said Davolio, who was not employed by the city at the time of the project’s approval. Opponents criticized the project because of concerns that added development would lead to more stormwater and runoff to the Edgecliff bluff. The Langley Critical Area Alliance, a group of residents committed to preserving critical areas such as the wetlands in the area and the bluff, vehemently opposed the project. Members of the alliance claimed the development was too much for such a sensitive area and worried over bluff erosion. “The conditions were all meant to address the problems with the critical areas, namely the wetlands and the bluff,” said Gail Fleming, a member of the alliance who is now an appointed Langley Planning Advisory Board member. “We’re watching it closely,” she added, reading from a prepared statement Tuesday morning. “Mr. Davolio has assured us that all 35 conditions and their accompanying actions will be fulfilled in the timeline prescribed by the council.”

Viewpoint ‘Medicare for All’ is not a pipe dream By MARSHALL GOLDBERG
On July 30, one of our nation’s most valuable and popular social programs turns 50. Signed into law by President Johnson, the program currently covers 55 million Americans — people aged 65 and older and younger people with permanent disabilities. On its golden anniversary, Medicare can celebrate many worthy accomplishments. Among them, it has sharply reduced poverty among seniors and has reduced health disparities related to race, ethnicity and socioeconomic status. While not perfect, Medicare allows enrolled Americans to go to the doctor or hospital of their choice, and they are far happier than those with private insurance. Access to needed healthcare has led to better health outcomes for seniors and contributed to a five year increase in life expectancy at age 65. Little appreciated is that fact that traditional Medicare spends only 2 percent on overhead/administrative costs compared to private insurance whose costs run anywhere from 12 to 30 percent. Healthcare costs under Medicare, versus private insurance, have also experienced a slower rate of growth. Given the myriad of shortcomings of the Affordable Care Act (Obamacare) — e.g., decreasing employer coverage, increasing out-of-pocket expenses and lack of cost controls — is it not time to seriously consider expanding and improving Medicare for everyone? A national, improved “Medicare for All” system is not a pipe dream — it could easily be financed with a nominal increase in the Federal payroll tax (currently at 1.45 percent) and the savings of approximately $400 billion annually that goes for the administrative waste associated with the private insurance industry. Imagine for the moment, no more premiums, co-pays, deductibles, co-insurance, restricted provider networks, bankruptcies from medical debt, but instead savings from negotiating drug prices, universal, comprehensive coverage regardless of employment status, the freedom to choose one’s doctors and hospital, and more money for discretionary spending outside of healthcare. For the last several years there has been legislation in Congress — H. R. 676 the Expanded and Improved Medicare for All Act — that would put such a system in place. Since a majority of Americans already support such national health insurance, all that’s needed now is the political will and pressure on our elected officials in Washington, D.C. to make it happen.

Greenbank Farm decision made little sense Editor, The editorial on July 11 was spot on. It identified farm problems and criticized the abrupt cancellation of ongoing negotiations. The commissioners — two with an agenda and short on ethics, one a stand up guy. The Management team — given a raw deal. I quote “since the meeting... most of the response is positive toward the decision.” Who exactly is in favor of this deal? Certainly not the 200 who attended the July 8 Port meeting. bailing out at year end without offering a solution other than the wildly unpopular WSU extension, I would ask that the incoming commissioners weigh in now as to their willingness to review the contract issue. They should determine who does what to keep the farm running, and evaluate the risk of leaving the farm without the existing, experienced team in place today. Firing the management group may not be the ideal solution unless a far better solution to achieve profitability has been evaluated. After all, it will be their watch to salvage what could be a worse situation; a farm without management, management from a distance, or no farm at all. For myself, I use the farm for the off-leash dog park opportunity it provides. I buy art, cheese, wine and pies from the vendors. I know the management team. If the contract is not to be, it should be done through diligent review, without prejudice, all options identified and tested, taking into

New occupants for both offices will be elected. So, the unanswered questions remain: what were they trying to accomplish, an in-yourface nyah-nyah statement? A meaningless exercise of power, before they faded off the scene? An attempt to wipe out the work of hundreds of volunteers over nearly two decades, and the boundless enjoyment and enthusiasm of thousands of Greenbank Farm visitors every year? I think we all deserve answers, don’t you?

