Art, music bonanza draws thousands to Village by the Sea By BEN WATANABE South Whidbey Record Judging by the number of parked cars that choked the streets of Langley Saturday, the 40th annual Choochokam Arts Festival was a huge hit. While the weather flirted with rain a few times in the early afternoon, attendees of the art and music bonanza were undeterred and packed downtown in search of paintings, jewelry, clothing, folk, jazz and rock tunes and delectable food. Island County commissioners ponder a future without fireworks Board majority leans toward ban By DEBRA VAUGHN Whidbey News Group The hot, dry weather this year
has Island County commissioners considering a complete ban on the sale and ignition of fireworks. Commissioner Helen Price Johnson first raised the issue, noting that it seems absurd the county fire marshal could call a burn ban limiting all kinds of fires, but not fire-
works. During a Wednesday meeting she floated a change that would give the fire marshal the ability to do so under emergency conditions. Price Johnson also suggested limiting personal use of fireworks to just the Fourth of July. Commissioner Richard Hannold said he would sup-
port a complete ban on fireworks countywide. “We should follow suit to our close neighbors who have banned them outright,” he said. “There’s always a burn ban every year.” “To say you can’t have a campfire to cook your chicken, but you can

Over a 16-day period this month, South Whidbey High School biology teacher Greg Ballog and 21 science teachers from across Washington will work beside scientists in research laboratories at Fred Hutchinson Cancer Research Center and partner sites throughout Seattle. “Our goal is for teachers to bring back what they learn over the summer to help jump-start their students’ knowledge of bioscience and research and perhaps kindle their interest in jobs or careers in science,” said Nancy Hutchison, Ph.D., director of the Science Education Partnership. Rescued diver thanks saviors “At about 6:10 p.m. on June 5, Suzanne Payseur died while scuba diving in the Langley Small Boat Harbor. “By 6:16 p.m. she was alive again. “While diving with her husband, Mike, Payseur got into trouble underwater. After signaling that she needed to surface, Payseur ascended rapidly from 40 feet down. By the time she made it into open air, she was incoherent and in respiratory distress. Mike Payseur swam pulling his wife more than 100 yards in full scuba gear to get her to the harbor’s dock, where residents Tim Nolis, Tom Permenter, and Dione Murray hauled her out of the water.”

Those who are upset tend to call and complain while those who enjoy fireworks have no reason to speak up, she said. “What ends up happening is you make decisions based on what I believe is a small section of our county,” she said. GB Management Group to hold public meeting By MEGAN HANSEN Whidbey News Group The Greenbank Farm community is still reeling from the 2-1 vote by the Port of Coupeville last week to terminate negotiations with the Greenbank Farm Management Group. “Last week’s action from the port came as a shock,” said Judy Feldman, executive director for the management group. “Tenants were just as blindsided.” The management group’s next move is contingent on how the port decides to move forward, Feldman said. Meanwhile, the management group is holding a public meeting 6-8 p.m. Wednesday, July 15, at the farm. “Primarily, we just want to give people basic information,” Feldman said. “When there’s heightened fear, things tend to get blown out

This isn’t the driest June on record but it’s drier than normal. Total rainfall measured in June at Washington State University’s AgWeather station on South Whidbey was .55 inches, and just .38 inches at Whidbey Island Naval Air Station. The South End station is less than one-year old so past data is unavailable. The lowest amount of rainfall on record at the base, however, was .1 inches. The base couldn’t provide the year that occurred. Normal precipitation during the month of June at the base is .81 inches.

