Every town planner has a specific area he or she is passionate about. For new Coupeville Town Planner Tammy Baraconi, her passion lies with historic preservation. So when an opening was advertised in the town Baraconi often visited on vacation, she jumped on it. “This is a second career for me,” Baraconi said. “I used to work in banking.” Baraconi said she left the banking industry after it moved in a direction she wasn’t comfortable with. She went back to school and got a new degree in planning. She spent eight years at the City of Centralia, working her way up. “I got to the point where I had gone as far as I could with that job,” she said. “I’ve always loved Coupeville. I’m excited to be

Meter error nets schools $103K bill By Ron Newberry Staff Reporter
It’s not everyday that you receive an electric bill for more than $100,000. Fortunately for Denise Mehal, business manager for the Coupeville School District, the bill didn’t come as a complete surprise. The school year might be ending this week in Coupeville, but it will still be a few months until the school district gets caught up paying about $103,000 it owes Puget Sound Energy for roughly eight months of electricity usage. Puget Sound Energy and the Coupeville School District have agreed to a threemonth installment plan to pay off the debt that PSE admits was caused by “human error” on its part when a usage meter to the high school and middle school was inadvertently removed from the company’s billing system, said Akiko Oda, PSE’s media engagement program manager. That mistake occurred in August. Yet it wasn’t until seven months later — in

Coupeville bids seniors adieu

Wynter Thorne didn’t want the evening to end. Clutching a bouquet of roses, Thorne was the last of 60 Coupeville High School graduates to leave the gymnasium last Friday night as she savored every last moment. “It doesn’t sink in until you’re walking out the door with everything in your hand and you’re saying goodbye to your friends,” Thorne said, her voice trembling. “That’s when it hit.” Thorne and others who are part of Coupeville’s 115th graduating class called the experience of leaving high school for the final time “surreal” with the sense that life would never be quite the same again. “It’s hard leaving this community behind, but I guess you never really leave it behind because you carry it with you,” said McKayla Bailey, who’s headed to Central Washington University. Bailey, whose family on Central Whidbey runs several generations deep, was involved in one tearful embrace after another after senior class president Amanda Hoesman-Foley took the microphone and announced to her classmates that they were now graduates. Not everyone threw their caps into the air in celebration. The focus was more on congratulating each other and sharing laughs,
tears and plenty of hugs. A large number of Coupeville’s small class has never attended another school district. “It’s going to be weird not having all these guys around,” said Aaron Trumbull, who’s bound for Olympic College in Bremerton, where he’ll continue his baseball career. “We’ve got probably 40 kids that I’ve grown up with since kindergarten. It’s going to be weird not being able to see those guys every day. I think that’s what I’m going to miss the most.” Outgoing principal Larry Walsh congratulated the graduating class and introduced Hoesman-Foley, the first of four valedictorians with perfect 4.0 grade-point averages to address the crowded gym. The other valedictorians were Erin Rosenkranz, Michael Kelly and Kylie Burdge, who also delivered a song with Trumbull and Isaac Vargas strumming guitars. Marisa Etzell gave the salutatorian address. Ron Bagby and Patsi Waller spoke on
behalf of the faculty. Waller shared how living with purpose, having a grateful heart and laughter are key traits to getting the most out of life. “Our purpose is to live a life of integrity and of authenticity,” Waller said. “This can be done regardless of your occupation or standing. My classroom motto this year is on a little plaque I found that says, ‘Believe there is good in the world.’ The words, ‘be the good’ are highlighted. Isn’t that it? Be the good.” School board president Chris Chan and vice president Glenda Merwine awarded diplomas to students. An exception was made when Superintendent Jim Shank was allowed to hand a diploma to his son Matthew. “I’m privileged to have the opportunity to get my diploma from my dad,” said Matthew, who has been accepted to the University of Utah, where he will study pre-medicine.