Comprehensive Plan (developed at the request of and at the direction of the Port of Coupeville commissioners), which pledges “A commitment to open and honest public disclosure.” The two commissioners who ramrodded through the motion will not discuss their action, nor did they allow any discussion of the subject before making their vote. Perhaps they have never heard of Roberts Rules of Order, which says, “members should never rush through a motion without any discussion.” It is my opinion that their actions were neither open nor honest, and show no attempt at public disclosure. In fact, they seem to be disdainful of public involvement, of any type. In an informational meeting held Wednesday evening, July 15 at the Greenbank Farm, members of the GFMG fielded questions from the packed house, according to sign-in sheets to be at least 150 people, to try to shed some light on the Port’s decision. And, frankly, the GFMG seems just as mystified as everyone else as to what the commissioners of the Port of Coupeville is up to, and what commissioners hope to accomplish. The two commissioners

Ferry-line cutter problem needs fix
Editor, I saw in The Record last week that a fireworks ban was going to be discussed at the meeting until Commissioner Rick Hannold said that he had changed his mind and would not vote for the ban. He said the reason was his “core values” and the feedback from the community. This is really strange because everywhere you go people are saying we should have a ban on personal fireworks on Whidbey Island. Rick Hannold doesn’t seem to care if your house burns
Editor, Thanks for the great column on ferry cutters! I have written many letters to the Washington State Patrol, as well as ferry system, which have fallen on deaf ears. Their idea of sending out letters to educate people that cheat is not nice, it’s ridiculous. Most people know that by kindergarten time but some still like to “get away with something” by cheating. More people need to get outraged and complain. When someone sits in line for any length of time‚ only to have the cheaters pull right in and laugh at you and not be able to do anything about it, a fact that is well publicized, is definitely not pleasant. Edmonds and Kingston have a tally system; why not Mukilteo/Clinton? I bet

Fireworks ban was needed in county

They must be sent to the very end of the line. If the state patrol can have sniffing dogs, then they can certainly have someone monitor the lines. Their excuse is that they must see it happen, but what about ordinary citizens’ rights? We should just be able to tell the person at the ticket booth and and person be able to deny that car from boarding or have someone else with authority there to oust those reported by other drivers. Maybe The Record should print a form that people could fill out and send into the ferry system, or send them to The Record and have them sent in mass. To do nothing is not acceptable, we must unite.

Falcon boys basketball camp draws a full crowd By EVAN THOMPSON South Whidbey Record If there’s one thing in life that makes Michael Washington a happy person and a happy coach it’s an abundance of players turning out to shoot some hoops. It’s a good thing, then, that 37 kids registered for the Falcon boys basketball camp, which began Monday and runs through Thursday. The camp, open to grades three through eight, is designed to build skills, stay active over summer break, and prepare for the basketball season. Under the guidance of Washington, South Whidbey High School’s boys basketball head coach, and some of the Falcon players, the participants drilled and scrimmaged and had some fun along the way. “I really enjoyed it,” said 11-year-old Ryan Morgan. “(Washington) knows a lot about basketball. We learned how to close on the defender and find good shots.” During Monday’s twohour session, the players were split up into two groups designated by age and skilllevel. The more advanced group, designated as “Division I” players, learned how to screen and roll, play man-to-man defense and execute close-out drills. The younger players, named “Division II,” focused on ball-handling, one-on-one moves, pass-and-screens, jump balls and layups. At the conclusion of the first hour, the players were broken up into teams, named in accordance to their division level, such as Washington State or Seattle Pacific, and scrimmaged in 25-minute, running-clock games. “They gain some skill, they gain some identity of what the high school program is about, and they learn about each other,” Washington said. “They get better, they get in the gym, they’re playing and I’m seeing who we have coming up the pipe.” Falcon senior small forward Chase White, who coaches the “Washington State” team, felt splitting the participants by skill-level

The camp is open to grades 3-8. could have lasting impacts on the development of the players. “It makes it a lot easier for players of the same skill level to develop because if a really good player is not playing against other really good players, he doesn’t get to experience a full development of his game,” White said. “I think playing players of the same tier of skill level is a really good idea.” It also lifts the mood of the regular summer drills that White said used to be a “drag” when he participated in them, to a purposeful and competitive environment. But most importantly, Washington just wants the kids to enjoy their time in the gym. “I want to have it be fun for the kids so that the parents will bring them back,” Washington said. While the camp is pri-
marily a way of building the skills and foundations of the players, there’s a much more crucial motive behind the scenes for Washington, which could have lasting impacts on the future and prominence of the program years down the road. Last year, Washington was saddened by the small turnout of the boys basketball program at the high school. And even then, some of the players still had much to learn. “I had kids who didn’t even know what jumping to the ball meant or what help defense meant,” Washington said. “And these are some of my varsity basketball players. It’s like, ‘Wow.’ ” The key, Washington says, is getting the kids out playing early on. In order to build their skills, there must be a foundation to work with. That’s why Washington coor-
dinated an Amateur Athletic Union (AAU) team last year, which allows athletes to travel and compete around the state. Running youth clinics and offseason basketball programs will keep basketballs in the hands of the athletes and their skills consistently improving. The eventual vision is to have several AAU teams, where Washington can install his own plays that he runs at the high school, so when the kids reach the ninth grade, they’ll hit the ground running. “I want to be able to have a fifth-grade, sixth-grade, seventh-grade, eighth-grade select team and I want there to be an abundance of kids — maybe 10, 12 kids per team — so that once they get in high school, now we have kids who have played, and have played other people rather than against each