Since the meeting, said Day, most of the response the port received is positive toward the decision.
And while there is no plan, or even framework in place, Day said he is looking into ideas on how to proceed and will hopefully have something to present at next month’s meeting. “The port has a duty to look at as many opportunities and options it can to move forward,” Day said. “There’s a lot of stuff left up in the air.” “We have some time and there is some money to work with,” he added. The port and management group will honor its current contract through the end of the year. On Jan. 1, 2016 the port will assume all management control. This comes after months of negotiations between both

CLINTON Glendale beach project progresses The last bit of funding needed for the Glendale Beach preservation project is complete and the area may be open for public use as soon as November. The Whidbey Camano Land Trust recently announced the state Legislature had approved two grant requests which will officially wrap up funding used for the property purchase. It also fast tracks the organization’s final efforts to ready the beach for community use. The property purchase consisted of three waterfront parcels: one that houses the old Glendale Hotel and pier, an adjacent parcel with a house and boat launch, and a third undeveloped property just south of that. The total project cost was about $1.5 million. About $900,000 was borrowed, which can now be paid back with two state grants through the Washington Recreation and Conservation Office. The remaining $600,000 came from land trust coffers and nearly 200 community donors (a full list of which can be seen at www.wclt.org/wp-content/ uploads/2015/06/WCLTDonor-List-6-15-High_ FINAL.pdf) who pitched in
about $186,000. The state grants do come with a price, however; they prohibit motorized use. That means the boat launch must be removed. The pier will also be demolished for environmental reasons, largely due to its old creosote pilings. According to the land trust’s website, the hotel, pier and a broken wooden bulkhead will be removed soon. They will be replaced by a gravel parking lot, informational signs and landscaping.
LANGLEY Dozens of shops publish open hours Shopping in Langley may be a bit easier this year following a collaborative effort by city and business leaders. The “Here for You” program, a joint effort by the city, Chamber of Commerce and Langley Main Street Association, is a communications project designed to better connect consumers with city merchants through the publication of useful information. “Many people see Langley as a charming tourist destination, which it is,” said Mayor Fred McCarthy, in a news release. “But, it is also a thriving business community with a broad spectrum of interesting and

Laptops bought for every student The South Whidbey School District Board of Directors approved an initiative this month to supply Chromebooks for every occupied classroom for the 2015-16 school year. To ensure equity of access to technology, to promote personalized learning, and to prepare for online testing for Common Core State Standards (CCSS), the district moved forward with providing Chromebooks based on a ratio of 30 units per classroom. The school district ordered 900 units of the 11-inch standard format Chromebooks. The district had already purchased 400 Chromebooks prior to the initiative’s approval, which were used by students and staff in order to

Costing $250 per unit — half of what an iPad costs, which is what much of the district was using — the Chromebooks will offer far more features and flexibility in their usage, according to school officials. Each classroom will have a mobile cart that contains 30 Chromebooks. “It puts the power of the computer into the students’ hands and the teachers’ hands,” said Tom Atkins, South Whidbey School District Technology Operations director. The idea behind the initiative was a collaborative effort between Atkins, Superintendent Jo Moccia, and Director of South Whidbey Academy David Pfeiffer. “As we reviewed the costs of total ownership for the iPads, we came to the realization that we had a gap in our curriculum in our typing skills and that the costs wasn’t sustainable over time,” Atkins said. “If we wanted to develop a 1:1 ratio, we couldn’t afford it.” “The biggest benefit is collaboration. The teacher can collaborate with the student whether they’re in their classroom or not,” he added. “They can collaborate via the Google Apps we’ve deployed or operation tools.”

Gill goes it alone at first meet-the-candidate By BEN WATANABE South Whidbey Record Other than one Record reporter, a few passing cars and people walking by, Thomas Gill was all alone at his first meet-the-candidate stint Monday night. Gill, who was elected to the city council in an unopposed race in 2013, spent nearly two hours chatting about the city from a table with three empty chairs in the Second Street plaza. He is running for mayor against two other candidates, Tim Callison and Sharon Emerson, who have both held public meet-andgreets. Gill said the lack of attendance might have been due to the event being held on a Monday night. Also, he didn’t do much to publicize the meet-and-greet other than send a notice to the paper late last week; it was published in the Saturday Record but the time of the event was accidentally omitted. The online story had all the details. So, with his only audience a Record reporter, Gill highlighted some of the successes of the city and discussed some of the challenges it has faced and continues to confront. People come to Langley, so he feels it would be important as mayor to continue to see the city’s tourism draw grow. But Gill said there were other issues the mayor should tackle, such as the perception that the city is unfriendly to new businesses. “I see a lot more people out and about,� he said. If elected, he would want