It’s a wonderful community.” Baraconi’s eight years in Centralia gave her a breadth of experience that appealed to town officials. Coupeville Mayor Nancy Conard said four candidates were interviewed for the planner position. Baraconi was chosen, she said, because she had experience in short- and long-term planning. The town changed the position this year from a parttime contracted position to a full-time staff position. The town is also currently advertising for a part-time permit technician. Changes to the planning department were made for several reasons. Conard, who also serves as the town administrator, is ending her 20 years in office at the end of 2015. Town Hall is working on restructuring departments so that some of those administrative tasks Conard currently handles will be distributed to other departments. Town staff members are also hoping to decrease the

Tammy Baraconi started the end of May as the new town planner. turnaround time on smaller permits and improve customer service by having an employee in the planning department every weekday. “There should be some permits people should be able to get over the counter,” Baraconi said. “They shouldn’t have to wait six weeks.” While the planning department isn’t at the point of having a quick turnaround quite yet, Baraconi said, “We’re certainly headed toward that.” Baraconi was also chosen because of her experience in long-term planning, some-
thing that will come in handy when the town starts working on its comprehensive plan at the start of 2016, Conard said. Prior to that project starting, Baraconi said she will be working with the town council and the Historic Preservation Commission to get them educated on the ins and outs of a comprehensive plan. “Where I see the issue is getting the public to participate,” she said. “It’s a challenge.” During that process, Baraconi said, the town will hold public meetings in effort to get the community involved.

Jim Shank called Coupeville’s 2015 class “outstanding” with “some of the finest young men and women I have worked with” and said they will be missed. “They are not only a very intelligent, talented and capable group, they are kind, well mannered, generous and care for others,” Shank said. Vargas said he wouldn’t trade growing
up in Coupeville for anything, sentiments echoed by Trumbull. Many classmates grew strong bonds since early childhood, making the time to go separate ways all the more difficult. “It’s definitely shaky but exciting to move on,” said Thorne, who is off to pursue a degree in art at Western Washington University. “I’m really happy to be a part of the community here on Whidbey. That’s shaped me to be the person I am today and I’m happy to be graduating from this high school.’ ”

Greenbank dance raises funds for pride parade By Kate Daniel Staff reporter
When Kathryn Lynn Morgen peered into the upstairs landing of the main barn at Greenbank Farm Friday evening, her heart swelled. The band PETE had yet to commence playing for the evening’s LGBTQIA-pride themed community barn dance, but about a dozen children and their respective family members were already celebrating, crafting zines and “freak flags,” taking photos and sharing a collective spirit of laughter and love. Morgen is one of the organizers responsible for Langley’s first Queer Pride Parade, which took place in August of 2014. She and co-organizers Bonnie Stinson and Michael Morgen will be heading the second parade on Aug. 2. This year, they hope to precede the parade with a conference, which would include a panel discussion and workshops. “We’re planning to keep the price point low, prioritize diversity, and emphasize queerness in the arts, activism and education,” Stinson wrote in an email. gens are also the founders of Queer Parade Productions LLC, through which Morgen said she hopes to cultivate an active LGBTQIA community for Whidbey with regular gatherings and artistic events similar to those in Seattle. “The vision is to hold events throughout the year that are a safe space for all ages, for people across the spectrum entirely,” said Morgen. “We’re trying to build something where we can do events year-round, so I think it was a good first step,” she said of Friday night’s gathering. The community barn dance was the first pridethemed dance at Greenbank, and was a part of First Fridays at the Farm. Crafts, a raffle and open mic were all a part of a fundraising effort for this year’s upcoming pride parade. Morgen noted that they were able to raise approximately $116 from the raffle, though they were unsure how much was raised from the event overall as of Tuesday morning. Funds raised for the parade will go towards basics such as water bottles and snacks for volunteers, walkie-