Good enough for Wonderland: an ode to versatile soup

“Who for such dainties would not stoop? “Soup of the evening, beautiful Soup!” Thus sang the Mock Turtle to Alice, in one of the many memorable scenes from “Alice in Wonderland,” a favorite book from my childhood, which I admit I reread perhaps once a year or so. Why? Because I never fail to find some new bit of fancy or wit that makes me smile or causes me to stop and think about a new twist on an old tale. One of my favorite scenes in Alice’s strange day of adventures is her walk along the seashore in the company of Gryphon and Mock Turtle. During their walk, Gryphon asks Mock Turtle to sing the Soup Song for Alice, which he does, with tears in his eyes. I won’t bore you with the entire song; if you don’t remember it, read the book again for yourself, if you’re at all interested. The point of all this? Well, it’s about soup, one of my top favorite all-purpose foods, and because of our recent heat wave, I’ve been eating a lot of soup. No, not hot soup; cold soup. Among many things I love about summer is that when it gets hot, it’s time for soup, beautiful soup, soup of the evening — chilled, silky and delicious. To make it even more delightful, most cold soups are surprisingly easy to put together and require little to no heating up of the kitchen. During all of those upper-80s, even 90-degree days, fixing a meal without sweltering in the kitchen has been a definite bonus. We’re all familiar, I think, with Vichyssoise, the first cold soup I ever ate and fell head over heels for. If it’s served hot, of course, it’s just good old potato leek soup, but served icy cold on a hot day, it’s delightful, delicious Vichyssoise.
But, that’s only the beginning of all the possibilities. How about a creamy, chilly bowl of Avocado Soup with Ancho Cream, a touch of heat, but only for your taste buds. Or perhaps a cool, silky Potage Aux Concombres? Relax, it’s only cold cucumber soup, supremely easy to prepare, light and delicious on a hot summer’s eve. Yes, I do have a fat file labeled “Cold Soup,” and a few follow this ramble. As the Mock Turtle sang to Alice, “Who would not give all else for two “Pennyworth only of Soup, beautiful Soup.”

In a large baking dish combine the leek, garlic and oil; microwave mixture at high power, stirring once, for 6-8 min. or until the vegetables are softened. Stir in the cucumbers and salt to taste; microwave mixture on high power for 5-7 min., or until the cucumber is just tender, not mushy. 2. In a blender, puree the mixture with the buttermilk (or yogurt), broth and lemon juice until mixture is smooth. Transfer soup to a metal bowl and set it in a larger bowl of ice and cold water; stir the soup until it’s cold. Stir in the basil and salt and pepper to taste; serve in chilled bowls, sprinkled with a bit of chopped basil and, if desired, a small dollop of yogurt. Serves 2. Note: To make it even more of a treat, if you have a bit of smoked salmon on hand, chop it into small pieces and sprinkled it over your dollop of yogurt; and you can also use minced fresh dill rather than basil, for a change of flavor. Another classic chilled soup is, of course, gazpacho, served virtually everywhere in Italy in the summertime. Try this version, with the added treat of avocado puree.

GAZPACHO, WITH AVOCADO PUREE 5 lbs. (medium sized) fresh, ripe tomatoes 3 cups low salt chicken broth (or use vegetable broth, if preferred) ¾ cup finely chopped red onion 2/3 cup fresh lime juice 6 cloves garlic, finely chopped 2 T. chopped fresh Italian parsley 2 T. chopped fresh chives 2 T. chopped fresh cilantro 2 med. Haas avocados, peeled, seeded, diced 2 serrano chiles, stemmed, seeded, deveined and minced 2 T. (approx.) cold water 4 T. extra virgin olive 1. Cut a shallow little x in the skin of each tomato on the side opposite the stem. Bring a large pot of water to a boil and drop in tomatoes, in batches as necessary. Cook about 30 seconds; remove from water with a slotted spoon to a colander or plate. Repeat until all tomatoes are done. When cooled, peel tomatoes starting at the x. Cut in half horizon-

Blend avocados, chiles, 2 T. water, remaining lime juice in processor until smooth. Season with salt and pepper to taste; add more water to thin, if desired. Ladle gazpacho into chilled bowls; top with avocado puree and a drizzle of olive oil. Serves 6.