Dungeness crab, real manhood here I come By JUSTIN BURNETT
I’ve done some pretty cool stuff in my life, things many people will probably never do. For example, I know what it feels like to be at sea on a sailboat and look in any direction and not see land. I’ve jumped out of an airplane 169 times and lived the life of a parachute packer. I’ve worked at national parks, been a captain on a shark-tour boat and walked the ancient streets of Istanbul. I even got married and became a father. Despite all of that, it’s only this week that I will truly become a man and pass a Whidbey rite of passage. Tonight, I drop my first crab pot. Don’t get me wrong, I’ve hauled more than my fair share of cold and slimy pot line. I spent a few weeks nearly every summer as a kid on Useless Bay crabbing with my grandfather. And anyone who knew Norm Smith knows this counts for something, for this was a man who was serious about his Dungeness crab. Over decades of experience, he’d learned the best places to drop his pots and they went down exactly where he wanted them to. This was all before GPS and waypoints of course, and accomplished with visual line-ups — the tried-and-true practice of using two fixed points on land, one behind another, to determine a position. Use two or three different line-ups and, well, X marks the spot. The only electronics he had aboard was an old flasher-type depth finder. Kinda like a radial telephone, a light would spin around a circular path and flash at the right depth. As for bait, I don’t have enough space in this column to adequately cover the depth of the guy’s knowledge, but summed up his philosophy was to stay natural. Clam shells from the previous night’s dinner, salmon fish heads, sole bones, etc.; he swore this was the only way to go. His only break from this practice was canned cat food. I don’t remember the brand, but it seemed to work for rarely was the man skunked. In later years, I did a bit of crabbing with my father as well. His methods leave a bit more to chance, perhaps, but he seems to get results all the same. His secret weapon, if you could call it a secret at all, is a turkey leg. Works every time. So, while I’ve had a lots of experience hauling pots, changing bait and eating lots and lots, and lots and lots and lots of crab, it’s always been as a second, a deckhand, i.e. the guy not in charge. But tonight that will all change. I’ve got the pot, I’ve got the license (or will within a few hours) the leaky boat, a lifejacket, tons of cat food and even a helper of my own — my 14-year-old son, Kyle. Manhood, here I come.

Folks, winter is coming at Greenbank Farm Editor, Wednesday’s proceedings at the Greenbank Farm are yet another example of corporate interests (such as those of Monsanto) hammering away at the individual. Think not? Google “Monsanto Company History.” Still disagree? Okay, yummy, yummy. Keep eating those big fat ears of North American Independence Day corn until you finish your research. But the next time you pig out on those incredibly plump kernels, remember to ask yourself what moral code was followed by the Coupeville port commissioners in their handling of the Greenbank conflict. After all, when it comes to delivering bad news, delay is the deadliest form of denial. The manner in which the Port of Coupeville’s representatives demonstrated their disregard for the desires and values expressed by the
overwhelming majority of those citizens in attendance proved it. To bluntly dismiss the values of hard-working, self-motivated neighbors is to dump toxicity, not only on the land, but to pump systemic doubt into the lives of the young and healthy souls who will inherit whatever we leave behind. The good news is that Commissioner Mike Diamanti wasted no time in voicing his response. Even better news is that commissioners John Carr and Marshall Bronson are saying goodbye. But wait, these “deals” are never really done. Or are they? Winter is coming. Watch your rugs, folks. RICHARD EVANS Clinton

I know one of the three candidates, Thomas Gill. I am currently the Langley Library Board chairperson. In that service, I’ve observed Thomas Gill. He serves as liaison between the library board and Langley council. Thomas consistently listens well, comes prepared to provide relevant information to our council, and offers guidance to our library board (an appointed advisory group to the mayor and council regarding library facilities). Thomas may be the youngest candidate among the three, but I believe he is well-grounded in Langley business. He told me he would take leave from his current job to serve as mayor. His steady nature, his seeming focus on what is prudent for the Langley community, his experience with city fiscal matters and council duties, and his relative calm nature could serve Langley well. Clinton man pens tale of addiction, jail, recovery Two book signings planned for Langley Mark Tucker of Clinton has his story laid bare in his first published book, “Drive or Die: A True Story of Addiction, Murder and Hope.” The 41-year-old South Whidbey native tells the story of his heroin addiction and the depths to which it plunged