Stinson, Morgen and Greenbank Farm Facility and Events Coordinator Madisun Clark deemed the event a success. “It was absolutely wonderful,” Clark said. “There were over 100 people that came out and had a great time.” Clark, who joined the farm staff in fall 2014, said she is passionate about continuing the tradition of
community barn dances and hopes to make the pridethemed dance an annual affair. “They’re important because people need a place to come out and just have fun and be safe and be themselves,” said Clark. Clark’s sentiment aligns with Morgen’s, who noted that a large part of her goal with Queer Parade Productions LLC is to create safe
spaces for LGBTQIA identifying individuals to feel safe expressing themselves and sharing with fellow members of the community. After PETE’s performance, a handful of performers took advantage of the open mic segment, including a transgender man who shared a piece of poetry and an LGBTQIA activist who visited from Port Townsend to play a tune. Jamie McHugh and Maureen “Momo” Freehill performed a dance. “Whidbey folks are very good at celebrating diversity,” Stinson wrote in an email. “And, like many, our community sometimes struggles with labels. I hope that QPP has brought a modern conversation around queerness into the Whidbey zeitgeist.” Though one community member voiced opposition to the usage of the term “queer,” earlier last week, Clark said that she heard no other complaints regarding the term or the event in general. “Everyone else has been incredibly supportive and welcoming,” said Clark. Morgen concurred. For the most part, she said, she
and Stinson have been able to facilitate conversations about their choice of the re-appropriated word with individuals who objected and have been able to reach mutual understanding. Stinson, Morgen and Clark each expressed their excitement for this year’s parade, as did many of Friday evening’s attendees. “It was absolutely beautiful, and I can’t wait for this year’s,” Clark said of the parade. “I’m looking forward to feeling the community come together again, reveling in our differences and celebrating them together,” Stinson wrote. “It’s a tremendous honor to organize the Queer Pride Parade and to see so many familiar faces.” In addition to the proposed conference, Morgen said she hopes to crown a parade king, queen, or nongender-specific royalty for the parade and have a grand marshal. Madrona ground breaking delayed By Megan Hansen Co-Editor
The Town of Coupeville will not break ground on its Madrona Way road and utility project this week as originally planned. Mayor Nancy Conard said the project is about a week behind schedule. Part of the hold up is that the town only closed bids for the construction contract Monday afternoon and the town council will have to approve the winning bid. The town advertised it was seeking bids for three weeks and received roughly a half dozen interested construction companies. Now town staff is reviewing the several lowest bids, Conard said. Because the bids were not ready by Tuesday’s council meeting, Conard said officials were aiming to hold a special meeting Thursday or Friday to approve a bid. The town is also still trying to secure additional funding for the project with loans through USDA. “There’s still hoops we have to jump through,” she said. “It’s a very competitive rate, so we’re happy with that.”
Part of those steps included the council approving resolutions to accept the loans, which was done Tuesday evening. Town staff doesn’t have an exact start date scheduled for the project because it depends on whichever bid is awarded. Conard said she’s hoping it will begin within 10 days to two weeks. Residents living on Madrona Way will be impacted by the project, which is being completed primarily from Broadway to Vine streets with some water line extension going toward Captain Whidbey Inn. Residents in the area can anticipate about six months of disruption, according to town staff. The nearly $2-million project has been years in the making and was broken into two phases, which include installation of new water and sewer mains and construction of a sewer lift station. Phase two includes road reconstruction, installation of a storm drain system and bioswales, and installation of a pedestrian path. Drivers in the area will experience detours onto Vine and Sherman roads during the project.

Arts festival volunteers needed
Greenbank Farm will host Central Whidbey’s first Safety Fair noon to 3 p.m. Sunday, June 14. First responders and emergency management professionals will provide interactive learning experiences including live demonstrations, informational displays and other familyfriendly activities. Topics of discussion include electric safety and how to prepare for emergency situations, particularly important for those who live in secluded areas of Whidbey Island. Emergency preparedness education will be provided by representatives from businesses and organizations including Puget Sound Energy, Central Whidbey Fire and Rescue,
The Coupeville Festival Association needs volunteers for the Arts and Crafts Festival in August. Each summer, an average of 250 volunteers help facilitate Coupeville’s largest summer event. Volunteers are the backbone of the festival, said Kathy Sechrist, volunteer coordinator. “Our volunteer list is very slim at the moment.” Sechrist is hoping to find volunteers to serve in various capacities through the festival weekend, Aug. 1-2. “We could use people in most any place,” Sechrist said. “We need people to help set up and tear down. We really need more hands on that part.”