Queer Pride Parade gives people a chance to
celebrate difference, progress By BEN WATANABE South Whidbey Record Langley will become awash in chants, cheers and plenty of rainbows Sunday for the second annual Whidbey Queer Pride Parade. Organizers brought back the march through downtown Langley after having a successful first year. The number of marchers was so high in 2014’s parade that the Aug. 2 route was extended this year to prevent the front from lapping the back of the procession. “Last year, we had so many people that the parade ate its own tail,” said co-founder and co-organizer Bonnie Stinson. “We didn’t know it was going to be so big.” People lined downtown sidewalks to watch the first official Whidbey Island celebration of all things different. Stinson and her fellow co-founder, Kathryn Lynn Morgen, created it in the style of other metropolitan pride parades but gave it a Whidbey-esque treatment to include all people who wish to self identify. Using the word queer, once and still used as a derogatory term, was an all-encompassing description, Stinson said. It covers lesbian, gay, bisexual, transgender, questioning, intersex and asexual (LBGTQIA) people, as well as anyone who wants to determine for themselves their sexuality and gender identity. “Queer is the best way to provide freedom for people to self identify,” Stinson said, adding that both organizers understand the concern over using the word. The goal is to reclaim an ugly and exclusionary term and turn it into something beautiful and inclusive. “Everyone has the absolute freedom to not identify as queer,” she added. This year’s grand marshal, Charlie Murphy, remembers a time when the United States was not a welcoming place for a gay man. Murphy, who splits his time now with husband Eric Mulholland between Langley and Seattle, was a professional musician in the 1970s at the time of the gay rights movement. The couple described their meeting as a “love-at-first-sight thing,” and they have been together more than a decade. Murphy recalled performing with his band, Rumors of the

It was, at times, a dangerous era to be an “out” homosexual. “Those were wild years,” Murphy said in between sips of tea at an outdoor table on Second Street in Langley, six days before the parade would pass by the area. “Sometimes people had to cross picket lines to get to the concerts.” Morgen and Stinson selected Murphy (and by proxy his husband Eric Mulholland) to lead the parade this year because of his lifelong dedication to equal rights and his founding and work with Partners for Youth Empowerment. The agency works with young people and trains them in myriad skills. Since being created in 2008, more than 14,000 youths have been trained across the globe, Murphy said. “I love that he’s an example of empowerment not just for the queer community, but an
upstanding human,” Stinson said. “He’s just a prime human being example who happens to be gay,” she added. Both Murphy and Mulholland, who were first married in 2006 before it was legal in Washington, are longtime pride parade participants. They later legally married and continued their involvement and activism. Murphy, who spent nearly two decades as a professional musician, was also a performer at several major cities’ parades, including San Francisco. Murphy said he urged caution to the LGBTQIA community and its allies. He was not able to quiet the fearful side of himself that worries about a strong reaction to last month’s United States Supreme Court ruling in favor of allowing marriage equality. “It’s easy to think that everything is OK because we can marry, but there are still gay bashings on Capitol Hill,” Mulholland said. While Mulholland and Murphy remember more dangerous

On Saturday, Aug. 1, the Whidbey Island Queer Conference will take over Whidbey Island Center for the Arts’ Zech Hall from 6 to 9 p.m. A $10 donation is suggested, but no one will be turned away due to lack of funds. A short film screening of “A Tie to the Earth” by Sharon Shoemaker about gay, lesbian, and bisexual people and their parents advice for growing up and coming out will be played. A presentation titled “Trans 101” will include a question-and-answer session by Skye Newkirk, and a poetry slam and open mic will conclude the conference. Pre-registration for the Whidbey Queer Pride Parade will be open through Friday, July 31. Day-of registration will take place starting at 11 a.m. Sunday, Aug. 2 at the Langley Middle School bus barn at the intersection of Cascade Avenue and Sixth Street. The parade begins at 2 and will conclude by 3 p.m. times, they were still able to reflect on the advances the equality movement has made. During a celebration of the June ruling in Langley, some of Murphy’s music celebrating gay culture was played. “The world is changing, and so rapidly,” Mulholland said. For Stinson, seeing the festival grow and receive such large amounts of support was hum-
bling and gratifying. Having created a well-attended and muchcelebrated pride parade from nothing was all the satisfaction she needed. “I’m really grateful and impressed that people are coming out for this kind-of informal event,” Stinson said. “It was already here, we just gave it a date,” she added.