him. Perhaps one of the worst experiences was being held at gunpoint by James Moran, at one time America’s eighthmost-wanted person — he later committed a double murder and suicide. Tucker was convicted of rendering criminal assistance and sentenced to five years in prison and still owes money on a $130,000 fine, according to a recent news release.
Clean since December 2012, Tucker visits people struggling with addiction as a public speaker and works as a personal trainer and owns Whidbey South Woodworks, a construction company. “With this book I’m trying to reach addicts as well as families damaged by addiction,” Tucker said, in the release. “I want to create awareness in parents and hope in addicts, and to

Little Leaguers still alive in district tournament By EVAN THOMPSON South Whidbey Record The sixth inning hasn’t been a problem for South Whidbey’s 11/12 Little League All-Stars. It’s the other five that have given them trouble. Luckily for South Whidbey, it’s only cost them one loss in the District 11 All-Stars tournament. South Whidbey’s latest victory — a 9-7 decision over Central Whidbey on Monday night — puts them at two wins and one loss in the tournament. The team still needs two more wins to reach the championship game. South Whidbey was scheduled to face North Whidbey after The Record Tuesday evening. South Whidbey’s struggles in all but the final inning started against Sedro-Woolley. That was until Brent Batchelor — a 6-foot-tall 12-year-old — blasted an opposite-field home run to left field to tie the game at 2 in the top of the sixth. “I was pretty hyped up after that,” Batchelor said. “We were down and I just had to do what was necessary. I tried to get a little under on that inside pitch and just pulled it.” The glory, however, was short-lived. Sedro’s Boomer Poutry launched a walk-off home run to center field in the bottom of the sixth, giving Sedro a 3-2 victory. “I think they did well,”

If you work hard, if you do all these things that you’re supposed to do…it’s not luck. It’s success.” Molina signed autographs and spoke about his playing days and current endeavors with spectators and parents. On Friday, Molina visited South Whidbey’s All-Stars during their practice. took away a specific message. “Mostly what teamwork actually means and that to win you need to be a full team,” Batchelor said. “I think that’s what we did (Saturday), we just needed to get a little bit more on the bats.” On Sunday, South Whidbey faced Anacortes next to avoid elimination. And again, not much happened on South Whidbey’s end until the sixth. Trailing 1-0 with two on base, Batchelor took the plate. Batchelor didn’t hit a homer, but he did launch the ball beyond the reach of Anacortes’ outfielders for a two-run double, pushing South Whidbey ahead, 2-1. Drew Fry followed with a double to score Batchelor, extending South Whidbey’s lead to 3-1. Anacortes closed the gap to 3-2 when Hadyn Weaver drove in a RBI single, but it was South Whidbey’s Aidan Donnelly who sealed the game when he chased Gavin More’s fly ball to right field. Against Central Whidbey, Batchelor hit another home run in the top of the first. Catcher Nick Black hit his first-ever home run, a three-run shot to center field, in the top of the fifth. Central Whidbey closed the gap with a grand slam in the bottom of the fifth, but South Whidbey’s Luke Rookstool shut his opponents down from the mound.

The stage was relocated this year. It didn’t move far, however, and was built just up the block from its previous Hladky Park location at the intersection of Anthes Avenue and First Street, to the US Banking parking lot at Second Street and Anthes. One of the festival’s organiz-
ers said the reason for the change was because they needed a larger stage, which would not fit at the park because of the old tree. “It’s not a Second Street conspiracy,” Gwen Jones said through laughter. In place of the stage, First and Anthes became the Kid’s Zone, featuring a chalk art area adorned with messages and sketches. A prominent, red “I (heart) Cher” was scrawled in the middle of the square. Fewer arts vendors filled the street space than in previous years, allowing the organizers to consolidate action west of Boy and Dog Park on First Street. One regular Choochokam