toni grove sowin ’n’ the trowel In his classic military treatise “The Art of War,” Sun Tzu proclaimed, “Know your enemy and know yourself and you can fight a hundred battles without disaster.” A contemporary of his, the wise Confucius, chimed in by saying, “The beginning of wisdom is to call things by their proper name.” I doubt they were talking about weeds, but if they liked to putter around in the garden, they might have been. I’m no ancient Chinese fount of wisdom, but I believe wholeheartedly you should get to know all those little rascally plants that keep popping up in your flower beds and call them by their proper names. Here are just a few of them. Take, for example, a little nuisance some of us have opted to call “that little clover thing.” Low to the ground and usually a coppery color in the sun, its heart-shaped leaves are
a dead giveaway it’s not a clover at all but an oxalis. Oxalis corniculata, or creeping woodsorrel, has tiny yellow flowers with five petals and establishes itself with a sturdy tap root and then by creeping along, rooting at its nodes. That’s what makes it a pain to remove: you have to dig up every teeny, tiny rooted stem. What’s even screwier when it comes to common names, Oxalis corniculata isn’t really a sorrel at all. But I know a particularly annoying weed that is: sheep’s sorrel. In some circles, sheep sorrel, or Rumex acetosella, is known as “rubber band plant” because its slender traveling roots are so stretchy you expect to hear them go “boing” when they snap. As it matures, its small arrowhead shaped leaves might be topped with a spike of very small maroon female flowers. Two irritating members of the pea family are black medick (Medicago lupulina) and hairy vetch (Vicia villosa), which look nothing alike. In fact, I think Medicago lupulina is what most people are thinking when they mistake it with Oxalis corniculata. It too is very low to the ground and spreading, and it does have a tiny yellow
flower. However, its flower has the requisite round clover shape and its leaves are three-lobed, not heartshaped. Vicia villosa, or wretched vetch, as I like to call is, has tendrils like pea vines and long, narrow pinkish purple flowers. It’s an agricultural escapee that if left to its own devices will shroud entire shrubs like a cargo net. And speaking of cargo nets, Velcro plant can have the same effect on your landscaping. Of course, I mean cleavers, or Galium aparine. Also known to some as catchweed bestraw, you’ll recognize it because of its square stems with downward facing bristles that let it attach to anything that comes in contact with it. Its leaves are similar in shape to its cousin’s, sweet woodruff, but this plant grows up and out to form dense mats instead of spreading sideways via rhyzomatous roots. Finally, as you weed, think of what Victor Hugo wrote in his masterpiece “Les Misérables.” “Remember this, my friends: there are no such things as bad plants or bad men. There are only bad cultivators.” I don’t think Victor ever met Stinky Bob.

Coaching career ends, but Smith’s impact lives on By Jim Waller Staff Reporter
After 19 years at the helm, Willie Smith stepped aside this spring as the Coupeville High School varsity baseball coach. His impact on the community, however, went far beyond the white lines of Robert Sherman Field. Smith started his coaching career at his alma mater, Sequim, as the head baseball coach in 1993 and 1994. After moving to Coupeville, he was the varsity girls basketball coach from 19942000 and an assistant football coach for 17 years (1995-2011), which included a three-year stint as the head middle school coach. He became Coupeville’s varsity baseball coach in 1997. Smith said he chose to step down because “(I) don’t feel like I can give the attention, energy and motivation that is needed to run a program.” “I don’t want to cheat the kids, and I just felt like if I was to continue, I would be doing that,” he added. “It would be a bit hypocritical of me to ask the kids to be dedicated, focused and energized when I couldn’t do the same.” Smith coached high school athletes for 22 years, but what he did for the children of Coupeville before they reached high school may be his lasting legacy.
Accomplishments
Asked to name his greatest accomplishment as a coach, Smith said, “I’ve never really thought about this question, quite honestly.” He settled on the creation of the youth girls basketball program. “When we got here, girls playing in the local youth program was not very common,” he said. “So, we started the program with the high school team as their coaches and it created a connection with the younger kids and the high school program that, at least through my tenure as coach, created a lot of excitement. “Along those same lines would be the starting of our Little League program for both baseball and softball. Myself and (wife) Cherie, with about three to four other parents, jump-started this program, and it continues to produce good-quality players for both programs.” Another accomplishment, Smith said, was rebuilding the girls basketball program with Cherie and assistant coach Danny Ochoa.