Langley woman steps forward for Whidbey veterans By EVAN THOMPSON South Whidbey Record Terri Desrosiers wakes up each day in pain. But she’s found a simple remedy that helps her cope — walking. Desrosiers, a Langley resident, received medical treatments for depression while serving in the Army from 1975 to 1985, which had a cumulative effect that has negatively impacted her life. It’s the pain in her legs, feet, and back that typically stir her awake, usually in the early morning hours, and what initially prompted her to put her waking hours to better use. So, as a way of dealing with the discomfort, Desrosiers walks. Beginning on Furman Avenue, she hoofs it to the edge of town or as far as the Holmes Harbor Rod and Gun Club. Lingering pains like shin splints can force her to the sidelines for a bit, but even then, her resolve remains strong. “I feel like I let myself down,” Desrosiers said. “I made the commitment and I’m sticking to it.” This is her routine. This is her walk. Desrosiers, a volunteer at the Whidbey Veterans Resource Center (or VRC), recently organized a movement and fundraiser called Stepping Forward for Veterans, also known as Walk4Vets, in an effort to

Proposed projects formerly went to planning only after being considered by the CAB, a process that sometimes resulted in wasted efforts. “We thought that was kind of dumb,” Hannold said. “Now the Planning Department will review applications first, to be sure they meet county codes and landuse requirements.” The program was created in September 1991 to acquire rights and interests in open-space land, farm and agricultural land and timberland. It was also intended to maintain and operate any property bought with those funds. The emphasis was on funding projects that protect conservation resources. The fund raises money countywide through a property-tax assessment of not more than 6.25 cents per $1,000 of assessed value. It helped in the purchase of major public properties like Double Bluff and Greenbank Farm, said Marianne Edain,

developed. Anyone who buys the district’s property, which consists of the fairways, irrigation system, retention ponds, infrastructure and related equipment, will be required by covenants and easements to maintain all of the above. That’s largely why the asking price is so low — about $9,000 per acre. “It’s the deal of the century but it’s a deal with strings attached,” Walker said. How the sale of private and public properties to a single owner will unfold is a bit unclear. On the private side, it will be as simple as any other property deal, but the publicly-owned fairways will go through a bidding process. The order in which an interested party would move on the individual listings and what guarantee they would have to secure both is unknown. The district is accepting bids until Sept. 9. Another unknown is who, if anyone, might be interest-

and all the parties involved,” he said, but that they can’t “collude with someone to make that happen.” The district has other reasons to sell. Primarily, owning the fairways has been a tricky business as the district exists to provide sewer service, not operate commercial or moneymaking enterprises. Walker said they are the only sewer district in the state to own a golf course. “We’ve always been dealing with new territory here,” he said. That conflict of purpose is why the district decided to hire an independent contractor to run and operate the golf course, Walker said. The board only agreed to buy the fairways because they are an essential part of the district’s wastewater system — they act as the drain fields for the community’s treated effluent.

ed in buying the golf course. According to Walker, the commissioners have only been approached once and that was late last year. He said he has no idea whether the district will receive even a single bid. But Hanchett claims to have had more bites and suspects a buyer will come forward. “I’ve already been contacted by several who are really interested,” he said. Doug Coutts, director of South Whidbey Parks and Recreation, wasn’t aware the properties were for sale until questioned by a reporter. Parks commissioners considered buying the fairways in the past but they were instead purchased by the sewer district. Whether such interest remains Coutts couldn’t say, but he plans to bring the issue before the board at its next regular meeting. If a buyer doesn’t materialize, Hanchett said he will consider buying the fairways back from the sewer district. Other options include selling the waterfront portion of the property to a prospective homeowner, filling empty clubhouse space with a new restaurant or even leasing the pro shop space in the clubhouse to the golf course operator.
“Everything is on the table so we’re pretty flexible,” he said. The restaurant space is currently occupied by the Roaming Radish but they are in the process of relocating to the Langley area, Hanchett said. As for the pro shop, it seems unlikely that the current golf course operator, Craig Moore, could be enticed to move back into the pro shop under the current owners. “As long as Hanchett owns that building, I’ll never step foot in it again,” Moore said. “Offer me $10 million and I wouldn’t do it.” Relations between Moore and the LLC soured when his lease was not renewed in 2014. Moore has since operated out of a small trailer next to the parking lot. As long as it’s not Hanchett and Hooper, Moore said he believes the golf course and South Whidbey would both benefit from a single owner. He’s unsure what that will mean for his business, but he says it will likely be a better situation for everyone involved. “I’m happy the sewer district is looking for somebody and wish I had the money to buy it myself,” Moore said.