Proud moments
The list of his proudest moments as a coach is lengthy, but at the top was the opportunity to coach his sons James and Ian in football and baseball. “Not many parents get to experience the exhilaration of having a hand in all of the prep work -- practices, summer work, tourneys, etc. -- and then see their kids perform at a really high level,” Smith said. “It is pretty special.” As examples, he noted the time James “refused to allow us to lose and put the team on his shoulders” in a football playoff win over Friday Harbor, and Ian, as a freshman, driving in the winning run to secure a district baseball title. Another on the list is the 2000 girls basketball team with its tough, defensiveminded, team-oriented attitude.
“It was a team of stars, but none who acted like it, and a team that relished rising to the challenge,” he said. Watching the team win a berth in the state tournament on a last-second basket by Tina Lyness “is one of my proudest moments as a coach just because of how we got there and what our team endured through the whole season.” A third item of the list was the opening playoff win in the 2014 baseball tournament. The seniors on the team had fought through tough seasons in all sports through their careers, and Smith realized how special the victory was when Jake Tumblin said, “This is my first playoff win in high school, coach.” The next game, Tumblin hit a tie-breaking home run. “To be able to be a part of something like that is special.”

Smith also wanted his players to realize “life is way too short to take yourself too seriously, so make sure you enjoy yourself a bit.” Smith named 10 coaches who helped mold him, and lauded the help of assistants Ochoa, Garrett Arnold, Larry Kimball, Ryan O’Keefe, Chris Chan, Chris Tumblin, Chris Smith and Mike Etzell, noting most were volunteers. “My best assistant, of course, was my wife Cherie, who got to deal with all the post-game losses and frustrations, and who taught me to slow down and … enjoy my coaching,” he said.

Bill: Meter error causes months of incorrect power billing for schools From page 1 March — that PSE discovered the error, notified the Coupeville schools what had happened and shed light on the astoundingly outstanding balance. Mehal detected that something was fishy over the winter when bills from PSE started coming in lower than normal and she notified the
company in January, setting off an investigation. “At one point, we even had a credit,” Mehal said. “That really threw up the red flag.” Part of Mehal’s job with the district is to track bills, which she said can be tricky when it comes to electricity since there are eight meters that serve the entire district. Bills are broken down by
meters for different buildings and bills don’t always reflect each meter every month. “That’s why sometimes we have to wait and see,” Mehal said. “We are thinking, ‘Maybe they’re just catching up.’” But it became obvious that something was askew. The Coupeville School District pays about $350,000 a year to heat, light, circulate air and power various equip-
ment and electronic devices, Mehal said. The error was traced to Aug. 19, 2014, when Puget Sound Energy came to Coupeville High School and Middle School to remove a temporary test meter that the school district requested a month earlier to verify the operation and accuracy of the existing meter, Oda said. When the temporary
meter was removed, a PSE employee accidentally removed the usage meter from the company’s billing system, meaning that energy usage for the middle and high schools failed to get recorded. That set in motion a series of bills that fluctuated strangely and raised eye brows along the way. “Due to what happened, we are looking into improving our processes and training to ensure the necessary steps are taken for re-activating accounts following tests conducted in the field,” Oda
said. “We have practices in place to catch accounts that show no energy usage. We are grateful for the Coupeville School District’s patience and understanding as we work to address this issue.” Mehal said the experience has taught her to look at all bills a little more carefully. “I think it was an honest mistake by PSE that they are working hard to correct,” said Coupeville Superintendent Jim Shank. “PSE has been a great partner in the past and we look forward to our future working together.”
